SUBJECT AREA: Civil engineering[br]b. 11 July 1826 Melksham, Wiltshire, Englandd. 4 December 1864 Ackworth, Yorkshire, England[br]English engineer and inventor who developed a steam-powered system of mole land drainage, and a two-engined system of land cultivation, founding the Steam Plough Works in Leeds.[br]The son of a Quaker merchant, John Fowler entered the business of a county corn merchant on leaving school, but he found this dull and left as soon as he came of age, joining the Middlesbrough company of Gilkes, Wilson \& Hopkins, railway locomotive manufacturers. In 1849, at the age of 23, Fowler visited Ireland and was so distressed by the state of Irish agriculture that he determined to develop a system to deal with the drainage of land. He designed an implement which he patented in 1850 after a period of experimentation. It was able to lay wooden pipes to a depth of two feet, and was awarded the Silver Medal at the 1850 Royal Agriculture Show. By 1854, using a steam engine made by Clayton \& Shuttleworth, he had applied steam power to his invention and gained another award that year at the Royal Show. The following year he turned his attention to steam ploughing. He first developed a single-engined system that used a double windlass with which to haul a plough backwards and forwards across fields. In 1856 he patented his balance plough, and the following year he read a paper to the Institution of Mechanical Engineers at their Birmingham premises, describing the system. In 1858 he won the Royal Agricultural Society award with a plough built for him by Ransomes. Fowler founded the Steam Plough Works in Leeds and in 1862 production began in partnership with William Watson Hewitson. Within two years they were producing the first of a series of engines which were to make the name Fowler known worldwide. The "opposition" of metaphor and metonymy therefore may be said to represent in effect the essence of the total opposition between the synchronic mode of language (its immediate, coexistent, "vertical" relationships) and its diachronic mode (its sequential, successive, lineal progressive relationships). The resource budget contains a separate control total for “near cash” expenditure, that is expenditure such as pay and current grants which impacts directly on the measure of the golden rule.This paper provides background information on the framework for the planning and control of public expenditure in the UK which has been operated since the 1998 Comprehensive Spending Review (CSR). It sets out the different classifications of spending for budgeting purposes and why these distinctions have been adopted. It discusses how the public expenditure framework is designed to ensure both sound public finances and an outcome-focused approach to public expenditure.The UK's public spending framework is based on several key principles:"consistency with a long-term, prudent and transparent regime for managing the public finances as a whole;" "the judgement of success by policy outcomes rather than resource inputs;" "strong incentives for departments and their partners in service delivery to plan over several years and plan together where appropriate so as to deliver better public services with greater cost effectiveness; and"the proper costing and management of capital assets to provide the right incentives for public investment.The Government sets policy to meet two firm fiscal rules:"the Golden Rule states that over the economic cycle, the Government will borrow only to invest and not to fund current spending; and"the Sustainable Investment Rule states that net public debt as a proportion of GDP will be held over the economic cycle at a stable and prudent level. Other things being equal, net debt will be maintained below 40 per cent of GDP over the economic cycle.Achievement of the fiscal rules is assessed by reference to the national accounts, which are produced by the Office for National Statistics, acting as an independent agency. The Government sets its spending envelope to comply with these fiscal rules.Departmental Expenditure Limits ( DEL) and Annually Managed Expenditure (AME)"Departmental Expenditure Limit ( DEL) spending, which is planned and controlled on a three year basis in Spending Reviews; and"Annually Managed Expenditure ( AME), which is expenditure which cannot reasonably be subject to firm, multi-year limits in the same way as DEL. AME includes social security benefits, local authority self-financed expenditure, debt interest, and payments to EU institutions.More information about DEL and AME is set out below.In Spending Reviews, firm DEL plans are set for departments for three years. To ensure consistency with the Government's fiscal