Экономические средства государственной макроэкономической политики, используемые для регулирования денежной массы, кредита и процентных ставок. Институты монетарного регулирования, главным образом центральные банки, используют целый ряд методов воздействия на денежную массу. Прежде всего, это операции на открытом рынке (см. Open-market operations). Они нацелены на изменение базы ликвидности банковской системы и выражаются в купле-продаже государственных ценных бумаг (облигаций и казначейских векселей), что ведет к изменению количества средств на банковских депозитах в коммерческих банках и, следовательно, способности банков кредитовать своих клиентов. На практике применение инструментов денежно-кредитной политики сопряжено с множеством трудностей. Одна из проблем заключается в том, что не существует однозначного толкования понятия « денежная масса». Любая попытка установления целевых ориентиров достижения той или иной величины денежной массы может оказаться неудачной из-за «переключения» с одного актива на другой. Предположим, что центральный банк взял курс на достижение показателя М3 с целью регулирования денежной массы и использовал соответствующие методы денежно-кредитной политики для снижения уровня банковских депозитов. Однако этого может быть недостаточно для снижения расходов в экономике. Экономические субъекты могут переключиться на денежный агрегат М4, снимая средства со своих банковских счетов для финансирования текущего потребления (см. Money-supply definitions).
