(EU)In 1978, Portugal began accession negotiations with the EU. In January 1986, along with Spain, Portugal joined that organization. Since joining the EU, Portugal's economy has received many benefits: loans, grants, technical assistance, and other economic, social, and educational advantages that are worth billions of dollars. Most of Portugal's trade is with EU members, and Portugal's economy is tied now to EU plans and planning, standards and rules, and philosophy. Starting in January 1993, by previous agreement, all EU tariff barriers for many goods (excluding agricultural goods until 1995-96, in Portugal's case) were removed, and there is concern in Portugal that many small and medium-sized businesses (which are the norm) will not survive the new competition from richer member state. Next to Greece, Portugal remains the poorest, least-developed EU member state, and there is anxiety in Lisbon that, following new pressures for the EU to give massive assistance to former Soviet bloc countries in Eastern Europe and to allow them in time to join the EU, Portugal will be at a disadvantage. Despite complaints about the bureaucracy inherent in the EU, many Portuguese value the connection and acknowledge that Portugal has benefited from EU technical assistance, networking, loans, and grants. In 1999, Portugal joined the European Monetary Union (EMU) and, in January 2000, adopted the euro. This has helped Portugal stabilize its currency and financial connections. In 2004, José Durão Barroso, a Portuguese politician, was elected President of the Commission of the European Union. -

(1941-)Legal scholar and teacher, jurist, civil servant, and politician. Born in Povoa de Varzim, Freitas do Amaral's father became a member of parliament in the Estado Novo's National Assembly. A superb student, the young Freitas do Amaral studied law at the Law Faculty, University of Lisbon, and became the top law student and protégé of Professor Marcello Caetano, who in 1968 was selected to replace an ailing Antônio de Oliveira Salazar as prime minister. Freitas do Amaral received his doctorate in law in the late 1960s and remained close to his former law professor, who was now prime minister. In his scholarship on the history of Portuguese law, as well as in his political and social ideology as a conservative, Freitas do Amaral in many respects remained a student, protégé, and follower of Caetano through the period of Caetano's premiership (1968-74) and into the era of the Revolution of 25 April 1974. More than 20 years later, Freitas do Amaral published his memoirs, which focused on the 1968-74 political era, O Antigo Regime E A Revolução. Memórias Políticas ( 1941-75). This personal portrait of Caetano's tribulations as a sometimes reluctant, well-prepared but probably inappropriately selected national leader remains an invaluable primary source for historical reconstruction.During the early months after the Revolution of 25 April 1974, Freitas do Amaral entered politics and became a founder of the right-wing Christian Democratic Party (CDS). He served as the party's leader to 1985 and again from 1988 to 1991, and was a member of parliament, the Assembly of the Republic, from 1975 to 1983 and from 1992 to 1993. When the Democratic Alliance, of which the CDS was a part, won elections in 1979-80, Freitas do Amaral served as deputy prime minister and minister of defense and, when Francisco de Sá Carneiro died in a mysterious air crash, Freitas do Amaral briefly served as interim prime minister. He was a candidate for the presidency in the 1986 presidential election, although he lost to Mário Soares. In 1995, he served as President of the United Nations General Assembly. As a European federalist who disagreed with the CDS Euroskeptic line followed by Paulo Portas, Freitas do Amaral broke with his party and resigned from it. Although he was usually regarded as a right-winger, Freitas do Amaral backed the Social Democratic Party in the 2002 Assembly of the Republic elections. Disillusioned with the government's policies and critical of its endorsement of the U.S. invasion of Iraq in March 2003, Freitas do Amaral shifted his support to the Socialist Party in the 2005 election. The new prime minister José Sôcrates named Freitas do Amaral minister of foreign affairs in the XVII Constitutional Government, but the senior jurist and politician resigned after a year in office, for health reasons.After many years as a law professor at the New University of Lisbon, in 2007, Freitas do Amaral delivered a final public lecture and retired from academia. In 1926 he joined the Bell Telephone Laboratories, where he made many theoretical contributions to the understanding of the behaviour of electronic circuits and, in particular, in conjunction with Harry Nyquist, of the conditions under which amplifier circuits become unstable.During the Second World War he worked on the design of gun control systems and afterwards was a member of a team that worked with Douglas Aircraft to develop the Nike anti-aircraft missile. A member of the Bell Laboratories Mathematical Research Group from 1929, he became its Director in 1952, and then Director of Physical Sciences. Finally he became Vice-President of the Laboratories, with responsibility for systems engineering, and a director of Bellcomm, a Bell company involved in the Moon-landing programme. SUBJECT AREA: Horology[br]b. 14 April 1629 The Hague, the Netherlandsd. 8 June 1695 The Hague, the Netherlands[br]Dutch scientist who was responsible for two of the greatest advances in horology: the successful application of both the pendulum to the clock and the balance spring to the watch.