SUBJECT AREA: Metallurgy[br]b. 17 October 1801 Birmingham Englandd. 22 September 1865 Pool Park, Denbighshire, England[br]English pioneer in electroplating.[br]He was apprenticed to his uncles, makers of metalware, in 1815 and showed such aptitude for business that he was taken into partnership. On their deaths, Elkington assumed sole ownership of the business. In conjunction with his cousin Henry (1810–52), by unrelenting enterprise, he established an industry for electroplating and electrogilding. Up until c.1840, silver-plated goods were produced by rolling or soldering thin sheets of silver to a base metal, such as copper. Back in 1801, the English chemist William Wollaston had deposited one metal upon another by means of an electric current generated from a voltaic pile or battery. In the 1830s, certain inventors, such as Bessemer used this result to produce plated articles and these efforts in turn induced the Elkingtons to apply the method in their trade. In 1836 and 1837 they took out patents for "mercurial gilding", and one patent of 1838 refers to a separate electric current. In 1840 they bought from John Wright, a Birmingham surgeon, his discovery of what proved to be the best electroplating solution: namely, solutions of cyanides of gold and silver in potassium cyanide. They also purchased rights to use the electric machine invented by J.S. Woolrich. Armed with these techniques, the Elkingtons produced in their large new works in Newhall Street a wide range of gold-and silver-plated decorative and artistic ware. Henry was particularly active on the artistic side of the business, as was their employee Alexander Parkes. For some twenty-five years, Britain enjoyed a virtual monopoly of this kind of ware, due largely to the enterprise of the Elkingtons, although by the end of the century rising tariffs had closed many foreign markets and the lead had passed to Germany. George spent all his working life in Birmingham, taking some part in the public life of the city. He was a governor of King Edward's Grammar School and a borough magistrate. [br]b. 27 March 1863 Alwalton, Huntingdonshire, Englandd. 22 April 1933 West Wittering, Sussex, England.[br]English engineer and industrialist.[br]Royce was the younger son of a flour miller. His father's death forced him to earn his own living from the age of 10 selling newspapers, as a post office messenger boy, and in other jobs. At the age of 14, he became an apprentice at the Great Northern Railway's locomotive works, but was unable to complete his apprenticeship due to a shortage of money. He moved to a tool company in Leeds, then in 1882 he became a tester for the London Electric Light \& Power Company and attended classes at the City \& Guilds Technical College. In the same year, the company made him Chief Electrical Engineer for the lighting of the streets of Liverpool.In 1884, at the age of 21, he founded F.H. Royce \& Co (later called Royce Ltd, from 1894 to 1933) with a capital of £70, manufacturing arc lamps, dynamos and electric cranes. In 1903, he bought a 10 hp Deauville car which proved noisy and unreliable; he therefore designed his own car. By the end of 1903 he had produced a twocylinder engine which ran for many hundreds of hours driving dynamos; on 31 March 1904, a 10 hp Royce car was driven smoothly and silently from the works in Cooke Street, Manchester. This car so impressed Charles S. Rolls, whose London firm were agents for high-class continental cars, that he agreed to take the entire output from the Manchester works. In 1906 they jointly formed Rolls-Royce Ltd and at the end of that year Royce produced the first 40/50 hp Silver Ghost, which remained in production until 1925 when it was replaced by the Phantom and Wraith. The demand for the cars grew so great that in 1908 manufacture was transferred to a new factory in Derby.In 1911 Royce had a breakdown due to overwork and his lack of attention to taking regular meals. From that time he never returned to the works but continued in charge of design from a drawing office in his home in the south of France and later at West Wittering, Sussex, England. During the First World War he designed the Falcon, Hawk and Condor engines as well as the VI2 Eagle, all of which were liquid-cooled. Later he designed the 36.7-litre