43 activity based costing
Fin, Gen Mgta method of calculating the cost of a business by focusing on the actual cost of activities, thereby producing an estimate of the cost of individual products or services.Abbr. ABCEXAMPLEAn ABC cost-accounting system requires three preliminary steps: converting to an accrual method of accounting; defining cost centers and cost allocation; and determining process and procedure costs.Businesses have traditionally relied on the cash basis of accounting, which recognizes income when received and expenses when paid. ABC’s foundation is the accrual-basis income statement. The numbers this statement presents are assigned to the various procedures performed during a given period. Cost centers are a company’s identifiable products and services, but also include specific and detailed tasks within these broader activities. Defining cost centers will of course vary by business and method of operation. What is critical to ABC is the inclusion of all activities and all resources.Once cost centers are identified, management teams can begin studying the activities each one engages in and allocating the expenses each one incurs, including the cost of employee services. The most appropriate method is developed from time studies and direct expense allocation. Management teams who choose this method will need to devote several months to data collection in order to generate sufficient information to establish the personnel components of each activity’s total cost.Time studies establish the average amount of time required to complete each task, plus bestand worst-case performances. Only those resources actually used are factored into the cost computation; unused resources are reported separately. These studies can also advise management teams how best to monitor and allocate expenses which might otherwise be expressed as part of general overheads, or go undetected altogether. -

Soon after this he inherited a large fortune and set up his own private laboratory in London. There he studied the nature of electrical discharges in gases at low pressure and discovered the dark space (later named after him) that surrounds the negative electrode, or cathode. He also established that the rays produced in the process (subsequently shown by J.J.Thompson to be a stream of electrons) not only travelled in straight lines, but were also capable of producing heat and/or light upon impact with suitable anode materials. Using a variety of new methods to investigate these "cathode" rays, he applied them to the spectral analysis of compounds of selenium and, as a result, in 1861 he discovered the element thallium, finally establishing its atomic weight in 1873. Following his discovery of thallium, he became involved in two main lines of research: the properties of rarified gases, and the investigation of the elements of the "rare earths". It was also during these experiments that he discovered the principle of the Crookes radiometer, a device in which light is converted into rotational motion and which used to be found frequently in the shop windows of English opticians. Also among the fruits of this work were the Crookes tubes and the development of spectacle lenses with differential ranges of radiational absorption. In the 1870s he became interested in spiritualism and acquired a reputation for his studies of psychic phenomena, but at the turn of the century he returned to traditional scientific investigations. In 1892 he wrote about the possibility of wireless telegraphy. His work in the field of radioactivity led to the invention of the spinthariscope, an early type of detector of alpha particles. In 1900 he undertook investigations into uranium which led to the study of scintillation, an important tool in the study of radioactivity. While the theoretical basis of his work has not stood the test of time, his material discoveries, observations and investigations of new facts formed a basis on which others such as J.J. Thomson were to develop subatomic theory. His later involvement in the investigation of spiritualism led to much criticism, but could be justified on the basis of a belief in the duty to investigate all phenomena.[br]Principal Honours and DistinctionsKnighted 1897. SUBJECT AREA: Electronics and information technology[br]b. 13 September 1913 USA[br]American mathematician largely responsible for the development of ENIAC, an early electronic computer.[br]Goldstine studied mathematics at the University of Chicago, Illinois, gaining his PhD in 1936. After teaching mathematics there, he moved to a similar position at the University of Michigan in 1939, becoming an assistant professor. After the USA entered the Second World War, in 1942 he joined the army as a lieutenant in the Ballistic Missile Research Laboratory at the Aberdeen Proving Ground in Maryland. He was then assigned to the Moore School of Engineering at the University of Pennsylvania, where he was involved with Arthur Burks in building the valve-based Electronic Numerical Integrator and Computer (ENIAC) to compute ballistic tables. The machine was completed in 1946, but prior to this Goldstine had met John von Neumann of the Institute for Advanced Studies (IAS) at Princeton, New Jersey, and active collaboration between them had already begun. After the war he joined von Neumann as Assistant Director of the Computer Project at the Institute of Advanced Studies, Princeton, becoming its Director in 1954. There he developed the idea of computer-flow diagrams and, with von Neumann, built the first computer to use a magnetic drum for data storage. In 1958 he joined IBM as Director of the Mathematical Sciences Department, becoming Director of Development at the IBM Data Processing Headquarters in 1965. Two years later he became a Research Consultant, and in 1969 he became an IBM Research Fellow.