61 Lobnitz, Frederick
SUBJECT AREA: Ports and shipping[br]b. 7 September 1863 Renfrew, Scotlandd. 7 December 1932 Crookston, Renfrewshire, Scotland[br]Scottish shipbuilder, expert in dredge technology.[br]Lobnitz was the son of Henry Christian Lobnitz. His father was born in Denmark in 1831, and had worked for some years in both England and Scotland before becoming a naturalized British subject. Ultimately Henry joined the Clyde shipyard of James Henderson \& Son and worked there until his death, by which time he was sole proprietor and the yard was called Lobnitz \& Co. By this time the shipyard was the acknowledged world leader in rock-cutting machinery.Frederick was given the opportunity to travel in Europe during the late 1870s and early 1880s. He studied at Bonn, Heidelberg and at the Zurich Polytechnic, and also served an apprenticeship at the Fairfield Shipyard of John Elder \& Co. of Glasgow. One of his first tasks was to supervise the construction and commissioning of a subaqueous rock excavator, and then he was asked to direct rock excavations at the Suez Canal.In 1888 Frederick Lobnitz was made a partner of the company by his father and was to remain with them until his death, at which time he was Chairman. By this time the shipyard was a private limited company and had continued to enhance its name in the specialized field of dredging. At that time the two greatest dredge builders in the world (and deadly rivals) were situated next to each other on the banks of the Clyde at Renfrew; in 1957 they merged as Simons-Lobnitz Ltd. In 1915 Lobnitz was appointed Deputy Director for Munitions in Scotland and one year later he became Director, a post he held until 1919. Having investigated the running of munitions factories in France, he released scarce labour for the war effort by staffing the plants under his control with female and unskilled labour.[br]Principal Honours and DistinctionsKnighted 1920. Officier de la Légion d'honneur.Further ReadingFred M.Walker, 1984, Song of the Clyde. A History of Clyde Shipbuilding Cambridge: PSL.Lobnitz \& Co., n.d., Romance of Dredging.FMW -
62 Stephenson, Robert
[br]b. 16 October 1803 Willington Quay, Northumberland, Englandd. 12 October 1859 London, England[br]English engineer who built the locomotive Rocket and constructed many important early trunk railways.[br]Robert Stephenson's father was George Stephenson, who ensured that his son was educated to obtain the theoretical knowledge he lacked himself. In 1821 Robert Stephenson assisted his father in his survey of the Stockton \& Darlington Railway and in 1822 he assisted William James in the first survey of the Liverpool \& Manchester Railway. He then went to Edinburgh University for six months, and the following year Robert Stephenson \& Co. was named after him as Managing Partner when it was formed by himself, his father and others. The firm was to build stationary engines, locomotives and railway rolling stock; in its early years it also built paper-making machinery and did general engineering.In 1824, however, Robert Stephenson accepted, perhaps in reaction to an excess of parental control, an invitation by a group of London speculators called the Colombian Mining Association to lead an expedition to South America to use steam power to reopen gold and silver mines. He subsequently visited North America before returning to England in 1827 to rejoin his father as an equal and again take charge of Robert Stephenson \& Co. There he set about altering the design of steam locomotives to improve both their riding and their steam-generating capacity. Lancashire Witch, completed in July 1828, was the first locomotive mounted on steel springs and had twin furnace tubes through the boiler to produce a large heating surface. Later that year Robert Stephenson \& Co. supplied the Stockton \& Darlington Railway with a wagon, mounted for the first time on springs and with outside bearings. It was to be the prototype of the standard British railway wagon. Between April and September 1829 Robert Stephenson built, not without difficulty, a multi-tubular boiler, as suggested by Henry Booth to George Stephenson, and incorporated it into the locomotive Rocket which the three men entered in the Liverpool \& Manchester Railway's Rainhill Trials in October. Rocket, was outstandingly successful and demonstrated that the long-distance steam railway was practicable.Robert Stephenson continued to develop the locomotive. Northumbrian, built in 1830, had for the first time, a smokebox at the front of the boiler and also the firebox built integrally with the rear of the boiler. Then in Planet, built later the same year, he adopted a layout for the working parts used earlier by steam road-coach pioneer Goldsworthy Gurney, placing the cylinders, for the first time, in a nearly horizontal position beneath the smokebox, with the connecting rods driving a cranked axle. He had evolved the definitive form for the steam locomotive.Also in 1830, Robert Stephenson surveyed the London \& Birmingham Railway, which was authorized by Act of Parliament in 1833. Stephenson became Engineer for construction of the 112-mile (180 km) railway, probably at that date the greatest task ever undertaken in of civil engineering. In this he was greatly assisted by G.P.Bidder, who as a child prodigy had been known as "The Calculating Boy", and the two men were to be associated in many subsequent projects. On the London \& Birmingham Railway there were long and deep cuttings to be excavated and difficult tunnels to be bored, notoriously at Kilsby. The line was opened in 1838.In 1837 Stephenson provided facilities for W.F. Cooke to make an experimental electrictelegraph installation at London Euston. The directors of the London \& Birmingham Railway company, however, did not accept his recommendation that they should adopt the electric telegraph and it was left to I.K. Brunel to instigate the first permanent installation, alongside the Great Western Railway. After Cooke formed the Electric Telegraph Company, Stephenson became a shareholder and was Chairman during 1857–8.Earlier, in the 1830s, Robert Stephenson assisted his father in advising on railways in Belgium and came to be increasingly in demand as a consultant. In 1840, however, he was almost ruined financially as a result of the collapse of the Stanhope \& Tyne Rail Road; in return for acting as Engineer-in-Chief he had unwisely accepted shares, with unlimited liability, instead of a fee.During the late 1840s Stephenson's greatest achievements were the design and construction of four great bridges, as part of railways for which he was responsible. The High Level Bridge over the Tyne at Newcastle