101 Psychoanalysis
[Psychoanalysis] seeks to prove to the ego that it is not even master in its own house, but must content itself with scanty information of what is going on unconsciously in the mind. (Freud, 1953-1974, Vol. 16, pp. 284-285)Although in the interview the analyst is supposedly a "passive" auditor of the "free association" narration by the subject, in point of fact the analyst does direct the course of the narrative. This by itself does not necessarily impair the evidential worth of the outcome, for even in the most meticulously conducted laboratory experiment the experimenter intervenes to obtain the data he is after. There is nevertheless the difficulty that in the nature of the case the full extent of the analyst's intervention is not a matter that is open to public scrutiny, so that by and large one has only his own testimony as to what transpires in the consulting room. It is perhaps unnecessary to say that this is not a question about the personal integrity of psychoanalytic practitioners. The point is the fundamental one that no matter how firmly we may resolve to make explicit our biases, no human being is aware of all of them, and that objectivity in science is achieved through the criticism of publicly accessible material by a community of independent inquirers.... Moreover, unless data are obtained under carefully standardized circumstances, or under different circumstances whose dependence on known variables is nevertheless established, even an extensive collection of data is an unreliable basis for inference. To be sure, analysts apparently do attempt to institute standard conditions for the conduct of interviews. But there is not much information available on the extent to which the standardization is actually enforced, or whether it relates to more than what may be superficial matters. (E. Nagel, 1959, pp. 49-50)3) No Necessary Incompatibility between Psychoanalysis and Certain Religious Formulationshere would seem to be no necessary incompatibility between psychoanalysis and those religious formulations which locate God within the self. One could, indeed, argue that Freud's Id (and even more Groddeck's It), the impersonal force within which is both the core of oneself and yet not oneself, and from which in illness one become[s] alienated, is a secular formation of the insight which makes religious people believe in an immanent God. (Ryecroft, 1966, p. 22)Freudian analysts emphasized that their theories were constantly verified by their "clinical observations."... It was precisely this fact-that they always fitted, that they were always confirmed-which in the eyes of their admirers constituted the strongest argument in favour of these theories. It began to dawn on me that this apparent strength was in fact their weakness.... It is easy to obtain confirmations or verifications, for nearly every theory-if we look for confirmation. (Popper, 1968, pp. 3435)5) Psychoanalysis Is Not a Science But Rather the Interpretation of a Narrated HistoryPsychoanalysis does not satisfy the standards of the sciences of observation, and the "facts" it deals with are not verifiable by multiple, independent observers.... There are no "facts" nor any observation of "facts" in psychoanalysis but rather the interpretation of a narrated history. (Ricoeur, 1974, p. 186)6) Some of the Qualities of a Scientific Approach Are Possessed by PsychoanalysisIn sum: psychoanalysis is not a science, but it shares some of the qualities associated with a scientific approach-the search for truth, understanding, honesty, openness to the import of the observation and evidence, and a skeptical stance toward authority. (Breger, 1981, p. 50)[Attributes of Psychoanalysis:]1. Psychic Determinism. No item in mental life and in conduct and behavior is "accidental"; it is the outcome of antecedent conditions.2. Much mental activity and behavior is purposive or goal-directed in character.3. Much of mental activity and behavior, and its determinants, is unconscious in character. 4. The early experience of the individual, as a child, is very potent, and tends to be pre-potent over later experience. (Farrell, 1981, p. 25)Our sceptic may be unwise enough... to maintain that, because analytic theory is unscientific on his criterion, it is not worth discussing. This step is unwise, because it presupposes that, if a study is not scientific on his criterion, it is not a rational enterprise... an elementary and egregious mistake. The scientific and the rational are not co-extensive. Scientific work is only one form that rational inquiry can take: there are many others. (Farrell, 1981, p. 46)Psychoanalysts have tended to write as though the term analysis spoke for itself, as if the statement "analysis revealed" or "it was analyzed as" preceding a clinical assertion was sufficient to establish the validity of what was being reported. An outsider might easily get the impression from reading the psychoanalytic literature that some standardized, generally accepted procedure existed for both inference and evidence. Instead, exactly the opposite has been true. Clinical material in the hands of one analyst can lead to totally different "findings" in the hands of