nземля, территориальное образование, входит в состав ФРГ на федеративных началах. Формально суверенные государства, имеют свою конституцию, герб и гимн, представительные и исполнительные органы власти и управления, не имеют права на отделение. В пределах своей компетенции земли независимы от центральных законодательных и исполнительных органов. В компетенцию земель входят законодательство и управление в области культуры и образования, охраны общественного порядка, коммунальное право, землеустройство, строительство, дорожное и водное право. В вопросах, относящихся к ведению федерации, на них возложено исполнение соответствующих федеральных законов. Координация интересов земель и федерации осуществляется в значительной мере через бундесрат, многочисленные комиссии и комитеты при исполнительных органах власти. Обсуждение общих вопросов и согласование позиций в отношении федерации осуществляется землями на регулярных конференциях глав представительных органов, премьер-министров и министров земель. В столице страны каждая из земель имеет свое представительство, глава которого имеет титул постоянного представителя земли при федерации и является членом рабочего органа бундесрата – постоянного совета (Ständiger Beirat des Bundesrates). ФРГ состоит из 16 земель, которые неоднородны по размеру территории, численности населения, экономическому потенциалу. Большинство из них образовалось в ходе послевоенного устройства Германии, когда оккупационные власти стремились создать относительно независимые государства на территории Германии. В 1956 г. в состав ФРГ в качестве федеральной земли вошёл Саар. Arbeitsgemeinschaft der Vermessungsverwaltungen der Länder der Bundesrepublik Deutschland. Alle Bundesländer besitzen eigene Vermessungsverwaltungen. Eine weisungsbefugte Bundesbehörde existiert nicht. 16 Landesbauordnungen
Gesetze der Bundesländer. Sie sind weitgehend auf der Basis der Musterbauordnung vereinheitlicht. Unterschiede sind vor allem darin begründet, dass die Bundesländer ihre Bauordnungen zu verschiedenen Zeitpunkten auf dem jeweiligen Wissensstand erlassen oder geändert haben. Inhalt der Landesbauordnungen: Verordnungen über die Anordnung, Beschaffenheit und Benutzung von baulichen Anlagen. Die Verordnungen enthalten Anforderungen der Gefahrenabwehr ( öffentliche Sicherheit und Ordnung), an gesunde Wohn- und Arbeitsverhältnisse und insbesondere zugunsten Behinderter, alter Menschen und zugunsten von Kindern und Müttern mit Kleinkindern. Darüber hinaus ist gute Baugestaltung ein allgemeines Ziel der Landesbauordnungen. 17 natürliche Lebensgrundlagen
Schutz der natürlichen Lebensgrundlagen ist in einigen Verfassungen der Bundesländer zum Staatsziel erhoben worden. Er ist Ziel des Naturschutzes und der Landschaftspflege im BNatSchG und den Naturschutzgesetzen der Bundesländer, Planungsgrundsatz im BauGB und ein Grundsatz in neu gefassten Landesbauordnungen (z. B. NBauO). Natürliche Lebensgrundlagen sind der Boden, das Wasser, die Luft und das Klima und mittelbar Flora und Fauna.
