101 Emigration
Traditionally, Portugal has been a country with a history of emigration to foreign lands, as well as to the overseas empire. During the early centuries of empire, only relatively small numbers of Portuguese emigrated to reside permanently in its colonies. After the establishment of the second, largely Brazilian empire in the 17th century, however, greater numbers of Portuguese left to seek their fortunes outside Europe. It was only toward the end of the 19th century, however, that Portuguese emigration became a mass movement, at first, largely to Brazil. While Portuguese-speaking Brazil was by far the most popular destination for the majority of Portuguese emigrants in early modern and modern times, after 1830, the United States and later Venezuela also became common destinations.Portuguese emigration patterns have changed in the 20th century and, as the Portuguese historian and economist Oliveira Martins wrote before the turn of the century, Portuguese emigration rates are a kind of national barometer. Crises and related social, political, and economic conditions within Portugal, as well as the presence of established emigrant communities in various countries, emigration laws, and the world economy have combined to shape emigration rates and destinations.After World War II, Brazil no longer remained the favorite destination of the majority of Portuguese emigrants who left Portugal to improve their lives and standards of living. Beginning in the 1950s, and swelling into a massive stream in the 1960s and into the 1970s, most Portuguese emigrated to find work in France and, after the change in U.S. immigration laws in the mid-1960s, a steady stream went to North America, including Canada. The emigration figures here indicate that the most intensive emigration years coincided with excessive political turmoil and severe draft (army conscription) laws during the First Republic (1912 was the high point), that emigration dropped during World Wars I and II and during economic downturns such as the Depression, and that the largest flow of Portuguese emigration in history occurred after the onset of the African colonial wars (1961) and into the 1970s, as Portuguese sought emigration as a way to avoid conscription or assignment to Africa.1887 17,0001900ca. 17,000 (mainly to Brazil)1910 39,0001912 88,000 (75,000 of these to Brazil)1930ca. 30,000 (Great Depression)1940ca. 8,8001950 41,0001955 57,0001960 67,0001965 131,0001970 209,000Despite considerable efforts by Lisbon to divert the stream of emigrants from Brazil or France to the African territories of Angola and Mozambique, this colonization effort failed, and most Portuguese who left Portugal preferred the better pay and security of jobs in France and West Germany or in the United States, Venezuela, and Brazil, where there were more deeply rooted Portuguese emigrant communities. At the time of the Revolution of 25 April 1974, when the military coup in Lisbon signaled the beginning of pressures for the Portuguese settlers to leave Africa, the total number of Portuguese resident in the two larger African territories amounted to about 600,000. In modern times, nonimperial Portuguese emigration has prevailed over imperial emigration and has had a significant impact on Portugal's annual budget (due to emigrants' remittances), the political system (since emigrants have a degree of absentee voting rights), investment and economy, and culture.A total of 4 million Portuguese reside and work outside Portugal as of 2009, over one-third of the country's continental and island population. It has also been said that more Portuguese of Azorean descent reside outside the Azores than in the Azores. (1889-1970)The Coimbra University professor of finance and economics and one of the founders of the Estado Novo, who came to dominate Western Europe's longest surviving authoritarian system. Salazar was born on 28 April 1889, in Vimieiro, Beira Alta province, the son of a peasant estate manager and a shopkeeper. Most of his first 39 years were spent as a student, and later as a teacher in a secondary school and a professor at Coimbra University's law school. Nine formative years were spent at Viseu's Catholic Seminary (1900-09), preparing for the Catholic priesthood, but the serious, studious Salazar decided to enter Coimbra University instead in 1910, the year the Braganza monarchy was overthrown and replaced by the First Republic. Salazar received some of the highest marks of his generation of students and, in 1918, was awarded a doctoral degree in finance and economics. Pleading inexperience, Salazar rejected an invitation in August 1918 to become finance minister in the "New Republic" government of President Sidónio Pais.As a celebrated academic who was deeply involved in Coimbra University politics, publishing works on the troubled finances of the besieged First Republic, and a leader of Catholic organizations, Sala-zar was not as modest, reclusive, or unknown as later official propaganda led the public to believe. In 1921, as a Catholic deputy, he briefly served in the First