and the Royal Border Bridge over the Tweed at Berwick were the links needed to complete the East Coast Route from London to Scotland. For the Chester \& Holyhead Railway to cross the Menai Strait, a bridge with spans as long-as 460 ft (140 m) was needed: Stephenson designed them as wrought-iron tubes of rectangular cross-section, through which the trains would pass, and eventually joined the spans together into a tube 1,511 ft (460 m) long from shore to shore. Extensive testing was done beforehand by shipbuilder William Fairbairn to prove the method, and as a preliminary it was first used for a 400 ft (122 m) span bridge at Conway.In 1847 Robert Stephenson was elected MP for Whitby, a position he held until his death, and he was one of the exhibition commissioners for the Great Exhibition of 1851. In the early 1850s he was Engineer-in-Chief for the Norwegian Trunk Railway, the first railway in Norway, and he also built the Alexandria \& Cairo Railway, the first railway in Africa. This included two tubular bridges with the railway running on top of the tubes. The railway was extended to Suez in 1858 and for several years provided a link in the route from Britain to India, until superseded by the Suez Canal, which Stephenson had opposed in Parliament. The greatest of all his tubular bridges was the Victoria Bridge across the River St Lawrence at Montreal: after inspecting the site in 1852 he was appointed Engineer-in-Chief for the bridge, which was 1 1/2 miles (2 km) long and was designed in his London offices. Sadly he, like Brunel, died young from self-imposed overwork, before the bridge was completed in 1859.[br]Principal Honours and DistinctionsFRS 1849. President, Institution of Mechanical Engineers 1849. President, Institution of Civil Engineers 1856. Order of St Olaf (Norway). Order of Leopold (Belgium). 64 near cash
The resource budget contains a separate control total for “near cash” expenditure, that is expenditure such as pay and current grants which impacts directly on the measure of the golden rule.This paper provides background information on the framework for the planning and control of public expenditure in the UK which has been operated since the 1998 Comprehensive Spending Review (CSR). It sets out the different classifications of spending for budgeting purposes and why these distinctions have been adopted. It discusses how the public expenditure framework is designed to ensure both sound public finances and an outcome-focused approach to public expenditure.The UK's public spending framework is based on several key principles:"consistency with a long-term, prudent and transparent regime for managing the public finances as a whole;" "the judgement of success by policy outcomes rather than resource inputs;" "strong incentives for departments and their partners in service delivery to plan over several years and plan together where appropriate so as to deliver better public services with greater cost effectiveness; and"the proper costing and management of capital assets to provide the right incentives for public investment.The Government sets policy to meet two firm fiscal rules:"the Golden Rule states that over the economic cycle, the Government will borrow only to invest and not to fund current spending; and"the Sustainable Investment Rule states that net public debt as a proportion of GDP will be held over the economic cycle at a stable and prudent level. Other things being equal, net debt will be maintained below 40 per cent of GDP over the economic cycle.Achievement of the fiscal rules is assessed by reference to the national accounts, which are produced by the Office for National Statistics, acting as an independent agency. The Government sets its spending envelope to comply with these fiscal rules.Departmental Expenditure Limits ( DEL) and Annually Managed Expenditure (AME)"Departmental Expenditure Limit ( DEL) spending, which is planned and controlled on a three year basis in Spending Reviews; and"Annually Managed Expenditure ( AME), which is expenditure which cannot reasonably be subject to firm, multi-year limits in the same way as DEL. AME includes social security benefits, local authority self-financed expenditure, debt interest, and payments to EU institutions.More information about DEL and AME is set out below.In Spending Reviews, firm DEL plans are set for departments for three years. To ensure consistency with the Government's fiscal rules departments are set separate resource (current) and capital budgets. The resource budget contains a separate control total for “near cash” expenditure, that is expenditure such as pay and current grants which impacts directly on the measure of the golden rule.To encourage departments to plan over the medium term departments may carry forward unspent DEL provision from one year into the next and, subject to the normal tests for tautness and realism of plans, may be drawn down in future years. This end-year flexibility also removes any incentive for departments to use up their provision as the year end approaches with less regard to value for money. For the full benefits of this flexibility and of three year plans to feed through into improved public service delivery, end-year flexibility and three year budgets should be cascaded from departments to executive agencies and other budget holders.Three year budgets and end-year flexibility give those managing public services the stability to plan their operations on a sensible time scale. Further, the system means that departments cannot seek to bid up funds each year (before 1997, three year plans were set and reviewed in annual Public Expenditure Surveys). So the credibility of medium-term plans has been enhanced at both central and departmental level.Departments have certainty over the budgetary allocation over the medium term and these multi-year DEL plans are strictly enforced. Departments are expected to prioritise competing pressures and fund these within their overall annual limits, as set in Spending Reviews. So the DEL system provides a strong incentive to control costs and maximise value for money.There is a small centrally held DEL Reserve. Support from the Reserve is available only for genuinely unforeseeable contingencies which departments cannot be expected to manage within their DEL.AME typically consists of programmes which are large, volatile and demand-led, and which therefore cannot reasonably be subject to firm multi-year limits. The biggest single element is social security spending. Other items include tax credits, Local Authority Self Financed Expenditure, Scottish Executive spending financed by non-domestic rates, and spending financed from the proceeds of