В некоторых случаях хорошо подойдет русское наречие традиционно: historically black colleges – традиционно негритянские колледжи (здесь это прилагательное, по-моему, вполне приемлемо), historically underutilized businesses – компании, традиционно недопредставленные среди подрядчиков, historically disadvantaged – традиционно находящиеся в тяжелом положении. Иногда подходящее русское соответствие – по многолетним наблюдениям ( This is not uncommon historically for the month of April). Наконец, контекст может подсказать и такой вариант, как беспрецедентно: Historically high growth in employment.

Но лучше, конечно, в свойственной ему манере или как обычно. Думаю, в двуязычном словаре для такого примера должно найтись место. Во-первых, он показывает идиоматичное употребление английского наречия. Во-вторых, подсказывает перевод.
•• Наречия типа confusingly обычно не включаются в словари в качестве отдельной статьи. Считается, что перевод таких слов, как amazingly или startlingly, не должен вызывать трудностей, но это не всегда так. На конференции по товарным знакам встретилось выражение confusingly similar. В юридическом словаре есть confusion in trademarks – смешение товарных знаков. Соответственно confusingly similar – схожий/ аналогичный до степени смешения (принятый практиками перевод). Пожалуй, это стоит включить не только в специальный словарь.

•• Наречия типа confusingly обычно не включаются в словари в качестве отдельной статьи. •• * Существование в английском языке двух слов – historic и historical – имеет два противоречащих друг другу следствия. Во-первых, в устной речи нередко смешение этих слов. Мне приходилось слышать, как о событии, еще не «ушедшем в историю» и даже еще не состоявшемся, говорили It is/ will be a/ an historical event. Конечно, правильнее в данном случае historic или history-making. Но и historical event тоже правильно в определенных контекстах:

After the invention of the telegraphone in 1898, he left the laboratory and with responsible business people he created Aktieselskabet Telegrafonen, Patent Poulsen in order to develop it further, together with Peder Oluf Pedersen (1874– 1941). Pedersen brought with him the mathematical background which eventually led to his professorship in electronic engineering in 1922.The telegraphone was the basis for multinational industrial endeavours after it was demonstrated at the 1900 World's Exhibition in Paris. It must be said that its strength was also its weakness, because the telegraphone was unique in bringing sound recording and reproduction to the telephone field, but the lack of electronic amplifiers delayed its use outside this and the dictation fields (where headphones could be used) until the 1920s. However, commercial interest was great enough to provoke a number of court cases concerning patent infringement, in which Poulsen frequently figured as a witness.In 1903–4 Poulsen and Pedersen developed the arc generator for continuous radio waves which was used worldwide for radio transmitters in competition with Marconi's spark-generating system. The inspiration for this work came from the research by William Duddell on the musical arc. Whereas Duddell had proposed the use of the oscillations generated in his electric arc for telegraphy in his 1901 UK patent, Poulsen contributed a chamber of hydrogen and a transverse magnetic field which increased the efficiency remarkably. He filed patent applications on these constructions from 1902 and the first publication in a scientific forum took place at the International Electrical Congress in St Louis, Missouri, in 1904.In order to use continuous waves efficiently (the high frequency constituted a carrier), Poulsen developed both a modulator for telegraphy and a detector for the carrier wave. The modulator was such that even the more primitive spark-communication receivers could be used. Later Poulsen and Pedersen developed frequency-shift keying.The Amalgamated Radio-Telegraph Company Ltd was launched in London in 1906, combining the developments of Poulsen and those of De Forest Wireless Telegraph Syndicate. Poulsen contributed his English and American patents. When this company was liquidated in 1908, its assets were taken over by Det Kontinentale Syndikat for Poulsen Radio Telegrafi, A/S in Copenhagen (liquidated 1930–1). Some of the patents had been sold to C.Lorenz AG in Berlin, which was very active.The arc transmitting system was in use worldwide from about 1910 to 1925, and the power increased from 12 kW to 1,000 kW. In 1921 an exceptional transmitter rated at 1,800 kW was erected on Java for communications with the Netherlands. More than one thousand installations had been in use worldwide. The competing systems were initially spark transmitters (Marconi) and later rotary converters ( Westinghouse). Similar power was available from valve transmitters only much later.From c. 1912 Poulsen did not contribute actively to further development. He led a life as a well-respected engineer and scientist and served on several committees. He had his private laboratory and made experiments in the composition of matter and certain resonance phenomena; however, nothing was published. It has recently been suggested that Poulsen could not have been unaware of Oberlin Smith's work and publication