61 Salazar, Antônio de Oliveira
(1889-1970)The Coimbra University professor of finance and economics and one of the founders of the Estado Novo, who came to dominate Western Europe's longest surviving authoritarian system. Salazar was born on 28 April 1889, in Vimieiro, Beira Alta province, the son of a peasant estate manager and a shopkeeper. Most of his first 39 years were spent as a student, and later as a teacher in a secondary school and a professor at Coimbra University's law school. Nine formative years were spent at Viseu's Catholic Seminary (1900-09), preparing for the Catholic priesthood, but the serious, studious Salazar decided to enter Coimbra University instead in 1910, the year the Braganza monarchy was overthrown and replaced by the First Republic. Salazar received some of the highest marks of his generation of students and, in 1918, was awarded a doctoral degree in finance and economics. Pleading inexperience, Salazar rejected an invitation in August 1918 to become finance minister in the "New Republic" government of President Sidónio Pais.As a celebrated academic who was deeply involved in Coimbra University politics, publishing works on the troubled finances of the besieged First Republic, and a leader of Catholic organizations, Sala-zar was not as modest, reclusive, or unknown as later official propaganda led the public to believe. In 1921, as a Catholic deputy, he briefly served in the First Republic's turbulent congress (parliament) but resigned shortly after witnessing but one stormy session. Salazar taught at Coimbra University as of 1916, and continued teaching until April 1928. When the military overthrew the First Republic in May 1926, Salazar was offered the Ministry of Finance and held office for several days. The ascetic academic, however, resigned his post when he discovered the degree of disorder in Lisbon's government and when his demands for budget authority were rejected.As the military dictatorship failed to reform finances in the following years, Salazar was reinvited to become minister of finances in April 1928. Since his conditions for acceptance—authority over all budget expenditures, among other powers—were accepted, Salazar entered the government. Using the Ministry of Finance as a power base, following several years of successful financial reforms, Salazar was named interim minister of colonies (1930) and soon garnered sufficient prestige and authority to become head of the entire government. In July 1932, Salazar was named prime minister, the first civilian to hold that post since the 1926 military coup.Salazar gathered around him a team of largely academic experts in the cabinet during the period 1930-33. His government featured several key policies: Portuguese nationalism, colonialism (rebuilding an empire in shambles), Catholicism, and conservative fiscal management. Salazar's government came to be called the Estado Novo. It went through three basic phases during Salazar's long tenure in office, and Salazar's role underwent changes as well. In the early years (1928-44), Salazar and the Estado Novo enjoyed greater vigor and popularity than later. During the middle years (1944—58), the regime's popularity waned, methods of repression increased and hardened, and Salazar grew more dogmatic in his policies and ways. During the late years (1958-68), the regime experienced its most serious colonial problems, ruling circles—including Salazar—aged and increasingly failed, and opposition burgeoned and grew bolder.Salazar's plans for stabilizing the economy and strengthening social and financial programs were shaken with the impact of the civil war (1936-39) in neighboring Spain. Salazar strongly supported General Francisco Franco's Nationalist rebels, the eventual victors in the war. But, as the civil war ended and World War II began in September 1939, Salazar's domestic plans had to be adjusted. As Salazar came to monopolize Lisbon's power and authority—indeed to embody the Estado Novo itself—during crises that threatened the future of the regime, he assumed ever more key cabinet posts. At various times between 1936 and 1944, he took over the Ministries of Foreign Affairs and of War (Defense), until the crises passed. At the end of the exhausting period of World War II, there were rumors that the former professor would resign from government and return to Coimbra University, but Salazar continued as the increasingly isolated, dominating "recluse of São Bento," that part of the parliament's buildings housing the prime minister's offices and residence.Salazar dominated the Estado Novo's government in several ways: in day-to-day governance, although this diminished as he delegated wider powers to others after 1944, and in long-range policy decisions, as well as in the spirit and image of the system. He also launched and dominated the single party, the