81 Hodgkinson, Eaton
[br]b. 26 February 1789 Anderton, Cheshire, Englandd. 18 June 1861 near Manchester, England[br]English engineer who devised d new form of cast-iron girder.[br]Eaton Hodgkinson's father, a farmer, died when he was 6 years old, but his mother was a resourceful woman who set up a business in Salford and ensured that her son received a sound schooling. Most important for his education, however, was his friendship with the Manchester scientific luminary Dr. Dalton, who instructed him in practical mathematics. These studies led Hodgkinson to devise a new form of cast-iron girder, carefully tested by experiments and which was widely adopted for fire-proof structures in the nineteenth century. Following Dalton, Hodgkinson became an active member of the Manchester Philosophical Society, of which he was elected President in 1848. He also became an active member of the British Association for the Advancement of Science. Hodgkinson's work on cast-iron girders secured him a Fellowship of the Royal Society, and the Royal Medal of the Society, in 1841. It was Hodgkinson also who verified the mathematical value of the pioneering experiments carried out by William Fairbairn for Robert Stephenson's proposed wrought-iron tube structure which, in 1849, became the Britannia Bridge over the Menai Straits. He received a Silver Medal for this work at the Paris Exhibition of 1858. Hodgkinson served as a member of the Royal Commission appointed to enquire into the application of iron to railway structures. In 1847 he was appointed Professor of the Mechanical Principles of Engineering at University College, London, but his health began to fail shortly after. He was elected an Honorary Member of the Institution of Civil Engineers in 1851. (19061980)Marcello Caetano, as the last prime minister of the Estado Novo, was both the heir and successor of Antônio de Oliveira Salazar. In a sense, Caetano was one of the founders and sustainers of this unusual regime and, at various crucial stages of its long life, Caetano's contribution was as important as Salazar's.Born in Lisbon in 1906 to a middle-class family, Caetano was a member of the student generation that rebelled against the unstable parliamentary First Republic and sought answers to Portugal's legion of troubles in conservative ideologies such as integralism, Catholic reformism, and the Italian Fascist model. One of the most brilliant students at the University of Lisbon's Law School, Caetano soon became directly involved in government service in various ministries, including Salazar's Ministry of Finance. When Caetano was not teaching full-time at the law school in Lisbon and influencing new generations of students who became critical of the regime he helped construct, Caetano was in important government posts and working on challenging assignments. In the 1930s, he participated in reforms in the Ministry of Finance, in the writing of the 1933 Constitution, in the formation of the new civil code, of which he was in part the author, and in the construction of corporativism, which sought to control labor-management relations and other aspects of social engineering. In a regime largely directed by academics from the law faculties of Coimbra University and the University of Lisbon, Caetano was the leading expert on constitutional law, administrative law, political science, and colonial law. A prolific writer as both a political scientist and historian, Caetano was the author of the standard political science, administrative law, and history of law textbooks, works that remained in print and in use among students long after his exile and death.After his apprenticeship service in a number of ministries, Caetano rose steadily in the system. At age 38, he was named minister for the colonies (1944 47), and unlike many predecessors, he "went to see for himself" and made important research visits to Portugal's African territories. In 1955-58, Caetano served in the number-three position in the regime in the Ministry of the Presidency of the Council (premier's office); he left office for full-time academic work in part because of his disagreements with Salazar and others on regime policy and failures to reform at the desired pace. In 1956 and 1957, Caetano briefly served as interim minister of communications and of foreign affairs.Caetano's opportunity to take Salazar's place and to challenge even more conservative forces in the system came in the 1960s. Portugal's most prominent law professor had a public falling out with the regime in March 1962, when he resigned as rector of Lisbon University following a clash between rebellious students and the PIDE, the political police. When students opposing the regime organized strikes on the University of Lisbon campus, Caetano resigned his rectorship after the police invaded the campus and beat and arrested some students, without asking