They have their own democratically elected parliaments, form their own cabinets and legislate and execute policies in certain areas such as housing, infrastructure, health and education, though Madrid still retains jurisdiction for all matters affecting the country as a whole, such as defence, foreign affairs and justice. The term Comunidades Históricas refers to Galicia, Catalonia and the Basque Country, which for reasons of history and language consider themselves to some extent separate from the rest of Spain. They were given a measure of independence by the Second Republic (1931-1936), only to have it revoked by Franco in 1939. In 1978 power in Spain was decentralized and the country was divided into comunidades autónomas or autonomías (autonomous regions). The new communities have far greater autonomy from central government than the old regiones and were a response to nationalist aspirations, which had built up under Franco. Some regions have more autonomy than others. Over subsequent decades the various institutions which now form the CAN were set up: the Council of Foreign Ministers in 1979, the Court of Justice in 1983, the Presidential Council in 1990, and the General Secretariat in 1997.
