Statutory education begins with primary (grade) school (« l'école primaire ») and is attended by children between the ages of six and 10 or 11.━━━━━━━━━━━━━━━━━The École nationale d'administration or ÉNA, in Strasbourg (formerly in Paris), is a competitive-entrance college training top civil servants. Because so many ministers and high-ranking decision-makers are « énarques » (ex-students of ÉNA), the school has often been criticized for exercising too much influence, and French political life is perceived by some as being monopolized by the so-called « énarchie ». → CONCOURS* * *The French school system has three tiers: l'école maternelle (from the age of two); l'école primaire comprising cours préparatoire (CP), cours élémentaire 1 et 2 ( CE1, CE2), cours moyen 1 et 2 ( CM1, CM2); and l'école secondaire ( collège and lycée). 72 Thomas, Sidney Gilchrist
SUBJECT AREA: Metallurgy[br]b. 16 April 1850 London, Englandd. 1 February 1885 Paris, France[br]English inventor of basic steelmaking.[br]Thomas was educated at Dulwich College and from the age of 17, for the next twelve years, he made his living as a police-court clerk, although he studied chemistry in his spare time as an evening student at Birkbeck College, London. While there, he heard of the difficulties encountered by the Bessemer steelmaking process, which at that time was limited to using phosphorus-free iron. Any of this element present in the iron was oxidized to phosphoric acid, which would not react with the acidic lining in the converter, with the result that it would remain in the iron and render it too brittle to use. Unfortunately, phosphoric iron ores are more common than those free of this harmful element. Thomas was attracted by the view that a fortune awaited anyone who could solve this problem, and was not discouraged by the failure of several august figures in the industry, including Siemens and Lowthian Bell.Thomas's knowledge of chemistry taught him that whereas an acidic lining allowed the phosphorus to remain in the iron, a basic lining would react with it to form part of the slag, which could then be tapped off. His experiments to find a suitable material were conducted in difficult conditions, in his spare time with meagre apparatus. Finally he found that a converter lined with dolomite, a form of limestone, would succeed, and he appealed to his cousin Percy Carlyle Gilchrist, Chemist at the Blaenavon Ironworks in Monmouthshire, for help in carrying out pilot-scale trials. In 1879 he gave up his police-court job to devote himself to the work, and in the same year they patented the Thomas- Gilchrist process. The first licence to use it was granted to Bolckow, Vaughan \& Co. of Middlesborough, and there the first steel was made in a basic Bessemer converter on 4 April 1879. The process was rapidly taken up and spread widely in Europe and beyond and was applied to other furnaces. Thomas made a fortune, but his health did not long allow him to enjoy it, for he died at the early age of 34.[br]BibliographyL.G.Thompson, 1940, Sidney Gilchrist Thomas, an Invention and Its Consequences, London: Faber.T.G.Davies, 1978, Blaenavon and Sidney Gilchrist Thomas, Sheffield: Historical Metallurgy Society.LRDBiographical history of technology > Thomas, Sidney Gilchrist

73 Whitworth, Sir Joseph
[br]b. 21 December 1803 Stockport, Cheshire, Englandd. 22 January 1887 Monte Carlo, Monaco[br]English mechanical engineer and pioneer of precision measurement.[br]Joseph Whitworth received his early education in a school kept by his father, but from the age of 12 he attended a school near Leeds. At 14 he joined his uncle's mill near Ambergate, Derbyshire, to learn the business of cotton spinning. In the four years he spent there he realized that he was more interested in the machinery than in managing a cotton mill. In 1821 he obtained employment as a mechanic with Crighton \& Co., Manchester. In 1825 he moved to London and worked for Henry Maudslay and later for the Holtzapffels and Joseph Clement. After these years spent gaining experience, he returned to Manchester in 1833 and set up in a small workshop under a sign "Joseph Whitworth, Tool Maker, from London".The business expanded steadily and the firm made machine tools of all types and other engineering products including steam engines. From 1834 Whitworth obtained many patents in the fields of machine tools, textile and knitting machinery and road-sweeping machines. By 1851 the company was generally regarded as the leading manufacturer of machine tools in the country. Whitworth was a pioneer of precise measurement and demonstrated the fundamental mode of producing a true plane by making surface plates in sets of three. He advocated the use of the decimal system and made use of limit gauges, and he established a standard screw thread which was adopted as the national standard. In 1853 Whitworth visited America as a member of a Royal Commission and reported on American industry. At the time of the Crimean War in 1854 he was asked to provide machinery for manufacturing rifles and this led him to design an improved rifle of his own. Although tests in 1857 showed this to be much superior to all others, it was not adopted by the War Office. Whitworth's experiments with small arms led on to the construction of big guns and projectiles. To improve the quality of the steel used for these guns, he subjected the molten metal to pressure during its solidification, this fluid-compressed steel being then known as "Whitworth steel".In 1868 Whitworth established thirty annual scholarships for engineering students. After his death his executors permanently endowed the Whitworth Scholarships and distributed his estate of nearly half a million pounds to various educational and charitable institutions. Whitworth was elected an Associate of the Institution of Civil Engineers in 1841 and a Member in 1848 and served on its Council for many years. He was elected a Member of the Institution of Mechanical Engineers in 1847, the year of its foundation.