[IEV number 441-11-01]
A switchboard as defined in the National Electrical Code is a large single panel, frame, or assembly of panels on which are mounted, on the face or back or both switches, overcurrent and other protective devices, buses, and, usually, instruments.
Switchboards are generally accessible from the rear as well as from the front and are not intended to be installed in cabinets.
The types of switchboards, classified by basic features of construction, are as follows:
1. Live-front vertical panels
2. Dead-front boards
3. Safety enclosed boards( metal-clad)
[American electricians’ handbook]
The switchboard plays an essential role in the availability of electric power, while meeting the needs of personal and property safety.
Its definition, design and installation are based on precise rules; there is no place for improvisation.
The IEC 61439 standard aims to better define " low-voltage switchgear and controlgear assemblies", ensuring that the specified performances are reached.
It specifies in particular:
> the responsibilities of each player, distinguishing those of the original equipment manufacturer - the organization that performed the original design and associated verification of an assembly in accordance with the standard, and of the assembly manufacturer - the organization taking responsibility for the finished assembly;
> the design and verification rules, constituting a benchmark for product certification.
All the component parts of the electrical switchboard are concerned by the IEC 61439 standard.
Equipment produced in accordance with the requirements of this switchboard standard ensures the safety and reliability of the installation.
A switchboard must comply with the requirements of standard IEC 61439-1 and 2 to guarantee the safety and reliability of the installation.
Managers of installations, fully aware of the professional and legal liabilities weighing on their company and on themselves, demand a high level of safety for the electrical installation.
What is more, the serious economic consequences of prolonged halts in production mean that the electrical switchboard must provide excellent continuity of service, whatever the operating conditions.
[Schneider Electric]
> распределение ответственности между изготовителем НКУ - организацией, разработавшей конструкцию НКУ и проверившей его на соответствие требованиям стандарта, и сборщиком – организацией, выполнившей сборку НКУ;
[Перевод Интент]LV switchgear assemblies are undoubtedly the components of the electric installation more subject to the direct intervention of personnel (operations, maintenance, etc.) and for this reason users demand from them higher and higher safety requirements.
The compliance of an assembly with the state of the art and therefore, presumptively, with the relevant technical Standard, cannot be based only on the fact that the components which constitute it comply with the state of the art and therefore, at least presumptively, with the relevant technical standards.
In other words, the whole assembly must be designed, built and tested in compliance with the state of the art.
Since the assemblies under consideration are low voltage equipment, their rated voltage shall not exceed 1000 Va.c. or 1500 Vd.c. As regards currents, neither upper nor lower limits are provided in the application field of this Standard.
The Standard IEC 60439-1 states the construction, safety and maintenance requirements for low voltage switchgear and controlgear assemblies, without dealing with the functional aspects which remain a competence of the designer of the plant for which the assembly is intended.

52 Farman, Henri
SUBJECT AREA: Aerospace[br]b. 26 May 1874 Paris, Franced. 17 July 1958 Paris, France[br]French aeroplane designer who modified Voisin biplanes and later, with his brother Maurice (b. 21 March 1877 Paris, France; d. 26 February 1964 Paris, France), created a major aircraft-manufacturing company.[br]The parents of Henri and Maurice Farman were British subjects living in Paris, but their sons lived all their lives in France and became French citizens. As young men, both became involved in cycle and automobile racing. Henri (or Henry—he used both versions) turned his attention to aviation in 1907 when he bought a biplane from Gabriel Voisin. Within a short time he had established himself as one of the leading pilots in Europe, with many record-breaking flights to his credit. Farman modified the Voisin with his own improvements, including ailerons, and then in 1909 he designed the first Farman biplane. This became the most popular biplane in Europe from the autumn of 1909 until well into 1911 and is one of the classic aeroplanes of history. Meanwhile, Maurice Farman had also begun to design and build biplanes; his first