[br]Huygens was born into a cultured and privileged class. His father, Constantijn, was a poet and statesman who had wide interests. Constantijn exerted a strong influence on his son, who was educated at home until he reached the age of 16. Christiaan studied law and mathematics at Ley den University from 1645 to 1647, and continued his studies at the Collegium Arausiacum in Breda until 1649. He then lived at The Hague, where he had the means to devote his time entirely to study. In 1666 he became a Member of the Académie des Sciences in Paris and settled there until his return to The Hague in 1681. He also had a close relationship with the Royal Society and visited London on three occasions, meeting Newton on his last visit in 1689. Huygens had a wide range of interests and made significant contributions in mathematics, astronomy, optics and mechanics. He also made technical advances in optical instruments and horology.Despite the efforts of Burgi there had been no significant improvement in the performance of ordinary clocks and watches from their inception to Huygens's time, as they were controlled by foliots or balances which had no natural period of oscillation. The pendulum appeared to offer a means of improvement as it had a natural period of oscillation that was almost independent of amplitude. Galileo Galilei had already pioneered the use of a freely suspended pendulum for timing events, but it was by no means obvious how it could be kept swinging and used to control a clock. Towards the end of his life Galileo described such a. mechanism to his son Vincenzio, who constructed a model after his father's death, although it was not completed when he himself died in 1642. This model appears to have been copied in Italy, but it had little influence on horology, partly because of the circumstances in which it was produced and possibly also because it differed radically from clocks of that period. The crucial event occurred on Christmas Day 1656 when Huygens, quite independently, succeeded in adapting an existing spring-driven table clock so that it was not only controlled by a pendulum but also kept it swinging. In the following year he was granted a privilege or patent for this clock, and several were made by the clockmaker Salomon Coster of The Hague. The use of the pendulum produced a dramatic improvement in timekeeping, reducing the daily error from minutes to seconds, but Huygens was aware that the pendulum was not truly isochronous. This error was magnified by the use of the existing verge escapement, which made the pendulum swing through a large arc. He overcame this defect very elegantly by fitting cheeks at the pendulum suspension point, progressively reducing the effective length of the pendulum as the amplitude increased. Initially the cheeks were shaped empirically, but he was later able to show that they should have a cycloidal shape. The cheeks were not adopted universally because they introduced other defects, and the problem was eventually solved more prosaically by way of new escapements which reduced the swing of the pendulum. Huygens's clocks had another innovatory feature: maintaining power, which kept the clock going while it was being wound.Pendulums could not be used for portable timepieces, which continued to use balances despite their deficiencies. Robert Hooke was probably the first to apply a spring to the balance, but his efforts were not successful. From his work on the pendulum Huygens was well aware of the conditions necessary for isochronism in a vibrating system, and in January 1675, with a flash of inspiration, he realized that this could be achieved by controlling the oscillations of the balance with a spiral spring, an arrangement that is still used in mechanical watches. The first model was made for Huygens in Paris by the clockmaker Isaac Thuret, who attempted to appropriate the invention and patent it himself. Huygens had for many years been trying unsuccessfully to adapt the pendulum clock for use at sea (in order to determine longitude), and he hoped that a balance-spring timekeeper might be better suited for this purpose. SUBJECT AREA: Mechanical, pneumatic and hydraulic engineering[br]b. 19 September 1824 Upper Darby, Pennsylvania, USAd. 24 January 1905 Philadelphia, Pennsylvania, USA[br]American mechanical engineer and inventor.[br]William Sellers was educated at a private school that had been established by his father and other relatives for their children, and at the age of 14 he was apprenticed for seven years to the machinist's trade with his uncle. At the end of his apprenticeship in 1845 he took charge of the machine shop of Fairbanks, Bancroft \& Co. in Providence, Rhode Island. In 1848 he established his own factory manufacturing machine tools and mill gearing in Philadelphia, where he was soon joined by Edward Bancroft, the firm becoming Bancroft \& Sellers. After Bancroft's death the name was changed in 1856 to William Sellers \& Co. and Sellers served as President until the end of his life. His machine tools were characterized by their robust construction and absence of decorative embellishments. In 1868 he formed the Edgemoor Iron Company, of which he was President. This company supplied the structural ironwork for the Centennial Exhibition buildings and much of the material for the Brooklyn Bridge. In 1873 he reorganized the William Butcher Steel Works, renaming it the Midvale Steel Company, and under his presidency it became a leader in the production of heavy ordnance. It was at the Midvale Steel Company that Frederick W. Taylor began, with the encouragement of Sellers, his experiments on cutting tools.In 1860 Sellers obtained the American rights of the patent for the Giffard injector for feeding steam boilers. He later invented his own improvements to the injector, which numbered among his many other patents, most of which related to machine tools. Then in 1872 he entered Phillips Exeter Academy, New Hampshire, to prepare for Harvard Law School, as it was intended that he should follow his father's profession. However, in 1874 he had to abandon his studies because of poor eyesight, and he began an apprenticeship at a pump-manufacturing works in Philadelphia learning the trades of pattern-maker and machinist. On its completion in 1878 he joined the Midvale Steel Company, at first as a labourer but then as Shop Clerk and Foreman, finally