101 Waterhouse, Major-General James
SUBJECT AREA: Photography, film and optics[br]b. 1841d. 28 September 1922[br]English military man and photographer.[br]Waterhouse spent most of his career in the Indian Army. In 1861–2 he was commissioned to photograph the tribes of central India, and over the next few years visited many parts of the subcontinent. In November 1866, after working for five months in the Great Trigonometrical Survey learning the process of photozincography (an early photomechanical process used chiefly for map making), he took charge of photographic operations at the Surveyor-General's office in Calcutta, a post he held until retiring in 1897. During this time he developed many improvements in the photomechanical methods used for reproduction in his office. He also experimented with methods of colour-sensitizing photographic materials, experimenting with eosine dye and publishing in 1875 the fact that this made silver halide salts sensitive to yellow light. He also discovered that gelatine dry plates could be made sensitive to red and infra-red illumination by treatment with alizarine blue solution.He continued his researches upon his retirement and return to England in 1897, and made a special study of the early history of the photographic process. His work on dye sensitizing brought him the Progress Medal of the Royal Photographic Society, and the Vienna Photographic Society awarded him the Voigtländer Medal for researches in scientific photography. One invention often erroneously attributed to him is the Waterhouse stop, the use of a series of perforated plates as a means of adjusting the aperture of a photographic lens. 102 Whitney, Eli
[br]b. 8 December 1765 Westborough, Massachusetts, USAd. 8 January 1825 New Haven, Connecticut, USA[br]American inventor of the cotton gin and manufacturer of firearms.[br]The son of a prosperous farmer, Eli Whitney as a teenager showed more interest in mechanics than school work. At the age of 15 he began an enterprise business manufacturing nails in his father's workshop, even having to hire help to fulfil his orders. He later determined to acquire a university education and, his father having declined to provide funds, he taught at local schools to obtain the means to attend Leicester Academy, Massachusetts, in preparation for his entry to Yale in 1789. He graduated in 1792 and then decided to study law. He accepted a position in Georgia as a tutor that would have given him time for study; this post did not materialize, but on his journey south he met General Nathanael Greene's widow and the manager of her plantations, Phineas Miller (1764–1803). A feature of agriculture in the southern states was that the land was unsuitable for long-staple cotton but could yield large crops of green-seed cotton. Green-seed cotton was difficult to separate from its seed, and when Whitney learned of the problem in 1793 he quickly devised a machine known as the cotton gin, which provided an effective solution. He formed a partnership with Miller to manufacture the gin and in 1794 obtained a patent. This invention made possible the extraordinary growth of the cotton industry in the United States, but the patent was widely infringed and it was not until 1807, after amendment of the patent laws, that Whitney was able to obtain a favourable decision in the courts and some financial return.In 1798 Whitney was in financial difficulties following the failure of the initial legal action against infringement of the cotton gin patent, but in that year he obtained a government contract to supply 10,000 muskets within two years with generous advance payments. He built a factory at New Haven, Connecticut, and proposed to use a new method of manufacture, perhaps the first application of the system of interchangeable parts. He failed to supply the firearms in the specified time, and in fact the first 500 guns were not delivered until 1801 and the full contract was not completed until 1809.In 1812 Whitney made application for a renewal of his cotton gin patent, but this was refused. 103 Wolseley, Frederick York
