SUBJECT AREA: Paper and printing[br]b. c.1422 Kent, Englandd. 1491 Westminster, England[br]English printer who produced the first book to be printed in English.[br]According to his own account, Caxton was born in Kent and received a schooling before entering the Mercers' Company, one of the most influential of the London guilds and engaged in the wholesale export trade in woollen goods and other wares, principally with the Low Countries. Around 1445, Caxton moved to Bruges, where he engaged in trade with such success that in 1462 he was appointed Governor of the English Nation in Bruges. He was entrusted with diplomatic missions, and his dealings with the court of Burgundy brought him into contact with the Duchess, Margaret of York, sister of the English King Edward IV. Caxton embarked on the production of fine manuscripts, making his own translations from the French for the Duchess and other noble patrons with a taste for this kind of literature. This trend became more marked after 1470–1 when Caxton lost his post in Bruges, probably due to the temporary overthrow of King Edward. Perhaps to satisfy an increasing demand for his texts, Caxton travelled to Cologne in 1471 to learn the art of printing. He set up a printing business in Bruges, in partnership with the copyist and bookseller Colard Mansion. There, late in 1474 or early the following year, Caxton produced the first book to be printed in English, and the first by an English printer, The Recuyell of the Histories of Troy, which he had translated from the French.In 1476 Caxton returned to England and set up his printing and publishing business "at the sign of the Red Pale" within the precincts of Westminster Abbey. This was more conveniently placed than the City of London for the likely customers among the court and Members of Parliament for the courtly romances and devotional works he aimed to produce. Other printers followed but survived only a few years, whereas Caxton remained successful for fifteen years and then bequeathed a flourishing concern to his assistant Wynkyn de Worde. During that time, 107 printed works, including seventy-four books, issued from Caxton's press. Of these, some twenty were his own translations. As printer and publisher, he did much to promote English literature, above all by producing the first editions of the literary masterpieces of the Middle Ages, such as the works of Chaucer, Gower and Lydgate and Malory's Morte d'Arthur. 1. The Constitution of the Russian Federation shall come into force from the moment of its official publication according to the results of a nationwide referendum.The day of the nationwide referendum of December 12, 1993 shall be considered to be the day of adopting the Constitution of the Russian Federation. Simultaneously The Constitution of Russia (Fundamental Law) of the Russian Federation – Russia, adopted on April 12, 1978 with all amendments and changes, shall become invalid. In case of non-compliance with the Constitution of the Russian Federation of the provisions of the Federal treaty – the Treaty on the Division of Subjects of Jurisdiction and Powers Between the Federal Bodies of State Power of the Russian Federation and the Bodies of Authority of the Sovereign Republics within the Russian Federation, the Treaty on the Division of Subjects of Jurisdiction and Powers Between the Federal Bodies of State Power of the Russian Federation and the Bodies of Authority of the Territories, Regions, Cities of Moscow and St. Petersburg of the Russian Federation, the Treaty on the Division of Subjects of Jurisdiction and Powers Between the Federal Bodies of State Power of the Russian Federation and the Bodies of Authority of the Autonomous Region, and Autonomous Areas within the Russian Federation, and also other treaties concluded between the federal bodies of state authority of the Russian Federation and bodies of state authority of the subjects of the Russian Federation, treaties between the bodies of state authority of the subjects of the Russian Federation, the provisions of the Constitution of the Russian Federation shall be applicable. 2. The laws and other legal acts acting in the territory of the Russian Federation before the given Constitution comes into force shall be applied in that part which does not contradict the Constitution of the Russian Federation. 3. The President of the Russian Federation, elected according to The Constitution of Russia (Fundamental Law) of the Russian Federation – Russia, since the given Constitution comes into force, since carry out the powers fixed in it until the term of office for which he was elected expires. 4. The Council of Ministers (Government) of the Russian Federation from the moment when the given Constitution comes into force shall acquire the rights, obligations and responsibilities of the Government of the Russian Federation fixed by the Constitution of the Russian Federation and since then shall be called the Government of the Russian Federation. 5. The courts of the Russian Federation shall administer justice according to their powers fixed by the given Constitution. After the Constitution comes into force, the judges of all the courts of the Russian Federation shall retain their powers until the term they were elected for expires. Vacant positions shall be filled in according to the rules fixed by the given Constitution. 