permission to enter university premises from university authorities.When Salazar became incapacitated in September 1968, President Américo Tomás named Caetano prime minister. His tasks were formidable: in the midst of remarkable economic growth in Portugal, continued heavy immigration of Portuguese to France and other countries, and the costly colonial wars in three African colonies, namely Angola, Guinea- Bissau, and Mozambique, the regime struggled to engineer essential social and political reforms, win the wars in Africa, and move toward meaningful political reforms. Caetano supported moderately important reforms in his first two years in office (1968-70), as well as the drafting of constitutional revisions in 1971 that allowed a slight liberalization of the Dictatorship, gave the opposition more room for activity, and decentrali zed authority in the overseas provinces (colonies). Always aware of the complexity of Portugal's colonial problems and of the ongoing wars, Caetano made several visits to Africa as premier, and he sought to implement reforms in social and economic affairs while maintaining the expensive, divisive military effort, Portugal's largest armed forces mobilization in her history.Opposed by intransigent right-wing forces in various sectors in both Portugal and Africa, Caetano's modest "opening" of 1968-70 soon narrowed. Conservative forces in the military, police, civil service, and private sectors opposed key political reforms, including greater democratization, while pursuing the military solution to the African crisis and personal wealth. A significant perspective on Caetano's failed program of reforms, which could not prevent the advent of a creeping revolution in society, is a key development in the 1961-74 era of colonial wars: despite Lisbon's efforts, the greater part of Portuguese emigration and capital investment during this period were directed not to the African colonies but to Europe, North America, and Brazil.Prime Minister Caetano, discouraged by events and by opposition to his reforms from the so-called "Rheumatic Brigade" of superannuated regime loyalists, attempted to resign his office, but President Américo Tomás convinced him to remain. The publication and public reception of African hero General Antônio Spinola's best-selling book Portugal e Futuro (Portugal and the Future) in February 1974 convinced the surprised Caetano that a coup and revolution were imminent. When the virtually bloodless, smoothly operating military coup was successful in what became known as the Revolution of 25 April 1974, Caetano surrendered to the Armed Forces Movement in Lisbon and was flown to Madeira Island and later to exile in Brazil, where he remained for the rest of his life. In his Brazilian exile, Caetano was active writing important memoirs and histories of the Estado Novo from his vantage point, teaching law at a private university in Rio de Janeiro, and carrying on a lively correspondence with persons in Portugal. 84 Carmona, António Óscar de Fragoso
(1869-1951)Career army officer, one of the founders of the Estado Novo (1926-74), and the longest-serving president of the republic of that regime (1926-51). Born in Lisbon in 1869, the son of a career cavalry officer, Oscar Carmona entered the army in 1888 and became a lieutenant in 1894, in the same cavalry regiment in which his father had served. He rose rapidly, and became a general during the turbulent First Republic, briefly served as minister of war in 1923, and achieved public notoriety as prosecutor for the military in one of the famous trials of military personnel in an abortive 1925 coup. General Carmona was one of the key supporters of the 28 May 1926 military coup that overthrew the unstable republic and established the initially unstable military dictatorship (1926-33), which was the political system that founded the Estado Novo (1933-74).Carmona took power as president upon the ousting of the Twenty-eighth of May coup leader, General Gomes da Costa, and guided the military dictatorship through political and economic uncertainty until the regime settled upon empowering Antônio de Oliveira Salazar with extraordinary fiscal authority as minister of finance (April 1928). Elected in a managed election based on limited male suffrage in 1928, President Carmona served as the Dictatorship's president of the republic until his death in office in 1951 at age 81. In political creed a moderate republican not a monarchist, General (and later Marshal) Carmona played an essential role in the Dictatorship, which involved a division of labor between Dr. Salazar, who, as prime minister since July 1932 was responsible for the daily management of the government, and Carmona, who was responsible for managing civil-military relations in the system, maintaining smooth relations with Dr. Salazar, and keeping the armed forces officer corps in line