Republic's turbulent congress (parliament) but resigned shortly after witnessing but one stormy session. Salazar taught at Coimbra University as of 1916, and continued teaching until April 1928. When the military overthrew the First Republic in May 1926, Salazar was offered the Ministry of Finance and held office for several days. The ascetic academic, however, resigned his post when he discovered the degree of disorder in Lisbon's government and when his demands for budget authority were rejected.As the military dictatorship failed to reform finances in the following years, Salazar was reinvited to become minister of finances in April 1928. Since his conditions for acceptance—authority over all budget expenditures, among other powers—were accepted, Salazar entered the government. Using the Ministry of Finance as a power base, following several years of successful financial reforms, Salazar was named interim minister of colonies (1930) and soon garnered sufficient prestige and authority to become head of the entire government. In July 1932, Salazar was named prime minister, the first civilian to hold that post since the 1926 military coup.Salazar gathered around him a team of largely academic experts in the cabinet during the period 1930-33. His government featured several key policies: Portuguese nationalism, colonialism (rebuilding an empire in shambles), Catholicism, and conservative fiscal management. Salazar's government came to be called the Estado Novo. It went through three basic phases during Salazar's long tenure in office, and Salazar's role underwent changes as well. In the early years (1928-44), Salazar and the Estado Novo enjoyed greater vigor and popularity than later. During the middle years (1944—58), the regime's popularity waned, methods of repression increased and hardened, and Salazar grew more dogmatic in his policies and ways. During the late years (1958-68), the regime experienced its most serious colonial problems, ruling circles—including Salazar—aged and increasingly failed, and opposition burgeoned and grew bolder.Salazar's plans for stabilizing the economy and strengthening social and financial programs were shaken with the impact of the civil war (1936-39) in neighboring Spain. Salazar strongly supported General Francisco Franco's Nationalist rebels, the eventual victors in the war. But, as the civil war ended and World War II began in September 1939, Salazar's domestic plans had to be adjusted. As Salazar came to monopolize Lisbon's power and authority—indeed to embody the Estado Novo itself—during crises that threatened the future of the regime, he assumed ever more key cabinet posts. At various times between 1936 and 1944, he took over the Ministries of Foreign Affairs and of War (Defense), until the crises passed. At the end of the exhausting period of World War II, there were rumors that the former professor would resign from government and return to Coimbra University, but Salazar continued as the increasingly isolated, dominating "recluse of São Bento," that part of the parliament's buildings housing the prime minister's offices and residence.Salazar dominated the Estado Novo's government in several ways: in day-to-day governance, although this diminished as he delegated wider powers to others after 1944, and in long-range policy decisions, as well as in the spirit and image of the system. He also launched and dominated the single party, the União Nacional. A lifelong bachelor who had once stated that he could not leave for Lisbon because he had to care for his aged mother, Salazar never married, but lived with a beloved housekeeper from his Coimbra years and two adopted daughters. During his 36-year tenure as prime minister, Salazar engineered the important cabinet reshuffles that reflect the history of the Estado Novo and of Portugal.A number of times, in connection with significant events, Salazar decided on important cabinet officer changes: 11 April 1933 (the adoption of the Estado Novo's new 1933 Constitution); 18 January 1936 (the approach of civil war in Spain and the growing threat of international intervention in Iberian affairs during the unstable Second Spanish Republic of 1931-36); 4 September 1944 (the Allied invasion of Europe at Normandy and the increasing likelihood of a defeat of the Fascists by the Allies, which included the Soviet Union); 14 August 1958 (increased domestic dissent and opposition following the May-June 1958 presidential elections in which oppositionist and former regime stalwart-loyalist General Humberto Delgado garnered at least 25 percent of the national vote, but lost to regime candidate, Admiral Américo Tomás); 13 April 1961 (following the shock of anticolonial African insurgency in Portugal's colony of Angola in January-February 1961, the oppositionist hijacking of a Portuguese ocean liner off South America by Henrique Galvão, and an abortive military coup that failed to oust Salazar from office); and 19 August 1968 (the aging of key leaders in the government, including the now gravely ill Salazar, and the defection of key younger followers).In