União Nacional. A lifelong bachelor who had once stated that he could not leave for Lisbon because he had to care for his aged mother, Salazar never married, but lived with a beloved housekeeper from his Coimbra years and two adopted daughters. During his 36-year tenure as prime minister, Salazar engineered the important cabinet reshuffles that reflect the history of the Estado Novo and of Portugal.A number of times, in connection with significant events, Salazar decided on important cabinet officer changes: 11 April 1933 (the adoption of the Estado Novo's new 1933 Constitution); 18 January 1936 (the approach of civil war in Spain and the growing threat of international intervention in Iberian affairs during the unstable Second Spanish Republic of 1931-36); 4 September 1944 (the Allied invasion of Europe at Normandy and the increasing likelihood of a defeat of the Fascists by the Allies, which included the Soviet Union); 14 August 1958 (increased domestic dissent and opposition following the May-June 1958 presidential elections in which oppositionist and former regime stalwart-loyalist General Humberto Delgado garnered at least 25 percent of the national vote, but lost to regime candidate, Admiral Américo Tomás); 13 April 1961 (following the shock of anticolonial African insurgency in Portugal's colony of Angola in January-February 1961, the oppositionist hijacking of a Portuguese ocean liner off South America by Henrique Galvão, and an abortive military coup that failed to oust Salazar from office); and 19 August 1968 (the aging of key leaders in the government, including the now gravely ill Salazar, and the defection of key younger followers).In response to the 1961 crisis in Africa and to threats to Portuguese India from the Indian government, Salazar assumed the post of minister of defense (April 1961-December 1962). The failing leader, whose true state of health was kept from the public for as long as possible, appointed a group of younger cabinet officers in the 1960s, but no likely successors were groomed to take his place. Two of the older generation, Teotónio Pereira, who was in bad health, and Marcello Caetano, who preferred to remain at the University of Lisbon or in private law practice, remained in the political wilderness.As the colonial wars in three African territories grew more costly, Salazar became more isolated from reality. On 3 August 1968, while resting at his summer residence, the Fortress of São João do Estoril outside Lisbon, a deck chair collapsed beneath Salazar and his head struck the hard floor. Some weeks later, as a result, Salazar was incapacitated by a stroke and cerebral hemorrhage, was hospitalized, and became an invalid. While hesitating to fill the power vacuum that had unexpectedly appeared, President Tomás finally replaced Salazar as prime minister on 27 September 1968, with his former protégé and colleague, Marcello Caetano. Salazar was not informed that he no longer headed the government, but he never recovered his health. SUBJECT AREA: Electronics and information technology[br]b. 28 July 1915 Greenville, South Carolina, USA[br]American physicist who developed the maser and contributed to the development of the laser.[br]Charles H.Townes entered Furman University, Greenville, at the early age of 16 and in 1935 obtained a BA in modern languages and a BS in physics. After a year of postgraduate study at Duke University, he received a master's degree in physics in 1936. He then went on to the California Institute of Technology, where he obtained a PhD in 1939. From 1939 to 1947 he worked at the Bell Telephone Laboratories, mainly on airborne radar, although he also did some work on radio astronomy. In 1948 he joined Columbia University as Associate Professor of Physics and in 1950 was appointed a full professor. He was Director of the University's Radiation Laboratory from 1950 to 1952, and from 1952 to 1955 he was Chairman of the Physics Department.To meet the need for an oscillator generating very short wavelength electromagnetic radiation, Townes in 1951 realized that use could be made of the different natural energy levels of atoms and molecules. The practical application of this idea was achieved in his laboratory in 1953 using ammonia gas to make the device known as a maser (an acronym of microwave amplification by stimulated emission of radiation). The maser was developed in the next few years and in 1958, in a joint paper with his brother-in-law Arthur L. Schawlow, Townes suggested the possibility of a further development into optical frequencies or an optical maser, later known as a laser (an acronym of light amplification by stimulated emission of radiation). Two years later the first such device was made by Theodore H. Maiman.In 1959 Townes was given leave from Columbia University to serve as Vice-President and Director of Research at the