101 Behr, Fritz Bernhard
[br]b. 9 October 1842 Berlin, Germanyd. 25 February 1927[br]German (naturalized British in 1876) engineer, promoter of the Lartigue monorail system.[br]Behr trained as an engineer in Britain and had several railway engineering appointments before becoming associated with C.F.M.-T. Lartigue in promoting the Lartigue monorail system in the British Isles. In Lartigue's system, a single rail was supported on trestles; vehicles ran on the rail, their bodies suspended pannier-fashion, stabilized by horizontal rollers running against light guide rails fixed to the sides of the trestles. Behr became Managing Director of the Listowel \& Ballybunion Railway Company, which in 1888 opened its Lartigue system line between those two places in the south-west of Ireland. Three locomotives designed by J.T.A. Mallet were built for the line by Hunslet Engine Company, each with two horizontal boilers, one either side of the track. Coaches and wagons likewise were in two parts. Technically the railway was successful, but lack of traffic caused the company to go bankrupt in 1897: the railway continued to operate until 1924.Meanwhile Behr had been thinking in terms far more ambitious than a country branch line. Railway speeds of 150mph (240km/h) or more then lay far in the future: engineers were uncertain whether normal railway vehicles would even be stable at such speeds. Behr was convinced that a high-speed electric vehicle on a substantial Lartigue monorail track would be stable. In 1897 he demonstrated such a vehicle on a 3mile (4.8km) test track at the Brussels International Exhibition. By keeping the weight of the motors low, he was able to place the seats above rail level. Although the generating station provided by the Exhibition authorities never operated at full power, speeds over 75mph (120 km/h) were achieved.Behr then promoted the Manchester-Liverpool Express Railway, on which monorail trains of this type running at speeds up to 110mph (177km/h) were to link the two cities in twenty minutes. Despite strong opposition from established railway companies, an Act of Parliament authorizing it was made in 1901. The Act also contained provision for the Board of Trade to require experiments to prove the system's safety. In practice this meant that seven miles of line, and a complete generating station to enable trains to travel at full speed, must be built before it was known whether the Board would give its approval for the railway or not. 102 Clark, Edwin
SUBJECT AREA: Civil engineering[br]b. 7 January 1814 Marlow, Buckinghamshire, Englandd. 22 October 1894 Marlow, Buckinghamshire, England[br]English civil engineer.[br]After a basic education in mathematics, latin, French and geometry, Clark was articled to a solicitor, but he left after two years because he did not like the work. He had no permanent training otherwise, and for four years he led an idle life, becoming self-taught in the subjects that interested him. He eventually became a teacher at his old school before entering Cambridge, although he returned home after two years without taking a degree. He then toured the European continent extensively, supporting himself as best he could. He returned to England in 1839 and obtained further teaching posts. With the railway boom in progress he decided to become a surveyor and did some work on a proposed line between Oxford and Brighton.After being promised an interview with Robert Stephenson, he managed to see him in March 1846. Stephenson took a liking to Clark and asked him to investigate the strains on the Britannia Bridge tubes under various given conditions. This work so gained Stephenson's full approval that, after being entrusted with experiments and designs, Clark was appointed Resident Engineer for the Britannia Bridge across the Menai Straits. He not only completed the bridge, which was opened on 19 October 1850, but also wrote the history of its construction. After the completion of the bridge—and again without any professional experience—he was appointed Engineer-in-Chief to the Electric and International Telegraph Company. He was consulted by Captain Mark Huish of the London \& North Western Railway on a telegraphic system for the railway, and in 1853 he introduced the Block Telegraph System.Clark was engaged on the Crystal Palace and was responsible for many railway bridges in Britain and abroad. He was Engineer and part constructor of the harbour at Callao, Peru, and also of harbour works at Colón, Panama. On canal works he was contractor for the marine canal, the Morskoy Canal, in 1875 between Kronstadt and St Petersburg. His great work on canals, however, was the concept with Edward Leader Williams of the hydraulically operated barge lift at Anderton, Cheshire, linking the Weaver Navigation to the Trent \& Mersey Canal, whose water levels have a vertical separation of 50 ft (15 m). This was opened on 26 July 1875. The structure so impressed the French engineers who were faced with a bottleneck of five locks on the Neuffossée Canal south of Saint-Omer that they commissioned Clark to design a lift there. This was completed in 1878 and survives as a historic monument. The design was also adopted for four lifts on the Canal du Centre at La Louvière in Belgium, but these were not completed until after Clark's death.JHB -