6. Until the adoption and coming into force of the federal law establishing the rules for considering cases by a court of jury, the existing rules of court examination of corresponding cases shall be preserved. Until the criminal procedure legislation of the Russian Federation is brought into conformity with the provisions of the present Constitution, the previous rules for arrest, detention and keeping in custody of people suspected of committing crime shall be preserved. 7. The Council of the Federation of the first convocation and the State Duma of the first convocation shall be elected for a period of two years. 8. The Council of the Federation shall meet in its first sitting on the thirtieth day after its election. The first sitting of the Council of the Federation shall be opened by the President of the Russian Federation. 9. A deputy of the State Duma of the first convocation may be simultaneously a member of the Government of the Russian Federation. The provisions of the present Constitution on the immunity of deputies in that part which concerns the actions (inaction) connected with fulfillment of office duties shall not extend to the deputies of the State Duma, members of the Government of the Russian Federation. [br]b. 18 September 1831 Malchin, Mecklenburgd. 30 June 1898 Vienna, Austria[br]German inventor, builder of the world's first self-propelled vehicle driven by an internal combustion engine.[br]Marcus was apprenticed as a mechanic and was employed in the newly founded enterprise of Siemens \& Halske in Berlin. He then went to Vienna and, from 1853, was employed in the workshop of the Imperial Court Mechanic, Kraft, and in the same year he was a mechanic in the Royal and Imperial Institute of Physics of the University of Vienna. In 1860 he became independent of the Imperial Court, but he installed an electrical bell system for the Empress Elizabeth and instructed the Crown Prince Rudolf in natural science.Marcus was granted thirty-eight patents in Austria, as well as many foreign patents. The magnetic electric ignition engine, for which he was granted a patent in 1864, brought him the biggest financial reward; it was introduced as the "Viennese Ignition" engine by the Austrian Navy and the pioneers of the Prussian and Russian armies. The engine was exhibited at the World Fair in Paris in 1867 together with the "Thermoscale" which was also constructed by Marcus; this was a magnetic/electric rotative engine for electric lighting and field telegraphy.Marcus's reputation is due mainly to his attempts to build a new internal combustion engine. By 1870 he had assembled a simple, direct-working internal combustion engine on a primitive chassis. This was, in fact, the first petrol-engined vehicle with electric ignition, and tradition records that when Marcus drove the vehicle in the streets of Vienna it made so much noise that the police asked him to remove it; this he did and did not persist with his experiments. SUBJECT AREA: Weapons and armour[br]b. 11 February 1898 Budapest, Hungaryd. 30 May 1964 La Jolla, California, USA[br]Hungarian (naturalized American in 1943) nuclear-and biophysicist.[br]The son of an engineer, Szilard, after service in the Austro-Hungarian army during the First World War, studied electrical engineering at the University of Berlin. Obtaining his doctorate there in 1922, he joined the faculty and concentrated his studies on thermodynamics. He later began to develop an interest in nuclear physics, and in 1933, shortly after Hitler came to power, Szilard emigrated to Britain because of his Jewish heritage.In 1934 he conceived the idea of a nuclear chain reaction through the breakdown of beryllium into helium and took out a British patent on it, but later realized that this process would not work. In 1937 he moved to the USA and continued his research at the University of Columbia, and the following year Hahn and Meitner discovered nuclear fission with uranium; this gave Szilard the breakthrough he needed. In 1939 he realized that a nuclear chain reaction could be produced through nuclear fission and that a weapon with many times the destructive power of the conventional high-explosive bomb could be produced. Only too aware of the progress being made by German nuclear scientists, he believed that it was essential that the USA should create an atomic bomb before Hitler. Consequently he drafted a letter to President Roosevelt that summer and, with two fellow Hungarian émigrés, persuaded Albert Einstein to sign it. The result was the setting up of the Uranium Committee.It was not, however, until December 1941 that active steps began to be taken to produce such a weapon and it was a further nine months before the project was properly co-ordinated under the umbrella of the Manhattan Project. In the meantime, Szilard moved to join Enrico Fermi at the University of Chicago and it was here, at the end of 1942, in a squash court under the football stadium, that they successfully developed the world's first self-sustaining nuclear reactor. Szilard, who became an American citizen in 1943, continued to work on the Manhattan Project. In 1945, however, when the Western Allies began to believe that only the atomic bomb could bring the war against Japan to an end, Szilard and a number of other Manhattan Project scientists objected that it would be immoral to use it against populated targets.Although he would continue to campaign against nuclear warfare for the rest of his life, Szilard now abandoned nuclear research.