and out of political intervention.Carmona's amiable personality and reputation for personal honesty, correctness, and hard work combined well with a friendly relationship with the civilian dictator Salazar. Especially in the period 1928-44, in his more vigorous years in the position, Carmona's role was vital in both the political and ceremonial aspects of his job. Car-mona's ability to balance the relationship with Salazar and the pressures and demands from a sometimes unhappy army officer corps that, following the civilianization of the regime in the early 1930s, could threaten military intervention in politics and government, was central to the operation of the regime.After 1944, however, Carmona was less effective in this role. His tiring ceremonial visits around Portugal, to the Atlantic Islands, and to the overseas empire became less frequent; younger generations of officers grew alienated from the regime; and Carmona suffered from the mental and physical ailments of old age. In the meantime, Salazar assumed the lion's share of political power and authority, all the while placing his own appointees in office. This, along with the regime's political police (PVDE or PIDE), Republican National Guard, and civil service, as well as a circle of political institutions that monopolized public office, privilege, and decision making, made Carmona's role as mediator-intermediary between the career military and the largely civilian-managed system significantly less important. SUBJECT AREA: Civil engineering[br]b. 23 May 1820 Lawrenceburg, Indiana, USAd. 8 March 1887 Nassau, Bahamas[br]American bridge-builder and hydraulic engineer.[br]The son of an immigrant merchant, he was educated at the local school, leaving at the age of 13 to take on various jobs, eventually becoming a purser on a Mississippi steamboat. He was struck by the number of wrecks lying in the river; he devised a diving bell and, at the age of 22, set up in business as a salvage engineer. So successful was he at this venture that he was able to retire in three years' time and set up the first glassworks west of the Ohio River. This, however, was a failure and in 1848 he returned to the business of salvage on the Ohio River. He was so successful that he was able to retire permanently in 1857. From the start of the American Civil War in 1861 he recommended to President Lincoln that he should obtain a fleet of armour-plated, steam-powered gunboats to operate on the western rivers. He built seven of these himself, later building or converting a further eighteen. After the end of the war he obtained the contract to design and build a bridge over the Mississippi at St Louis. In this he made use of his considerable knowledge of the river-bed currents. He built a bridge with a 500 ft (150 m) centre span and a clearance of 50 ft (15 m) that was completed in 1874. The three spans are, respectively, 502 ft, 520 ft and 502 ft (153 m, 158 m and 153 m), each being spanned by an arch. The Mississippi river is subject to great changes, both seasonal and irregular, with a range of over 41 ft (12.5 m) between low and high water and a velocity varying from 4 ft (1.2 m) to 12 1/2 ft (3.8 m) per second. The Eads Bridge was completed in 1874 and in the following year Eads was commissioned to open one of the mouths of the Mississippi, for which he constructed a number of jetty traps. He was involved later in attempts to construct a ship railway across the isthmus of Panama. He had been suffering from indifferent health for some years, and this effort was too much for him. He died on 8 March 1887. [br]b. 9 March 1824 Glasgow, Scotlandd. 17 September 1869 London, England[br]Scottish engineer who introduced the compound steam engine to ships and established an important shipbuilding company in Glasgow.[br]John was the third son of David Elder. The father came from a family of millwrights and moved to Glasgow where he worked for the well-known shipbuilding firm of Napier's and was involved with improving marine engines. John was educated at Glasgow High School and then for a while at the Department of Civil Engineering at Glasgow University, where he showed great aptitude for mathematics and drawing. He spent five years as an apprentice under Robert Napier followed by two short periods of activity as a pattern-maker first and then a draughtsman in England. He returned to Scotland in 1849 to become Chief Draughtsman to Napier, but in 1852 he left to become a partner with the Glasgow general engineering company of Randolph Elliott \& Co. Shortly after his induction (at the age of 28), the engineering firm was renamed Randolph Elder \& Co.; in 1868, when the partnership expired, it became known as John Elder \& Co. From the outset Elder, with his partner, Charles Randolph, approached mechanical (especially heat) engineering in a rigorous manner. Their knowledge and understanding of