103 Egerton, Francis, 3rd Duke of Bridgewater
SUBJECT AREA: Ports and shipping[br]b. 21 May 1736d. 9 March 1803 London, England[br]English entrepreneur, described as the "father of British inland navigation".[br]Francis Egerton was the younger of the two surviving sons of Scroop, 1st Duke of Bridgewater, and on the death of his brother, the 2nd Duke, he succeeded to the title in 1748. Until that time he had received little or no education as his mother considered him to be of feeble intellect. His guardians, the Duke of Bedford and Lord Trentham, decided he should be given an opportunity and sent him to Eton in 1749. He remained there for three years and then went on the "grand tour" of Europe. During this period he saw the Canal du Midi, though whether this was the spark that ignited his interest in canals is hard to say. On his return to England he indulged in the social round in London and raced at Newmarket. After two unsuccessful attempts at marriage he retired to Lancashire to further his mining interests at Worsley, where the construction of a canal to Manchester was already being considered. In fact, the Act for the Bridgewater Canal had been passed at the time he left London. John Gilbert, his land agent at Worsley, encouraged the Duke to pursue the canal project, which had received parliamentary approval in March 1759. Brindley had been recommended on account of his work at Trentham, the estate of the Duke's brother-in-law, and Brindley was consulted and subsequently appointed Engineer; the canal opened on 17 July 1761. This was immediately followed by an extension project from Longford Brook to Runcorn to improve communications between Manchester and Liverpool; this was completed on 31 December 1772, after Brindley's death. The Duke also invested heavily in the Trent \& Mersey Canal, but his interests were confined to his mines and the completed canals for the rest of his life.It is said that he lacked a sense of humour and even refused to read books. He was untidy in his dress and habits yet he was devoted to the Worsley undertakings. When travelling to Worsley he would have his coach placed on a barge so that he could inspect the canal during the journey. He amassed a great fortune from his various activities, but when he died, instead of leaving his beloved canal to the beneficiaries under his will, he created a trust to ensure that the canal would endure; the trust did not expire until 1903. 104 Goldmark, Peter Carl
[br]b. 2 December 1906 Budapest, Hungaryd. 7 December 1977 Westchester Co., New York, USA[br]Austro-Hungarian engineer who developed the first commercial colour television system and the long-playing record.[br]After education in Hungary and a period as an assistant at the Technische Hochschule, Berlin, Goldmark moved to England, where he joined Pye of Cambridge and worked on an experimental thirty-line television system using a cathode ray tube (CRT) for the display. In 1936 he moved to the USA to work at Columbia Broadcasting Laboratories. There, with monochrome television based on the CRT virtually a practical proposition, he devoted his efforts to finding a way of producing colour TV images: in 1940 he gave his first demonstration of a working system. There then followed a series of experimental field-sequential colour TV systems based on segmented red, green and blue colour wheels and drums, where the problem was to find an acceptable compromise between bandwidth, resolution, colour flicker and colour-image breakup. Eventually he arrived at a system using a colour wheel in combination with a CRT containing a panchromatic phosphor screen, with a scanned raster of 405 lines and a primary colour rate of 144 fields per second. Despite the fact that the receivers were bulky, gave relatively poor, dim pictures and used standards totally incompatible with the existing 525-line, sixty fields per second interlaced monochrome (black and white) system, in 1950 the Federal Communications Commission (FCC), anxious to encourage postwar revival of the industry, authorized the system for public broadcasting. Within eighteen months, however, bowing to pressure from the remainder of the industry, which had formed its own National Television Systems Committee (NTSC) to develop a much more satisfactory, fully compatible system based on the RCA three-gun shadowmask CRT, the FCC withdrew its approval.While all this was going on, Goldmark had also been working on ideas for overcoming the poor reproduction, noise quality, short playing-time (about four minutes) and limited robustness and life of the long-established 