41 resident ambassador
гос. упр. = ordinary ambassador !An ordinary ambassador is charged with the duties of heading a permanent diplomatic mission and maintaining relations between his home and his host country and to conduct relations on an equal basis with other nations. An Extraordinary Ambassador is appointed to head some particular mission for a particular purpose and such postings are for an indefinite period lasting till the completion of the mission. Such appointments are generally politically initiated.A resident ambassador resides within the political boundaries of the country to which he/she is posted while a non-resident ambassador does not live within the country of his/her posting but lives in a neighboring country. Therefore, a resident ambassador of US in India may at the same time be a non-resident ambassador of other countries of the sub-continent. Ambassadors are deemed representatives of their heads of state to the heads of state of their place of posting and not representative of one state government to another state government. This is a practice that has persisted ever since the ambassadorial post was created. Only high commissioners (since once they shared their heads of state) are deemed to represent their governments. It may sometimes transpire that the post of ambassador is handed out to a person as a matter of routine transfer or promotion within the country in the ministry of foreign affairs as furtherance to their careers."An ambassador, rarely embassador, is a diplomatic official accredited to a foreign sovereign or government, or to an international organization, to serve as the official representative of his or her own country. In everyday usage it applies to the ranking plenipotentiary minister stationed in a foreign capital. The host country typically allows the ambassador control of specific territory called an embassy, whose territory, staff, and even vehicles are generally afforded diplomatic immunity from most laws of the host country. The senior diplomatic officers among members of the Commonwealth of Nations are known as High Commissioners, who are the heads of High Commissions. Representatives of the Holy See are known as Papal or Apostolic Nuncios, while the head of a Libyan People's Bureau is a Secretary. Historically, officials representing their countries abroad were termed ministers, but this term was also applied to diplomats of the second rank. The Congress of Vienna of 1815 formalized the system of diplomatic rank under international law: Ambassadors are ministers of the highest rank, with plenipotentiary authority to represent their head of state. An Ordinary Ambassador is one heading a permanent diplomatic mission, for instance the senior professional diplomat in an embassy. An Extraordinary Ambassador could be appointed for special purposes or for an indefinite term; politically appointed ambassadors would fall under this category. Moreover, a Resident Ambassador is one who resides within the country to which s/he is accredited. A Non-Resident Ambassador is one who does not reside within the country to which s/he is accredited, but lives in a nearby country. Thus a resident ambassador to a country might at the same time also be a non-resident ambassador to several other countries." -

52 Costa, Afonso
(1871-1937)Leading political and government figure of the first parliamentary republic (1910-26), Portuguese Republican Party (PRP) leader, and notable lawyer. Afonso Costa, like so many Portuguese political figures in the 20th century, was trained as a lawyer and taught as a law professor at a university, in his case, Coimbra University. A brilliant student and a radical activist in student politics in his day, Costa soon both embodied and symbolized radical republican politics and the effort to replace the monarchy. As minister of justice in the 1910-11 provisional government of the turbulent First Republic, Afonso Costa was the author of radical anticlerical laws that helped to polarize the political struggles of the fledgling representative system. The leader of the radical wing of the PRP, known in that day as "The Democrats," Afonso Costa was the youngest cabinet officer in the provisional government, at age 39. A small but tenacious man, he was a strong speaker and debater in the noisy sessions of the republic's congress. Afonso Costa was prime minister three times during the First Republic (1913-14, 1915-16, and April-December 1917). His third premiership was abruptly ended with the Sidônio Pais military coup of 8 December 1917. Costa was arrested but soon went into exile in Paris. Except for a few visits to Portugal, Costa remained in Paris as an international lawyer with a lucrative practice. Although asked to "save the republic" by taking office again, Costa refused. Following a period in which he conspired from abroad to overthrow the dictatorship, he died in Paris in 1937. -
53 depreciation
Gen Mgtan allocation of the cost of an asset over a period of time for accounting and tax purposes. Depreciation is charged against earnings, on the basis that the use of capital assets is a legitimate cost of doing business. Depreciation is also a noncash expense that is added into net income to determine cash-flow in a given accounting period.EXAMPLETo qualify for depreciation, assets must be items used in the business that wear out, become obsolete, or lose value over time from natural causes or circumstances, and they must have a useful life beyond a single tax year. Examples include vehicles, machines equipment, furnishings, and buildings, plus major additions or improvements to such assets. Some intangible assets also can be included under certain conditions. Land, personal assets, stock, leased or rented property, and a company’s employees cannot be depreciated.Straight-line depreciation is the most straightforward method. It assumes that the net cost of an asset should be written off in equal amounts over its life. The formula used is:(Original cost – scrap value)/Useful life (years)For example, if a vehicle cost $20,000 and can be expected to serve the business for seven years, its original cost would be divided by its useful life:(30,000 – 2,000)/7 = 4,000 per yearThe $4,000 becomes a depreciation expense that is reported on the company’s year-end income