the National Lottery.AME is reviewed twice a year as part of the Budget and Pre-Budget Report process reflecting the close integration of the tax and benefit system, which was enhanced by the introduction of tax credits.AME is not subject to the same three year expenditure limits as DEL, but is still part of the overall envelope for public expenditure. Affordability is taken into account when policy decisions affecting AME are made. The Government has committed itself not to take policy measures which are likely to have the effect of increasing social security or other elements of AME without taking steps to ensure that the effects of those decisions can be accommodated prudently within the Government's fiscal rules.Given an overall envelope for public spending, forecasts of AME affect the level of resources available for DEL spending. Cautious estimates and the AME margin are built in to these AME forecasts and reduce the risk of overspending on AME.Together, DEL plus AME sum to Total Managed Expenditure (TME). TME is a measure drawn from national accounts. It represents the current and capital spending of the public sector. The public sector is made up of central government, local government and public corporations.Resource and Capital Budgets are set in terms of accruals information. Accruals information measures resources as they are consumed rather than when the cash is paid. So for example the Resource Budget includes a charge for depreciation, a measure of the consumption or wearing out of capital assets."Non cash charges in budgets do not impact directly on the fiscal framework. That may be because the national accounts use a different way of measuring the same thing, for example in the case of the depreciation of departmental assets. Or it may be that the national accounts measure something different: for example, resource budgets include a cost of capital charge reflecting the opportunity cost of holding capital; the national accounts include debt interest."Within the Resource Budget DEL, departments have separate controls on:"Near cash spending, the sub set of Resource Budgets which impacts directly on the Golden Rule; and"The amount of their Resource Budget DEL that departments may spend on running themselves (e.g. paying most civil servants’ salaries) is limited by Administration Budgets, which are set in Spending Reviews. Administration Budgets are used to ensure that as much money as practicable is available for front line services and programmes. These budgets also help to drive efficiency improvements in departments’ own activities. Administration Budgets exclude the costs of frontline services delivered directly by departments.The Budget preceding a Spending Review sets an overall envelope for public spending that is consistent with the fiscal rules for the period covered by the Spending Review. In the Spending Review, the Budget AME forecast for year one of the Spending Review period is updated, and AME forecasts are made for the later years of the Spending Review period.The 1998 Comprehensive Spending Review ( CSR), which was published in July 1998, was a comprehensive review of departmental aims and objectives alongside a zero-based analysis of each spending programme to determine the best way of delivering the Government's objectives. The 1998 CSR allocated substantial additional resources to the Government's key priorities, particularly education and health, for the three year period from 1999-2000 to 2001-02.Delivering better public services does not just depend on how much money the Government spends, but also on how well it spends it. Therefore the 1998 CSR introduced Public Service Agreements (PSAs). Each major government department was given its own PSA setting out clear targets for achievements in terms of public service improvements.The 1998 CSR also introduced the DEL/ AME framework for the control of public spending, and made other framework changes. Building on the investment and reforms delivered by the 1998 CSR, successive spending reviews in 2000, 2002 and 2004 have:"provided significant increase in resources for the Government’s priorities, in particular health and education, and cross-cutting themes such as raising productivity; extending opportunity; and building strong and secure communities;" "enabled the Government significantly to increase investment in public assets and address the legacy of under investment from past decades. Departmental Investment Strategies were introduced in SR2000. As a result there has been a steady increase in public sector net investment from less than ¾ of a per cent of GDP in 1997-98 to 2¼ per cent of GDP in 2005-06, providing better infrastructure across public services;" "introduced further refinements to the performance management framework. PSA targets have been reduced in number over successive spending reviews from around 300 to 110 to give greater focus to the Government’s highest priorities. The targets have become increasingly outcome-focused to deliver further improvements in key areas of public service delivery across Government. They have also been refined in line with the conclusions of the Devolving Decision Making Review to provide a framework which encourages greater devolution and local flexibility. Technical Notes were introduced in SR2000 explaining how performance against each PSA target will be measured; and"not only allocated near cash spending to departments, but also – since SR2002 - set Resource DEL plans for non cash spending.To identify what further investments and reforms are needed to equip the UK for the global challenges of the decade ahead, on 19 July 2005 the Chief Secretary to the Treasury announced that the Government intends to launch a second Comprehensive Spending Review (CSR) reporting in 2007.A decade on from the first CSR, the 2007 CSR will represent a long-term and fundamental review of government expenditure. It will cover departmental allocations for 2008-09, 2009-10 and 2010 11. Allocations for 2007-08 will be held to the agreed figures already announced by the 2004 Spending Review. To provide a rigorous analytical framework for these departmental allocations, the Government will be taking forward a programme of preparatory work over 2006 involving:"an assessment of what the sustained increases in spending and reforms to public service delivery have achieved since the first CSR. The assessment will inform the setting of new objectives for the decade ahead;" "an examination of the key long-term trends and challenges that will shape the next decade – including demographic and socio-economic change, globalisation, climate and environmental change, global insecurity and technological