in 1888, but his extreme honesty in technical matters indicates that his development was indeed independent. Portugal's oldest and once its most prestigious university. As one of Europe's oldest seats of learning, the University of Coimbra and its various roles have a historic importance that supersedes merely the educational. For centuries, the university formed and trained the principal elites and professions that dominated Portugal. For more than a century, certain members of its faculty entered the central government in Lisbon. A few, such as law professor Afonso Costa, mathematics instructor Sidônio Pais, anthropology professor Bernardino Machado, and economics professor Antônio de Oliveira Salazar, became prime ministers and presidents of the republic. In such a small country, with relatively few universities until recently, Portugal counted Coimbra's university as the educational cradle of its leaders and knew its academic traditions as an intimate part of national life.Established in 1290 by King Dinis, the university first opened in Lisbon but was moved to Coimbra in 1308, and there it remained. University buildings were placed high on a hill, in a position thatphysically dominates Portugal's third city. While sections of the medieval university buildings are present, much of what today remains of the old University of Coimbra dates from the Manueline era (1495-1521) and the 17th and 18th centuries. The main administration building along the so-called Via Latina is baroque, in the style of the 17th and 18th centuries. Most prominent among buildings adjacent to the central core structures are the Chapel of São Miguel, built in the 17th century, and the magnificent University Library, of the era of wealthy King João V, built between 1717 and 1723. Created entirely by Portuguese artists and architects, the library is unique among historic monuments in Portugal. Its rare book collection, a monument in itself, is complemented by exquisite gilt wood decorations and beautiful doors, windows, and furniture. Among visitors and tourists, the chapel and library are the prime attractions to this day.The University underwent important reforms under the Pombaline administration (1750-77). Efforts to strengthen Coimbra's position in advanced learning and teaching by means of a new curriculum, including new courses in new fields and new degrees and colleges (in Portugal, major university divisions are usually called "faculties") often met strong resistance. In the Age of the Discoveries, efforts were made to introduce the useful study of mathematics, which was part of astronomy in that day, and to move beyond traditional medieval study only of theology, canon law, civil law, and medicine. Regarding even the advanced work of the Portuguese astronomer and mathematician Pedro Nunes, however, Coimbra University was lamentably slow in introducing mathematics or a school of arts and general studies. After some earlier efforts, the 1772 Pombaline Statutes, the core of the Pombaline reforms at Coimbra, had an impact that lasted more than a century. These reforms remained in effect to the end of the monarchy, when, in 1911, the First Republic instituted changes that stressed the secularization of learning. This included the abolition of the Faculty of Theology.Elaborate, ancient traditions and customs inform the faculty and student body of Coimbra University. Tradition flourishes, although some customs are more popular than others. Instead of residing in common residences or dormitories as in other countries, in Coimbra until recently students lived in the city in "Republics," private houses with domestic help hired by the students. Students wore typical black academic gowns. Efforts during the Revolution of 25 April 1974 and aftermath to abolish the wearing of the gowns, a powerful student image symbol, met resistance and generated controversy. In romantic Coimbra tradition, students with guitars sang characteristic songs, including Coimbra fado, a more cheerful song than Lisbon fado, and serenaded other students at special locations. Tradition also decreed that at graduation graduates wore their gowns but burned their school (or college or subject) ribbons ( fitas), an important ceremonial rite of passage.The University of Coimbra, while it underwent a revival in the 1980s and 1990s, no longer has a virtual monopoly over higher education in Portugal. By 1970, for example, the country had only four public and one private university, and the University of Lisbon had become more significant than ancient Coimbra. At present, diversity in higher education is even more pronounced: 12 private universities and 14 autonomous public universities are listed, not only in Lisbon and Oporto, but at provincial locations. Still, Coimbra retains an influence as the senior university, some of whose graduates still enter national government and distinguished themselves in various professions.An important student concern at all institutions of higher learning, and one that marked the last half of the 1990s and continued into the next century, was the question of increased student fees and tuition payments (in Portuguese, propinas). Due to the expansion of the national universities in function as well as in the size of student bodies, national budget constraints, and the rising cost of education, the central government began to increase student fees. The student movement protested this change by means of various tactics, including student strikes, boycotts, and demonstrations. At the same time, a growing number of private universities began to attract larger numbers of students who could afford the higher fees in private institutions, but who had been denied places in the increasingly competitive and pressured public universities. -