statement under “operation expenses.”In theory, an asset should be depreciated over the actual number of years that it will be used, according to its actual drop in value each year. At the end of each year, all the depreciation claimed to date is subtracted from its cost in order to arrive at its book value, which would equal its market value. At the end of its useful business life, any undepreciated portion would represent the salvage value for which it could be sold or scrapped. For tax purposes, some accountants prefer to use accelerated depreciation to record larger amounts of depreciation in the asset’s early years in order to reduce tax bills as soon as possible. In contrast to the straight-line method, the declining-balance method assumes that the asset depreciates more in its earlier years of use. The table opposite compares the depreciation amounts that would be available, under these two methods, for a $1,000 asset that is expected to be used for five years and then sold for $100 in scrap. The depreciation method to be used for a particular asset is fixed at the time that the asset is first placed in service. Whatever rulesor tables are in effect for that year must be followed as long as the asset is owned.Depreciation laws and regulations change frequently over the years as a result of government policy changes, so a company owning property over a long period may have to use several different depreciation methods. -
54 Caird, Sir James
SUBJECT AREA: Ports and shipping[br]b. 2 January 1864 Glasgow, Scotlandd. 27 September 1954 Wimbledon, London, England[br]Scottish shipowner and shipbuilder.[br]James Caird was educated at Glasgow Academy. While the connections are difficult to unravel, it is clear he was related to the Cairds of Greenock, whose shipyard on the Clyde built countless liners for the P \& O Company, and to the Caird family who were munificent benefactors of Dundee and the Church of Scotland. In 1878 Caird joined a firm of East India Merchants in Glasgow, but later went to London. In 1890 he entered the service of Turnbull, Martin \& Co., managers of the Scottish Shire Line of Steamers; he quickly rose to become Manager, and by 1903 he was the sole partner and owner. In this role his business skill became apparent, as he pioneered (along with the Houlder and Federal Lines) refrigerated shipping connections between the United Kingdom and Australia and New Zealand. In 1917 he sold his shipping interests to Messrs Cayzer Irvine, managers of the Clan Line.During the First World War, Caird set up a new shipyard on the River Wye at Chepstow in Wales. Registered in April 1916, the Standard Shipbuilding and Engineering Company took over an existing shipbuilder in an area not threatened by enemy attacks. The purpose of the yard was rapid building of standardized merchant ships during a period when heavy losses were being sustained because of German U-boat attacks. Caird was appointed Chairman, a post he held until the yard came under full government control later in the war. The shipyard did not meet the high expectations of the time, but it did pioneer standard shipbuilding which was later successful in the USA, the UK and Japan.Caird's greatest work may have been the service he gave to the councils which helped form the National Maritime Museum at Greenwich. He used all his endeavours to ensure the successful launch of the world's greatest maritime museum; he persuaded friends to donate, the Government to transfer artefacts and records, and he gave of his wealth to purchase works of art for the nation. Prior to his death he endowed the Museum with £1.25 million, a massive sum for the 1930s, and this (the Caird Fund) is administered to this day by the Trustees of Greenwich.[br]Principal Honours and DistinctionsBaronet 1928 (with the title Sir James Caird of Glenfarquhar).Further ReadingFrank C.Bowen, 1950, "The Chepstow Yards and a costly venture in government shipbuilding", Shipbuilding and Shipping Record (14 December).FMW -
55 Inoue Masaru
[br]b. 1 August 1843 Hagi, Choshu, Japand. 2 August 1910 London, England[br]Japanese "Father of Japanese Railways".[br]In the early 1860s, most travel in Japan was still by foot and the Japanese were forbidden by their government to travel abroad. Inoue was one of a small group of students who left Japan illegally in 1863 for London. There he studied English, mathematics and science, and afterwards mineralogy and railways. Inoue returned to Japan in 1868, when the new Meiji Government reopened the country to the outside world after some 200 years of isolation. Part of its policy, despite opposition, was to build railways; at Inoue's suggestion, the gauge of 3 ft 6 in. (1.07 m) was adopted. Initially capital, engineers, skilled labour and materials ranging from locomotives to pencils and stationery were all imported from Britain; Edmund Morel was the first Chief Engineer. In 1871 Inoue was appointed Director of the Government Railway Bureau and he became the driving force behind railway development in Japan for more than two decades. The first line, from Tokyo to Yokohama, was opened in 1872, to be followed by others, some of them at first isolated. The number of foreigners employed, most of them British, peaked at 120 in 1877 and then rapidly declined as the Japanese learned to take over their tasks. In 1878, at Inoue's instance, construction of a line entirely by Japanese commenced for the first time, with British engineers as consultants only. It was ten years before Japanese Railways' total route was 70 miles (113 km) long; over the next ten years, this increased to 1,000 miles (1,600 km) and the system continued to grow rapidly. During 1892–3, a locomotive was built in Japan for the first time, under the guidance of Locomotive Superintendent R.F.Trevithick, grandson of the pioneer Richard Trevithick: it was a compound 2–4–2 tank engine, with many parts imported from Britain. Locomotive building in Japan then blossomed so rapidly that imports were discontinued, with rare exceptions, from 1911. Meanwhile Inoue had retired in 1893; he was on a visit to England at the time of his death.[br]Principal Honours and DistinctionsViscount 1887.Bibliography1909, "Japanese communications: railroads", in Count Shigenobu Okuma (ed.), Fifty Years of New Japan (English version ed.