[br]Principal Honours and DistinctionsGoldstine's many awards include three honorary degrees for his contributions to the development of computers.Bibliography1946, with A.Goldstine, "The Electronic Numerical Integrator and Computer (ENIAC)", Mathematical Tables and Other Aids to Computation 2:97 (describes the work on ENIAC).1946, with A.W.Burks and J.von Neumann, "Preliminary discussions of the logical design of an electronic computing instrument", Princeton Institute for Advanced Studies.1972, The Computer from Pascal to von Neumann, Princeton University Press.1977, "A brief history of the computer", Proceedings of the American Physical Society 121:339.Further ReadingM.Campbell-Kelly \& M.R.Williams (eds), 1985, The Moore School Lectures (1946), Charles Babbage Institute Report Series for the History of Computing, Vol 9. 46 Roebuck, John
SUBJECT AREA: Chemical technology[br]b. 1718 Sheffield, Englandd. 17 July 1794[br]English chemist and manufacturer, inventor of the lead-chamber process for sulphuric acid.[br]The son of a prosperous Sheffield manufacturer, Roebuck forsook the family business to pursue studies in medicine at Edinburgh University. There he met Dr Joseph Black (1727–99), celebrated Professor of Chemistry, who aroused in Roebuck a lasting interest in chemistry. Roebuck continued his studies at Leyden, where he took his medical degree in 1742. He set up in practice in Birmingham, but in his spare time he continued chemical experiments that might help local industries.Among his early achievements was his new method of refining gold and silver. Success led to the setting up of a large laboratory and a reputation as a chemical consultant. It was at this time that Roebuck devised an improved way of making sulphuric acid. This vital substance was then made by burning sulphur and nitre (potassium nitrate) over water in a glass globe. The scale of the process was limited by the fragility of the glass. Roebuck substituted "lead chambers", or vessels consisting of sheets of lead, a metal both cheap and resistant to acids, set in wooden frames. After the first plant was set up in 1746, productivity rose and the price of sulphuric acid fell sharply. Success encouraged Roebuck to establish a second, larger plant at Prestonpans, near Edinburgh. He preferred to rely on secrecy rather than patents to preserve his monopoly, but a departing employee took the secret with him and the process spread rapidly in England and on the European continent. It remained the standard process until it was superseded by the contact process towards the end of the nineteenth century. Roebuck next turned his attention to ironmaking and finally selected a site on the Carron river, near Falkirk in Scotland, where the raw materials and water power and transport lay close at hand. The Carron ironworks began producing iron in 1760 and became one of the great names in the history of ironmaking. Roebuck was an early proponent of the smelting of iron with coke, pioneered by Abraham Darby at Coalbrookdale. To supply the stronger blast required, Roebuck consulted John Smeaton, who c. 1760 installed the first blowing cylinders of any size. All had so far gone well for Roebuck, but he now leased coal-mines and salt-works from the Duke of Hamilton's lands at Borrowstonness in Linlithgow. The coal workings were plagued with flooding which the existing Newcomen engines were unable to overcome. Through his friendship with Joseph Black, patron of James Watt, Roebuck persuaded Watt to join him to apply his improved steam-engine to the flooded mine. He took over Black's loan to Watt of £1,200, helped him to obtain the first steam-engine patent of 1769 and took a two-thirds interest in the project. However, the new engine was not yet equal to the task and the debts mounted. To satisfy his creditors, Roebuck had to dispose of his capital in his various ventures. One creditor was Matthew Boulton, who accepted Roebuck's two-thirds share in Watt's steam-engine, rather than claim payment from his depleted estate, thus initiating a famous partnership. Roebuck was retained to manage Borrowstonness and allowed an annuity for his continued support until his death in 1794.[br]Further ReadingMemoir of John Roebuck in J.Roy. Soc. 47 Voelcker, John Augustus