another. (Peterfreund, 1986, p. 128)The analytic process-the means by which we arrive at psychoanalytic understanding-has been largely neglected and is poorly understood, and there has been comparatively little interest in the issues of inference and evidence. Indeed, psychoanalysts as a group have not recognized the importance of being bound by scientific constraints. They do not seem to understand that a possibility is only that-a possibility-and that innumerable ways may exist to explain the same data. Psychoanalysts all too often do not seem to distinguish hypotheses from facts, nor do they seem to understand that hypotheses must be tested in some way, that criteria for evidence must exist, and that any given test for any hypothesis must allow for the full range of substantiation/refutation. Gen Mgtthe concept of giving up all or part of your work commitment and income in exchange for improved quality of life. The term was coined by Charles Handy. Downshifting has increased in popularity because of rising stress in the workplace caused partly by the downsizing trend of the late 20th century, and may be contrasted with the concept of the organization man. Downshifting is integral to the idea of portfolio working, in which individuals opt out of a formal employee relationship to sell their services at a pace and at a price to suit themselves.Most people consider downshifting because of family demands, or because they have been asked to do something by their organization that goes strongly against their values, pushing them to question why they are working so hard for that organization. Others downshift as they approach retirement, in order to smooth the transition. People who downshift need to be very sure that that is what they really want and know why they want it, as it can be hard to reverse the decision.Someone wanting to take the risk of downshifting should make a thorough assessment of his or her short-term and long-term financial situation by way of preparation. They will need to have a good bed of savings to rely on in the first year. It may be necessary to consider moving to a smaller, cheaper place. Deciding what to keep of the old life and what to let go is another important part of the preparation. Some downshifters will want to completely leave their old work life behind them, starting a new job in a slower-paced organization, or setting up on their own. Others will want to stay with their organization but perhaps move to a less demanding job. Once these things have been considered and decided upon, it is time for the downshifter to make an action plan with a schedule which includes regular reassessment periods. -

It discusses how the public expenditure framework is designed to ensure both sound public finances and an outcome-focused approach to public expenditure.The UK's public spending framework is based on several key principles:"consistency with a long-term, prudent and transparent regime for managing the public finances as a whole;" "the judgement of success by policy outcomes rather than resource inputs;" "strong incentives for departments and their partners in service delivery to plan over several years and plan together where appropriate so as to deliver better public services with greater cost effectiveness; and"the proper costing and management of capital assets to provide the right incentives for public investment.The Government sets policy to meet two firm fiscal rules:"the Golden Rule states that over the economic cycle, the Government will borrow only to invest and not to fund current spending; and"the Sustainable Investment Rule states that net public debt as a proportion of GDP will be held over the economic cycle at a stable and prudent level. Other things being equal, net debt will be maintained below 40 per cent of GDP over the economic cycle.Achievement of the fiscal rules is assessed by reference to the national accounts, which are produced by the Office for National Statistics, acting as an independent agency. The Government sets its spending envelope to comply with these fiscal rules.Departmental Expenditure Limits ( DEL) and Annually Managed Expenditure (AME)"Departmental Expenditure Limit ( DEL) spending, which is planned and controlled on a three year basis in Spending Reviews; and"Annually Managed Expenditure ( AME), which is expenditure which cannot reasonably be subject to firm, multi-year limits in the same way as DEL. AME includes social security benefits, local authority self-financed expenditure, debt interest, and payments to EU institutions.More information about DEL and AME is set out below.In Spending Reviews, firm DEL plans are set for departments for three years. To ensure consistency with the Government's fiscal rules departments are set separate resource (current) and capital budgets. The resource budget contains a separate control total for “near cash” expenditure, that is expenditure such as pay and current grants which impacts directly on the measure of the golden rule.To encourage departments to plan over the medium term departments may carry forward unspent DEL provision from one year into the next and, subject to the normal tests for tautness and realism of plans, may be drawn