change – together with an assessment of how public services will need to respond;" "to release the resources needed to address these challenges, and to continue to secure maximum value for money from public spending over the CSR period, a set of zero-based reviews of departments’ baseline expenditure to assess its effectiveness in delivering the Government’s long-term objectives; together with"further development of the efficiency programme, building on the cross cutting areas identified in the Gershon Review, to embed and extend ongoing efficiency savings into departmental expenditure planning.The 2007 CSR also offers the opportunity to continue to refine the PSA framework so that it drives effective delivery and the attainment of ambitious national standards.Public Service Agreements (PSAs) were introduced in the 1998 CSR. They set out agreed targets detailing the outputs and outcomes departments are expected to deliver with the resources allocated to them. The new spending regime places a strong emphasis on outcome targets, for example in providing for better health and higher educational standards or service standards. The introduction in SR2004 of PSA ‘standards’ will ensure that high standards in priority areas are maintained.The Government monitors progress against PSA targets, and departments report in detail twice a year in their annual Departmental Reports (published in spring) and in their autumn performance reports. These reports provide Parliament and the public with regular updates on departments’ performance against their targets.Technical Notes explain how performance against each PSA target will be measured.To make the most of both new investment and existing assets, there needs to be a coherent long term strategy against which investment decisions are taken. Departmental Investment Strategies (DIS) set out each department's plans to deliver the scale and quality of capital stock needed to underpin its objectives. The DIS includes information about the department's existing capital stock and future plans for that stock, as well as plans for new investment. It also sets out the systems that the department has in place to ensure that it delivers its capital programmes effectively.This document was updated on 19 December 2005.Near-cash resource expenditure that has a related cash implication, even though the timing of the cash payment may be slightly different. [br]b. 25 March 1892 Kazan District, Russiad. 24 October 1980[br]Russian (naturalized American in 1932) electrical engineer responsible for the development of the professional tape recorder and the first commercially-successful video tape recorder (VTR).[br]Poniatoff was educated at the University of Kazan, the Imperial College in Moscow, and the Technische Hochschule in Karlsruhe, gaining degrees in mechanical and electrical engineering. He was in Germany when the First World War broke out, but he managed to escape back to Russia, where he served as an Air Force pilot with the Imperial Russian Navy. During the Russian Revolution he was a pilot with the White Russian Forces, and escaped into China in 1920; there he found work as an assistant engineer in the Shanghai Power Company. In 1927 he immigrated to the USA, becoming a US citizen in 1932. He obtained a post in the research and development department of the General Electric Company in Schenectady, New York, and later at Dalmo Victor, San Carlos, California. During the Second World War he was involved in the development of airborne radar for the US Navy.In 1944, taking his initials to form the title, Poniatoff founded the AMPEX Corporation to manufacture components for the airborne radar developed at General Electric, but in 1946 he turned to the production of audio tape recorders developed from the German wartime Telefunken Magnetophon machine (the first tape recorder in the truest sense). In this he was supported by the entertainer Bing Crosby, who needed high-quality replay facilities for broadcasting purposes, and in 1947 he was able to offer a professional-quality product and the business prospered.With the rapid post-war boom in television broadcasting in the USA, a need soon arose for a video recorder to provide "time-shifting" of live TV programmes between the different US time zones. Many companies therefore endeavoured to produce a video tape recorder (VTR) using the same single-track, fixed-head, longitudinal-scan system used for audio, but the very much higher bandwidth required involved an unacceptably high tape-speed. AMPEX attempted to solve the problem by using twelve parallel tracks and a machine was demonstrated in 1952, but it proved unsatisfactory.The development team, which included Charles Ginsburg and Ray Dolby, then devised a four-head transverse-scan system in which a quadruplex head rotating at 14,400 rpm was made to scan across the width of a 2 in. (5 cm) tape with a tape-to-head speed of the order of 160 ft/sec (about 110 mph; 49 m/sec or 176 km/h) but with a longitudinal tape speed of only 15 in./sec (0.38 m/sec). In this way, acceptable picture quality was obtained with an acceptable tape consumption. Following a public demonstration on 14 April 1956, commercial produc-tion of studio-quality machines began to revolutionize the production and distribution of TV programmes, and the perfecting of time-base correctors which could stabilize the signal timing to a few nanoseconds made colour VTRs a practical proposition. However, AMPEX did not rest on its laurels and in the face of emerging competition from helical scan machines, where the tracks are laid diagonally on the tape, the company was able to demonstrate its own helical machine in 1957. Another development was the Videofile system, in which 250,000 pages of facsimile could be recorded on a single tape, offering a new means of archiving information. By 1986, quadruplex VTRs were obsolete, but Poniatoff's role in making television recording possible deserves a place in history.Poniatoff was President of AMPEX Corporation until 1955 and then became Chairman of the Board, a position he held until 1970.[br]Further ReadingA.Abrahamson, 1953, "A short history of television recording", Part I, JSMPTE 64:73; 1973, Part II, Journal of the Society of Motion Picture and Television Engineers, 82:188 (provides a fuller background).Audio Biographies, 1961, ed. The manufacturer or his authorised representative established in the Community must, in order to certify that machinery and safety components are in conformity with this Directive, draw up for all machinery or safety components manufactured an EC declaration of conformity based on the model given in Annex II, point A or C as appropriate.
