1. Zur gemeinsamen Zuständigkeit der Rußländischen Föderation und der Subjekte der Rußländischen Föderation gehören:a) die Gewährleistung der Übereinstimmung der Verfassungen und Gesetze der Republiken, der Statuten, Gesetze und anderen normativen Rechtsakten der Regionen, Gebiete, bundesbedeutsamen Städte, des autonomen Gebiets und der autonomen Bezirke mit der Verfassung der Rußländischen Föderation und den Bundesgesetzen;b) der Schutz der Rechte und Freiheiten des Menschen und Bürgers; der Schutz der Rechte der nationalen Minderheiten; die Gewährleistung der Gesetzlichkeit, der Rechtsordnung und der öffentlichen Sicherheit; die Ordnung der Grenzgebiete; c) Fragen des Besitzes, der Nutzung und der Verfügung über Grund und Boden, Bodenschätze, Wasser- und andere Naturvorräte; d) die Abgrenzung des Staatseigentums; e) Naturnutzung; Umweltschutz und Gewährleistung der ökologischen Sicherheit; besonders geschützte Naturgebiete; Schutz von Geschichts- und Kulturdenkmälern; f) allgemeine Fragen der Erziehung, der Bildung, der Wissenschaft, der Kultur, der Körperkultur und des Sports; g) Koordination von Fragen des Gesundheitsschutzes; Schutz von Familie, Mutterschaft, Vaterschaft und Kindheit; sozialer Schutz einschließlich der sozialen Sicherung; h) die Durchführung von Maßnahmen zur Bekämpfung von Katastrophen, Naturkatastrophen und Epidemien sowie die Beseitigung ihrer Folgen; i) die Festlegung allgemeiner Prinzipien der Besteuerung und Abgaben in der Rußländischen Föderation; j) die Verwaltungs-, Verwaltungsprozeß-, Arbeits-, Familien-, Wohnungs-, Boden-, Wasser- und Forstgesetzgebung; die Gesetzgebung über Bodenschätze und Umweltschutz; k) das Personal der Gerichts- und Rechtsschutzorgane; Rechtsanwaltschaft, Notariat; l) Schutz des angestammten Lebensraums und der traditionellen Lebensform kleiner ethnischer Gemeinschaften; m) die Festlegung allgemeiner Organisationsprinzipien für das System der Organe der Staatsgewalt und der örtlichen Selbstverwaltung; n) die Koordinierung der internationalen und außenwirtschaftlichen Beziehungen der Subjekte der Rußländischen Föderation und die Erfüllung der völkerrechtlichen Verträge der Rußländischen Föderation.2.