response to the 1961 crisis in Africa and to threats to Portuguese India from the Indian government, Salazar assumed the post of minister of defense (April 1961-December 1962). The failing leader, whose true state of health was kept from the public for as long as possible, appointed a group of younger cabinet officers in the 1960s, but no likely successors were groomed to take his place. Two of the older generation, Teotónio Pereira, who was in bad health, and Marcello Caetano, who preferred to remain at the University of Lisbon or in private law practice, remained in the political wilderness.As the colonial wars in three African territories grew more costly, Salazar became more isolated from reality. On 3 August 1968, while resting at his summer residence, the Fortress of São João do Estoril outside Lisbon, a deck chair collapsed beneath Salazar and his head struck the hard floor. Some weeks later, as a result, Salazar was incapacitated by a stroke and cerebral hemorrhage, was hospitalized, and became an invalid. While hesitating to fill the power vacuum that had unexpectedly appeared, President Tomás finally replaced Salazar as prime minister on 27 September 1968, with his former protégé and colleague, Marcello Caetano. Salazar was not informed that he no longer headed the government, but he never recovered his health. SUBJECT AREA: Telecommunications[br]b. 27 April 1791 Charlestown, Massachusetts, USAd. 2 April 1872 New York City, New York, USA[br]American portrait painter and inventor, b est known for his invention of the telegraph and so-called Morse code.[br]Following early education at Phillips Academy, Andover, at the age of 14 years Morse went to Yale College, where he developed interests in painting and electricity. Upon graduating in 1810 he became a clerk to a Washington publisher and a pupil of Washington Allston, a well-known American painter. The following year he travelled to Europe and entered the London studio of another American artist, Benjamin West, successfully exhibiting at the Royal Academy as well as winning a prize and medal for his sculpture. Returning to Boston and finding little success as a "historical-style" painter, he built up a thriving portrait business, moving in 1818 to Charleston, South Carolina, where three years later he established the (now defunct) South Carolina Academy of Fine Arts. In 1825 he was back in New York, but following the death of his wife and both of his parents that year, he embarked on an extended tour of European art galleries. In 1832, on the boat back to America, he met Charles T.Jackson, who told him of the discovery of the electromagnet and fired his interest in telegraphy to the extent that Morse immediately began to make suggestions for electrical communications and, apparently, devised a form of printing telegraph. Although he returned to his painting and in 1835 was appointed the first Professor of the Literature of Art and Design at the University of New York City, he began to spend more and more time experimenting in telegraphy. In 1836 he invented a relay as a means of extending the cable distance over which telegraph signals could be sent. At this time he became acquainted with Alfred Vail, and the following year, when the US government published the requirements for a national telegraph service, they set out to produce a workable system, with finance provided by Vail's father (who, usefully, owned an ironworks). A patent was filed on 6 October 1837 and a successful demonstration using the so-called Morse code was given on 6 January 1838; the work was, in fact, almost certainly largely that of Vail. As a result of the demonstration a Bill was put forward to Congress for $30,000 for an experimental line between Washington and Baltimore. This was eventually passed and the line was completed, and on 24 May 1844 the first message, "What hath God wrought", was sent between the two cities. In the meantime Morse also worked on the insulation of submarine cables by means of pitch tar and indiarubber.With success achieved, Morse offered his invention to the Government for $100,000, but this was declined, so the invention remained in private hands. To exploit it, Morse founded the Magnetic Telephone Company in 1845, amalgamating the following year with the telegraph company of a Henry O'Reilly to form Western Union. Having failed to obtain patents in Europe, he now found himself in litigation with others in the USA, but eventually, in 1854, the US Supreme Court decided in his favour and he soon became very wealthy. In 1857 a proposal was made for a telegraph service across the whole of the USA; this was completed in just over four months in 1861. Four years later work began on a link to Europe via Canada, Alaska, the Aleutian Islands and Russia, but it was abandoned with the completion of the transatlantic cable, a venture in which he also had some involvement. Showered with honours, Morse became a generous philanthropist in his later years. SUBJECT AREA: Mechanical, pneumatic and hydraulic engineering[br]b. 31 July 1852 Aarau, Switzerlandd. 