In addition, for machinery alone, the manufacturer or his authorised representatives established in the Community must affix to the machine the CE marking.
10.2. Before placing on the market, the manufacturer, or his authorised representative established in the Community, shall:
(a) if the machinery is not referred to in Annex IV, draw up the file provided for in Annex V;
(b) if the machinery is referred to in Annex IV and its manufacturer does not comply, or only partly complies, with the standards referred to in Article 5(2) or if there are no such standards, submit an example of the machinery for the EC type-examination referred to in Annex VI;
(c) if the machinery is referred to in Annex IV and is manufactured in accordance with the standards referred to in Article 5(2):
— either draw up the file referred to in Annex VI and forward it to a notified body, which will acknowledge receipt of the file as soon as possible and keep it,
— submit the file referred to in Annex VI to the notified body, which will simply verify that the standards referred to in Article 5(2) have been correctly applied and will draw up a certificate of adequacy for the file,
— or submit the example of the machinery for the EC type-examination referred to in Annex VI.2.
(a) в случае, если машинное оборудование не указано в Приложении IV, составить документацию, предусмотренную Приложением V;
(b) если машинное оборудование указано в Приложении IV, и их изготовитель не выполняет, либо выполняет лишь частично требования стандартов, упомянутых в Статье 5 (2), либо, если таких стандартов не существует, то представить образец машинного оборудования для его испытания ЕС, определенного в Приложении VI;
- либо составить документацию, указанную в Приложении VI, и передать ее нотифицированному органу, который подтверждает получение документации в возможно короткие сроки, а также сохраняет ее;
- представить документацию, указанную в Приложении VI, нотифицированному органу, который просто проверит, что стандарты, упомянутые в Статье 5 (2), были применены правильно и составит сертификат соответствия по этой документации;
VI.3. Where the first indent of paragraph 2(c) of this Article applies, the provisions of the first sentence of paragraphs 5 and 7 of Annex VI shall also apply.
Where the second indent of paragraph 2(c) of this Article applies, the provisions of paragraphs 5, 6 and 7 of Annex VI shall also apply.3.
VI.4. Where paragraph 2(a) and the first and second indents of paragraph 2(c) apply, the EC declaration of conformity shall solely state conformity with the essential requirements of the Directive.
Where paragraph 2(b) and the third indent of paragraph 2(c) apply, the EC declaration of conformity shall state conformity with the example that underwent EC type-examination.4.
5. Safety components shall be subject to the certification procedures applicable to machinery pursuant to paragraphs 2, 3 and 4. Furthermore, during EC type-examination, the notified body shall verify the suitability of the safety component for fulfilling the safety functions declared by the manufacturer.
6. (a) Where the machinery is subject to other Directives concerning other aspects and which also provide for the affixing of the CE marking, the latter shall indicate that the machinery is also presumed to conform to the provisions of those other Directives.
(b) However, where one or more of those Directives allow the manufacturer, during a transitional period, to choose which arrangements to apply, the CE marking shall indicate conformity only to the Directives applied by the manufacturer. In this case, particulars of the Directives applied, as published in the Official Journal of the European Communities, must be given in the documents, notices or instructions required by the directives and accompanying such machinery.6.
7. Where neither the manufacturer nor his authorised representative established in the Community fulfils the obligations of paragraphs 1 to 6, these obligations shall fall to any person placing the machinery or safety component on the market in the Community. The same obligations shall apply to any person assembling machinery or parts thereof or safety components of various origins or constructing machinery or safety components for his own use.
8. The obligations referred to in paragraph 7 shall not apply to persons who assemble with a machine or tractor interchangeable equipment as provided for in Article 1, provided that the parts are compatible and each of the constituent parts of the assembled machine bears the CE marking and is accompanied by the EC declaration of conformity.

