30 depreciation
Gen Mgtan allocation of the cost of an asset over a period of time for accounting and tax purposes. Depreciation is charged against earnings, on the basis that the use of capital assets is a legitimate cost of doing business. Depreciation is also a noncash expense that is added into net income to determine cash-flow in a given accounting period.EXAMPLETo qualify for depreciation, assets must be items used in the business that wear out, become obsolete, or lose value over time from natural causes or circumstances, and they must have a useful life beyond a single tax year. Examples include vehicles, machines equipment, furnishings, and buildings, plus major additions or improvements to such assets. Some intangible assets also can be included under certain conditions. Land, personal assets, stock, leased or rented property, and a company’s employees cannot be depreciated.Straight-line depreciation is the most straightforward method. It assumes that the net cost of an asset should be written off in equal amounts over its life. The formula used is:(Original cost – scrap value)/Useful life (years)For example, if a vehicle cost $20,000 and can be expected to serve the business for seven years, its original cost would be divided by its useful life:(30,000 – 2,000)/7 = 4,000 per yearThe $4,000 becomes a depreciation expense that is reported on the company’s year-end income statement under “operation expenses.”In theory, an asset should be depreciated over the actual number of years that it will be used, according to its actual drop in value each year. At the end of each year, all the depreciation claimed to date is subtracted from its cost in order to arrive at its book value, which would equal its market value. At the end of its useful business life, any undepreciated portion would represent the salvage value for which it could be sold or scrapped.For tax purposes, some accountants prefer to use accelerated depreciation to record larger amounts of depreciation in the asset’s early years in order to reduce tax bills as soon as possible. In contrast to the straight-line method, the declining-balance method assumes that the asset depreciates more in its earlier years of use. The table opposite compares the depreciation amounts that would be available, under these two methods, for a $1,000 asset that is expected to be used for five years and then sold for $100 in scrap.The depreciation method to be used for a particular asset is fixed at the time that the asset is first placed in service. Whatever rulesor tables are in effect for that year must be followed as long as the asset is owned.Depreciation laws and regulations change frequently over the years as a result of government policy changes, so a company owning property over a long period may have to use several different depreciation methods. -
31 Dolby, Ray M.
[br]b. 1933 Portland, Oregon, USA[br]American electronics engineer who developed professional systems for noise reduction.[br]He was employed by Ampex Corporation from 1949 to 1957 and received a BSc in electrical engineering from Stanford University in 1957. He studied in England and received a PhD in physics from Cambridge University in 1961. He was a United Nations adviser in India 1963–5 and established the Dolby Laboratories in London in 1965. The Dolby Laboratories continuously developed systems for background-noise reduction, and in 1966 introduced Dolby A for professional tape and film formats. In 1968 Dolby B was developed and quickly found its use in the Philips Compact Cassette, which had become the new consumer medium for music. In 1981 Dolby C was an improvement designed for the consumer market, but it also was used in professional video equipment. In 1986 Dolby SR was introduced for professional sound recording. It is a common feature that the equipment has to be in a good state of calibration in order to obtain the advantages of these compander systems.[br]Principal Honours and DistinctionsOBE 1986.GB-N -
32 Volk, Magnus
[br]b. 19 October 1851 Brighton, Englandd. 20 May 1937 Brighton, England[br]English pioneer in the use of electric power; built the first electric railway in the British Isles to operate a regular service.[br]Volk was the son of a German immigrant clockmaker and continued the business with his mother after his father died in 1869, although when he married in 1879 his profession was described as "electrician". He installed Brighton's first telephone the same year and in 1880 he installed electric lighting in his own house, using a Siemens Brothers dynamo (see Siemens, Dr Ernst Werner von) driven by a Crossley gas engine. This was probably one of the first half-dozen such installations in Britain. Magnus Volk \& Co. became noted electrical manufacturers and contractors, and, inter alia, installed electric light in Brighton Pavilion in place of gas.By 1883 Volk had moved house. He had kept the dynamo and gas engine used to light his previous house, and he also had available an electric motor from a cancelled order. After approaching the town clerk of Brighton, he was given permission for a limited period to build and operate a 2 ft (61 cm) gauge electric railway along the foreshore. Using the electrical equipment he already had, Volk built the line, a quarter of a mile (400 m) long, in eight weeks. The car was built by a local coachbuilder, with the motor under the seat; electric current at 50 volts was drawn from one running rail and returned through the other.The railway was opened on 4 August 1883. It operated regularly for several months and then, permission to run it having been renewed, it was rebuilt for the 1884 season to 2 ft 9 in. (84 cm) gauge, with improved equipment. Despite storm damage from time to time, Volk's Electric Railway, extended in length, has become an enduring feature of Brighton's sea front. In 1887 Volk made an electric dogcart, and an electric van which he built for the Sultan of Turkey was probably the first motor vehicle built in Britain for export. In 1896 he opened the Brighton \& Rottingdean Seashore Electric Tramroad, with very wide-gauge track laid between the high-and low-tide lines, and a long-legged, multi-wheel car to run upon it, through the water if necessary. This lasted only until 1901, however. Volk subsequently became an early enthusiast for aircraft.[br]Further ReadingC.Volk, 1971, Magnus Volk of Brighton, Chichester: Phillimore (his life and career as described by his son).C.E.Lee, 1979, "The birth of electric traction", Railway Magazine (May).PJGR -