rules departments are set separate resource (current) and capital budgets. The resource budget contains a separate control total for “near cash” expenditure, that is expenditure such as pay and current grants which impacts directly on the measure of the golden rule.To encourage departments to plan over the medium term departments may carry forward unspent DEL provision from one year into the next and, subject to the normal tests for tautness and realism of plans, may be drawn down in future years. This end-year flexibility also removes any incentive for departments to use up their provision as the year end approaches with less regard to value for money. For the full benefits of this flexibility and of three year plans to feed through into improved public service delivery, end-year flexibility and three year budgets should be cascaded from departments to executive agencies and other budget holders.Three year budgets and end-year flexibility give those managing public services the stability to plan their operations on a sensible time scale. Further, the system means that departments cannot seek to bid up funds each year (before 1997, three year plans were set and reviewed in annual Public Expenditure Surveys). So the credibility of medium-term plans has been enhanced at both central and departmental level.Departments have certainty over the budgetary allocation over the medium term and these multi-year DEL plans are strictly enforced. Departments are expected to prioritise competing pressures and fund these within their overall annual limits, as set in Spending Reviews. So the DEL system provides a strong incentive to control costs and maximise value for money.There is a small centrally held DEL Reserve. Support from the Reserve is available only for genuinely unforeseeable contingencies which departments cannot be expected to manage within their DEL.AME typically consists of programmes which are large, volatile and demand-led, and which therefore cannot reasonably be subject to firm multi-year limits. The biggest single element is social security spending. Other items include tax credits, Local Authority Self Financed Expenditure, Scottish Executive spending financed by non-domestic rates, and spending financed from the proceeds of the National Lottery.AME is reviewed twice a year as part of the Budget and Pre-Budget Report process reflecting the close integration of the tax and benefit system, which was enhanced by the introduction of tax credits.AME is not subject to the same three year expenditure limits as DEL, but is still part of the overall envelope for public expenditure. Affordability is taken into account when policy decisions affecting AME are made. The Government has committed itself not to take policy measures which are likely to have the effect of increasing social security or other elements of AME without taking steps to ensure that the effects of those decisions can be accommodated prudently within the Government's fiscal rules.Given an overall envelope for public spending, forecasts of AME affect the level of resources available for DEL spending. Cautious estimates and the AME margin are built in to these AME forecasts and reduce the risk of overspending on AME.Together, DEL plus AME sum to Total Managed Expenditure (TME). TME is a measure drawn from national accounts. It represents the current and capital spending of the public sector. The public sector is made up of central government, local government and public corporations.Resource and Capital Budgets are set in terms of accruals information. Accruals information measures resources as they are consumed rather than when the cash is paid. [br]b. 23 March 1912 Wirsitz, Germanyd. 16 June 1977 Alexandria, Virginia, USA[br]German pioneer in rocket development.[br]Von Braun's mother was an amateur astronomer who introduced him to the futuristic books of Jules Verne and H.G.Wells and gave him an astronomical telescope. He was a rather slack and undisciplined schoolboy until he came across Herman Oberth's book By Rocket to Interplanetary Space. He discovered that he required a good deal of mathematics to follow this exhilarating subject and immediately became an enthusiastic student.The Head of the Ballistics and Armaments branch of the German Army, Professor Karl Becker, had asked the engineer Walter Dornberger to develop a solid-fuel rocket system for short-range attack, and one using liquid-fuel rockets to carry bigger loads of explosives beyond the range of any known gun. Von Braun joined the Verein für Raumschiffsfahrt (the German Space Society) as a young man and soon became a leading member. He was asked by Rudolf Nebel, VfR's chief, to persuade the army of the value of