70 Corliss, George Henry
SUBJECT AREA: Steam and internal combustion engines[br]b. 2 June 1817 Easton, Washington City, New York, USAd. 21 February 1888 USA[br]American inventor of a cut-off mechanism linked to the governor which revolutionized the operation of steam engines.[br]Corliss's father was a physician and surgeon. The son was educated at Greenwich, New York, but while he showed an aptitude for mathematics and mechanics he first of all became a storekeeper and then clerk, bookkeeper, salesperson and official measurer and inspector of the cloth produced at W.Mowbray \& Son. He went to the Castleton Academy, Vermont, for three years and at the age of 21 returned to a store of his own in Greenwich. Complaints about stitching in the boots he sold led him to patent a sewing machine. He approached Fairbanks, Bancroft \& Co., Providence, Rhode Island, machine and steam engine builders, about producing his machine, but they agreed to take him on as a draughtsman providing he abandoned it. Corliss moved to Providence with his family and soon revolutionized the design and construction of steam engines. Although he started working out ideas for his engine in 1846 and completed one in 1848 for the Providence Dyeing, Bleaching and Calendering Company, it was not until March 1849 that he obtained a patent. By that time he had joined John Barstow and E.J.Nightingale to form a new company, Corliss Nightingale \& Co., to build his design of steam-engines. He used paired valves, two inlet and two exhaust, placed on opposite sides of the cylinder, which gave good thermal properties in the flow of steam. His wrist-plate operating mechanism gave quick opening and his trip mechanism allowed the governor to regulate the closure of the inlet valve, giving maximum expansion for any load. It has been claimed that Corliss should rank equally with James Watt in the development of the steam-engine. The new company bought land in Providence for a factory which was completed in 1856 when the Corliss Engine Company was incorporated. Corliss directed the business activities as well as technical improvements. He took out further patents modifying his valve gear in 1851, 1852, 1859, 1867, 1875, 1880. The business grew until well over 1,000 workers were employed. The cylindrical oscillating valve normally associated with the Corliss engine did not make its appearance until 1850 and was included in the 1859 patent. The impressive beam engine designed for the 1876 Centennial Exhibition by E. Reynolds was the product of Corliss's works. Corliss also patented gear-cutting machines, boilers, condensing apparatus and a pumping engine for waterworks. While having little interest in politics, he represented North Providence in the General Assembly of Rhode Island between 1868 and 1870.[br]Further ReadingMany obituaries appeared in engineering journals at the time of his death. 71 Nasmyth, James Hall
SUBJECT AREA: Mechanical, pneumatic and hydraulic engineering[br]b. 19 August 1808 Edinburgh, Scotlandd. 7 May 1890 London, England[br]Scottish mechanical engineer and inventor of the steam-hammer.[br]James Nasmyth was the youngest son of Alexander Nasmyth (1758–1840), the portrait and landscape painter. According to his autobiography he was named James Hall after his father's friend, the geologist Sir James Hall (1761–1832), but he seems never to have used his second name in official documents. He received an elementary education at Edinburgh High School, but left at the age of 12. He attended evening classes at the Edinburgh School of Arts for the instruction of Mechanics between 1821 and 1825, and gained experience as a mechanic at an early age in his father's workshop. He shared these early experiences with his brother George, who was only a year or so older, and in the 1820s the brothers built several model steam engines and a steam-carriage capable of carrying eight passengers on the public roads. In 1829 Nasmyth obtained a position in London as personal assistant to Henry Maudslay, and after Maudslay's death in February 1831 he remained with Maudslay's partner, Joshua Field, for a short time. He then returned to Edinburgh, where he and his brother George started in a small way as general engineers. In 1834 they moved to a small workshop in Manchester, and in 1836, with the aid of financial backing from some Manchester businessmen, they established on a site at Patricroft, a few miles from the city, the works which became known as the Bridgewater Foundry. They were soon joined by a third partner, Holbrook Gaskell (1813–1909), who looked after the administration of the business, the firm then being known as Nasmyths Gaskell \& Co. They specialized in making machine tools, and Nasmyth invented many improvements so that they soon became one of the leading manufacturers in this field. They also made steam locomotives for the rapidly developing railways. James Nasmyth's best-known invention was the steam-hammer, which dates from 1839 but was not patented until 1842. The self-acting control gear was probably the work of Robert Wilson and ensured the commercial success of the invention. George Nasmyth resigned from the partnership in 1843 and in 1850 Gaskell also resigned, after which the firm continued as James Nasmyth \& Co. James Nasmyth himself retired at the end of 1856 and went to live at Penshurst, Kent, in a house which he named "Hammerfield" where he devoted his time mainly to his hobby of astronomy. Robert Wilson returned to become Managing Partner of the firm, which later became Nasmyth, Wilson \& Co. and retained that style until its closure in 1940. Nasmyth's claim to be the sole inventor of the steam-hammer has been disputed, but his patent of 1842 was not challenged and the fourteen-year monopoly ensured the prosperity of the business so that he was able to retire at the age of 48. At his death in 1890 he left an estate valued at £243,805.[br]Bibliography1874, with J.Carpenter, The Moon Considered as a Planet, a World, and a Satellite, London.1883, Autobiography, ed. 77 Bible words and phrases
Success With Words, From colonial times until the 20th century, the King James Bible was the only book in many American households.
Это The Ten Commandments (Десять заповедей), The Lord’s Prayer (Молитва Господня) и знаменитая цитата из Книги Екклезиаста (Ecclesiastes).
•• 1. I am the Lord thy God, thou shalt have no other Gods before me. – Я Господь Бог твой, да не будет у тебя других богов перед лицом Моим;
•• 2. Thou shalt not make unto thee any graven image [...] – Не делай себе кумира (в современном русском языке чаще встречается церковно-славянский вариант: Не сотвори себе кумира);
•• 3. Thou shalt not take the name of the Lord the God in vain. – Не произноси имени Господа, Бога твоего, напрасно (чаще – с церковно-славянским «вкраплением» – всуе);
•• 4. Remember the sabbath day, keep it holy. Six days shalt thou labour, and do all thy work: But the seventh day is the sabbath of the Lord thy God. – Помни день субботний, чтобы святить его. Шесть дней работай, и делай всякие дела твои. А день седьмый – суббота Господу Богу твоему;
•• 5. Honour thy father and thy mother: that thy days be long upon the land. – Почитай отца твоего и мать твою, чтобы продлились дни твои на земле (церковно-славянский вариант, иногда слегка контаминированный, более распространен: Чти отца твоего и матерь твою);
•• 6. Thou shalt not kill. – Не убивай (чаще, конечно, церковно-славянское: Не убий);
•• 7. Thou shalt not commit adultery. – Не прелюбодействуй;
•• 8. Thou shalt not steal. – Не кради (церковно-славянское: Не укради);
•• 9. Thou shalt not bear false witness against thy neighbour. – Не произноси ложного свидетельства на ближнего твоего;
•• 10. Thou shalt not covet thy neighbour’s house, thou shalt not covet thy neighbour’s wife [...]
