This can be a source of tension as stations seek to preserve their localism and PBS strives to market a consistent national line-up. However, PBS has a policy of ""common carriage"" requiring most stations to clear the national prime time programs on a common schedule, so that they can be more effectively marketed on a national basis. This setup is in many ways similar to the pre-2002 British ITV system of having some ""networked"" programs shown nationwide on all network contractors, and the remainder of scheduling being up to individual affiliates." "Unlike its radio counterpart, National Public Radio, PBS has no central program production arm or news department. All of the programming carried by PBS, whether news, documentary, or entertainment, is created by (or in most cases produced under contract with) other parties, such as individual member stations. WGBH in Boston is one of the largest producers of educational programming. News programs are produced by WETA-TV in Washington, D.C., WNET in New York and WPBT in Miami. The Charlie Rose interview show, Secrets of the Dead, NOW, Nature, Cyberchase, and The NewsHour with Jim Lehrer come from or through WNET in New York. Once a program is offered to and accepted by PBS for distribution, PBS (and not the member station that supplied the program) retains exclusive rights for rebroadcasts during the period for which such rights were granted; the suppliers do maintain the right to sell the program in non-broadcast media such as DVDs, books, and sometimes PBS licensed merchandise (but sometimes grant such ancillary rights as well to PBS)." "PBS stations are commonly operated by non-profit organizations, state agencies, local authorities (e.g., municipal boards of education), or universities in their community of license. 33 Eisler, Paul
[br]b. 1907 Vienna, Austria[br]Austrian engineer responsible for the invention of the printed circuit.[br]At the age of 23, Eisler obtained a Diploma in Engineering from the Technical University of Vienna. Because of the growing Nazi influence in Austria, he then accepted a post with the His Master's Voice (HMV) agents in Belgrade, where he worked on the problems of radio reception and sound transmission in railway trains. However, he soon returned to Vienna to found a weekly radio journal and file patents on graphical sound recording (for which he received a doctorate) and on a system of stereoscopic television based on lenticular vertical scanning.In 1936 he moved to England and sold the TV patent to Marconi for £250. Unable to find a job, he carried out experiments in his rooms in a Hampstead boarding-house; after making circuits using strip wires mounted on bakelite sheet, he filed his first printed-circuit patent that year. He then tried to find ways of printing the circuits, but without success. Obtaining a post with Odeon Theatres, he invented a sound-level control for films and devised a mirror-drum continuous-film projector, but with the outbreak of war in 1939, when the company was evacuated, he chose to stay in London and was interned for a while. Released in 1941, he began work with Henderson and Spalding, a firm of lithographic printers, to whom he unwittingly assigned all future patents for the paltry sum of £1. In due course he perfected a means of printing conducting circuits and on 3 February 1943 he filed three patents covering the process. The British Ministry of Defence rejected the idea, considering it of no use for military equipment, but after he had demonstrated the technique to American visitors it was enthusiastically taken up in the US for making proximity fuses, of which many millions were produced and used for the war effort. Subsequently the US Government ruled that all air-borne electronic circuits should be printed.In the late 1940s the Instrument Department of Henderson and Spalding was split off as Technograph Printed Circuits Ltd, with Eisler as Technical Director. In 1949 he filed a further patent covering a multilayer system; this was licensed to Pye and the Telegraph Condenser Company. A further refinement, patented in the 1950s, the use of the technique for telephone exchange equipment, but this was subsequently widely infringed and although he negotiated licences in the USA he found it difficult to license his ideas in Europe. In the UK he obtained finance from the National Research and Development Corporation, but they interfered and refused money for further development, and he eventually resigned from Technograph. Faced with litigation in the USA and open infringement in the UK, he found it difficult to establish his claims, but their validity was finally agreed by the Court of Appeal (1969) and the House of Lords (1971).As a freelance inventor he filed many other printed-circuit patents, including foil heating films and batteries. When his Patent Agents proved unwilling to fund the cost of filing and prosecuting Complete Specifications he set up his own company, Eisler Consultants Ltd, to promote food and space heating, including the use of heated cans and wallpaper! [br]b. 20 April 1786 Annonay, Ardèche, Franced. 24 February 1875 Annonay, Ardèche, France[br]French engineer, inventor of multi-tubular firetube boiler.[br]Seguin trained under Joseph Montgolfier, one of the inventors of the hot-air balloon, and became a pioneer of suspension bridges. In 1825 he was involved in an attempt to introduce steam navigation to the River Rhône using a tug fitted with a winding drum to wind itself upstream along a cable attached to a point on the bank, with a separate boat to transfer the cable from point to point. The attempt proved unsuccessful and was short-lived, but in 1825 Seguin had decided also to seek a government concession for a railway from Saint-Etienne to Lyons as a feeder of traffic to the river. He inspected the Stockton \& Darlington Railway and met George Stephenson; the concession was granted in 1826 to Seguin Frères \& Ed. Biot and two steam locomotives were built to their order by Robert Stephenson \& Co. The locomotives were shipped to France in the spring of 1828 for evaluation prior to construction of others there; each had two vertical cylinders, one each side between front and rear wheels, and a boiler with a single large-diameter furnace tube, with a watertube grate. Meanwhile, in 1827 Seguin, who was still attempting to produce a steamboat powerful enough to navigate the fast-flowing Rhône, had conceived the idea of increasing the heating surface of a boiler by causing the hot gases from combustion to pass through a series of tubes immersed in the water. He was soon considering application of this type of boiler to a locomotive. He applied for a patent for a multi-tubular boiler on 12 December 1827 and carried out numerous experiments with various means of producing a forced draught to overcome the perceived obstruction caused by the small tubes. By May 1829 the steam-navigation venture had collapsed, but Seguin had a locomotive under construction in the workshops of the Lyons-Sain t- Etienne Railway: he retained the cylinder layout of its Stephenson locomotives, but incorporated a boiler of his own design. The fire was beneath the barrel, surrounded by a water-jacket: a single large flue ran towards the front of the boiler, whence hot gases returned via many small tubes through the boiler barrel to a chimney above the firedoor. Draught was provided by axle-driven fans on the tender.Seguin was not aware of the contemporary construction of Rocket, with a multi-tubular boiler, by Robert Stephenson; Rocket had its first trial run on 5 September 1829, but the precise date on which Seguin's locomotive first ran appears to be unknown, although by 20 October many experiments had been carried out upon it. Seguin's concept of a multi-tubular locomotive boiler therefore considerably antedated that of Henry Booth, and his first locomotive was completed about the same date as Rocket. I never wrote or concluded that the mind required innate ideas which were in some sort different from its faculty of thinking; but when I observed the existence in me of certain thoughts which proceeded, not from extraneous objects nor from the determination of my will, but solely from the faculty of thinking which is within me, then...