Institute for Defense Analyses until 1961. He was then appointed Provost and Professor of Physics at the Massachusetts Institute of Technology. In 1967 he became University Professor of Physics at the University of California, where he has extended his research interests in the field of microwave and infra-red astronomy. Douglas L. Wheeler (A.B., Dartmouth College, M.A. and Ph.D., Boston University) is professor of history emeritus, University of New Hampshire, Durham. He taught history in that institution's Department of History from 1965 to 2002, and, from 1995 to 2002, he held a chair, the Prince Henry the Navigator Professorship. He has been a research associate, African Studies Center, Boston University and an affiliate, Center for International Affairs, Harvard University. He has also been a visiting professor at Boston University; University College, Rhodesia (Zimbabwe); and Morgan State College. He was also Richard Welch Fellow in Advanced Research on the History of Intelligence at the Center for International Affairs, Harvard University (1984-85). In the 1980s, he served as general secretary of the Society for Spanish and Portuguese Historical Studies (SSPHS) and was one of the founders of the International Conference Group on Portugal (1972-2002). He was founding editor of the Portuguese Studies Review, a semiannual academic journal. He is the author, coauthor, or coeditor of six other books on Portugal, Angola, and espionage history, including Republican Portugal: A Political History ( 1910-1926), A Ditadura Militar Portuguesa, 1926-1933, and (with Lawrence S. Graham), In Search of Modern Portugal: The Revolution and Its Consequences. Opello Jr. (B.A., M.A., and Ph.D., University of Colorado, Boulder) is professor of political science, State University of New York, Oswego. Before joining the faculty at that institution, he was professor of political science, University of Mississippi, Oxford, from 1976 to 1987. Since the 1970s, he has carried out research in Portugal as a Fulbright Scholar (1981 and 1984) and as a Gulbenkian Foundation Scholar (1978 and 1980). In 1989, he was the director for research on Portugal's regions, carried out by the European Integrations and Regions Project under the auspices of the European Universities Institute, Florence, Italy. Professor Opello has published more than 50 journal articles, book chapters, books, and book reviews pertaining to Portugal's politics and government. [br]b. 5 May 1921 Mount Vernon, New York, USA[br]American physicist involved in laser-spectroscopy research.[br]When Arthur L.Schawlow was 3 years old his family moved to Canada: it was in Toronto that he received his education, graduating from the University of Toronto with a BA in physics in 1941. He was awarded an MA in 1942, taught classes for military personnel at the University until 1944 and worked for a year on radar equipment. He returned to the University of Toronto in 1945 to carry out research on optical spectroscopy and received his PhD in 1949. From 1949 to 1951 he held a postgraduate fellowship at Columbia University, where he worked with Charles H. Townes on microwave spectroscopy. (1957-)Portuguese scholar and politician, example of a new generation of academically trained public servants who favor a pan-European vision. Born in Guinea-Bissau, West Africa, in 1957, he received most of his education in Europe. Educated as a career academic, he received a master's degree in history from the Faculty of Letters, Classical University of Lisbon in 1981, and his doctorate in the history of international relations from the European University Institute, Florence, Italy in 1994. He also received a higher degree in 2005 in political science and international relations from the New University of Lisbon. He held various teaching and research posts in academia in Italy, the United States, and Portugal, as well as visiting professor post appointments at American universities, including Georgetown University and the University of California, Berkeley, between 2000 and 2003. He was active in international research networks and scholarly conferences and publications, including the American-based International Conference Group on Portugal (1972-2002).A member of the Socialist Party, Teixeira was director of the Instituto da Defesa Nacional, a government academy and think-tank, from 1996 to 2000 and, from 2000 to 2002, he served as minister of internal administration. From 2003 to 2006, he was the director of the Portuguese Institute of International Relations, at the New University of Lisbon. In July 2006, he became Portugal's minister of national defense in the government of Prime Minister José Sócrates. His scholarly publications are numerous, including books on modern history, the European Union, and defense and war studies. As defense minister, Teixeira was active in the pan-European activities of the European Union (EU) and made important contributions as a speaker and theorist. 67 Elder, John