entropy ensured that engine design was not a hit-and-miss affair, but one governed by recognition of the importance of the new kinetic theory of heat and with it a proper understanding of thermodynamic principles, and by systematic development. In this Elder was joined by W.J.M. Rankine, Professor of Civil Engineering and Mechanics at Glasgow University, who helped him develop the compound marine engine. Elder and Randolph built up a series of patents, which guaranteed their company's commercial success and enabled them for a while to be the sole suppliers of compound steam reciprocating machinery. Their first such engine at sea was fitted in 1854 on the SS Brandon for the Limerick Steamship Company; the ship showed an improved performance by using a third less coal, which he was able to reduce still further on later designs.Elder developed steam jacketing and recognized that, with higher pressures, triple-expansion types would be even more economical. In 1862 he patented a design of quadruple-expansion engine with reheat between cylinders and advocated the importance of balancing reciprocating parts. The effect of his improvements was to greatly reduce fuel consumption so that long sea voyages became an economic reality.His yard soon reached dimensions then unequalled on the Clyde where he employed over 4,000 workers; Elder also was always interested in the social welfare of his labour force. In 1860 the engine shops were moved to the Govan Old Shipyard, and again in 1864 to the Fairfield Shipyard, about 1 mile (1.6 km) west on the south bank of the Clyde. At Fairfield, shipbuilding was commenced, and with the patents for compounding secure, much business was placed for many years by shipowners serving long-distance trades such as South America; the Pacific Steam Navigation Company took up his ideas for their ships. In later years the yard became known as the Fairfield Shipbuilding and Engineering Company Ltd, but it remains today as one of Britain's most efficient shipyards and is known now as Kvaerner Govan Ltd.In 1869, at the age of only 45, John Elder was unanimously elected President of the Institution of Engineers and Shipbuilders in Scotland; however, before taking office and giving his eagerly awaited presidential address, he died in London from liver disease. A large multitude attended his funeral and all the engineering shops were silent as his body, which had been brought back from London to Glasgow, was carried to its resting place. In 1857 Elder had married Isabella Ure, and on his death he left her a considerable fortune, which she used generously for Govan, for Glasgow and especially the University. September 1842 London, England[br]Scottish pioneer in the mechanization of the textile industry.[br]Peter Ewart, the youngest of six sons, was born at Traquair manse, where his father was a clergyman in the Church of Scotland. He was educated at the Free School, Dumfries, and in 1782 spent a year at Edinburgh University. He followed this with an apprenticeship under John Rennie at Musselburgh before moving south in 1785 to help Rennie erect the Albion corn mill in London. This brought him into contact with Boulton \& Watt, and in 1788 he went to Birmingham to erect a waterwheel and other machinery in the Soho Manufactory. In 1789 he was sent to Manchester to install a steam engine for Peter Drinkwater and thus his long connection with the city began. In 1790 Ewart took up residence in Manchester as Boulton \& Watt's representative. Amongst other engines, he installed one for Samuel Oldknow at Stockport. In 1792 he became a partner with Oldknow in his cotton-spinning business, but because of financial difficulties he moved back to Birmingham in 1795 to help erect the machines in the new Soho Foundry. He was soon back in Manchester in partnership with Samuel Greg at Quarry Bank Mill, Styal, where he was responsible for developing the water power, installing a steam engine, and being concerned with the spinning machinery and, later, gas lighting at Greg's other mills.In 1798, Ewart devised an automatic expansion-gear for steam engines, but steam pressures at the time were too low for such a device to be effective. His grasp of the theory of steam power is shown by his paper to the Manchester Literary and Philosophical Society in 1808, On the Measure of Moving Force. In 1813 he patented a power loom to be worked by the pressure of steam or compressed air. In 1824 Charles Babbage consulted him about automatic looms. His interest in textiles continued until at least 1833, when he obtained a patent for a self-acting spinning mule, which was, however, outclassed by the more successful one invented by Richard Roberts. Ewart gave much help and advice to others. The development of the machine tools at Boulton \& Watt's Soho Foundry has been mentioned already. He also helped James Watt with his machine for copying