down in future years. This end-year flexibility also removes any incentive for departments to use up their provision as the year end approaches with less regard to value for money. For the full benefits of this flexibility and of three year plans to feed through into improved public service delivery, end-year flexibility and three year budgets should be cascaded from departments to executive agencies and other budget holders.Three year budgets and end-year flexibility give those managing public services the stability to plan their operations on a sensible time scale. Further, the system means that departments cannot seek to bid up funds each year (before 1997, three year plans were set and reviewed in annual Public Expenditure Surveys). So the credibility of medium-term plans has been enhanced at both central and departmental level.Departments have certainty over the budgetary allocation over the medium term and these multi-year DEL plans are strictly enforced. Departments are expected to prioritise competing pressures and fund these within their overall annual limits, as set in Spending Reviews. So the DEL system provides a strong incentive to control costs and maximise value for money.There is a small centrally held DEL Reserve. Support from the Reserve is available only for genuinely unforeseeable contingencies which departments cannot be expected to manage within their DEL.AME typically consists of programmes which are large, volatile and demand-led, and which therefore cannot reasonably be subject to firm multi-year limits. The biggest single element is social security spending. Other items include tax credits, Local Authority Self Financed Expenditure, Scottish Executive spending financed by non-domestic rates, and spending financed from the proceeds of the National Lottery.AME is reviewed twice a year as part of the Budget and Pre-Budget Report process reflecting the close integration of the tax and benefit system, which was enhanced by the introduction of tax credits.AME is not subject to the same three year expenditure limits as DEL, but is still part of the overall envelope for public expenditure. Affordability is taken into account when policy decisions affecting AME are made. The Government has committed itself not to take policy measures which are likely to have the effect of increasing social security or other elements of AME without taking steps to ensure that the effects of those decisions can be accommodated prudently within the Government's fiscal rules.Given an overall envelope for public spending, forecasts of AME affect the level of resources available for DEL spending. Cautious estimates and the AME margin are built in to these AME forecasts and reduce the risk of overspending on AME.Together, DEL plus AME sum to Total Managed Expenditure (TME). TME is a measure drawn from national accounts. It represents the current and capital spending of the public sector. The public sector is made up of central government, local government and public corporations.Resource and Capital Budgets are set in terms of accruals information. Accruals information measures resources as they are consumed rather than when the cash is paid. So for example the Resource Budget includes a charge for depreciation, a measure of the consumption or wearing out of capital assets."Non cash charges in budgets do not impact directly on the fiscal framework. That may be because the national accounts use a different way of measuring the same thing, for example in the case of the depreciation of departmental assets. Or it may be that the national accounts measure something different: for example, resource budgets include a cost of capital charge reflecting the opportunity cost of holding capital; the national accounts include debt interest."Within the Resource Budget DEL, departments have separate controls on:"Near cash spending, the sub set of Resource Budgets which impacts directly on the Golden Rule; and"The amount of their Resource Budget DEL that departments may spend on running themselves (e.g. paying most civil servants’ salaries) is limited by Administration Budgets, which are set in Spending Reviews. Administration Budgets are used to ensure that as much money as practicable is available for front line services and programmes. These budgets also help to drive efficiency improvements in departments’ own activities. Administration Budgets exclude the costs of frontline services delivered directly by departments.The Budget preceding a Spending Review sets an overall envelope for public spending that is consistent with the fiscal rules for the period covered by the Spending Review. In the Spending Review, the Budget AME forecast for year one of the Spending Review period is updated, and AME forecasts are made for the later years of the Spending Review period.The 1998 Comprehensive Spending Review ( CSR), which was published in July 1998, was a comprehensive review of departmental aims and objectives alongside a zero-based analysis of each spending programme to determine the best way of delivering the Government's objectives. The 1998 CSR allocated substantial additional resources to the Government's key priorities, particularly education and health, for