[br]b. 9 March 1824 Glasgow, Scotlandd. 17 September 1869 London, England[br]Scottish engineer who introduced the compound steam engine to ships and established an important shipbuilding company in Glasgow.[br]John was the third son of David Elder. The father came from a family of millwrights and moved to Glasgow where he worked for the well-known shipbuilding firm of Napier's and was involved with improving marine engines. John was educated at Glasgow High School and then for a while at the Department of Civil Engineering at Glasgow University, where he showed great aptitude for mathematics and drawing. He spent five years as an apprentice under Robert Napier followed by two short periods of activity as a pattern-maker first and then a draughtsman in England. He returned to Scotland in 1849 to become Chief Draughtsman to Napier, but in 1852 he left to become a partner with the Glasgow general engineering company of Randolph Elliott \& Co. Shortly after his induction (at the age of 28), the engineering firm was renamed Randolph Elder \& Co.; in 1868, when the partnership expired, it became known as John Elder \& Co. From the outset Elder, with his partner, Charles Randolph, approached mechanical (especially heat) engineering in a rigorous manner. Their knowledge and understanding of entropy ensured that engine design was not a hit-and-miss affair, but one governed by recognition of the importance of the new kinetic theory of heat and with it a proper understanding of thermodynamic principles, and by systematic development. In this Elder was joined by W.J.M. Rankine, Professor of Civil Engineering and Mechanics at Glasgow University, who helped him develop the compound marine engine. Elder and Randolph built up a series of patents, which guaranteed their company's commercial success and enabled them for a while to be the sole suppliers of compound steam reciprocating machinery. Their first such engine at sea was fitted in 1854 on the SS Brandon for the Limerick Steamship Company; the ship showed an improved performance by using a third less coal, which he was able to reduce still further on later designs.Elder developed steam jacketing and recognized that, with higher pressures, triple-expansion types would be even more economical. In 1862 he patented a design of quadruple-expansion engine with reheat between cylinders and advocated the importance of balancing reciprocating parts. The effect of his improvements was to greatly reduce fuel consumption so that long sea voyages became an economic reality.His yard soon reached dimensions then unequalled on the Clyde where he employed over 4,000 workers; Elder also was always interested in the social welfare of his labour force. In 1860 the engine shops were moved to the Govan Old Shipyard, and again in 1864 to the Fairfield Shipyard, about 1 mile (1.6 km) west on the south bank of the Clyde. At Fairfield, shipbuilding was commenced, and with the patents for compounding secure, much business was placed for many years by shipowners serving long-distance trades such as South America; the Pacific Steam Navigation Company took up his ideas for their ships. In later years the yard became known as the Fairfield Shipbuilding and Engineering Company Ltd, but it remains today as one of Britain's most efficient shipyards and is known now as Kvaerner Govan Ltd.In 1869, at the age of only 45, John Elder was unanimously elected President of the Institution of Engineers and Shipbuilders in Scotland; however, before taking office and giving his eagerly awaited presidential address, he died in London from liver disease. A large multitude attended his funeral and all the engineering shops were silent as his body, which had been brought back from London to Glasgow, was carried to its resting place. In 1857 Elder had married Isabella Ure, and on his death he left her a considerable fortune, which she used generously for Govan, for Glasgow and especially the University. SUBJECT AREA: Electronics and information technology[br]b. 13 October 1915 Duluth, Minnesota, USA[br]American engineer involved in the development of the ENIAC and Whirlwind computers.