41 Intelligence Services
Little information, much less knowledge, has been made public regarding Portugal's various intelligence services in recent times. Some information was published about the notorious political police during the Estado Novo (1926-74), but much less is known about intelligence units active during democratic Portugal (1974-). Although no comprehensive study has documented the Estado Novo's political police, the PIDE, which operated after 1932 under various names and was sometimes compared to the Portuguese Inquisition (1536-1821), more has become known since Portugal's democracy was established, on 25 April 1974. One striking feature of the pre-1974 political police's work was its multifunctional nature: in addition to terrorizing, persecuting, and sometimes murdering the opposition, PIDE operated a prison system, was empowered by special laws to detain prisoners for 90 days or more without charge, carried out criminal investigations, produced political and foreign intelligence for leaders, and exercised some censorship functions, as well as having the power of arrest.With the end of censorship after the Revolution of 25 April 1974 and the abolition of the political police, which had many informants among the population, more information was published on the intelligence services. Given the tragic, tangled history of the Estado Novo's political police and its impact, the new democratic regime was reluctant to set up intelligence services immediately. Care was taken to ensure that such activities under a democratic government would be conducted under strictly observed laws and would be consonant with democratic values and principles. Intelligence units were developed only in the 1980s and were oriented to report to the prime minister, as well as to the ministers of the interior and of national defense. By the late 1990s, the Serviço de Informações Estratégicas de Defesa e Militar/Strategic Defense and Military Information Service (SIEDM) was operating under the Ministry of Interior, along with Serviço de Informações de Segurança/Security Information Service (SIS), a civilian outfit responsible for domestic security. Along with the SIEDM, other military intelligence units are also responsible to the Ministry of National Defense, such as the Serviço de Informações Militares/Mili-tary Information Service (SIM) and Divisão de Informacões Militares/ Military Information Division (DIMIL). In the national legislature, the Assembly of the Republic, a number of permanent committees are responsible for monitoring intelligence activities. -

[br]b. 23 November 1869 Copenhagen, Denmarkd. 23 July 1942 Gentofte, Denmark[br]Danish engineer who developed practical magnetic recording and the arc generator for continuous radio waves.[br]From an early age he was absorbed by phenomena of physics to the exclusion of all other subjects, including mathematics. When choosing his subjects for the final three years in Borgedydskolen in Christianshavn (Copenhagen) before university, he opted for languages and history. At the University of Copenhagen he embarked on the study of medicine in 1889, but broke it off and was apprenticed to the machine firm of A/S Frichs Eftf. in Aarhus. He was employed between 1893 and 1899 as a mechanic and assistant in the laboratory of the Copenhagen Telephone Company KTAS. Eventually he advanced to be Head of the line fault department. This suited his desire for experiment and measurement perfectly. After the invention of the telegraphone in 1898, he left the laboratory and with responsible business people he created Aktieselskabet Telegrafonen, Patent Poulsen in order to develop it further, together with Peder Oluf Pedersen (1874– 1941). Pedersen brought with him the mathematical background which eventually led to his professorship in electronic engineering in 1922.The telegraphone was the basis for multinational industrial endeavours after it was demonstrated at the 1900 World's Exhibition in Paris. It must be said that its strength was also its weakness, because the telegraphone was unique in bringing sound recording and reproduction to the telephone field, but the lack of electronic amplifiers delayed its use outside this and the dictation fields (where headphones could be used) until the 1920s. However, commercial interest was great enough to provoke a number of court cases concerning patent infringement, in which Poulsen frequently figured as a witness.In 1903–4 Poulsen and Pedersen developed the arc generator for continuous radio waves which was used worldwide for radio transmitters in competition with Marconi's spark-generating system. The inspiration for this work came from the research by William Duddell on the musical arc. Whereas Duddell had proposed the use of the oscillations generated in his electric arc for telegraphy in his 1901 UK patent, Poulsen contributed a chamber of hydrogen and a transverse magnetic field which increased the efficiency remarkably. He filed patent applications on these constructions from 1902 and the first publication in a scientific forum took place at the International Electrical Congress in St Louis, Missouri, in 1904.In order to use continuous waves efficiently (the high frequency constituted a carrier), Poulsen developed both a modulator for telegraphy and a detector for the carrier wave. The modulator was such that even the more primitive