sculptures. While he continued to run his own textile mill, Ewart was also in partnership with Charles Macintosh, the pioneer of rubber-coated cloth. He was involved with William Fairbairn concerning steam engines for the boats that Fairbairn was building in Manchester, and it was through Ewart that Eaton Hodgkinson was introduced to Fairbairn and so made the tests and calculations for the tubes for the Britannia Railway Bridge across the Menai Straits. Ewart was involved with the launching of the Liverpool \& Manchester Railway as he was a director of the Manchester Chamber of Commerce at the time.In 1835 he uprooted himself from Manchester and became the first Chief Engineer for the Royal Navy, assuming responsibility for the steamboats, which by 1837 numbered 227 in service. He set up repair facilities and planned workshops for overhauling engines at Woolwich Dockyard, the first establishment of its type. It was here that he was killed in an accident when a chain broke while he was supervising the lifting of a large boiler. [br]b. 15 February 1834 Bryn Helen, Gwynedd, Walesd. 6 November 1913 Penrhos, Gwynedd, Wales[br]Welsh electrical engineer who greatly furthered the development and use of wireless telegraphy and the telephone in Britain, dominating British Post Office engineering during the last two decades of the nineteenth century.[br]After education at King's College, London, in 1852 Preece entered the office of Edwin Clark with the intention of becoming a civil engineer, but graduate studies at the Royal Institution under Faraday fired his enthusiasm for things electrical. His earliest work, as connected with telegraphy and in particular its application for securing the safe working of railways; in 1853 he obtained an appointment with the Electric and National Telegraph Company. In 1856 he became Superintendent of that company's southern district, but four years later he moved to telegraph work with the London and South West Railway. From 1858 to 1862 he was also Engineer to the Channel Islands Telegraph Company. When the various telegraph companies in Britain were transferred to the State in 1870, Preece became a Divisional Engineer in the General Post Office (GPO). Promotion followed in 1877, when he was appointed Chief Electrician to the Post Office. One of the first specimens of Bell's telephone was brought to England by Preece and exhibited at the British Association meeting in 1877. From 1892 to 1899 he served as Engineer-in-Chief to the Post Office. During this time he made a number of important contributions to telegraphy, including the use of water as part of telegraph circuits across the Solent (1882) and the Bristol Channel (1888). He also discovered the existence of inductive effects between parallel wires, and with Fleming showed that a current (thermionic) flowed between the hot filament and a cold conductor in an incandescent lamp.Preece was distinguished by his administrative ability, some scientific insight, considerable engineering intuition and immense energy. He held erroneous views about telephone transmission and, not accepting the work of Oliver Heaviside, made many errors when planning trunk circuits. Prior to the successful use of Hertzian waves for wireless communication Preece carried out experiments, often on a large scale, in attempts at wireless communication by inductive methods. These became of historic interest only when the work of Maxwell and Hertz was developed by Guglielmo Marconi. It is to Preece that credit should be given for encouraging Marconi in 1896 and collaborating with him in his early experimental work on radio telegraphy.While still employed by the Post Office, Preece contributed to the development of numerous early public electricity schemes, acting as Consultant and often supervising their construction. At Worcester he was responsible for Britain's largest nineteenth-century public hydro-electric station. He received a knighthood on his retirement in 1899, after which he continued his consulting practice in association with his two sons and Major Philip Cardew. (1906-1965)Pioneer air force advocate and pilot, senior officer who opposed the Estado Novo, and oppositionist candidate in the 1958 presidential elections. One of the young army lieutenants who participated in the 28 May 1926 coup that established the military dictatorship, Delgado was a loyal regime supporter during its early phase (1926-44) and into its middle phase (1944-58). An important advocate of civil aeronautics, as well as being a daring pilot in the army air force and assisting the Allies in the Azores in World War II, Delgado spent an important part of his career after 1943 outside Portugal.On missions abroad for the government and armed forces, Delgado came to oppose the dictatorship in the l950s. In 1958, he stood as the oppositionist candidate in the presidential elections, against