Обязательные платежи, взимаемые государством с физических и юридических лиц для финансирования государственных расходов (прежде всего на здравоохранение, народное образование, оборону, содержание государственного аппарата), но также служащие мощным экономическим регулятором (см. например, Предельная налоговая ставка). Н. делятся на прямые (Н. на заработную плату или доходы, имущество) и косвенные, увеличивающие цену товаров, приобретаемых населением. В принципе существуют две формы изъятия налога: фиксированная ставка и прогрессивная (а где-то и регрессивная) шкала. По-видимому, самое главное в построении налоговой системы — ее оптимизация в том смысле, что слишком высокий налог может не оставить фирмам и предприятиям возможностей для нормального развития или подорвать стимулы к такому развитию и, следовательно, сбор налогов сократится, но и слишком низкое, «вольготное» обложение может сократить поступление средств государству до недопустимого уровня. Это положение на Западе принято изображать Лаффера кривой. В странах с высокой инфляцией важна периодичность уплаты налогов: чем она больше, тем меньше реальная ценность собираемых средств (“эффект Танзи — Оливьера”). В некоторых случаях это оправдывает применение, казалось бы, алогичного порядка внесения налогов авансом, когда средств, облагаемых налогом, сам налогоплательщик еще и не имеет.См. Танзи эффект.
