We can... distinguish sharply between the kind of behavior which from the very beginning arises out of a consideration of the structure of a situation, and one that does not. Only in the former case do we speak of insight, and only that behavior of animals definitely appears to us intelligent which takes account from the beginning of the lay of the land, and proceeds to deal with it in a single, continuous, and definite course. Hence follows this criterion of insight: the appearance of a complete solution with reference to the whole lay- out of the field. (KoЁhler, 1927, pp. 169-170)Signs, in [Edward] Tolman's theory, occasion in the rat realization, or cognition, or judgment, or hypotheses, or abstraction, but they do not occasion action. In his concern with what goes on in the rat's mind, Tolman has neglected to predict what the rat will do. So far as the theory is concerned the rat is left buried in thought: if he gets to the food-box at the end that is his concern, not the concern of the theory. (Guthrie, 1972, p. 172)3) A New Insight Consists of a Recombination of Pre-existent Mediating PropertiesThe insightful act is an excellent example of something that is not learned, but still depends on learning. It is not learned, since it can be adequately performed on its first occurrence; it is not perfected through practice in the first place, but appears all at once in recognizable form (further practice, however, may still improve it). On the other hand, the situation must not be completely strange; the animal must have had prior experience with the component parts of the situation, or with other situations that have some similarity to it.... All our evidence thus points to the conclusion that a new insight consists of a recombination of pre existent mediating processes, not the sudden appearance of a wholly new process. (Hebb, 1958, pp. 204-205)In Morgan's own words, the principle is, "In no case may we interpret an action as the outcome of the exercise of a higher psychical faculty, if it can be interpreted as the outcome of the exercise of one which stands lower in the psychological scale." Behaviorists universally adopted this idea as their own, interpreting it as meaning that crediting consciousness to animals can't be justified if the animal's behavior can be explained in any other way, because consciousness is certainly a "higher psychical faculty." Actually, their interpretation is wrong, since Morgan was perfectly happy with the idea of animal consciousness: he even gives examples of it directly taken from dog behavior. Thus in The Limits of Animal Intelligence, he describes a dog returning from a walk "tired" and "hungry" and going down into the kitchen and "looking up wistfully" at the cook. Says Morgan about this, "I, for one, would not feel disposed to question that he has in his mind's eye a more or less definite idea of a bone."Morgan's Canon really applies to situations where the level of intelligence credited to an animal's behavior goes well beyond what is really needed for simple and sensible explanation. Thus application of Morgan's Canon would prevent us from presuming that, when a dog finds its way home after being lost for a day, it must have the ability to read a map, or that, if a dog always begins to act hungry and pace around the kitchen at 6 P.M. and is always fed at 6:30 P.M., this must indicate that it has learned how to tell time. These conclusions involve levels of intelligence that are simply not needed to explain the behaviors. SUBJECT AREA: Canals[br]b. 19 November 1805 Versailles, Franced. 7 December 1894 La Chesnaye, near Paris, France[br]French diplomat and canal entrepreneur.[br]Ferdinand de Lesseps was born into a family in the diplomatic service and it was intended that his should be his career also. He was educated at the Lycée Napoléon in Paris. In 1825, aged 20, he was appointed an attaché to the French consulate in Lisbon. In 1828 he went to the Consulate-General in Tunis and in 1831 was posted from there to Egypt, becoming French Consul in Cairo two years later. For his work there during the plague in 1836 he was awarded the Croix de Chevalier in the Légion d'honneur. During this time he became very friendly with Said Mohammed and the friendship was maintained over the years, although there were no expectations then that Said would occupy any great position of authority.De Lesseps then served in other countries. In 1841 he had thought about a canal from the Mediterranean to the Red Sea, and he brooded over the idea until 1854. In October of that year, having retired from the diplomatic service, he returned to Egypt privately. His friend Said became Viceroy and he readily agreed to the proposal to cut the canal. At first there was great international opposition to the idea, and in 1855 de Lesseps travelled to England to try to raise capital. Work finally started in 1859, but there were further delays following the death of Said Pasha in 1863. The work was completed in 1869 and the canal was formally opened by the Empress Eugenic on 20 November 1869. De Lesseps was fêted in France and awarded the Grand Croix de la Légion d'honneur.He subsequently promoted the project of the Corinth Canal, but his great ambition in his later years was to construct a canal across the Isthmus of Panama. This idea had been conceived by Spanish adventurers in 1514, but everyone felt the problems and cost would be too great. De Lesseps, riding high in popularity and with his charismatic character, convinced the public of the scheme's feasibility and was able to raise vast sums for the enterprise. He proposed a sea-level canal, which required the excavation of a 350 ft (107 m) cut through terrain; this eventually proved impossible, but work nevertheless started in 1881.In 1882 de Lesseps became first President d'-Honneur of the Syndicat des Entrepreneurs de Travaux Publics de France and was elected to the Chair of the French Academy in 1884. By 1891 the Panama Canal was in a disastrous financial crisis: a new company was formed, and because of the vast sums expended a financial investigation was made. The report led to de Lesseps, his son and several high-ranking government ministers and officials being charged with bribery and corruption, but de Lesseps was a very sick man and never appeared at the trial. [br]b. 13 April 1892 Brechin, Angus, Scotlandd. 6 December 1973 Inverness, Scotland[br]Scottish engineer and scientific adviser known for his work on radar.[br]Following education at Brechin High School, Watson-Watt entered University College, Dundee (then a part of the University of St Andrews), obtaining a BSc in engineering in 1912. From 1912 until 1921 he was Assistant to the Professor of Natural Philosophy at St Andrews, but during the First World War he also held various posts in the Meteorological Office. During. this time, in 1916 he proposed the use of cathode ray oscillographs for radio-direction-finding displays. He joined the newly formed Radio Research Station at Slough when it was opened in 1924, and 3 years later, when it amalgamated with the Radio Section of the National Physical Laboratory, he became Superintendent at Slough. At this time he proposed the name "ionosphere" for the ionized layer in the upper atmosphere. With E.V. Appleton and J.F.Herd he developed the "squegger" hard-valve transformer-coupled timebase and with the latter devised a direction-finding radio-goniometer.In 1933 he was asked to investigate possible aircraft counter-measures. He soon showed that it was impossible to make the wished-for radio "death-ray", but had the idea of using the detection of reflected radio-waves as a means of monitoring the approach of enemy aircraft. With six assistants he developed this idea and constructed an experimental system of radar (RAdio Detection And Ranging) in which arrays of aerials were used to detect the reflected signals and deduce the bearing and height. To realize a practical system, in September 1936 he was appointed Director of the Bawdsey Research Station near Felixstowe and carried out operational studies of radar. The result was that within two years the East Coast of the British Isles was equipped with a network of radar transmitters and receivers working in the 7–14 metre band—the so-called "chain-home" system—which did so much to assist the efficient deployment of RAF Fighter Command against German bombing raids on Britain in the early years of the Second World War.In 1938 he moved to the Air Ministry as Director of Communications Development, becoming Scientific Adviser to the Air Ministry and Ministry of Aircraft Production in 1940, then Deputy Chairman of the War Cabinet Radio Board in 1943. After the war he set up Sir Robert Watson-Watt \& Partners, an industrial consultant firm.
