Теория второго по значимости оптимума
Отступление от оптимально эффективной модели размещения ресурсов (от Парето-оптимума). Концепция была сформулирована в 1956 г. Р. Липси и К. Ланкас тером в следующем виде: если одно из условий оптимальности по Парето невозможно выполнить, то наилучшая возможная ситуация может быть достигнута только при отступлении от всех других условий Парето. Рассмотрим ситуацию на примере внешних эффектов (см. Externalities). Если производство продукта (например химиката) вызывает загрязнение окружающей среды, предельные общественные издержки его производства, как правило, превышают предельные частные издержки. Экономика в этом случае отклоняется от оптимально эффективной модели размещения ресурсов. В этой не самой лучшей, «второй по эффективности» ситуации государство может улучшить положение вещей за счет введения налога на загрязнение окружающей среды, который взимается с производителей химикатов. Это, с одной стороны, станет стимулом для внедрения менее вредных процессов производства. С другой стороны, поскольку налог перекладывается на потребителей, эти меры заставят их полностью оплачивать общественные издержки производства химикатов (см. Social costs), которые они покупают. См. Как правило, прилагательные в английском языке употребляются как определения при существительных или в составе именной части сказуемого. Отдельное использование прилагательных в качестве существительных возможно только в ряде специальных случаев:1) Как существительные употребляются прилагательные, обозначающие определенные известные группы людей, в частности, объединенных каким-либо общим физическим состоянием или общественным положением. При прилагательном ставится определенный артикль the. Такие субстантивированные прилагательные обозначают всю соответствующую группу лиц и не могут указывать на ее отдельных представителей.