regime candidate Admiral Américo Tomás. In the cities, Delgado received considerable popular support for his campaign, during which he and the coalition of varied political movements, including the Portuguese Communist Party (PCP) and Movement of Democratic Unity, were harassed by the regime police, PIDE. When the managed election results were "tallied," Delgado had won more than 25 percent, including heavy votes in the African colonies; this proved an embarrassment to the regime, which promptly altered electoral law so that universal male suffrage was replaced by a safer electoral college (1959).When legal means of opposition were closed to him, Delgado conspired with dissatisfied military officers who promised support but soon abandoned him. The government had him stripped of his job, rank, and career and, in 1959, fearing arrest by the PIDE, Delgado sought political asylum in the embassy of Brazil. Later he fled to South America and organized opposition to the regime, including liaisons and plotting with Henrique Galvão. Delgado traveled to Europe and North Africa to rally Portuguese oppositionists in exile and, in 1961-62, dabbled in coup plots. He had a role in the abortive coup at Beja, in January 1962. Brave to the extent of taking risks against hopeless odds, Delgado dreamed of instigating a popular uprising on his own.In 1965, along with his Brazilian secretary, Delgado kept an appointment with destiny on Portugal's Spanish frontier. Neither he nor his companion were seen alive again, and later their bodies were discovered in a shallow grave; investigations since have proved that they were murdered by PIDE agents in a botched kidnapping plot.When the true story of what happened to the "Brave General" was revealed in the world press, the opposition's resolve was strengthened and the Estado Novo's image reached a new low. [br]b. 11 March 1810 Derby, Englandd. 14 June 1874 Blackheath, London, England[br]English railway engineer, builder of Crystal Palace, London.[br]Fox was a pupil of John Ericsson, helped to build the locomotive Novelty, and drove it at the Rainhill Trials in 1829. He became a driver on the Liverpool \& Manchester Railway and then a pupil of Robert Stephenson, who appointed him an assistant engineer for construction of the southern part of the London \& Birmingham Railway, opened in 1837. He was probably responsible for the design of the early bow-string girder bridge which carried the railway over the Regent's Canal. He also invented turnouts with switch blades, i.e. "points". With Robert Stephenson he designed the light iron train sheds at Euston Station, a type of roof that was subsequently much used elsewhere. He then became a partner in Fox, Henderson \& Co., railway contractors and manufacturers of railway equipment and bridges. The firm built the Crystal Palace in London for the Great Exhibition of 1851: Fox did much of the detail design work personally and was subsequently knighted. It also built many station roofs, including that at Paddington. From 1857 Fox was in practice in London as a consulting engineer in partnership with his sons, Charles Douglas Fox and Francis Fox. Sir Charles Fox became an advocate of light and narrow-gauge railways, although he was opposed to break-of-gauge unless it was unavoidable. SUBJECT AREA: Civil engineering[br]b. 1807d. 1876[br]French civil engineer and early advocate of the Channel Tunnel.[br]He became interested in the possibility of a tunnel or a bridge link between England and France in 1833 when he did his own geological survey of a route between Calais and Dover, and in 1834 he proposed an immersed tube tunnel. However, at the Great Exhibition of 1855 he promoted a scheme incorporating an artificial stone isthmus with movable bridges, which was estimated to cost £33,600,000, but this idea was eventuallv abandoned. He reverted to the idea of a tunnel and did further survey in 1855, with 180 lb (80 kg) of flint for ballast, ten inflated pig bladders to bring him to the surface and pieces of buttered lint plastered over his ears to protect them against the water pressure. He touched bottom between 99 and 108 ft (30 and 33 m). In 1856 Napoleon III granted him an audience and promised a scientific commission to evaluate his scheme, which it eventually approved. In 1858 he went to London and got the backing of Robert Stephenson, Isambard K. Brunel and Joseph Locke. He also obtained an interview with Prince Albert. In 1858, after an assassination attempt on Napoleon III, relations between France and England cooled off and Thomé de Gamond's plans were halted. He revived them in 1867, but others were by now also putting forward schemes. He had worked on the scheme for thirty-five years and expended a small fortune. In 1875 The Times reported that he was "living in humble circumstances, his daughter supporting him by giving lessons on the piano".