78 rpm 12 in. (30 cm) diameter shellac gramophone record. The recent availability of a new, more robust, plastic material, vinyl, which had a lower surface noise, enabled him in 1948 to reduce the groove width some three times to 0.003 in. (0.0762 mm), use a more lightly loaded synthetic sapphire stylus and crystal transducer with improved performance, and reduce the turntable speed to 33 1/3 rpm, to give thirty minutes of high-quality music per side. This successful development soon led to the availability of stereophonic recordings, based on the ideas of Alan Blumlein at EMI in the 1930s.In 1950 Goldmark became a vice-president of CBS, but he still found time to develop a scan conversion system for relaying television pictures to Earth from the Lunar Orbiter spacecraft. 105 Holmes, Frederic Hale
[br]fl. 1850s–60s[br]British engineer who pioneered the electrical illumination of lighthouses in Great Britain.[br]An important application of the magneto generator was demonstrated by Holmes in 1853 when he showed that it might be used to supply an arc lamp. This had many implications for the future because it presented the possibility of making electric lighting economically successful. In 1856 he patented a machine with six disc armatures on a common axis rotating between seven banks of permanent magnets. The following year Holmes suggested the possible application of his invention to lighthouse illumination and a trial was arranged and observed by Faraday, who was at that time scientific adviser to Trinity House, the corporation entrusted with the care of light-houses in England and Wales. Although the trial was successful and gained the approval of Faraday, the Elder Brethren of Trinity House imposed strict conditions on Holmes's design for machines to be used for a more extensive trial. These included connecting the machine directly to a slow-speed steam engine, but this resulted in a reduced performance. The experiments of Holmes and Faraday were brought to the attention of the French lighthouse authorities and magneto generators manufactured by Société Alliance began to be installed in some lighthouses along the coast of France. After noticing the French commutatorless machines, Holmes produced an alternator of similar type in 1867. Two of these were constructed for a new lighthouse at Souter Point near Newcastle and two were installed in each of the two lighthouses at South Foreland. One of the machines from South Foreland that was in service from 1872 to 1922 is preserved in the Royal Museum of Scotland, Edinburgh. A Holmes generator is also preserved in the Science Museum, London. SUBJECT AREA: Ports and shipping[br]b. 9 May 1862 Erskine, Scotlandd. 11 August 1947 Glasgow, Scotland[br]Scottish naval architect and classification society manager who made a significant contribution to the safety of shipping.[br]King was educated at the High School of Glasgow, and then served an apprenticeship with the Port Glasgow shipyard of Russell \& Co. This was followed by experience in drawing offices in Port Glasgow, Hull and finally in Belfast, where he was responsible for the separate White Star Line drawing office of Harland \& Wolff Ltd, which was then producing the plans for the Atlantic passenger liners Majestic and Teutonic. Following certain unpopular government shipping enactments in 1890, a protest from shipbuilders and shipowners in Ireland, Liverpool and the West of Scotland led to the founding of a new classification society to compete against Lloyd's Register of Shipping. It became known as the British Corporation Register and had headquarters in Glasgow. King was recruited to the staff and by 1903 had become Chief Surveyor, a position he held until his retirement thirty-seven years later. By then the Register was a world leader, with hundreds of thousands of tons of shipping on its books; it acted as consultant to many governments and international agencies. Throughout his working life, King did everything in his power to quantify the risks and problems of ship operation: his contribution to the Load Lines Convention of 1929 was typical, and few major enactments in shipping were designed without his approval. During the inter-war period the performance of the British Corporation outshone that of all rivals, for which King deserved full credit. His especial understanding was for steel structures, and in this respect he ensured that the British Corporation enabled owners to build ships of strengths equal to any others despite using up to 10 per cent less steel within the structure. In 1949 Lloyd's Register of Shipping and the British Corporation merged to form the largest and most influential ship classification society in the world.[br]Principal Honours and DistinctionsCBE 1920. SUBJECT AREA: Aerospace[br]b. 12 January 1907 (30 December 1906 Old Style) Zhitomir, Ukrained. 14 January 1966 Moscow, Russia[br]Russian engineer and designer of air-and spacecraft.