[br]b. 9 March 1824 Glasgow, Scotlandd. 17 September 1869 London, England[br]Scottish engineer who introduced the compound steam engine to ships and established an important shipbuilding company in Glasgow.[br]John was the third son of David Elder. The father came from a family of millwrights and moved to Glasgow where he worked for the well-known shipbuilding firm of Napier's and was involved with improving marine engines. John was educated at Glasgow High School and then for a while at the Department of Civil Engineering at Glasgow University, where he showed great aptitude for mathematics and drawing. He spent five years as an apprentice under Robert Napier followed by two short periods of activity as a pattern-maker first and then a draughtsman in England. He returned to Scotland in 1849 to become Chief Draughtsman to Napier, but in 1852 he left to become a partner with the Glasgow general engineering company of Randolph Elliott \& Co. Shortly after his induction (at the age of 28), the engineering firm was renamed Randolph Elder \& Co.; in 1868, when the partnership expired, it became known as John Elder \& Co. From the outset Elder, with his partner, Charles Randolph, approached mechanical (especially heat) engineering in a rigorous manner. Their knowledge and understanding of entropy ensured that engine design was not a hit-and-miss affair, but one governed by recognition of the importance of the new kinetic theory of heat and with it a proper understanding of thermodynamic principles, and by systematic development. In this Elder was joined by W.J.M. Rankine, Professor of Civil Engineering and Mechanics at Glasgow University, who helped him develop the compound marine engine. Elder and Randolph built up a series of patents, which guaranteed their company's commercial success and enabled them for a while to be the sole suppliers of compound steam reciprocating machinery. Their first such engine at sea was fitted in 1854 on the SS Brandon for the Limerick Steamship Company; the ship showed an improved performance by using a third less coal, which he was able to reduce still further on later designs.Elder developed steam jacketing and recognized that, with higher pressures, triple-expansion types would be even more economical. In 1862 he patented a design of quadruple-expansion engine with reheat between cylinders and advocated the importance of balancing reciprocating parts. The effect of his improvements was to greatly reduce fuel consumption so that long sea voyages became an economic reality.His yard soon reached dimensions then unequalled on the Clyde where he employed over 4,000 workers; Elder also was always interested in the social welfare of his labour force. In 1860 the engine shops were moved to the Govan Old Shipyard, and again in 1864 to the Fairfield Shipyard, about 1 mile (1.6 km) west on the south bank of the Clyde. At Fairfield, shipbuilding was commenced, and with the patents for compounding secure, much business was placed for many years by shipowners serving long-distance trades such as South America; the Pacific Steam Navigation Company took up his ideas for their ships. In later years the yard became known as the Fairfield Shipbuilding and Engineering Company Ltd, but it remains today as one of Britain's most efficient shipyards and is known now as Kvaerner Govan Ltd.In 1869, at the age of only 45, John Elder was unanimously elected President of the Institution of Engineers and Shipbuilders in Scotland; however, before taking office and giving his eagerly awaited presidential address, he died in London from liver disease. A large multitude attended his funeral and all the engineering shops were silent as his body, which had been brought back from London to Glasgow, was carried to its resting place. In 1857 Elder had married Isabella Ure, and on his death he left her a considerable fortune, which she used generously for Govan, for Glasgow and especially the University. SUBJECT AREA: Steam and internal combustion engines[br]b. 27 May 1813 Sneddon, Paisley, Scotlandd. 8 January 1881 Manchester, England[br]Scottish patentee of a very successful form of compounding beam engine with a high-pressure cylinder between the fulcrum of the beam and the connecting rod.