•• The Lord’s Prayer (Matthew 6:11):
•• Our Father which art in heaven, hallowed be Thy name. Thy kingdom come. Thy will be done on earth as it is in heaven. Give us this day our daily bread. And forgive us our debts, as we forgive our debtors. And lead us not into temptation, but deliver us from evil: For thine is the kingdom, and the power, and the glory, for ever. Amen.
•• To every thing there is a season, and a time to every purpose under the heaven. –
•• A time to be born, and a time to die; a time to plant, and a time to pluck up that which is planted. – Время рождаться, и время умирать; время насаждать, и время вырывать посаженное;
•• A time to kill, and a time to heal; a time to break down, and a time to build up. – Время убивать, и время врачевать; время разрушать, и время строить;
•• A time to weep, and a time to laugh; a time to mourn, and a time to dance. – Время плакать, и время смеяться; время сетовать, и время плясать;
•• A time to cast away stones, and a time to gather stones together; a time to embrace, and a time to refrain from embracing. – Время разбрасывать камни, и время собирать камни; время обнимать, и время уклоняться от объятий;
•• A time to get, and a time to lose; a time to keep, and a time to cast away. – Время искать, и время терять; время сберегать, и время бросать;
•• A time to rend, and a time to sew; a time to keep silence, and a time to speak. – Время раздирать, и время сшивать; время молчать, и время говорить;
•• A time to love, and a time to hate; a time of war, and a time of peace. –
•• to be all things to all men – быть «всем для всех». Часто употребляется с намеком на двуличие, политическую хитрость. Но в переводе, особенно устном, когда нет времени проанализировать политические нюансы, не следует спешить с такой «обвинительной интерпретацией» этой фразы, поскольку она может подразумевать нечто более безобидное и во всяком случае вполне понятное: стремление политика, любого человека всем угодить, всем понравиться. Вот обнаруженный мной на сайте www.wahyan.com пример именно такого использования этого фразеологизма: In many ways, Fr. Zee is a celebrity of sorts in the best Jesuit tradition of “All things to all Men.” – Во многих отношениях брат Зи – это своего рода знаменитость в лучших традициях тех иезуитов, которые стремятся «быть всем для всех»/в лучших, подвижнических традициях Ордена иезуитов;
•• the apple of one’s eye – в Библии: зеница ока. В обыденном словоупотреблении: самое дорогое, любимое детище;
•• a beam in one’s own eye – бревно в собственном глазу. По-английски то, что мы называем в ставшей поговоркой фразе сучком или соломинкой, называется в соответствии с библейским текстом a mote (in thy brother’s eye);
•• man shall not live by bread alone – в русском словоупотреблении своеобразная смесь церковно-славянского и современного вариантов: не хлебом единым жив человек;
•• render unto Caesar the things that are Caesar’s, and unto God the things that are God’s – аналогичный случай смешения в поговорке церковно-славянского и современного русского вариантов библейского текста: отдайте кесарю кесарево, а Богу – Богово;
•• the golden calf – золотой/златой телец (т.е. власть денег, «желтого дьявола»). Большинство читателей, наверное, не догадывались, что в названии знаменитого романа Ильфа и Петрова – библейская аллюзия;
•• to turn the other cheek – подставить другую щеку. В Ветхом Завете – противоположный принцип: eye for eye, tooth for tooth (в современном английском an eye for an eye, a tooth for a tooth) - око за око, зуб за зуб;
•• faith, hope, charity (иногда вариант faith, hope, love) – вера, надежда, любовь;
•• Colossus with feet of clay – колосс на глиняных ногах;
•• filthy lucre – «презренный металл», корыстолюбие. Раньше имело значение грязные деньги, сейчас употребляется главным образом иронически – в наше время не так много людей, презирающих деньги;
•• a fly in the ointment – в Библии: муха в бальзаме. В обиходной речи: ложка дегтя в бочке меда;
•• forbidden fruit – запретный плод;
People see themselves as being fairer, more altruistic, more self-sacrificing, more moral than most others. In short, most of us think we really are “holier than thou,” although we may not be willing to admit it. [...] There is just one problem. Most of us can’t be above average. [...] So if most people see themselves as better than the average person, they have to be making one of two mistakes: Either they think they’re a lot better than they really are, or those other folks out there aren’t as bad as they seem. Другой пример – с сайта zdnet.com: Intel has been coping a ‘mightier-than-thou’ attitude for far too long. Trendier Than Thou: The Episcopal Church and the Secular World.