spark-communication receivers could be used. Later Poulsen and Pedersen developed frequency-shift keying.The Amalgamated Radio-Telegraph Company Ltd was launched in London in 1906, combining the developments of Poulsen and those of De Forest Wireless Telegraph Syndicate. Poulsen contributed his English and American patents. When this company was liquidated in 1908, its assets were taken over by Det Kontinentale Syndikat for Poulsen Radio Telegrafi, A/S in Copenhagen (liquidated 1930–1). Some of the patents had been sold to C.Lorenz AG in Berlin, which was very active.The arc transmitting system was in use worldwide from about 1910 to 1925, and the power increased from 12 kW to 1,000 kW. In 1921 an exceptional transmitter rated at 1,800 kW was erected on Java for communications with the Netherlands. More than one thousand installations had been in use worldwide. The competing systems were initially spark transmitters (Marconi) and later rotary converters ( Westinghouse). Similar power was available from valve transmitters only much later.From c. 1912 Poulsen did not contribute actively to further development. He led a life as a well-respected engineer and scientist and served on several committees. He had his private laboratory and made experiments in the composition of matter and certain resonance phenomena; however, nothing was published. It has recently been suggested that Poulsen could not have been unaware of Oberlin Smith's work and publication in 1888, but his extreme honesty in technical matters indicates that his development was indeed independent. [br]b. 30 May 1810 Lower Wyke, near Halifax, Yorkshire, Englandd. 10 June 1889 Moor Park, Farnham, Surrey, England[br]English civil engineer whose principal works were concerned with reservoirs, water-supply schemes and pipelines.[br]Bateman's maternal grandfather was a Moravian missionary, and from the age of 7 he was educated at the Moravian schools at Fairfield and Ockbrook. At the age of 15 he was apprenticed to a "civil engineer, land surveyor and agent" in Oldham. After this apprenticeship, Bateman commenced his own practice in 1833. One of his early schemes and reports was in regard to the flooding of the river Medlock in the Manchester area. He came to the attention of William Fairbairn, the engine builder and millwright of Canal Street, Ancoats, Manchester. Fairbairn used Bateman as his site surveyor and as such he prepared much of the groundwork for the Bann reservoirs in Northern Ireland. Whilst the reports on the proposals were in the name of Fairbairn, Bateman was, in fact, appointed by the company as their engineer for the execution of the works. One scheme of Bateman's which was carried forward was the Kendal Reservoirs. The Act for these was signed in 1845 and was implemented not for the purpose of water supply but for the conservation of water to supply power to the many mills which stood on the river Kent between Kentmere and Morecambe Bay. The Kentmere Head dam is the only one of the five proposed for the scheme to survive, although not all the others were built as they would have retained only small volumes of water.Perhaps the greatest monument to the work of J.F.La Trobe Bateman is Manchester's water supply; he was consulted about this in 1844, and construction began four years later. He first built reservoirs in the Longdendale valley, which has a very complicated geological stratification. Bateman favoured earth embankment dams and gravity feed rather than pumping; the five reservoirs in the valley that impound the river Etherow were complex, cored earth dams. However, when completed they were greatly at risk from landslips and ground movement. Later dams were inserted by Bateman to prevent water loss should the older dams fail. The scheme was not completed until 1877, by which time Manchester's population had exceeded the capacity of the original scheme; Thirlmere in Cumbria was chosen by Manchester Corporation as the site of the first of the Lake District water-supply schemes. Bateman, as Consulting Engineer, designed the great stone-faced dam at the west end of the lake, the "gothic" straining well in the middle of the east shore of the lake, and the 100-mile (160 km) pipeline to Manchester. The Act for the Thirlmere reservoir was signed in 1879 and, whilst Bateman continued as Consulting Engineer, the work was supervised by G.H. Hill and was completed in 1894.Bateman was also consulted by the authorities in Glasgow, with the result that he constructed an impressive water-supply scheme derived from Loch Katrine during the years 1856–60. It was claimed that the scheme bore comparison with "the most extensive aqueducts in the world, not excluding those of ancient Rome". Bateman went on to superintend the waterworks of many cities, mainly in the north of England but also in Dublin and Belfast. In 1865 he published a pamphlet, On the Supply of Water to London from the Sources of the River Severn, based on a survey funded from his own pocket; a Royal Commission examined various schemes but favoured Bateman's.Bateman was also responsible for harbour and dock works, notably on the rivers Clyde and Shannon, and also for a number of important water-supply works on the Continent of Europe and beyond. Dams and the associated reservoirs were the principal work of J.F.La Trobe Bateman; he completed forty-three such schemes during his professional