SUBJECT AREA: Agricultural and food technology[br]b. 24 June 1854 Cirencester, Englandd. 1937 England[br]English agricultural chemist.[br]John Augustus Voelcker, as the son of Dr John Christopher Voelcker, grew up in an atmosphere of scientific agriculture and would have had contact with the leading agriculturists of the day. He was educated at University College School and then University College, London, where he obtained both a BA and a BSc Following in his father's footsteps, he studied for his PhD at Giessen University in Germany. At college he enjoyed athletics, an interest he was to pursue for the rest of his life. He decided to take up agricultural chemistry and was to succeed to all the public offices once held by his father, from whom he also took over the directorship of Woburn Farm. The experimental farm had been started in 1876 and was used to study the residual effects of chemicals in the soil. The results of these studies were used as the basis for compensation awards to tenant farmers giving up their farms. Voelcker broadened the range of studies to include trace elements in the soil, but by 1921 the Royal Agricultural Society of England had decided to give up the farm. This was a blow to Voelcker and occurred just before experiments elsewhere highlighted the importance of these elements to healthy plant growth. He continued the research at his own expense until the Rothampsted Experimental Station took over the farm in 1926. Aside from his achievements in Britain, Voelcker undertook a study tour of India in 1890, the report on which led to the appointment of an Agricultural Chemist, and the establishment of a scientific service for the Indian subcontinent.[br]Principal Honours and DistinctionsPresident, Royal Society of Public Analysts. Member of Council, Chemical Society, and Institute of Chemistry. Chairman, Farmers' Club.BibliographyMost of his publications were in the Journal of the Royal Agricultural Society of England, for which he wrote an annual report, and in another series of reports relating to Woburn Farm. The Improvements of Indian Agriculture was the result of his tour in 1890.Further ReadingJ.H.Gilbert, 1937, obituary Journal of the Royal Agricultural Society of England, pp. 464–8.Sir E.John Russell, A History of Agricultural Science in Great Britain.APBiographical history of technology > Voelcker, John Augustus

51 Creativity
Put in this bald way, these aims sound utopian. How utopian they areor rather, how imminent their realization-depends on how broadly or narrowly we interpret the term "creative." If we are willing to regard all human complex problem solving as creative, then-as we will point out-successful programs for problem solving mechanisms that simulate human problem solvers already exist, and a number of their general characteristics are known. If we reserve the term "creative" for activities like discovery of the special theory of relativity or the composition of Beethoven's Seventh Symphony, then no example of a creative mechanism exists at the present time. (Simon, 1979, pp. 144-145)Among the questions that can now be given preliminary answers in computational terms are the following: how can ideas from very different sources be spontaneously thought of together? how can two ideas be merged to produce a new structure, which shows the influence of both ancestor ideas without being a mere "cut-and-paste" combination? how can the mind be "primed," so that one will more easily notice serendipitous ideas? why may someone notice-and remember-something fairly uninteresting, if it occurs in an interesting context? how can a brief phrase conjure up an entire melody from memory? and how can we accept two ideas as similar ("love" and "prove" as rhyming, for instance) in respect of a feature not identical in both? The features of connectionist AI models that suggest answers to these questions are their powers of pattern completion, graceful degradation, sensitization, multiple constraint satisfaction, and "best-fit" equilibration.... Here, the important point is that the unconscious, "insightful," associative aspects of creativity can be explained-in outline, at least-by AI methods. (Boden, 1996, p. 273)There thus appears to be an underlying similarity in the process involved in creative innovation and social independence, with common traits and postures required for expression of both behaviors. The difference is one of product-literary, musical, artistic, theoretical products on the one hand, opinions on the other-rather than one of process. In both instances the individual must believe that his perceptions are meaningful and valid and be willing to rely upon his own interpretations. He must trust himself sufficiently that even when persons express opinions counter to his own he can proceed on the basis of his own perceptions and convictions. (Coopersmith, 1967, p. 58)he average level of ego strength and emotional stability is noticeably higher among creative geniuses than among the general population, though it is possibly lower than among men of comparable intelligence and education who go into administrative and similar positions. High anxiety and excitability appear common (e.g. Priestley, Darwin, Kepler) but full-blown neurosis is quite rare. (Cattell & Butcher, 1970, p. 315)he insight that is supposed to be required for such work as discovery turns out to be synonymous with the familiar process of recognition; and other terms commonly used in the discussion of creative work-such