Rolls-Royce R engines for the Vickers Supermarine S.6 and S.6B seaplanes which were entered for the Schneider Trophy (which they won in 1929 and 1931, the 5.5 having won in 1927 with a Napier Lion engine) and set a world speed record of 408 mph (657 km/h) in 1931; the 1941 Griffon engine was derived from the R.Royce was an improver rather than an innovator, though he did invent a silent form of valve gear, a friction-damped slipper flywheel, the Royce carburettor and a spring drive for timing gears. He was a modest man with a remarkable memory who concentrated on perfecting the detail of every component. He married Minnie Punt, but they had no children. •• Это выражение заслуживает упоминания, поскольку речь идет о явлении, оставившем след не только в полицейской практике, но и в общественной жизни и политике. Начнем с его определения, наиболее полно изложенного в последнем издании словаря American Heritage Dictionary: The policy or practice of not tolerating undesirable behavior, such as violence or illegal drug use, especially in the automatic imposition of severe penalties for first offenses. В других определениях подчеркиваются дополнительные оттенки: policy that accepts no mitigating circumstances for improper behavior (сайт Moneywords); a form of policing that allows no crime [от себя добавлю – в том числе то, что у нас называется мелким хулиганством, – disorderly conduct или rowdy behavior] to be overlooked (сайт The Phrase Finder). В общем, как у нас в последнее время говорят, мало не покажется (см. статью крылатые слова и «новая фразеология»). Французская газета «Монд» отмечает, что концепция zero tolerance ведет свое происхождение от «теории разбитого окна» американских социологов Дж.Келлинга и Дж.Уилсона. В своей работе, опубликованной в 1982 году, они утверждали, что максимально строгое наказание даже за малозначительные нарушения закона и общественного порядка – самое эффективное средство пресечения и профилактики преступности. Горячим сторонником этой теории был мэр Нью-Йорка Руди Джулиани (Rudy Giuliani). И действительно, при Джулиани преступность в Нью-Йорке резко сократилась (правда, были и случаи, когда чрезмерно бдительные полицейские расправлялись с ни в чем не повинными, как впоследствии выяснялось, людьми – кстати, см. статью racial profiling).
•• Пример из заявления мэра на одной из пресс-конференций: The City will have zero tolerance for drivers who block intersections or park illegally. – Власти города будут поступать по всей строгости закона с водителями, блокирующими перекрестки или паркующими свои автомобили в неположенных местах.
•• Следующий пример из статьи в австралийской газете – это настоящий крик души туристки, проведшей несколько часов в полицейском участке: Mayor Giuliani’s zero-tolerance program has been positively received for its effectiveness in curbing crime. But arresting first-time offenders for something like fare evasion is taking the law to extremes (Age). – Максимально жесткая линия мэра Джулиани заслужила похвалу как фактор снижения преступности. Но арестовывать людей за первый в их жизни проступок вроде попытки безбилетного проезда – это явный перебор.
•• В наших СМИ встречаются разные варианты перевода этого выражения. Самое плохое – втаскивание английской фразы в русский текст: В 1998 (? – П.П.) году мэр Нью-Йорка Рудольфо (sic! – П.П.) Джулиани объявил войну преступности, организовав и проведя известную кампанию «Zero Tolerance» («Учительская газета»). Не очень удачен и перевод названия фильма, появлявшегося в нашем видеопрокате: «Нулевой допуск» (лучше что-нибудь вроде «Наказание без поблажек»).
•• Я обнаружил также варианты политика нетерпимости к неподобающему поведению, правило «полной нетерпимости» (сайт zhurnal.ru: Возможно введение правила «полной нетерпимости» (zero tolerance). В общем, взял взятку – под расстрел) и политика «нулевой терпимости» (министр внутренних дел Великобритании слыл сторонником политики «нулевой терпимости» (Zero Tolerance) к нарушителям скоростного режима). Последний вариант (можно с пояснением или с включением фразы по-английски) представляется мне подходящим, когда zero tolerance выступает в качестве термина. Различные варианты перефразирования вполне приемлемы и даже предпочтительны, когда это выражение используется скорее в переносном смысле.