rockets as weapons. Von Braun wisely avoided all mention of the possibility of space flight and some financial backing was assured. Dornberger in 1932 built a small test stand for liquid-fuel rockets and von Braun built a small rocket to test it; the success of this trial won over Dornberger to space rocketry.Initially research was carried out at Kummersdorf, a suburb of Berlin, but it was decided that this was not a suitable site. Von Braun recalled holidays as a boy at a resort on the Baltic, Peenemünde, which was ideally suited to rocket testing. Work started there but was not completed until August 1939, when the group of eighty engineers and scientists moved in. A great fillip to rocket research was received when Hitler was shown a film and was persuaded of the efficacy of rockets as weapons of war. A factory was set up in excavated tunnels at Mittelwerk in the Harz mountains. Around 6,000 "vengeance" weapons were built, some 3,000 of which were fired on targets in Britain and 2,000 of which were still in storage at the end of the Second World War.Peenemünde was taken by the Russians on 5 May 1945, but by then von Braun was lodging with many of his colleagues at an inn, Haus Ingeburg, near Oberjoch. They gave themselves up to the Americans, and von Braun presented a "prospectus" to the Americans, pointing out how useful the German rocket team could be. In "Operation Paperclip" some 100 of the team were moved to the United States, together with tons of drawings and a number of rocket missiles. Von Braun worked from 1946 at the White Sands Proving Ground, New Mexico, and in 1950 moved to Redstone Arsenal, Huntsville, Alabama. In 1953 he produced the Redstone missile, in effect a V2 adapted to carry a nuclear warhead a distance of 320 km (199 miles). The National Aeronautics and Space Administration (NASA) was formed in 1958 and recruited von Braun and his team. He was responsible for the design of the Redstone launch vehicles which launched the first US satellite, Explorer 1, in 1958, and the Mercury capsules of the US manned spaceflight programme which carried Alan Shepard briefly into space in 1961 and John Glenn into earth orbit in 1962. He was also responsible for the Saturn series of large, staged launch vehicles, which culminated in the Saturn V rocket which launched the Apollo missions taking US astronauts for the first human landing on the moon in 1969. SUBJECT AREA: Weapons and armour[br]b. 22 November 1817 Chester, Vermont, USAd. 10 March 1892 Hartford, Connecticut, USA[br]American gunsmith and inventor.[br]Richard S.Lawrence received only an elementary education and as a young man worked on local farms and later in a woodworking shop. His work there included making carpenters' and joiners' tools and he spent some of his spare time in a local gunsmith's shop. After a brief period of service in the Army, he obtained employment in 1838 with N.Kendall \& Co. of Windsor, Vermont, making guns at the Windsor prison. Within six months he was put in charge of the work, continuing in this position until 1842 when the gun-making ceased; he remained at the prison for a time in charge of the carriage shop. In 1843 he opened a gun shop in Windsor in partnership with Kendall, and the next year S.E. Robbins, a businessman, helped them obtain a contract from the Federal Government for 10,000 rifles. A new company, Robbins, Kendall \& Lawrence, was formed and a factory was built at Windsor. Three years later Kendall's share of the business was purchased by his partners and the firm became Robbins \& Lawrence. Lawrence supervised the design and production and, to improve methods of manufacture, developed new machine tools with the aid of F.W. Howe. In 1850 Lawrence introduced the lubrication of bullets, which practice ensured the success of the breech-loading rifle. Also in 1850, the company undertook to manufacture railway cars, but this involved them in a considerable financial loss. The company took to the Great Exhibition of 1851 in London, England, a set of rifles built on the interchangeable system. The interest this created resulted in a visit of some members of the British Royal Small Arms Commission to America and subsequently an order for 150 machine tools, jigs and fixtures from Robbins \& Lawrence, to be installed at the small-arms factory at Enfield. In 1852 the company contracted to manufacture Sharps rifles and carbines at a new factory to be built at Hartford, Connecticut. Lawrence moved to Hartford in 1853 to superintend the building and equipment of the plant. Shortly afterwards, however, a promised order for a large number of rifles failed to materialize and, following its earlier financial difficulties, Robbins \& Lawrence was forced into bankruptcy. The Hartford plant was acquired by the Sharps Rifle Company in 1856 and Lawrence remained there as Superintendent until 1872. [br]b. 1831 Mansfield, Connecticut, USAd. 1909 Milwaukee, Wisconsin, USA[br]American contributor to the development of the Corliss valve steam engine, including the "Manhattan" layout.