terms as "judgment," "creativity," or even "genius"-appear to be wholly dispensable or to be definable, as insight is, in terms of mundane and well-understood concepts. (Simon, 1989, p. 376)From the sketch material still in existence, from the condition of the fragments, and from the autographs themselves we can draw definite conclusions about Mozart's creative process. To invent musical ideas he did not need any stimulation; they came to his mind "ready-made" and in polished form. In contrast to Beethoven, who made numerous attempts at shaping his musical ideas until he found the definitive formulation of a theme, Mozart's first inspiration has the stamp of finality. Any Mozart theme has completeness and unity; as a phenomenon it is a Gestalt. (Herzmann, 1964, p. 28)Great artists enlarge the limits of one's perception. Looking at the world through the eyes of Rembrandt or Tolstoy makes one able to perceive aspects of truth about the world which one could not have achieved without their aid. Freud believed that science was adaptive because it facilitated mastery of the external world; but was it not the case that many scientific theories, like works of art, also originated in phantasy? Certainly, reading accounts of scientific discovery by men of the calibre of Einstein compelled me to conclude that phantasy was not merely escapist, but a way of reaching new insights concerning the nature of reality. Scientific hypotheses require proof; works of art do not. Both are concerned with creating order, with making sense out of the world and our experience of it. (Storr, 1993, p. xii)The importance of self-esteem for creative expression appears to be almost beyond disproof. Without a high regard for himself the individual who is working in the frontiers of his field cannot trust himself to discriminate between the trivial and the significant. Without trust in his own powers the person seeking improved solutions or alternative theories has no basis for distinguishing the significant and profound innovation from the one that is merely different.... An essential component of the creative process, whether it be analysis, synthesis, or the development of a new perspective or more comprehensive theory, is the conviction that one's judgment in interpreting the events is to be trusted. (Coopersmith, 1967, p. 59)In the daily stream of thought these four different stages [preparation; incubation; illumination or inspiration; and verification] constantly overlap each other as we explore different problems. An economist reading a Blue Book, a physiologist watching an experiment, or a business man going through his morning's letters, may at the same time be "incubating" on a problem which he proposed to himself a few days ago, be accumulating knowledge in "preparation" for a second problem, and be "verifying" his conclusions to a third problem. Even in exploring the same problem, the mind may be unconsciously incubating on one aspect of it, while it is consciously employed in preparing for or verifying another aspect. (Wallas, 1926, p. 81)he basic, bisociative pattern of the creative synthesis [is] the sudden interlocking of two previously unrelated skills, or matrices of thought. (Koestler, 1964, p. 121)11) The Earliest Stages in the Creative Process Involve a Commerce with DisorderEven to the creator himself, the earliest effort may seem to involve a commerce with disorder. For the creative order, which is an extension of life, is not an elaboration of the established, but a movement beyond the established, or at least a reorganization of it and often of elements not included in it. The first need is therefore to transcend the old order. Before any new order can be defined, the absolute power of the established, the hold upon us of what we know and are, must be broken. New life comes always from outside our world, as we commonly conceive that world. This is the reason why, in order to invent, one must yield to the indeterminate within him, or, more precisely, to certain illdefined impulses which seem to be of the very texture of the ungoverned fullness which John Livingston Lowes calls "the surging chaos of the unexpressed." (Ghiselin, 1985, p. 4)New life comes always from outside our world, as we commonly conceive our world. This is the reason why, in order to invent, one must yield to the indeterminate within him, or, more precisely, to certain illdefined impulses which seem to be of the very texture of the ungoverned fullness which John Livingston Lowes calls "the surging chaos of the unexpressed." Chaos and disorder are perhaps the wrong terms for that indeterminate fullness and activity of the inner life. For it is organic, dynamic, full of tension and tendency. What is absent from it, except in the decisive act of creation, is determination, fixity, and commitment to one resolution or another of the whole complex of its tensions. (Ghiselin, 1952, p. 13)[P]sychoanalysts have principally been concerned with the content of creative products, and with explaining content in terms of the artist's infantile past. They have paid less attention to examining why the artist chooses his particular activity to express, abreact or sublimate his