becoming Chief Engineer in 1884. At the same time he was able to resume study in the evenings at the Stevens Institute of Technology, and in 1883 he obtained the degree of Mechanical Engineer (ME). He also found time to take part in amateur sport and in 1881 he won the tennis doubles championship of the United States.It was while with the Midvale Steel Company that Taylor began the systematic study of workshop management, and the application of his techniques produced significant increases in the company's output and productivity. In 1890 he became Manager of a company operating large paper mills in Maine and Wisconsin, until 1893 when he set up on his own account as a consulting engineer specializing in management organization. In 1898 he was retained exclusively by the Bethlehem Steel Company, and there continued his work on the metal-cutting process that he had started at Midvale. In collaboration with J.Maunsel White (1856–1912) he developed high-speed tool steels and their heat treatment which increased cutting capacity by up to 300 per cent. He resigned from the Bethlehem Steel Company in 1901 and devoted the remainder of his life to expounding the principles of scientific management which became known as "Taylorism". The Society to Promote the Science of Management was established in 1911, renamed the Taylor Society after his death. SUBJECT AREA: Electronics and information technology[br]b. 28 July 1915 Greenville, South Carolina, USA[br]American physicist who developed the maser and contributed to the development of the laser.[br]Charles H.Townes entered Furman University, Greenville, at the early age of 16 and in 1935 obtained a BA in modern languages and a BS in physics. After a year of postgraduate study at Duke University, he received a master's degree in physics in 1936. He then went on to the California Institute of Technology, where he obtained a PhD in 1939. From 1939 to 1947 he worked at the Bell Telephone Laboratories, mainly on airborne radar, although he also did some work on radio astronomy. In 1948 he joined Columbia University as Associate Professor of Physics and in 1950 was appointed a full professor. He was Director of the University's Radiation Laboratory from 1950 to 1952, and from 1952 to 1955 he was Chairman of the Physics Department.To meet the need for an oscillator generating very short wavelength electromagnetic radiation, Townes in 1951 realized that use could be made of the different natural energy levels of atoms and molecules. The practical application of this idea was achieved in his laboratory in 1953 using ammonia gas to make the device known as a maser (an acronym of microwave amplification by stimulated emission of radiation). The maser was developed in the next few years and in 1958, in a joint paper with his brother-in-law Arthur L. Schawlow, Townes suggested the possibility of a further development into optical frequencies or an optical maser, later known as a laser (an acronym of light amplification by stimulated emission of radiation). Two years later the first such device was made by Theodore H. Maiman.In 1959 Townes was given leave from Columbia University to serve as Vice-President and Director of Research at the Institute for Defense Analyses until 1961. He was then appointed Provost and Professor of Physics at the Massachusetts Institute of Technology. In 1967 he became University Professor of Physics at the University of California, where he has extended his research interests in the field of microwave and infra-red astronomy. SUBJECT AREA: Ports and shipping[br]b. 17 June 1885 Moscow, Russiad. 14 December 1964 USA[br]Russian (naturalized American) naval architect who worked in Russia, Western Europe and the United States and who profoundly influenced the hull design of large ships.[br]Yourkevitch came from an academic family, but one without any experience or tradition of sea service. Despite this he decided to become a naval architect, and after secondary education at Moscow and engineering training at the St Petersburg Polytechnic, he graduated in 1909. For the following ten years he worked designing battleships and later submarines, mostly at the Baltic Shipyard in St Petersburg. Around 1910 he became a full member of the Russian Naval Constructors Corps, and in 1915 he was a founder member and first Scientific Secretary of the Society of Naval Engineers.Using the published data of the American Admiral D.W. Taylor and taking advantage of access to the Norddeutscher Lloyd Testing Tank at Bremerhaven, Yourkevitch proposed a new hull form with bulbous bow and long entrances and runs. This was the basis for the revolutionary battleships then laid down at St Petersburg, the "Borodino" class. Owing to the war these ships were launched but never completed. At the conclusion of the war Yourkevitch found himself in Constantinople, where he experienced the life of a refugee, and then he moved to Paris where he accepted almost any work on offer. Fortunately in 1928, through an introduction, he was appointed a draughtsman at the St Nazaire shipyard. Despite his relatively lowly position, he used all his personality to persuade the French company to alter the hull form of the future record breaker Normandie. The gamble paid off and Yourkevitch was able to set up his own naval architecture company, BECNY, which designed many well-known liners, including the French Pasteur.In 1939 he settled in North America, becoming a US citizen in 1945. On the night of the fire on the Normandie, he was in New York but was prevented from going close to the ship by the police, and the possibility of saving the ship was thrown away. He was involved in many projects as well as lecturing at Ann Arbor, Michigan, and at the Massachusetts Institute of Technology. He maintained connections with his technical colleagues in St Petersburg in the later years of his life. His unfulfilled dream was the creation of a superliner to carry 5,000 passengers and thus able to make dramatic cuts in the cost of transatlantic travel.