the three year period from 1999-2000 to 2001-02.Delivering better public services does not just depend on how much money the Government spends, but also on how well it spends it. Therefore the 1998 CSR introduced Public Service Agreements (PSAs). Each major government department was given its own PSA setting out clear targets for achievements in terms of public service improvements.The 1998 CSR also introduced the DEL/ AME framework for the control of public spending, and made other framework changes. They set out agreed targets detailing the outputs and outcomes departments are expected to deliver with the resources allocated to them. The new spending regime places a strong emphasis on outcome targets, for example in providing for better health and higher educational standards or service standards. The introduction in SR2004 of PSA ‘standards’ will ensure that high standards in priority areas are maintained.The Government monitors progress against PSA targets, and departments report in detail twice a year in their annual Departmental Reports (published in spring) and in their autumn performance reports. SUBJECT AREA: Metallurgy[br]b. 1678 near Dudley, Worcestershire, Englandd. 5 May 1717 Madely Court, Coalbrookdale, Shropshire, England[br]English ironmaster, inventor of the coke smelting of iron ore.[br]Darby's father, John, was a farmer who also worked a small forge to produce nails and other ironware needed on the farm. He was brought up in the Society of Friends, or Quakers, and this community remained important throughout his personal and working life. Darby was apprenticed to Jonathan Freeth, a malt-mill maker in Birmingham, and on completion of his apprenticeship in 1699 he took up the trade himself in Bristol. Probably in 1704, he visited Holland to study the casting of brass pots and returned to Bristol with some Dutch workers, setting up a brassworks at Baptist Mills in partnership with others. He tried substituting cast iron for brass in his castings, without success at first, but in 1707 he was granted a patent, "A new way of casting iron pots and other pot-bellied ware in sand without loam or clay". However, his business associates were unwilling to risk further funds in the experiments, so he withdrew his share of the capital and moved to Coalbrookdale in Shropshire. There, iron ore, coal, water-power and transport lay close at hand. He took a lease on an old furnace and began experimenting. The shortage and expense of charcoal, and his knowledge of the use of coke in malting, may well have led him to try using coke to smelt iron ore. The furnace was brought into blast in 1709 and records show that in the same year it was regularly producing iron, using coke instead of charcoal. The process seems to have been operating successfully by 1711 in the production of cast-iron pots and kettles, with some pig-iron destined for Bristol. Darby prospered at Coalbrookdale, employing coke smelting with consistent success, and he sought to extend his activities in the neighbourhood and in other parts of the country. However, ill health prevented him from pursuing these ventures with his previous energy. Coke smelting spread slowly in England and the continent of Europe, but without Darby's technological breakthrough the ever-increasing demand for iron for structures and machines during the Industrial Revolution simply could not have been met; it was thus an essential component of the technological progress that was to come.Darby's eldest son, Abraham II (1711–63), entered the Coalbrookdale Company partnership in 1734 and largely assumed control of the technical side of managing the furnaces and foundry. He made a number of improvements, notably the installation of a steam engine in 1742 to pump water to an upper level in order to achieve a steady source of water-power to operate the bellows supplying the blast furnaces. When he built the Ketley and Horsehay furnaces in 1755 and 1756, these too were provided with steam engines. Abraham II's son, Abraham III (1750–89), in turn, took over the management of the Coalbrookdale works in 1768 and devoted himself to improving and extending the business. His most notable achievement was the design and construction of the famous Iron Bridge over the river Severn, the world's first iron bridge. The bridge members were cast at Coalbrookdale and the structure was erected during 1779, with a span of 100 ft (30 m) and height above the river of 40 ft (12 m). ► When who is the subject, que can sometimes be substituted by el cual/ la cual or quien (singular) and los cuales/ las cuales or quienes (plural). This can help avoid ambiguity:
I bumped into Ian and Sue, who had just come back from Madrid Me encontré con Ian y con Sue, la cual or quien acababa de regresar de Madrid ► Only que is possible in cases where subject who can be substituted by that, i.e. where who defines the person in question and the sentence does not make sense if you omit the who clause:

► When who (m) is the object of a verb, you can translate it using que as above. Alternatively, especially in formal language, use personal a + quien/ quienes or personal a + ((article)) + cual/ cuales {etc} or personal a + ((article)) + que:
