7 Meusnier, Jean Baptiste Marie
SUBJECT AREA: Aerospace[br]b. 1754 Tours, Franced. 1793 Mainz, Germany[br]French designer of the "dirigible balloon" (airship).[br]Just a few days after the first balloon flight by the relatively primitive Montgolfier hot-air balloon, a design for a sophisticated steerable or "dirigible" balloon was proposed by a young French army officer. On 3 December 1783, Lieutenant (later General) Jean Baptiste Marie Meusnier of the Corps of Engineers presented to the Académie des Sciences a paper entitled Mémoire sur l'équilibre des machines aérostatiques. This outlined Meusnier's ideas and so impressed the learned members of the Academy that they commissioned him to make a more complete study. This was published in 1784 and contained sixteen water-colour drawings of the proposed airship, which are preserved by the Musée de l'Air in Paris.Meusnier's "machine aérostatique" was ellipsoidal in shape, in contrast to those of his unsuccessful contemporaries who tried to make spherical balloons steerable, often using oars for propulsion. Meusnier's proposed airship was 79.2 m (260 ft) long with the crew in a slim boat slung below the envelope (in case of a landing on water); it was steered by a large sail-like rudder at the rear end. Between the envelope and the boat were three propellers, which were to be manually driven as there was no suitable engine available; this was the first design for a propeller-driven aircraft. The most important innovation was a ballonnet, a balloon within the main envelope that was pressurized with air supplied by bellows in the boat. Varying the amount of air in the ballonnet would compensate for changes in the volume of hydrogen gas in the main envelope when the airship changed altitude. The ballonnet would also help to maintain the external shape of the main envelope.General Meusnier was killed in action in 1793 and it was almost one hundred years from the date of his publication that his idea of ballonnets was put into practice, by Dupuy de Lome in 1872, and later by Renard and Krebs.[br]Bibliography1784, Mémoire sur l'équilibre des machines aérostatiques, Paris; repub. 14 Carnot, Nicolas Léonard Sadi
SUBJECT AREA: Steam and internal combustion engines[br]b. 1 June 1796 Paris, Franced. 24 August 1831 Paris, France[br]French laid the foundations for modern thermodynamics through his book Réflexions sur la puissance motrice du feu when he stated that the efficiency of an engine depended on the working substance and the temperature drop between the incoming and outgoing steam.[br]Sadi was the eldest son of Lazare Carnot, who was prominent as one of Napoleon's military and civil advisers. Sadi was born in the Palais du Petit Luxembourg and grew up during the Napoleonic wars. He was tutored by his father until in 1812, at the minimum age of 16, he entered the Ecole Polytechnique to study stress analysis, mechanics, descriptive geometry and chemistry. He organized the students to fight against the allies at Vincennes in 1814. He left the Polytechnique that October and went to the Ecole du Génie at Metz as a student second lieutenant. While there, he wrote several scientific papers, but on the Restoration in 1815 he was regarded with suspicion because of the support his father had given Napoleon. In 1816, on completion of his studies, Sadi became a second lieutenant in the Metz engineering regiment and spent his time in garrison duty, drawing up plans of fortifications. He seized the chance to escape from this dull routine in 1819 through an appointment to the army general staff corps in Paris, where he took leave of absence on half pay and began further courses of study at the Sorbonne, Collège de France, Ecole des Mines and the Conservatoire des Arts et Métiers. He was inter-ested in industrial development, political economy, tax reform and the fine arts.It was not until 1821 that he began to concentrate on the steam-engine, and he soon proposed his early form of the Carnot cycle. He sought to find a general solution to cover all types of steam-engine, and reduced their operation to three basic stages: an isothermal expansion as the steam entered the cylinder; an adiabatic expansion; and an isothermal compression in the condenser. In 1824 he published his Réflexions sur la puissance motrice du feu, which was well received at the time but quickly forgotten. In it he accepted the caloric theory of heat but pointed out the impossibility of perpetual motion. His main contribution to a correct understanding of a heat engine, however, lay in his suggestion that power can be produced only where there exists a temperature difference due "not to an actual consumption of caloric but to its transportation from a warm body to a cold body". He used the analogy of a water-wheel with the water falling around its circumference. He proposed the true Carnot cycle with the addition of a final adiabatic compression in which motive power was con sumed to heat the gas to its original incoming temperature and so closed the cycle. He realized the importance of beginning with the temperature of the fire and not the steam in the boiler. These ideas were not taken up in the study of thermodynartiics until after Sadi's death when B.P.E.Clapeyron discovered his book in 1834.In 1824 Sadi was recalled to military service as a staff captain, but he resigned in 1828 to devote his time to physics and economics. He continued his work on steam-engines and began to develop a kinetic theory of heat. In 1831 he was investigating the physical properties of gases and vapours, especially the relationship between temperature and pressure. In June 1832 he contracted scarlet fever, which was followed by "brain fever". He made a partial recovery, but that August he fell victim to a cholera epidemic to which he quickly succumbed.[br]Bibliography1824, Réflexions sur la puissance motrice du feu; pub. 1960, trans. 15 Costa Gomes, Francisco da
(1914-2001)Career military officer, key personality, and authority in transition from dictatorship to democracy, and president of the republic. Born in the remote, poor, Trás-Os-Montes district, Costa Gomes was trained as an army officer and gained experience and promotions in many postings in Portugal's overseas empire from Macau, China, to Angola and Mozambique. As a lieutenant colonel in the post of undersecretary of the army in April 1961, he was implicated in a military coup plot to overthrow Prime Minister Antônio de Oliveira Salazar. Although he was fired, Costa Gomes rebuilt his bridges, was promoted to brigadier general in 1964, and soon was appointed to important commands in the colonial wars in Portuguese Africa: first in Mozambique (1965-69) and then in Angola (1970-72). In September 1972, he returned to Portugal as head of the joint chiefs of staff, a post he kept until he broke with Prime Minister Marcello Caetano in early 1974.During the last part of Caetano's governance, General Costa Gomes, in tandem with his senior, more famous and charismatic colleague in arms, General Antônio de Spínola, was involved in activities that led to the organization of a successful military coup on 25 April 1974, which overthrew the 48-year-old Estado Novo. Although younger officers did most of the work organizing this action, Costa Gomes played a key role, including authorizing the publication of the sensational book by General Spínola, Portugal e o Futuro, published only two months before the Revolution of Carnations in February 1974. Spinola's book acknowledged that Portugal had to find a political not a military solution to the wars in her African colonies, and the public reception of the work helped prepare the atmosphere for a bloodless coup. After the successful coup by the Armed Forces Movement and the Revolution of 25 April 1974, Costa Gomes was appointed chief of defense staff. When General Spínola resigned in September 1974, Costa Gomes became president, a post he ably filled until June 1976, when General Ramalho Eanes was elected president of the republic. Costa Gomes soon withdrew from the public eye, but in 1981 was promoted to Portugal's highest military rank of marshal.Historical dictionary of Portugal > Costa Gomes, Francisco da

16 Carmona, António Óscar de Fragoso
(1869-1951)Career army officer, one of the founders of the Estado Novo (1926-74), and the longest-serving president of the republic of that regime (1926-51). Born in Lisbon in 1869, the son of a career cavalry officer, Oscar Carmona entered the army in 1888 and became a lieutenant in 1894, in the same cavalry regiment in which his father had served. He rose rapidly, and became a general during the turbulent First Republic, briefly served as minister of war in 1923, and achieved public notoriety as prosecutor for the military in one of the famous trials of military personnel in an abortive 1925 coup. General Carmona was one of the key supporters of the 28 May 1926 military coup that overthrew the unstable republic and established the initially unstable military dictatorship (1926-33), which was the political system that founded the Estado Novo (1933-74).Carmona took power as president upon the ousting of the Twenty-eighth of May coup leader, General Gomes da Costa, and guided the military dictatorship through political and economic uncertainty until the regime settled upon empowering Antônio de Oliveira Salazar with extraordinary fiscal authority as minister of finance (April 1928). Elected in a managed election based on limited male suffrage in 1928, President Carmona served as the Dictatorship's president of the republic until his death in office in 1951 at age 81. In political creed a moderate republican not a monarchist, General (and later Marshal) Carmona played an essential role in the Dictatorship, which involved a division of labor between Dr. Salazar, who, as prime minister since July 1932 was responsible for the daily management of the government, and Carmona, who was responsible for managing civil-military relations in the system, maintaining smooth relations with Dr. Salazar, and keeping the armed forces officer corps in line and out of political intervention.Carmona's amiable personality and reputation for personal honesty, correctness, and hard work combined well with a friendly relationship with the civilian dictator Salazar. Especially in the period 1928-44, in his more vigorous years in the position, Carmona's role was vital in both the political and ceremonial aspects of his job. Car-mona's ability to balance the relationship with Salazar and the pressures and demands from a sometimes unhappy army officer corps that, following the civilianization of the regime in the early 1930s, could threaten military intervention in politics and government, was central to the operation of the regime. After 1944, however, Carmona was less effective in this role. His tiring ceremonial visits around Portugal, to the