Конечно, оно нередко, в частности в дипломатической и коммерческой практике, означает именно обмен между сторонами, взаимные уступки. Взаимные уступки по конкретным вопросам на переговорах называют иногда разменом. Но еще чаще trade-off обозначает компромиссный выбор (слово compromise по-английски надо использовать с некоторой осторожностью, так как оно отягощено глагольным значением скомпрометировать), трудное решение, которое принимает человек с учетом разных факторов (по удачному определению American Heritage Dictionary, a balancing of factors all of which are not attainable at the same time).