design of 1909 was not a great success but from it evolved two robust biplanes nicknamed the "Longhorn" and the "Shorthorn", so called because of their undercarriage skids. In 1912 the brothers joined forces and set up a very large factory at Billancourt. The "Longhorn" and "Shorthorn" became the standard training aircraft in France and Britain during the early years of the First World War. The Farman brothers went on to produce a number of other wartime designs, including a large bomber. After the war the Farmans produced a series of large airliners which played a key role in establishing France as a major airline operator. Most famous of these was the Goliath, a twin-engined biplane capable of carrying up to twelve passengers. This was produced from 1918 to 1929 and was used by many airlines, including the Farman Line. The brothers retired when their company was nationalized in 1937.[br]Bibliography1910, The Aviator's Companion, London (with his brother Dick Farman).Further ReadingM.Farman, 1901, 3,000 kilomètres en ballon, Paris (an account of several balloon flights from 1894 to 1900).J.Liron, 1984, Les Avions Farman, Paris (provides comprehensive descriptions of all Farman aircraft).Jane's Fighting Aircraft of World War I, 1990, London (reprint) (gives details of all early Farman aircraft).J.Stroud, 1966, European Aircraft since 1910, London (provides details about Farman air-liners).JDS -
53 Fokker, Anthony Herman Gerard
SUBJECT AREA: Aerospace[br]b. 6 April 1890 Kediri, Java, Dutch East Indies (now Indonesia)d. 23 December 1939 New York, USA[br]Dutch designer of German fighter aircraft during the First World War and of many successful airliners during the 1920s and 1930s.[br]Anthony Fokker was born in Java, where his Dutch father had a coffee plantation. The family returned to the Netherlands and, after schooling, young Anthony went to Germany to study aeronautics. With the aid of a friend he built his first aeroplane, the Spin, in 1910: this was a monoplane capable of short hops. By 1911 Fokker had improved the Spin and gained a pilot's licence. In 1912 he set up a company called Fokker Aeroplanbau at Johannistal, outside Berlin, and a series of monoplanes followed. When war broke out in 1914 Fokker offered his designs to both sides, and the Germans accepted them. His E I monoplane of 1915 caused a sensation with its manoeuvrability and forward-firing machine gun. Fokker and his collaborators improved on the French deflector system introduced by Raymond Saulnier by fitting an interrupter gear which synchronized the machine gun to fire between the blades of the rotating propeller. The Fokker Dr I triplane and D VII biplane were also outstanding German fighters of the First World War. Fokker's designs were often the work of an employee who received little credit: nevertheless, Fokker was a gifted pilot and a great organizer. After the war, Fokker moved back to the Netherlands and set up the Fokker Aircraft Works in Amsterdam. In 1922, however, he emigrated to the USA and established the Atlantic Aircraft Corporation in New Jersey. His first significant success there came the following year when one of his T-2 monoplanes became the first aircraft to fly non-stop across the USA, from New York to San Diego. He developed a series of civil aircraft using the well-proven method of construction he used for his fighters: fuselages made from steel tubes and thick, robust wooden wings. Of these, probably the most famous was the F VII/3m, a high-wing monoplane with three engines and capable of carrying about ten passengers. From 1925 the F VII/3m airliner was used worldwide and made many record-breaking flights, such as Lieutenant-Commander Richard Byrd's first flight over the North Pole in 1926 and Charles Kingsford-Smith's first transpacific flight in 1928. By this time Fokker had lost interest in military aircraft and had begun to see flight as a means of speeding up global communications and bringing people together. His last years were spent in realizing this dream, and this was reflected in his concentration on the design and production of passenger aircraft.[br]Principal Honours and DistinctionsRoyal Netherlands Aeronautical Society Gold Medal 1932.Bibliography1931, The Flying Dutchman: The Life of Anthony Fokker, London: Routledge \& Sons (an interesting, if rather biased, autobiography).Further ReadingA.R.Weyl, 1965, Fokker: The Creative Years, London; reprinted 1988 (a very detailed account of Fokker's early work).Thijs Postma, 1979, Fokker: Aircraft Builders to the World, Holland; 1980, English edn, London (a well-illustrated history of Fokker and the company).Henri Hegener, 1961, Fokker: The Man and His Aircraft, Letchworth, Herts.JDS / CMBiographical history of technology > Fokker, Anthony Herman Gerard

