Бейкера по урегулированию долговой проблемы развивающихся стран (официальное название - "Program for Sustained Growth"); включал возобновление кредитования развивающихся стран коммерческими банками на сумму в 20 млрд. долл в течение трех лет и увеличение кредитов МВФ и МБРР на 50% за тот же период в обмен на проведение одобренных МВФ программ реформ; был нацелен на стимулирование экономического роста и реформ в странах-должниках, но провалился из-за нежелания банков давать новые деньги и отсутствия должной роли для стран-кредиторов; в 1987 г.