[br]b. 1837 Co. Dublin, Irelandd. 1899 England[br]Irish inventor who developed the first practical sheep shears and was also involved in the development of the car which bore his name.[br]The credit for the first design of sheep shears lies with James Higham, who patented the idea in 1868. However, its practical and commercial success lay in the work of a number of people, to each of whom Frederick Wolseley provides the connecting link.One of three brothers, he emigrated to Australia in 1854 and worked in New South Wales for five years. In 1867 he produced a working model of mechanical sheep shears, but it took a further five years before he actually produced a machine, whilst working as Manager of a sheep station in Victoria. In the intervening period it is possible that he visited America and Britain. On returning to Australia in 1872 he and Robert Savage produced another working model in a workshop in Melbourne. Four years later, by which time Wolseley had acquired the "Euroka" sheep station at Walgett, they tested the model and in 1877 acquired joint patent rights. The machine was not successful, and in 1884 another joint patent, this time with Robert Pickup, was taken out on a cog-gear universal joint. Development was to take several more years, during which a highly skilled blacksmith by the name of George Gray joined the team. It is likely that he was the first person to remove a fleece from a sheep mechanically. Finally, the last to be involved in the development of the shears was another Englishman, John Howard, who emigrated to Australia in 1883 with the intention of developing a shearing machine based on his knowledge of existing horse clippers. Wolseley purchased Howard's patent rights and gave him a job. The first public demonstration of the shears was held at the wool stores of Goldsborough \& Co. of Melbourne. Although the hand shearers were faster, when the three sheep that had been clipped by them were re-shorn using the mechanical machine, a further 2 lb (900 g) of wool was removed.Wolseley placed the first manufacturing order with A.P.Parks, who employed a young Englishman by the name of Herbert Austin. A number of improvements to the design were suggested by Austin, who acquired patents and assigned them to Wolseley in 1895 in return for shares in the company. Austin returned to England to run the Wolseley factory in Birmingham. 104 Worsdell, Thomas William
[br]b. 14 January 1838 Liverpool, Englandd. 28 June 1916 Arnside, Westmorland, England[br]English locomotive engineer, pioneer of the use of two-cylinder compound locomotives in Britain.[br]T.W.Worsdell was the son of Nathaniel Worsdell. After varied training, which included some time in the drawing office of the London \& North Western Railway's Crewe Works, he moved to the Pennsylvania Railroad, USA, in 1865 and shortly became Master Mechanic in charge of its locomotive workshops in Altoona. In 1871, however, he accepted an invitation from F.W. Webb to return to Crewe as Works Manager: it was while he was there that Webb produced his first compound locomotive by rebuilding an earlier simple.In 1881 T.W.Worsdell was appointed Locomotive Superintendent of the Great Eastern Railway. Working with August von Borries, who was Chief Mechanical Engineer of the Hannover Division of the Prussian State Railways, he developed a two-cylinder compound derived from the work of J.T.A. Mallet. Von Borries produced his compound 2–4–0 in 1880, Worsdell followed with a 4–4–0 in 1884; the restricted British loading gauge necessitated substitution of inside cylinders for the outside cylinders used by von Borries, particularly the large low-pressure one. T.W.Worsdell's compounds were on the whole successful and many were built, particularly on the North Eastern Railway, to which he moved as Locomotive Superintendent in 1885. There, in 1888, he started to build, uniquely, two-cylinder compound "single driver" 4–2–2s: one of them was recorded as reaching 86 mph (138 km/h). He also equipped his locomotives with a large side-window cab, which gave enginemen more protection from the elements than was usual in Britain at that time and was no doubt appreciated in the harsh winter climate of northeast England. The idea for the cab probably originated from his American experience. SUBJECT AREA: Agricultural and food technology[br]b. 11 September 1741 London, Englandd. 20 April 1820 Bradford, England[br]English writer and commentator on agricultural affairs; founder and Secretary of the Board of Agriculture (later the Ministry of Agriculture, Fisheries and Food).[br]He was the youngest of the three children of Dr Arthur Young, who was at one time Chaplain to the Speaker of the House of Commons. He learned Latin and Greek at Lavenham School, and at the age of 17 was apprenticed to a mercantile house, an occupation he disliked. He first published The Theatre of the Present War in North America in 1758. He then wrote four novels and began to produce the literary magazine The Universal Museum. After his father's death he returned home to manage his father's farm, and in 1765 he married Martha Allen.Young learned farming by experiment, and three years after his return he took over the rent of a 300 acre farm, Samford Hall in Essex. He was not a practical farmer, and was soon forced to give it up in favour of one of 100 acres (40.5 hectares) in Hertfordshire. He subsidized his farming with his writing, and in 1768 published The Farmer's