54 Henry, James J.
SUBJECT AREA: Ports and shipping[br]b. 22 June 1913 Ancon, Panama Canal Zoned. 1986 USA[br]American naval architect, innovator in specialist cargo-ship design.[br]After graduating in 1935 from the Webb Institute of Naval Architecture, New York, Henry served in different government agencies until 1938 when he joined the fast expanding US Maritime Commission. He assisted in the design and construction of troop-carrying vessels, Cl cargo ships, and he supervised the construction of two wartime attack transports. At the end of hostilities, he set up as a consultant naval architect and by 1951 had incorporated the business as J.J.Henry \& Company Inc. The opportunities that consultancy gave him were grasped eagerly; he became involved in the conversion of war-built tonnage to peaceful purposes (such as T2 tankers to ore carriers), the development of the new technologies of the carriage of liquefied gases at cryogenic temperatures and low pressures and, possibly the greatest step forward of all, the development of containerization. Containerization and the closely related field of barge transportation were to provide considerable business during the 1960s and the 1970s. The company designed the wonderful 33-knot container ships for Sea-Land and the auspicious Sea-bee barge carriers for the Lykes Brothers of New Orleans. James Henry's professional achievements were recognized internationally when he was elected President of the (United States) Society of Naval Architects and Marine Engineers in 1969. By then he had served on many boards and committees and was especially honoured to be Chairman of the Board of Trustees of his graduating college, the Webb Institute of Naval Architecture of New York.FMW -

In 1892 he became a partner with Charles Richardson in the firm of Richardson \& Herbert, electrical engineers in Manchester, and when this partnership was dissolved in 1895 he carried on the business in his own name and began to produce machine tools. He remained as Managing Director of this firm, reconstituted in 1902 as a limited liability company styled Edward G.Herbert Ltd, until his retirement in 1928. He was joined by Charles Fletcher (1868–1930), who as joint Managing Director contributed greatly to the commercial success of the firm, which specialized in the manufacture of small machine tools and testing machinery.Around 1900 Herbert had discovered that hacksaw machines cut very much quicker when only a few teeth are in operation, and in 1902 he patented a machine which utilized this concept by automatically changing the angle of incidence of the blade as cutting proceeded. These saws were commercially successful, but by 1912, when his original patents were approaching expiry, Herbert and Fletcher began to develop improved methods of applying the rapid-saw concept. From this work the well-known Rapidor and Manchester saws emerged soon after the First World War. A file-testing machine invented by Herbert before the war made an autographic record of the life and performance of the file and brought him into close contact with the file and tool steel manufacturers of Sheffield. A tool-steel testing machine, working like a lathe, was introduced when high-speed steel had just come into general use, and Herbert became a prominent member of the Cutting Tools Research Committee of the Institution of Mechanical Engineers in 1919, carrying out many investigations for that body and compiling four of its Reports published between 1927 and 1933. He was the first to conceive the idea of the "tool-work" thermocouple which allowed cutting tool temperatures to be accurately measured. For this advance he was awarded the Thomas Hawksley Gold Medal of the Institution in 1926.His best-known invention was the Pendulum Hardness Tester, introduced in 1923. This used a spherical indentor, which was rolled over, rather than being pushed into, the surface being examined, by a small, heavy, inverted pendulum. The period of oscillation of this pendulum provided a sensitive measurement of the specimen's hardness. Following this work Herbert introduced his "Cloudburst" surface hardening process, in which hardened steel engineering components were bombarded by steel balls moving at random in all directions at very high velocities like gaseous molecules. This treatment superhardened the surface of the components, improved their resistance to abrasion, and revealed any surface defects. After bombardment the hardness of the superficially hardened layers increased slowly and spontaneously by a room-temperature ageing process. After his retirement in 1928 Herbert devoted himself to a detailed study of the influence of intense magnetic fields on the hardening of steels.Herbert was a member of several learned societies, including the Manchester Association of Engineers, the Institute of Metals, the American Society of Mechanical Engineers and the Institution of Mechanical Engineers. He retained a seat on the Board of his company from his retirement until the end of his life.[br]Principal Honours and DistinctionsManchester Association of Engineers Butterworth Gold Medal 1923. 56 Sikorsky, Igor Ivanovich
SUBJECT AREA: Aerospace[br]b. 25 May 1889 Kiev, Ukrained. 26 October 1972 Easton, Connecticut, USA[br]Russian/American pioneer of large aeroplanes, flying boats, and helicopters.[br]Sikorsky trained as an engineer but developed an interest in aviation at the age of 19 when he was allowed to spend several months in Paris to meet French aviators. He bought an Anzani aero-engine and took it back to Russia, where he designed and built a helicopter. In his own words, "It had one minor technical problem—it would not fly—but otherwise it was a good helicopter".Sikorsky turned to aeroplanes and built a series of biplanes: by 1911 the 5–5 was capable of flights lasting an hour. Following this success, the Russian-Baltic Railroad Car Company commissioned Sikorsky to build a large aeroplane. On 13 May 1913 Sikorsky took off in the Grand, the world's first four-engined aeroplane. With a wing span of 28 m (92 ft) it was also the world's largest, and was unique in that the crew were in an enclosed cabin with dual controls. The even larger Ilia Mourometz flew the following year and established many records, including the carriage of sixteen people. During the First World War many of these aircraft were built and served as heavy bombers.Following the revolution in