•• at the eleventh hour – широко распространено в прессе и в разговорной речи, смысл: в последний момент;
•• a house divided (against itself) – далее в Библии: cannot stand. Дом, разделившийся сам в себе, не устоит. В сознании американцев ассоциируется со знаменитой речью Линкольна 16 июня 1858 года. Слова a house divided в современной речи означают раскол, губительные непримиримые противоречия;
•• the fat years and the lean years – годы изобилия и годы лишений.
•• the massacre/slaughter of the innocent – избиение младенцев (я благодарен Т.П.Клюкиной, которая обратила мое внимание на то, что в то время как в английском языке это выражение имеет трагическую окраску, в русском словоупотреблении – скорее ироническую);
•• the land flowing with [the land of] milk and honey – земля, где течет молоко и мед («молочные реки, кисельные берега»);
•• the promised land – земля обетованная;
•• a mess of pottage – чечевичная похлебка;
•• out of the mouths of babes and sucklings – библейский вариант: из уст младенцев и грудных детей. В современном русском устами младенцев (глаголет истина);
•• Physician, heal thyself – по-русски – в церковно-славянском варианте: Врачу, исцелися сам;
•• the powers that be – в русском тексте Библии: существующие власти. В политических и других современных текстах переводится власти предержащие, сильные мира сего. В современном русском переводе Библии: высшие власти;
•• Seek, and ye shall find – ищите и обрящете (вновь церковно-славянский вариант);
•• vanity of vanities (далее в Екклезиасте: All is vanity and vexation of spirit) – Суета сует. Всё – суета и томление духа;
•• voice (of one) crying in the wilderness – глас вопиющего в пустыне;
•• the writing on the wall – из библейской легенды о письменах на стене во время Валтасарова пира (см.

78 Watkins, Alfred
SUBJECT AREA: Photography, film and optics[br]b. 1854 Hereford, Englandd. 7 April 1935 Hereford, England[br]English photographer who developed the first practical exposure-measuring system.[br]His first patent was granted on 27 January 1890 and described a method of measuring the "actinic" value of light as a means of determining exposure. A strip of sensitized paper which darkened on exposure to light was used, and the time taken for it to darken to match a standard tint was measured. This time could be used to calculate the necessary exposure time, taking into account the speed of the plate, shutter speed and aperture. Watkins marketed a number of these actinometer designs, of which the most popular was the Watkins Bee Meter, which was in a pocket-watch form, introduced in 1903 and remaining on sale until 1939. Watkins was concerned that photographers recognize that exposure measurement had to take into account the effect of development time and temperature. In 1893 he devised the concept of the "Watkins Factor": he showed that when plates were developed by inspection, as was the practice at the time, a fixed relationship existed between the time of the first appearance of the image and the total time required to give a fully developed negative. The Watkins Factor was the figure that the first time must be multiplied by to give the second time. Watkins published tables of factors for different brands of plates and for different developers, and marketed various aids such as specially calibrated thermometers and clocks, as aids in using "Fac-torial Development" to give consistent negatives. After the early years of the twentieth century Watkins gave up direct participation in photography and devoted his time to a variety of interests, including the plotting of ley lines in England.BC -

[br]b. 8 December 1765 Westborough, Massachusetts, USAd. 8 January 1825 New Haven, Connecticut, USA[br]American inventor of the cotton gin and manufacturer of firearms.[br]The son of a prosperous farmer, Eli Whitney as a teenager showed more interest in mechanics than school work. At the age of 15 he began an enterprise business manufacturing nails in his father's workshop, even having to hire help to fulfil his orders. He later determined to acquire a university education and, his father having declined to provide funds, he taught at local schools to obtain the means to attend Leicester Academy, Massachusetts, in preparation for his entry to Yale in 1789. He graduated in 1792 and then decided to study law. He accepted a position in Georgia as a tutor that would have given him time for study; this post did not materialize, but on his journey south he met General Nathanael Greene's widow and the manager of her plantations, Phineas Miller (1764–1803). A feature of agriculture in the southern states was that the land was unsuitable for long-staple cotton but could yield large crops of green-seed cotton. Green-seed cotton was difficult to separate from its seed, and when Whitney learned of the problem in 1793 he quickly devised a machine known as the cotton gin, which provided an effective solution. He formed a partnership with Miller to manufacture the gin and in 1794 obtained a patent. This invention made possible the extraordinary growth of the cotton industry in the United States, but the patent was widely infringed and it was not until 1807, after amendment of the patent laws, that Whitney was able to obtain a favourable decision in the courts and some financial return.In 1798 Whitney was in financial difficulties following the failure of the initial legal action against infringement of the cotton gin patent, but in that year he obtained a government contract to supply 10,000 muskets within two years with generous advance payments. He built a factory at New Haven, Connecticut, and proposed to use a new method of manufacture, perhaps the first application of the system of interchangeable parts. He failed to supply the firearms in the specified time, and in fact the first 500 guns were not delivered until 1801 and the full contract was not completed until 1809.In 1812 Whitney made application for a renewal of his cotton gin patent, but this was refused. In the same year, however, he obtained a second contract from the Government for 15,000 firearms and a similar one from New York State which ensured the success of his business.[br]Further ReadingJ.Mirsky and A.Nevins, 1952, The World of Eli Whitney, New York (a good biography).