[br]Edwin Reynolds grew up at a time when formal engineering education in America was almost unavailable, but through his genius and his experience working under such masters as G.H. Corliss and William Wright, he developed into one of the best mechanical engineers in the country. When he was Plant Superintendent for the Corliss Steam Engine Company, he built the giant Corliss valve steam engine displayed at the 1876 Centennial Exhibition. In July 1877 he left the Corliss Steam Engine Company to join Edward Allis at his Reliance Works, although he was offered a lower salary. In 1861 Allis had moved his business to the Menomonee Valley, where he had the largest foundry in the area. Immediately on his arrival with Allis, Reynolds began desig-ning and building the "Reliance-Corliss" engine, which becamea symbol of simplicity, economy and reliability. By early 1878 the new engine was so successful that the firm had a six-month backlog of orders. In 1888 he built the first triple-expansion waterworks-pumping engine in the United States for the city of Milwaukee, and in the same year he patented a new design of blowing engine for blast furnaces. He followed this in March 1892 with the first steam engine sets coupled directly to electric generators when Allis-Chalmers contracted to build two Corliss cross-compound engines for the Narragansett Light Company of Providence, Rhode Island. In 1893, one of the impressive attractions at the World's Columbian Exposition in Chicago was the 3,000 hp (2,200 kW) quadruple-expansion Reynolds-Corliss engine designed by Reynolds, who continued to make significant improvements and gained worldwide recognition of his outstanding achievements in engine building.Reynolds was asked to go to New York in 1898 for consultation about some high-horsepower engines for the Manhattan transport system. There, 225 railway locomotives were to be replaced by electric trains, which would be supplied from one generating station producing 60,000 hp (45,000 kW). Reynolds sketched out his ideas for 10,000 hp (7,500 kW) engines while on the train. Because space was limited, he suggested a four-cylinder design with two horizontal-high-pressure cylinders and two vertical, low-pressure ones. One cylinder of each type was placed on each side of the flywheel generator, which with cranks at 135° gave an exceptionally smooth-running compact engine known as the "Manhattan". A further nine similar engines that were superheated and generated three-phase current were supplied in 1902 to the New York Interborough Rapid Transit Company. A switchboard as defined in the National Electrical Code is a large single panel, frame, or assembly of panels on which are mounted, on the face or back or both switches, overcurrent and other protective devices, buses, and, usually, instruments.
Switchboards are generally accessible from the rear as well as from the front and are not intended to be installed in cabinets.
The types of switchboards, classified by basic features of construction, are as follows:

The IEC 61439 standard aims to better define " low-voltage switchgear and controlgear assemblies", ensuring that the specified performances are reached.
It specifies in particular:

Managers of installations, fully aware of the professional and legal liabilities weighing on their company and on themselves, demand a high level of safety for the electrical installation.
What is more, the serious economic consequences of prolonged halts in production mean that the electrical switchboard must provide excellent continuity of service, whatever the operating conditions.

Шкала номинальных напряжений ограничена сравнительно небольшим числом стандартных значений, благодаря чему изготавливается небольшое число типоразмеров машин и оборудования, а электросети выполняются более экономичными. В установках трехфазного тока номинальным напряжением принято считать напряжение между фазами (междуфазовое напряжение). Согласнодля электросетей переменного тока частотой 50 Гц междуфазовое напряжение должно быть: 12, 24, 36, 42, 127, 220, 380 В; 3, 6, 10, 20, 35, 110, 150, 220, 330, 500, 750 и 1150 кВ;

В РУ напряжением до 1000 В провода, шины, аппараты, приборы и конструкции выбирают как по нормальным условиям работы (напряжению и току), так и по термическим и динамическим воздействиям токов коротких замыканий (КЗ) или предельно допустимой отключаемой мощности.