career. Among the higher mammals the great development of neocortex occurs.In each group of mammals there is a steady increase in the area of the association cortex from the most primitive to the evolutionarily most recent type; there is an increase in the number of neurons and their connections. The degree of consciousness of an organism is some function of neuronal cell number and connectivity, perhaps of neurons of a particular type in association cortex regions. This function is of a threshold type such that there is a significant quantitative break with the emergence of humans. Although the importance of language and the argument that it is genetically specified and unique to humans must be reconsidered in the light of the recent evidence as to the possibility of teaching chimpanzees, if not to speak, then to manipulate symbolic words and phrases, there are a number of unique human features which combine to make the transition not merely quantitative, but also qualitative. In particular these include the social, productive nature of human existence, and the range and extent of the human capacity to communicate. These features have made human history not so much one of biological but of social evolution, of continuous cultural transformation. (Rose, 1976, pp. 180-181)[S]ome particular property of higher primate and cetacean brains did not evolve until recently. But what was that property? I can suggest at least four possibilities...: (1) Never before was there a brain so massive; (2) Never before was there a brain with so large a ratio of brain to body mass; (3) Never before was there a brain with certain functional units (large frontal and temporal lobes, for example); (4) Never before was there a brain with so many neural connections or synapses.... Explanations 1, 2 and 4 argue that a quantitative change produced a qualitative change. It does not seem to me that a crisp choice among these four alternatives can be made at the present time, and I suspect that the truth will actually embrace most or all of these possibilities. (Sagan, 1978, pp. 107-109)The crucial change in the human brain in this million years or so has not been so much the increase in size by a factor of three, but the concentration of that increase in three or four main areas. The visual area has increased considerably, and, compared with the chimpanzee, the actual density of human brain cells is at least 50 percent greater. A second increase has taken place in the area of manipulation of the hand, which is natural since we are much more hand-driven animals than monkeys and apes. Another main increase has taken place in the temporal lobe, in which visual memory, integration, and speech all lie fairly close together. And the fourth great increase has taken place in the frontal lobes. Their function is extremely difficult to understand... ; but it is clear that they're largely responsible for the ability to initiate a task, to be attentive while it is being done, and to persevere with it. SUBJECT AREA: Steam and internal combustion engines[br]b. 18 April 1884 Switzerlandd. 14 July 1971 Ilkley, Yorkshire[br]Swiss/British mechanical engineer, designer and developer of steam and gas turbine plant.[br]After leaving school in 1902, he went to the Ecole Polytechnique, Zurich, leaving in 1906 with an engineering diploma. He then spent a year with Professor A.Stodola, working on steam engines, turbines and internal combustion engines. He also conducted research in the strength of materials. After this, he spent two years as Research and Design Engineer at the Nuremberg works of Maschinenfabrik Augsburg-Nürnberg. He came to England in 1909 to join the British Westinghouse Co. Ltd in Manchester, and by 1912 was Chief Engineer of the Engine Department of that firm. The firm later became the Metropolitan-Vickers Electrical Co. Ltd (MV), and Baumann rose from Chief Mechanical Engineer through to, by 1929, Special Director and Member of the Executive Management Board; he remained a director until his retirement in 1949.For much of his career, Baumann was in the forefront of power station steam-cycle development, pioneering increased turbine entry pressures and temperatures, in 1916 introducing multi-stage regenerative feed-water heating and the Baumann turbine multi-exhaust. His 105 MW set for Battersea "A" station (1933) was for many years the largest single-axis unit in Europe. From 1938 on, he and his team were responsible for the first axial-flow aircraft propulsion gas turbines to fly in England, and jet engines in the 1990s owe much to the "Beryl" and "Sapphire" engines produced by MV. In particular, the design of the compressor for the Sapphire engine later became the basis for Rolls-Royce units, after an exchange of information between that company and Armstrong-Siddeley, who had previously taken over the aircraft engine work of MV.Further, the Beryl engine formed the basis of "Gatric", the first marine gas turbine propulsion engine.Baumann was elected to full membership for the Institution of Mechanical Engineers in 1929 and a year later was awarded the Thomas Hawksley Gold Medal by that body, followed by their James Clayton Prize in 1948: in the same year he became the thirty-fifth Thomas Hawksley lecturer. Many of his ideas and introductions have stood the test of time, being based on his deep and wide understanding of fundamentals.JB