emotions. In short, they have not made much distinction between art and neurosis; and, since the former is one of the blessings of mankind, whereas the latter is one of the curses, it seems a pity that they should not be better differentiated....Psychoanalysis, being fundamentally concerned with drive and motive, might have been expected to throw more light upon what impels the creative person that in fact it has. (Storr, 1993, pp. xvii, 3)A number of theoretical approaches were considered. Associative theory, as developed by Mednick (1962), gained some empirical support from the apparent validity of the Remote Associates Test, which was constructed on the basis of the theory.... Koestler's (1964) bisociative theory allows more complexity to mental organization than Mednick's associative theory, and postulates "associative contexts" or "frames of reference." He proposed that normal, non-creative, thought proceeds within particular contexts or frames and that the creative act involves linking together previously unconnected frames.... Simonton (1988) has developed associative notions further and explored the mathematical consequences of chance permutation of ideas....Like Koestler, Gruber (1980; Gruber and Davis, 1988) has based his analysis on case studies. He has focused especially on Darwin's development of the theory of evolution. Using piagetian notions, such as assimilation and accommodation, Gruber shows how Darwin's system of ideas changed very slowly over a period of many years. "Moments of insight," in Gruber's analysis, were the culminations of slow long-term processes.... Finally, the information-processing approach, as represented by Simon (1966) and Langley et al. (1987), was considered.... [Simon] points out the importance of good problem representations, both to ensure search is in an appropriate problem space and to aid in developing heuristic evaluations of possible research directions.... The work of Langley et al. (1987) demonstrates how such search processes, realized in computer programs, can indeed discover many basic laws of science from tables of raw data.... Boden (1990a, 1994) has stressed the importance of restructuring the problem space in creative work to develop new genres and paradigms in the arts and sciences. 57 Aubert, Jean
[br]b. 7 February 1894 Paris, Franced. 25 November 1984 Paris, France[br]French civil engineer.[br]Aubert was educated at the Lycée Louis-leGrand in Paris, and entered the Ecole Polytechnique in 1913. His studies were interrupted by the First World War, when he served as an artillery officer, being wounded twice and awarded the Croix de Guerre in 1916. He returned to the Ecole Polytechnique in 1919, and from 1920 to 1922 he attended the Ecole Nationale des Ponts et Chaussées; he graduated as Bachelor of Law from the University of Paris. In 1922 he began his long career, devoted principally to river and canal works. He was engineer in charge of the navigation works in Paris until 1932; he was then appointed Professor in the Chair of Internal Navigation at the Ecole des Ponts et Chaussées, a post he held until his retirement in 1961. From 1933 to 1945 he was general manager and later chairman of the Compagnie Nationale du Rhône; from 1945 to 1953, chairman of the electricity board of the Société Nationale des Chemins de Fer français; and from 1949 to 1967, chairman of the Rhine Navigation Company. Following his retirement, he was chairman of the Société des Constructions des Batignolles, and from 1966 consulting engineer and honorary chairman of SPIE Batignolles; he was also chairman of several other companies. In 1919 he published La Probabilité dans les tires de guerre, for which he was awarded the Pierson-Perrim prize by the Académie des Sciences in 1922. During his career he wrote numerous articles and papers on technical and economic subjects, his last, entitled "Philosophic de la pente d'eau", appearing in the journal Travaux in 1984 when he was ninety years old.Aubert's principal works included the construction of the Pont Edouard-Herriort on the Rhône at Lyon; the design and construction of the Génissiat and Lonzères-Mondragon dams on the Rhône; and the conception and design of the Denouval dam on the Seine near Andresy, completed in 1980. He was awarded the Caméré prize in 1934 by the Académie des Sciences for a new type of movable dam. Overseas governments and the United Nations consulted him on river navigation inter alia in Brazil, on the Mahanadi river in India, on the Konkomé river in Guinea, on the Vistula river in Poland, on the Paraguay river in South America and others. In 1961 he published his revolutionary ideas on the pente d'eau, or "water slope", which was designed to eliminate delays and loss of water in transferring barges from one level to another, without the use of locks. This design consisted of a sloping flume or channel through which a wedge of water, in which the barge was floating, was pushed by a powered unit. A prototype at Mon tech on the Canal Latéral at La Garonne, bypassing five locks, was opened in 1973. A second was opened in 1984 on the Canal du Midi at Fonserannes, near Béziers.[br]Principal Honours and DistinctionsCroix de Guerre 1916.