Letters to the People of England. The first of his books on agricultural tours, Six Weeks Tours through the Counties of England and Wales, was published in 1771. Between 1784 and 1809 he published the Annals of Agriculture, one of whose contributors was George III, who wrote under the pseudonym of Ralph Robinson.By this time he was corresponding with all of influence in agricultural matters, both at home and abroad. George Washington wrote frequently to Young, and George III was reputed to travel always with a copy of his book. The Empress of Russia sent students to him and had his Tours published in Russian. Young made three trips to France in 1787, 1788 and 1789–90 respectively, prior to and during the French Revolution, and his Travels in France (1792) is a remarkable account of that period, made all the more fascinating by his personal contact with people differing as widely as Mirabeau, the French revolutionary leader, and King Louis XVI.Unfortunately, in 1811 an unsuccessful cataract operation left him blind, and he moved from London to his native Bradford, where he remained until his death.[br]Principal Honours and DistinctionsChairman, Agricultural Committee of the Society of Arts 1773: awarded three Gold Medals during his career for his achievements in practical agriculture. [br]b. 30 July 1889 Mourum (near Moscow), Russiad. 29 July 1982 New York City, New York, USA[br]Russian (naturalized American 1924) television pioneer who invented the iconoscope and kinescope television camera and display tubes.[br]Zworykin studied engineering at the Institute of Technology in St Petersburg under Boris Rosing, assisting the latter with his early experiments with television. After graduating in 1912, he spent a time doing X-ray research at the Collège de France in Paris before returning to join the Russian Marconi Company, initially in St Petersburg and then in Moscow. On the outbreak of war in 1917, he joined the Russian Army Signal Corps, but when the war ended in the chaos of the Revolution he set off on his travels, ending up in the USA, where he joined the Westinghouse Corporation. There, in 1923, he filed the first of many patents for a complete system of electronic television, including one for an all-electronic scanning pick-up tube that he called the iconoscope. In 1924 he became a US citizen and invented the kinescope, a hard-vacuum cathode ray tube (CRT) for the display of television pictures, and the following year he patented a camera tube with a mosaic of photoelectric elements and gave a demonstration of still-picture TV. In 1926 he was awarded a PhD by the University of Pittsburgh and in 1928 he was granted a patent for a colour TV system.In 1929 he embarked on a tour of Europe to study TV developments; on his return he joined the Radio Corporation of America (RCA) as Director of the Electronics Research Group, first at Camden and then Princeton, New Jersey. Securing a budget to develop an improved CRT picture tube, he soon produced a kinescope with a hard vacuum, an indirectly heated cathode, a signal-modulation grid and electrostatic focusing. In 1933 an improved iconoscope camera tube was produced, and under his direction RCA went on to produce other improved types of camera tube, including the image iconoscope, the orthicon and image orthicon and the vidicon. The secondary-emission effect used in many of these tubes was also used in a scintillation radiation counter. In 1941 he was responsible for the development of the first industrial electron microscope, but for most of the Second World War he directed work concerned with radar, aircraft fire-control and TV-guided missiles.After the war he worked for a time on high-speed memories and medical electronics, becoming Vice-President and Technical Consultant in 1947. ❢ This much-used verb has no multi-purpose equivalent in French and therefore is very often translated by choosing a synonym: to get lunch = to prepare lunch = préparer le déjeuner. get is used in many idiomatic expressions ( to get something off one's chest etc) and translations will be found in the appropriate entry (chest etc). This is also true of offensive comments ( get stuffed etc) where the appropriate entry would be stuff. Remember that when get is used to express the idea that a job is done not by you but by somebody else ( to get a room painted etc) faire is used in French followed by an infinitive ( faire repeindre une pièce etc). When get has the meaning of become and is followed by an adjective (to get rich/drunk etc) devenir is sometimes useful but check the appropriate entry (rich, drunk etc) as a single verb often suffices ( s'enrichir, s'enivrer etc). It sets out the different classifications of spending for budgeting purposes and why these distinctions have been