Atlantic Islands, and to the overseas empire became less frequent; younger generations of officers grew alienated from the regime; and Carmona suffered from the mental and physical ailments of old age. In the meantime, Salazar assumed the lion's share of political power and authority, all the while placing his own appointees in office. This, along with the regime's political police (PVDE or PIDE), Republican National Guard, and civil service, as well as a circle of political institutions that monopolized public office, privilege, and decision making, made Carmona's role as mediator-intermediary between the career military and the largely civilian-managed system significantly less important. Increasingly feeble and less aware of events around him, Carmona died in office in April 1951 and was replaced by Salazar's chosen appointee, General (and later Marshal) Francisco Craveiro Lopes, who was elected president of the republic in a regime-managed election.Historical dictionary of Portugal > Carmona, António Óscar de Fragoso

18 Türr, Istvan (Stephen, Etienne)
[br]b. 10 August 1825 Baja, Hungaryd. 3 May 1908 Budapest, Hungary[br]Hungarian army officer and canal entrepreneur.[br]He entered the Austro-Hungarian Imperial Army in 1842 and, as a lieutenant, fought against the Piedmontese in 1848. In January 1849 he deserted to the Piedmontese and tried to form a Hungarian legion against Austria. Defeated at Novara he fled to London and intrigued with Kossuth and Pulszky against Austria. In 1852 he was Kossuth's agent in Italy and was involved with Mazzini in the Milan rising of 1853. He was expelled from Italy and joined the Turkish army as a volunteer until 1854. The Crimean War saw him as a British agent procuring horses in the Balkans for the British forces, but he was caught by the Austrians and sentenced to death as a deserter. Through English intervention the sentence was commuted to banishment. He was ill until 1859, but then returned to Genoa and offered his services to Garibaldi, becoming his Aide-de-Camp in the invasion of Sicily in 1860. On the unification of Italy he joined the regular Italian army as a general, and from 1870 was Honorary Aide-de-Camp to King Victor Emanuel II.From then on he was more interested in peaceful projects. Jointly with Lucien Wyse, he obtained a concession in 1875 from the Columbian government to build a canal across Panama and formed the Société Civile Internationale du Canal Interocéanique du Darien. In 1879 he sold the concession to de Lesseps, and with the money negotiated a concession from King George of Greece for building the Corinth Canal. A French company undertook the work in April 1882, but financial problems led to the collapse of the company in 1889, at the same time as de Lesseps's financial storm. A Greek company then took over and completed the canal in 1893.The canal was formally opened on 6 August 1893 by King George on his royal yacht; the king paid tribute to General Turr, who was accompanying him, saying that he had completed the work the Romans had begun. The general's later years were devoted to peace propaganda and he attended every peace conference held during those years.JHBBiographical history of technology > Türr, Istvan (Stephen, Etienne)

20 Twiss, William
[br]b. 1745d. 14 March 1827 Hardon Grange, Bingley, Yorkshire, England.[br]English army officer and military engineer.[br]William Twiss entered the Ordnance Department at the age of 15, and in 1762, aged 17, he was appointed Overseer of Works at Gibraltar. At the end of the Seven Years War, in 1763, he was commissioned Ensign in the Engineers, and further promotion followed while he still remained in Gibraltar. In 1771, as a Lieutenant, he returned to England to be employed on Port-smouth's dockyard fortifications. In 1776 he was posted to Canada, where he was soon appointed Controller of Works for the building of a British fleet for Lake Champlain. He was involved in military operations in the American War of Independence and in 1777 was present at the capture of Fort Ticonderoga (New York State). He was taken prisoner shortly afterwards, but was soon exchanged, and a year later he was promoted Captain. In 1779 he was given the task of constructing a short canal at Coteau du Lac, Quebec, to bypass rough water at this point in the St Lawrence River between Montreal and Pointe Maligne. This was probably the first locked canal in North America. In 1781, following his appointment as Chief Engineer for all military works in Canada, he supervised further navigational improvements on the St Lawrence with canals at Les Cèdres and the Cascades. In parallel with these projects, he was responsible for an amazing variety of works in Canada, including hospitals, windmills, store-houses, barracks, fortifications, roads, bridges, prisons, ironworks and dams. He was also responsible for a temporary citadel in Quebec. In 1783 he returned to England, and from 1794–1810 he served as Lieutenant- Governor of the Royal Military Academy at Woolwich, although in 1799 he was sent to Holland as Commanding Engineer to the Duke of York. In 1802 he was promoted Colonel and was in Ireland reporting on the defences there. He became Colonel Commandant, Royal Engineers, in 1809, and retired two years later. In retirement he was promoted Lieu tenant-General in 1812 and General in 1825.[br]Further ReadingW.Porter, 1889–1915, History of the Corps of Royal Engineers, London: Longmans.JHB