Russia during 1917, Sikorsky emigrated first to France and then the United States, where he founded his own company. After building the successful S-38 passenger-carrying amphibian, the Sikorsky Aviation Corporation became part of the United Aircraft Corporation and went on to produce several large flying boats. Of these, the four-engined S-42 was probably the best known, for its service to Hawaii in 1935 and trial flights across the Atlantic in 1937.In the late 1930s Sikorsky once again turned his attention to helicopters, and on 14 September 1939 his VS-300 made its first tentative hop, with Sikorsky at the controls. Many improvements were made and on 6 May 1941 Sikorsky made a record-breaking flight of over 1½ hours. The Sikorsky design of a single main lifting rotor combined with a small tail rotor to balance the torque effect has dominated helicopter design to this day. Sikorsky produced a long series of outstanding helicopter designs which are in service throughout the world.[br]Principal Honours and DistinctionsChevalier de la Légion d'honneur 1960. 57 Wolseley, Frederick York
[br]b. 1837 Co. Dublin, Irelandd. 1899 England[br]Irish inventor who developed the first practical sheep shears and was also involved in the development of the car which bore his name.[br]The credit for the first design of sheep shears lies with James Higham, who patented the idea in 1868. However, its practical and commercial success lay in the work of a number of people, to each of whom Frederick Wolseley provides the connecting link. One of three brothers, he emigrated to Australia in 1854 and worked in New South Wales for five years. In 1867 he produced a working model of mechanical sheep shears, but it took a further five years before he actually produced a machine, whilst working as Manager of a sheep station in Victoria. In the intervening period it is possible that he visited America and Britain. On returning to Australia in 1872 he and Robert Savage produced another working model in a workshop in Melbourne. Four years later, by which time Wolseley had acquired the "Euroka" sheep station at Walgett, they tested the model and in 1877 acquired joint patent rights. The machine was not successful, and in 1884 another joint patent, this time with Robert Pickup, was taken out on a cog-gear universal joint. Development was to take several more years, during which a highly skilled blacksmith by the name of George Gray joined the team. It is likely that he was the first person to remove a fleece from a sheep mechanically. Finally, the last to be involved in the development of the shears was another Englishman, John Howard, who emigrated to Australia in 1883 with the intention of developing a shearing machine based on his knowledge of existing horse clippers. Wolseley purchased Howard's patent rights and gave him a job. The first public demonstration of the shears was held at the wool stores of Goldsborough \& Co. of Melbourne. Although the hand shearers were faster, when the three sheep that had been clipped by them were re-shorn using the mechanical machine, a further 2 lb (900 g) of wool was removed.Wolseley placed the first manufacturing order with A.P.Parks, who employed a young Englishman by the name of Herbert Austin. A number of improvements to the design were suggested by Austin, who acquired patents and assigned them to Wolseley in 1895 in return for shares in the company. Austin returned to England to run the Wolseley factory in Birmingham. He also built there the first car to carry the Wolseley name, and subsequently opened a car factory carrying his own name.Wolseley resigned as Managing Director of the company in 1894 and died five years later.[br]Further ReadingF.Wheelhouse, 1966, Digging Stock to Rotary Hoe: Men and Machines in Rural Australia (provides a detailed account of Wolseley's developments).APBiographical history of technology > Wolseley, Frederick York

58 Zeppelin, Count Ferdinand von
SUBJECT AREA: Aerospace[br]b. 8 July 1838 Konstanz, Germanyd. 8 March 1917 Berlin, Germany[br]German designer of rigid airships, which became known as Zeppelins.[br]Zeppelin served in the German Army and retired with the rank of General in 1890. While in the army, he was impressed by the use of balloons in the American Civil War and during the Siege of Paris. By the time he retired, non-rigid airships were just beginning to make their mark. Zeppelin decided to build an airship with a rigid framework to support the gas bags. Plans were drawn up in 1893 with the assistance of Theodore Kober, an engineer, but the idea was rejected by the authorities. A company was founded in 1898 and construction began. The Luftschiff Zeppelin No. 1 (LZ1) made its first flight on 2 July 1900. Modifications were needed and the second flight took place in October. A reporter called Hugo Eckener covered this and later flights: his comments and suggestions so impressed Zeppelin that Eckener eventually became his partner, publicist, fund-raiser and pilot. The performance of the subsequent Zeppelins gradually improved, but there was limited military interest. In November 1909 a company with the abbreviated name DELAG was founded to operate passenger-carrying Zeppelins. The service was opened by LZ 7 Deutschland in mid-June 1910, and the initial network of Frankfurt, Baden- Baden and Düsseldorf was expanded. Eckener became a very efficient Director of Flight Operations, and by the outbreak of war in 1914 some 35,000 passengers had been carried without any fatalities. During the First World War many Zeppelins were built and they carried out air-raids on Britain. Despite their menacing reputation, they were very vulnerable to attack by fighters. Zeppelin, now in his seventies, turned his attention to large bombers, following the success of Sikorsky's Grand, but he died in 1917. Eckener continued to instruct crews and improve the Zeppelin designs. When the war ended Eckener arranged to supply the Americans with an airship as part of German reparations: this became the Los Angeles. In 1928 a huge new airship, the Graf Zeppelin, was completed and Eckener took command. He took the Graf Zeppelin on many successful flights, including a voyage around the world in 1929.[br]Bibliography1908, Erfahrungen beim Bau von Luftschiffen, Berlin. 1908, Die Eroberung der Luft, Stuttgart.Further ReadingThere are many books on the history of airships, and on Graf von Zeppelin in particular.