[br]Although born in Paisley, McNaught was educated in Glasgow where his parents had moved in 1820. He followed in his father's footsteps and became an engineer through an apprenticeship with Robert Napier at the Vulcan Works, Washington Street, Glasgow. He also attended science classes at the Andersonian University in the evenings and showed such competence that at the age of 19 he was offered the position of being in charge of the Fort-Gloster Mills on the Hoogly river in India. He remained there for four years until 1836, when he returned to Scotland because the climate was affecting his health.His father had added the revolving cylinder to the steam engine indicator, and this greatly simplified and extended its use. In 1838 William joined him in the business of manufacturing these indicators at Robertson Street, Glasgow. While advising textile manufacturers on the use of the indicator, he realized the need for more powerful, smoother-running and economical steam engines. He provided the answer by placing a high-pressure cylinder midway between the fulcrum of the beam and the connecting rod on an ordinary beam engine. The original cylinder was retained to act as the low-pressure cylinder of what became a compound engine. This layout not only reduced the pressures on the bearing surfaces and gave a smoother-running engine, which was one of McNaught's aims, but he probably did not anticipate just how much more economical his engines would be; they often gave a saving of fuel up to 40 per cent. This was because the steam pipe connecting the two cylinders acted as a receiver, something lacking in the Woolf compound, which enabled the steam to be expanded properly in both cylinders. McNaught took out his patent in 1845, and in 1849 he had to move to Manchester because his orders in Lancashire were so numerous and the scope was much greater there than in Glasgow. He took out further patents for equalizing the stress on the working parts, but none was as important as his original one, which was claimed to have been one of the greatest improvements since the steam engine left the hands of James Watt. [br]b. 25 March 1892 Kazan District, Russiad. 24 October 1980[br]Russian (naturalized American in 1932) electrical engineer responsible for the development of the professional tape recorder and the first commercially-successful video tape recorder (VTR).[br]Poniatoff was educated at the University of Kazan, the Imperial College in Moscow, and the Technische Hochschule in Karlsruhe, gaining degrees in mechanical and electrical engineering. He was in Germany when the First World War broke out, but he managed to escape back to Russia, where he served as an Air Force pilot with the Imperial Russian Navy. During the Russian Revolution he was a pilot with the White Russian Forces, and escaped into China in 1920; there he found work as an assistant engineer in the Shanghai Power Company. In 1927 he immigrated to the USA, becoming a US citizen in 1932. He obtained a post in the research and development department of the General Electric Company in Schenectady, New York, and later at Dalmo Victor, San Carlos, California. During the Second World War he was involved in the development of airborne radar for the US Navy.In 1944, taking his initials to form the title, Poniatoff founded the AMPEX Corporation to manufacture components for the airborne radar developed at General Electric, but in 1946 he turned to the production of audio tape recorders developed from the German wartime Telefunken Magnetophon machine (the first tape recorder in the truest sense). In this he was supported by the entertainer Bing Crosby, who needed high-quality replay facilities for broadcasting purposes, and in 1947 he was able to offer a professional-quality product and the business prospered.With the rapid post-war boom in television broadcasting in the USA, a need soon arose for a video recorder to provide "time-shifting" of live TV programmes between the different US time zones. Many companies therefore endeavoured to produce a video tape recorder (VTR) using the same single-track, fixed-head, longitudinal-scan system used for audio, but the very much higher bandwidth required involved an unacceptably high tape-speed. AMPEX attempted to solve the problem by using twelve parallel tracks and a machine was demonstrated in 1952, but it proved unsatisfactory.The development team, which included Charles Ginsburg and Ray Dolby, then devised a four-head transverse-scan system in which a quadruplex head rotating at 14,400 rpm was made to scan across the width of a 2 in. (5 cm) tape with a tape-to-head speed of the order of 160 ft/sec (about 110 mph; 49 m/sec or 176 km/h) but with a longitudinal tape speed of only 15 in./sec (0.38 m/sec). In this way, acceptable picture quality was obtained with an acceptable tape consumption. Following a public demonstration on 14 April 1956, commercial produc-tion of studio-quality machines began to revolutionize the production and distribution of TV programmes, and the perfecting of time-base correctors which could stabilize the signal timing to a few nanoseconds made colour VTRs a practical proposition. However, AMPEX did not rest on its laurels and in the face of emerging competition from helical scan machines, where the tracks are laid diagonally on the tape, the company was able to demonstrate its own helical machine in 1957. Another development was the Videofile system, in which 250,000 pages of facsimile could be recorded on a single tape, offering a new means of archiving information. [br]b. 6 October 1846 Central Bridge, New York, USAd. 12 March 1914 New York, New York, USA[br]American inventor and entrepreneur, pioneer of air brakes for railways and alternating-current distribution of electricity.