2 May 1943 Grange-over-Sands, Lancashire, England[br]Swiss (naturalized British 1881) mechanical engineer, inventor and pioneer of the precision chain industry.[br]Hans Renold was educated at the cantonal school of his native town and at the Polytechnic in Zurich. He worked in two or three small workshops during the polytechnic vacations and served an apprenticeship of eighteen months in an engineering works at Neuchâtel, Switzerland. After a short period of military service he found employment as a draughtsman in an engineering firm at Saint-Denis, near Paris, from 1871 to 1873. In 1873 Renold moved first to London and then to Manchester as a draughtsman and inspector with a firm of machinery exporters. From 1877 to 1879 he was a partner in his own firm of machine exporters. In 1879 he purchased a small firm in Salford making chain for the textile industry. At about this time J.K.Starley introduced the "safety" bicycle, which, however, lacked a satisfactory drive chain. Renold met this need with the invention of the bush roller chain, which he patented in 1880. The new chain formed the basis of the precision chain industry: the business expanded and new premises were acquired in Brook Street, Manchester, in 1881. In the same year Renold became a naturalized British subject.Continued expansion of the business necessitated the opening of a new factory in Brook Street in 1889. The factory was extended in 1895, but by 1906 more accommodation was needed and a site of 11 ½ acres was acquired in the Manchester suburb of Burnage: the move to the new building was finally completed in 1914. Over the years, further developments in the techniques of chain manufacture were made, including the invention in 1895 of the inverted tooth or silent chain. Renold made his first visit to America in 1891 to study machine-tool developments and designed for his own works special machine tools, including centreless grinding machines for dealing with wire rods up to 10 ft (3 m) in length.The business was established as a private limited company in 1903 and merged with the Coventry Chain Company Ltd in 1930. Good industrial relations were always of concern to Renold and he established a 48-hour week as early as 1896, in which year a works canteen was opened. Joint consultation with shop stewards date2 from 1917. [br]b. 1749 New York, New York, USAd. 6 March 1838 Hoboken, New Jersey, USA[br]American pioneer of steamboats and railways.[br]Stevens, a wealthy landowner with an estate at Hoboken on the Hudson River, had his attention drawn to the steamboat of John Fitch in 1786, and thenceforth devoted much of his time and fortune to developing steamboats and mechanical transport. He also had political influence and it was at his instance that Congress in 1790 passed an Act establishing the first patent laws in the USA. The following year Stevens was one of the first recipients of a US patent. This referred to multi-tubular boilers, of both watertube and firetube types, and antedated by many years the work of both Henry Booth and Marc Seguin on the latter.A steamboat built in 1798 by John Stevens, Nicholas J.Roosevelt and Stevens's brother-in-law, Robert R.Livingston, in association was unsuccessful, nor was Stevens satisfied with a boat built in 1802 in which a simple rotary steam-en-gine was mounted on the same shaft as a screw propeller. However, although others had experimented earlier with screw propellers, when John Stevens had the Little Juliana built in 1804 he produced the first practical screw steamboat. Steam at 50 psi (3.5 kg/cm2) pressure was supplied by a watertube boiler to a single-cylinder engine which drove two contra-rotating shafts, upon each of which was mounted a screw propeller. This little boat, less than 25 ft (7.6 m) long, was taken backwards and forwards across the Hudson River by two of Stevens's sons, one of whom, R.L. Stevens, was to help his father with many subsequent experiments. The boat, however, was ahead of its time, and steamships were to be driven by paddle wheels until the late 1830s.In 1807 John Stevens declined an invitation to join with Robert Fulton and Robert R.Living-ston in their development work, which culminated in successful operation of the PS Clermont that summer; in 1808, however, he launched his own paddle steamer, the Phoenix. But Fulton and Livingston had obtained an effective monopoly of steamer operation on the Hudson and, unable to reach agreement with them, Stevens sent Phoenix to Philadelphia to operate on the Delaware River. The intervening voyage over 150 miles (240 km) of open sea made Phoenix the first ocean-going steamer.From about 1810 John Stevens turned his attention to the possibilities of railways. He was at first considered a visionary, but in 1815, at his instance, the New Jersey Assembly created a company to build a railway between the Delaware and Raritan Rivers. It was the first railway charter granted in the USA, although the line it authorized remained unbuilt. To demonstrate the feasibility of the steam locomotive, Stevens built an experimental locomotive in 1825, at the age of 76.