adopted. It discusses how the public expenditure framework is designed to ensure both sound public finances and an outcome-focused approach to public expenditure.The UK's public spending framework is based on several key principles:"consistency with a long-term, prudent and transparent regime for managing the public finances as a whole;" "the judgement of success by policy outcomes rather than resource inputs;" "strong incentives for departments and their partners in service delivery to plan over several years and plan together where appropriate so as to deliver better public services with greater cost effectiveness; and"the proper costing and management of capital assets to provide the right incentives for public investment.The Government sets policy to meet two firm fiscal rules:"the Golden Rule states that over the economic cycle, the Government will borrow only to invest and not to fund current spending; and"the Sustainable Investment Rule states that net public debt as a proportion of GDP will be held over the economic cycle at a stable and prudent level. Other things being equal, net debt will be maintained below 40 per cent of GDP over the economic cycle.Achievement of the fiscal rules is assessed by reference to the national accounts, which are produced by the Office for National Statistics, acting as an independent agency. The Government sets its spending envelope to comply with these fiscal rules.Departmental Expenditure Limits ( DEL) and Annually Managed Expenditure (AME)"Departmental Expenditure Limit ( DEL) spending, which is planned and controlled on a three year basis in Spending Reviews; and"Annually Managed Expenditure ( AME), which is expenditure which cannot reasonably be subject to firm, multi-year limits in the same way as DEL. AME includes social security benefits, local authority self-financed expenditure, debt interest, and payments to EU institutions.More information about DEL and AME is set out below.In Spending Reviews, firm DEL plans are set for departments for three years. To ensure consistency with the Government's fiscal rules departments are set separate resource (current) and capital budgets. The resource budget contains a separate control total for “near cash” expenditure, that is expenditure such as pay and current grants which impacts directly on the measure of the golden rule.To encourage departments to plan over the medium term departments may carry forward unspent DEL provision from one year into the next and, subject to the normal tests for tautness and realism of plans, may be drawn down in future years. This end-year flexibility also removes any incentive for departments to use up their provision as the year end approaches with less regard to value for money. For the full benefits of this flexibility and of three year plans to feed through into improved public service delivery, end-year flexibility and three year budgets should be cascaded from departments to executive agencies and other budget holders.Three year budgets and end-year flexibility give those managing public services the stability to plan their operations on a sensible time scale. Further, the system means that departments cannot seek to bid up funds each year (before 1997, three year plans were set and reviewed in annual Public Expenditure Surveys). So the credibility of medium-term plans has been enhanced at both central and departmental level.Departments have certainty over the budgetary allocation over the medium term and these multi-year DEL plans are strictly enforced. Departments are expected to prioritise competing pressures and fund these within their overall annual limits, as set in Spending Reviews. So the DEL system provides a strong incentive to control costs and maximise value for money.There is a small centrally held DEL Reserve. Support from the Reserve is available only for genuinely unforeseeable contingencies which departments cannot be expected to manage within their DEL.AME typically consists of programmes which are large, volatile and demand-led, and which therefore cannot reasonably be subject to firm multi-year limits. The biggest single element is social security spending. Other items include tax credits, Local Authority Self Financed Expenditure, Scottish Executive spending financed by non-domestic rates, and spending financed from the proceeds of the National Lottery.AME is reviewed twice a year as part of the Budget and Pre-Budget Report process reflecting the close integration of the tax and benefit system, which was enhanced by the introduction of tax credits.AME is not subject to the same three year expenditure limits as DEL, but is still part of the overall envelope for public expenditure. Affordability is taken into account when policy decisions affecting AME are made.