[br]Principal Honours and DistinctionsBaronet 1869. FRS 1857. SUBJECT AREA: Aerospace[br]b. 18 February 1832 Paris, Franced. 24 November 1910 Chicago, USA[br]American engineer, developer of successful hang-gliders in the 1890s and disseminator of aeronautical information.[br]Chanute was born in Paris, but from the age of 6 he lived in the United States, where he became a prominent railway engineer. He developed an interest in aviation relatively late in life, and in fact built his first glider at the age of 64. Before that, he had collected all the information he could find on aviation, especially on the work of Otto Lilienthal in Germany. In 1894 he published an account of these researches in a classic work, Progress in Flying Machines.By 1896 Chanute was ready to carry out practical experiments of his own and designed a series of hang-gliders. He started with a Lilienthal-type monoplane and progressed to his very successful biplane glider. He used a bridge-truss method of cross-bracing to give his wings the required strength, a system used by many of his successors, including the Wright brothers. Chanute's gliders were flown on the shore of Lake Michigan by his two young assistants A.M.Herring and W.Avery. The biplane glider made some seven hundred flights without mishap, covering up to 100 m (110 yds). In 1898 Herring fitted an engine into a modified glider and claimed to have made two short hops.In 1900 the Wright brothers made contact with Chanute and sought his advice, which he readily gave, indeed, he became one of their most trusted advisors. In 1903 Chanute travelled to Paris and gave an illustrated lecture describing his own and the Wrights' gliding successes, generating much interest amongst European aviators.[br]Principal Honours and DistinctionsRoyal Aeronautical Society Gold Medal 1910.Bibliography1894, Progress in Flying Machines, New York (Chanute's classic work).Further ReadingC.H.Gibbs-Smith, 1986, Aviation, London.—1965, The Invention of the Aeroplane 1799–1909, London (both describe Chanute's place in the history of aviation).T.D.Crouch, A Dream of Wings, Americans and the Airplane 1875–1905 (includes several chapters on Chanute and a comprehensive bibliography).Chanute is also mentioned in most of the biographies of the Wright brothers.JDSBiographical history of technology > Chanute, Octave Alexandre

77 Marshall, William
SUBJECT AREA: Agricultural and food technology[br]b. baptized 28 July 1745 Yorkshire, Englandd. 1818 Pickering, Yorkshire, England[br]English commentator and writer on agriculture who established the first agricultural college in Britain.[br]Little is known for certain about William Marshall's early life, other than that he was baptized at Sinnington in the West Riding of Yorkshire. On his own account he was involved in trade in the West Indies from the age of 15 for a period of fourteen years. It is assumed that he was financially successful in this, for on his return to England in 1774 he was able to purchase Addisham Farm in Surrey. Having sacked his bailiff he determined to keep a minute book relating to all transactions on the farm, which he was now managing for himself. On these entries he made additional comments. The publication of these writings was the beginning of a substantial review of agriculture in Britain and a criticism of existing practices. From 1779 he acted as agent on a Norfolk estate, and his five years in that position resulted in The Rural Economy of Norfolk, the first of a series of county reviews that he was to write, intending the somewhat ambitious task of surveying the whole country. By 1808 Marshall had accumulated sufficient capital to be able to purchase a substantial property in the Vale of Cleveland, where he lived for the rest of his life. At the time of his death he was engaged in the erection of a building to serve as an agricultural college; the same building is now a rural-life museum.[br]BibliographyOther titles in his Rural Economy series included Yorkshire in 1788, Gloucester in 1789, The Midland Counties in 1790, The West of England in 1796, and The Southern Counties two years later. Further titles included Experiments and Observations Concerning Agriculture and the Weather in 1779, Observations on the Different Breeds of Sheep in 1792, The General View of the Agriculture of Central HighlandScotland in 1794, and Planting and Rural Ornament in 1796. He also wrote On the Enclosure of Commonable and Intermixed Lands in 1801, On the Landed Property of England, an Elementary Practical Treatise in 1804, and On the Management of Landed Estates in 1806. He was not asked to write any of the County Surveys produced by the Board of Agriculture, despite his own claims to the origin of the idea. Instead in 1817 he wrote A Review and Complete Abstract of the Reports of the Board of Agriculture as his own criticism of them.Further ReadingJoan Thirsk, 1989, The Agrarian History of England and Wales, Vol. VI (deals with the years 1750 to 1850, the period associated with Marshall).Pamela Horn, 1982, William Marshall (1745–1818) and the Georgian Countryside, Beacon (gives a more specific account).AP -
