We can... distinguish sharply between the kind of behavior which from the very beginning arises out of a consideration of the structure of a situation, and one that does not. (Hebb, 1958, pp. 204-205)In Morgan's own words, the principle is, "In no case may we interpret an action as the outcome of the exercise of a higher psychical faculty, if it can be interpreted as the outcome of the exercise of one which stands lower in the psychological scale." Behaviorists universally adopted this idea as their own, interpreting it as meaning that crediting consciousness to animals can't be justified if the animal's behavior can be explained in any other way, because consciousness is certainly a "higher psychical faculty." Actually, their interpretation is wrong, since Morgan was perfectly happy with the idea of animal consciousness: he even gives examples of it directly taken from dog behavior. Thus in The Limits of Animal Intelligence, he describes a dog returning from a walk "tired" and "hungry" and going down into the kitchen and "looking up wistfully" at the cook. Says Morgan about this, "I, for one, would not feel disposed to question that he has in his mind's eye a more or less definite idea of a bone."Morgan's Canon really applies to situations where the level of intelligence credited to an animal's behavior goes well beyond what is really needed for simple and sensible explanation. Thus application of Morgan's Canon would prevent us from presuming that, when a dog finds its way home after being lost for a day, it must have the ability to read a map, or that, if a dog always begins to act hungry and pace around the kitchen at 6 P.M. and is always fed at 6:30 P.M., this must indicate that it has learned how to tell time. These conclusions involve levels of intelligence that are simply not needed to explain the behaviors. •• * Глагол to reinvent до недавнего времени отсутствовал в словарях. Его нет даже в таком полном издании, как Webster’s Third New International Dictionary. Что странно: по крайней мере во фразеологизме to reinvent the wheel это слово встречается уже давно. American Heritage Dictionary не очень убедительно пытается разбить значение этого выражения на два:
•• 1. To do something again, from the beginning, especially in a needless or inefficient effort: “School districts need not reinvent the wheel every time they try to improve their schools.” (Washington Post) 2. •• По-моему, во втором примере значение идентично первому, и употребление этого выражения имеет явно отрицательный оттенок (как и в случае его русского эквивалента изобретать велосипед).
•• В 1990-е годы слово reinvent оказалось востребованным в соответствии с законами языковой моды и утратило отрицательный оттенок, во всяком случае на первых порах. Произошло это с подачи Ала Гора, который первым стал говорить о необходимости to reinvent the government. Вот характерная цитата:

Кстати, American Heritage дает опять-таки неоправданно дробное описание значения слова to reinvent:

Portugal's foreign policy during World War II was challenged as both Allied and Axis powers tested the viability of Portugal's official policy of neutrality, qualified by a customary bow to the Anglo-Portuguese Alliance. Antônio de Oliveira Salazar, who served as minister of foreign affairs, as well as prime minister, during 1936-45, sought to sell his version of neutrality to both sides in the war and to do so in a way that would benefit Portugal's still weak economy and finance. Portugal's status as a neutral was keenly tested in several cases, including Portugal's agreeing to lease military bases to Britain and the United States in the Azores Islands and in the wolfram (tungsten ore) question. Portugal's foreign policy experienced severe pressures from the Allies in both cases, and Salazar made it clear to his British and American counterparts that Portugal sought to claim the right to make independent choices in policy, despite Portugal's military and economic weakness. In tense diplomatic negotiations with the Allies over Portugal's wolfram exports to Germany as of 1944, Salazar grew disheartened and briefly considered resigning over the wolfram question. Foreign policy pressure on this question diminished quickly on 6 June 1944, as Salazar decreed that wolfram mining, sales, and exports to both sides would cease for the remainder of the war. After the United States joined the Allies in the war and pursued an Atlantic strategy, Portugal discovered that her relationship with the dominant ally in the emerging United Nations was changing and that the U.S. would replace Britain as the key Atlantic ally during succeeding decades. Beginning in 1943-44, and continuing to 1949, when Portugal became, with the United States, a founding member of North Atlantic Treaty Organization (NATO), Luso-American relations assumed center stage in her foreign policy.During the Cold War, Portuguese foreign policy was aligned with that of the United States and its allies in Western Europe. After the Revolution of 25 April 1974, the focus of Portuguese foreign policy shifted away from defending and maintaining the African colonies toward integration with Europe. Since Portugal became a member of the European Economic Community in 1986, and this evolved into the European Union (EU), all Portuguese governments have sought to align Portugal's foreign policy with that of the EU in general and to be more independent of the United States. Since 1986, Portugal's bilateral commercial and diplomatic relations with Britain, France, and Spain have strengthened, especially those with Spain, which are more open and mutually beneficial than at any other time in history.Within the EU, Portugal has sought to play a role in the promotion of democracy and human rights, while maintaining its security ties to NATO.
