В переводе можно было бы прибегнуть к словам регулировать или отрегулировать, но, на мой взгляд, они будут не совсем точны. Пожалуй, лучше здесь конкретизация: ...не было сделано попытки вступить в серьезный диалог по разногласиям между Россией и НАТО.