39 Sarnoff, David
[br]b. 27 February 1891 Uzlian, Minsk (now in Belarus)d. 12 December 1971 New York City, New York, USA[br]Russian/American engineer who made a major contribution to the commercial development of radio and television.[br]As a Jewish boy in Russia, Sarnoff spent several years preparing to be a Talmudic Scholar, but in 1900 the family emigrated to the USA and settled in Albany, New York. While at public school and at the Pratt Institute in Brooklyn, New York, he helped the family finances by running errands, selling newspapers and singing the liturgy in the synagogue. After a short period as a messenger boy with the Commercial Cable Company, in 1906 he became an office boy with the Marconi Wireless Telegraph Company of America (see G. Marconi). Having bought a telegraph instrument with his first earnings, he taught himself Morse code and was made a junior telegraph operator in 1907. The following year he became a wireless operator at Nantucket Island, then in 1909 he became Manager of the Marconi station at Sea Gate, New York. After two years at sea he returned to a shore job as wireless operator at the world's most powerful station at Wanamaker's store in Manhattan. There, on 14 April 1912, he picked up the distress signals from the sinking iner Titanic, remaining at his post for three days.Rewarded by rapid promotion (Chief Radio Inspector 1913, Contract Manager 1914, Assistant Traffic Manager 1915, Commercial Manager 1917) he proposed the introduction of commercial radio broadcasting, but this received little response. Consequently, in 1919 he took the job of Commercial Manager of the newly formed Radio Corporation of America (RCA), becoming General Manager in 1921, Vice- President in 1922, Executive Vice-President in 1929 and President in 1930. In 1921 he was responsible for the broadcasting of the Dempsey-Carpentier title-fight, as a result of which RCA sold $80 million worth of radio receivers in the following three years. In 1926 he formed the National Broadcasting Company (NBC). Rightly anticipating the development of television, in 1928 he inaugurated an experimental NBC television station and in 1939 demonstrated television at the New York World Fair. Because of his involvement with the provision of radio equipment for the armed services, he was made a lieutenant-colonel in the US Signal Corps Reserves in 1924, a full colonel in 1931 and, while serving as a communications consultant to General Eisenhower during the Second World War, Brigadier General in 1944.With the end of the war, RCA became a major manufacturer of television receivers and then invested greatly in the ultimately successful development of shadowmask tubes and receivers for colour television. Chairman and Chief Executive from 1934, Sarnoff held the former post until his retirement in 1970.[br]Principal Honours and DistinctionsFrench Croix de Chevalier d'honneur 1935, Croix d'Officier 1940, Croix de Commandant 1947. 1.2.2. Principles of safety integration
(a) Machinery must be so constructed that it is fitted for its function, and can be adjusted and maintained without putting persons at risk when these operations are carried out under the conditions foreseen by the manufacturer.
The aim of measures taken must be to eliminate any risk of accident throughout the foreseeable lifetime of the machinery, including the phases of assembly and dismantling, even where risks of accident arise from foreseeable abnormal situations.
(b) In selecting the most appropriate methods, the manufacturer must apply the following principles, in the order given:
— eliminate or reduce risks as far as possible (inherently safe machinery design and construction),
— take the necessary protection measures in relation to risks that cannot be eliminated,
— inform users of the residual risks due to any shortcomings of the protection measures adopted, indicate whether any particular training is required and specify any need to provide personal protection equipment.
(c) When designing and constructing machinery, and when drafting the instructions, the manufacturer must envisage not only the normal use of the machinery but also uses which could reasonably be expected.
The machinery must be designed to prevent abnormal use if such use would engender a risk.In other cases the instructions must draw the user’s attention to ways — which experience has shown might occur — in which the machinery should not be used.
(d) Under the intended conditions of use, the discomfort, fatigue and psychological stress faced by the operator must be reduced to the minimum possible taking ergonomic principles into account.
(e) When designing and constructing machinery, the manufacturer must take account of the constraints to which the operator is subject as a result of the necessary or foreseeable use of personal protection equipment (such as footwear, gloves, etc.).
(f) Machinery must be supplied with all the essential special equipment and accessories to enable it to be adjusted, maintained and used without risk.
[DIRECTIVE 98/37/EC OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL]
- по возможности устранить или сократить риски (сделать изначально безопасными как конструкцию, так и собранное машинное оборудование);
- принять все необходимые меры защиты против рисков, которые не могут быть устранены;