[br]George Westinghouse's father was an ingenious manufacturer of agricultural implements; the son, after a spell in the Union Army during the Civil War, and subsequently in the Navy as an engineer, went to work for his father. He invented a rotary steam engine, which proved impracticable; a rerailing device for railway rolling stock in 1865; and a cast-steel frog for railway points, with longer life than the cast-iron frogs then used, in 1868–9. During the same period Westinghouse, like many other inventors, was considering how best to meet the evident need for a continuous brake for trains, i.e. one by which the driver could apply the brakes on all vehicles in a train simultaneously instead of relying on brakesmen on individual vehicles. By chance he encountered a magazine article about the construction of the Mont Cenis Tunnel, with a description of the pneumatic tools invented for it, and from this it occurred to him that compressed air might be used to operate the brakes along a train.The first prototype was ready in 1869 and the Westinghouse Air Brake Company was set up to manufacture it. However, despite impressive demonstration of the brake's powers when it saved the test train from otherwise certain collision with a horse-drawn dray on a level crossing, railways were at first slow to adopt it. Then in 1872 Westinghouse added to it the triple valve, which enabled the train pipe to charge reservoirs beneath each vehicle, from which the compressed air would apply the brakes when pressure in the train pipe was reduced. This meant that the brake was now automatic: if a train became divided, the brakes on both parts would be applied. From then on, more and more American railways adopted the Westinghouse brake and the Railroad Safety Appliance Act of 1893 made air brakes compulsory in the USA. Air brakes were also adopted in most other parts of the world, although only a minority of British railway companies took them up, the remainder, with insular reluctance, preferring the less effective vacuum brake.From 1880 Westinghouse was purchasing patents relating to means of interlocking railway signals and points; he combined them with his own inventions to produce a complete signalling system. The first really practical power signalling scheme, installed in the USA by Westinghouse in 1884, was operated pneumatically, but the development of railway signalling required an awareness of the powers of electricity, and it was probably this that first led Westinghouse to become interested in electrical processes and inventions. The Westinghouse Electric Company was formed in 1886: it pioneered the use of electricity distribution systems using high-voltage single-phase alternating current, which it developed from European practice. SUBJECT AREA: Weapons and armour[br]b. 11 February 1898 Budapest, Hungaryd. 30 May 1964 La Jolla, California, USA[br]Hungarian (naturalized American in 1943) nuclear-and biophysicist.[br]The son of an engineer, Szilard, after service in the Austro-Hungarian army during the First World War, studied electrical engineering at the University of Berlin. Obtaining his doctorate there in 1922, he joined the faculty and concentrated his studies on thermodynamics. He later began to develop an interest in nuclear physics, and in 1933, shortly after Hitler came to power, Szilard emigrated to Britain because of his Jewish heritage.In 1934 he conceived the idea of a nuclear chain reaction through the breakdown of beryllium into helium and took out a British patent on it, but later realized that this process would not work. In 1937 he moved to the USA and continued his research at the University of Columbia, and the following year Hahn and Meitner discovered nuclear fission with uranium; this gave Szilard the breakthrough he needed. In 1939 he realized that a nuclear chain reaction could be produced through nuclear fission and that a weapon with many times the destructive power of the conventional high-explosive bomb could be produced. Only too aware of the progress being made by German nuclear scientists, he believed that it was essential that the USA should create an atomic bomb before Hitler. Consequently he drafted a letter to President Roosevelt that summer and, with two fellow Hungarian émigrés, persuaded Albert Einstein to sign it. The result was the setting up of the Uranium Committee.It was not, however, until December 1941 that active steps began to be taken to produce such a weapon and it was a further nine months before the project was properly co-ordinated under the umbrella of the Manhattan Project. In the meantime, Szilard moved to join Enrico Fermi at the University of Chicago and it was here, at the end of 1942, in a squash court under the football stadium, that they successfully developed the world's first self-sustaining nuclear reactor. Szilard, who became an American citizen in 1943, continued to work on the Manhattan Project. In 1945, however, when the Western Allies began to believe that only the atomic bomb could bring the war against Japan to an end, Szilard and a number of other Manhattan Project scientists objected that it would be immoral to use it against populated targets.Although he would continue to campaign against nuclear warfare for the rest of his life, Szilard now abandoned nuclear research.