[br]After obtaining his AB degree from De Pere University, Wisconsin (1937), and his AM and PhD from the University of Michigan (1938 and 1941, respectively), Burks carried out research at the Moore School of Engineering, University of Pennsylvania, during the Second World War, and at the same time taught philosophy in another department. There, with Herman Goldstine, he was involved in the construction of ENIAC (the Electronic Numerical Integrator and Computer).In 1946 he took a post as Assistant Professor of Engineering at Michigan University, and subsequently became Associate Professor (1948) and Full Professor (1954). Between 1946 and 1948 he was also associated with the computer activities of John von Neumann at the Institute of Advanced Studies, Princeton, and was involved in the development of the Whirlwind I computer (the first stored-program computer) by Jay Forrester at the Massachusetts Institute of Technology. From 1948 until 1954 he was a consultant for the Burroughs Corporation and also contributed to the Oak Ridge computer ORACLE. He was Chairman of the Michigan University Department of Communications Science in 1967–71 and at various times was Visiting Professor at Harvard University and the universities of Illinois and Stanford. SUBJECT AREA: Mechanical, pneumatic and hydraulic engineering[br]b. 2 January 1843 Balgonie, Fife, Scotlandd. 12 October 1913 Norwich, Norfolk, England[br]Scottish engineer and educator.[br]James Stuart established the teaching of engineering as a university discipline at Cambridge. He was born at Balgonie in Fife, where his father managed a linen mill. He attended the University of St Andrews and then studied mathematics at Cambridge University. In 1867 he took up a post as Assistant Tutor at Trinity College, Cambridge, where his skills as a teacher were quickly recognized. The University was at that time adapting itself to the new systems of instruction recommended by the Royal Commission on university reform in the 1850s, and Stuart took an active part in the organization of a new structure of inter-collegiate lecture courses. He made an even more significant contribution to the establishment of extramural courses from which the Cambridge University extension lecture programme developed. This began in 1867, when Stuart took adult classes in Manchester and Crewe. The latter, in particular, brought him into close contact with those involved in practical mechanics and stimulated his interest in the applied sciences. In 1875 he was elected to the newly created Chair of Mechanism and Engineering in Cambridge, and he set out energetically to recruit students and to build up a flourishing unit with its own workshop and foundry, training a new generation of engineers in the applied sciences.In November 1884 Stuart was elected to Parliament and embarked on an active but somewhat undistinguished career in politics as a radical Liberal, becoming amongst other things a keen supporter of the women's suffrage movement. This did not endear him to his academic colleagues, and the Engineering School suffered from neglect by Stuart until he resigned the Chair in 1890. By the time he left, however, the University was ready to recognize Engineering as a Tripos subject and to accept properly equipped teaching laboratories, so that his successor J.A. Ewing was able to benefit from Stuart's pioneering work. Stuart continued his political activities and was appointed a Privy Councillor in 1909. SUBJECT AREA: Electronics and information technology[br]b. 14 July 1918 Anselmo, Nebraska, USA[br]American electrical engineer and management expert who invented the magnetic-core random access memory used in most early digital computers.[br]Born on a cattle ranch, Forrester obtained a BSc in electrical engineering at the University of Nebraska in 1939 and his MSc at the Massachusetts Institute of Technology (MIT) in Cambridge, Massachusetts, where he remained to teach and carry out research. Becoming interested in computing, he established the Digital Computer Laboratory at MIT in 1945 and became involved in the construction of Whirlwind I, an early general-purpose computer completed in March 1951 and used for flight-simulation by the US Army Air Force. Finding the linear memories then available for storing data a major limiting factor in the speed at which computers were able to operate, he developed a three-dimensional store based on the binary switching of the state of small magnetic cores that could be addressed and switched by a matrix of wires carrying pulses of current. The machine used parallel synchronous fixed-point computing, with fifteen binary digits and a plus sign, i.e. 16 bits in all, and contained 5,000 vacuum tubes, eleven semiconductors and a 2 MHz clock for the arithmetic logic unit. It occupied a two-storey building and consumed 150kW of electricity. From his experience with the development and use of computers, he came to realize their great potential for the simulation and modelling of real situations and hence for the solution of a variety of management problems, using data communications and the technique now known as interactive graphics. His later career was therefore in this field, first at the MIT Lincoln Laboratory in Lexington, Massachusetts (1951) and subsequently (from 1956) as Professor at the Sloan School of Management at the Massachusetts Institute of Technology.[br]Principal Honours and DistinctionsNational Academy of Engineering 1967.