[br]His early life was spent in the Ukraine and he then studied at Tupolev's aeroplane institute in Moscow. In the mid-1930s, just before his thirtieth birthday, he joined the GIRD (Group Studying Rocket Propulsion) under Frederick Zander, a Latvian engineer, while earning a living designing aircraft in Tupolev's bureau. In 1934 he visited Konstantin Tsiolovsky. Soon after this, under the Soviet Armaments Minister, Mikhail N.Tukhachevsky, who was in favour of rocket weapons, financial support was available for the GIRD and Korolov was appointed General-Engineer (1-star) in the Soviet Army. In June 1937 the Armaments Minister and his whole staff were arrested under Stalin, but Korolov was saved by Tupolev and sent to a sharaska, or prison, near Moscow where he worked for four years on rocket-and jet-propelled aircraft, among other things. In 1946 he went with his superior, Valentin Glushko, to Germany where he watched the British test-firing of possibly three V-2s at Altenwaide, near Cuxhaven, in "Operation Backfire". They were not allowed within the wire enclosure. He remained in Germany to supervise the shipment of V-2 equipment and staff to Russia (it is possible that he underwent a second term of imprisonment from 1948), the Germans having been arrested in October 1946. He kept working in Russia until 1950 or the following year. He supervised the first Russian ballistic missile, R-1, in late 1947. Stalin died in 1953 and Korolov was rehabilitated, but freedom under Nikita Kruschev was almost as restrictive as imprisonment under Stalin. Kruschev would only refer to him as "the Chief Designer", never naming him, and would not let him go abroad or correspond with other rocket experts in the USA or Germany. Anything he published could only be under the name "Sergeyev". He continued to work on his R-7 without the approval that he sought for a satellite project. This was known as semyorka, or "old number seven". In January 1959 he added a booster stage to semyorka. He may have suffered confinement in the infamous Kolyma Gulag around this time. He designed all the Sputnik, Vostok and some of the Voshkod units and worked on the Proton space booster. In 1966 he underwent surgery performed by Dr Boris Petrovsky, then Soviet Minister of Health, for the removal, it is said, of tumours of the colon. In spite of the assistance of Dr Aleksandr Vishaevsky he bled to death on the operating table. SUBJECT AREA: Ports and shipping[br]b. 25 June 1902 Glasgow, Scotlandd. 5 August 1966 Maplehurst, Sussex, England[br]Scottish naval architect who added to the understanding of the structural strength of ships.[br]Murray was educated in Glasgow at Allan Glen's School and then at the University, from which he graduated in naval architecture in 1922. He served an apprenticeship simultaneously with Barclay Curle \& Co., rising to the rank of Assistant Shipyard Manager before leaving in 1927 to join Lloyd's Register of Shipping. After an initial year in Newcastle, he joined the head office in London, which was to be base for the remainder of his working life. Starting with plan approval, he worked his way to experimental work on ship structures and was ultimately given the massive task of revising Lloyd's Rules and placing them on a scientific basis. During the Second World War he acted as liaison officer between Lloyd's and the Admiralty. Throughout his career he presented no fewer than twenty-two papers on ship design, and of these nearly half dealt with hull longitudinal strength. This work won him considerable acclaim and several awards and was of fundamental importance to the shipping industry. The Royal Institution of Naval Architects honoured Murray in 1960 by inviting him to present one of the only two papers read at their centenary meeting: "Merchant ships 1860–1960". At Lloyd's Register he rose to Chief Ship Surveyor, and at the time of his death was Honorary Vice-President of the Royal Institution of Naval Architects.[br]Principal Honours and DistinctionsMBE 1946. [br]b. 3 September 1875 Maffersdorf, Austriad. 30 January 1952 Stuttgart, Baden-Württemberg, Germany[br]Austrian automobile engineer, designer of the Volkswagen car.[br]At the age of fifteen, Porsche built a complete electrical installation for his home. In 1894 he went to technical school in Vienna. Four years later he became Manager of the test department of the Bela Egger concern, which later became part of the Brown Boveri organization where he became the first Assistant in the calculating section. In 1899 he joined the long-established coachbuilders Jacob Lohner, and in 1902 a car of his design with mixed drive won the 1,000 kg (2,200 lb) class in the Exelberg races. In 1905 he joined the Austro-Daimler Company as Technical Director; his subsequent designs included an 85 hp mixed-drive racing car in 1907 and in 1912 an air-cooled aircraft engine which came to be known in later years as the "great-grandfather" of the Volkswagen engine. In 1916, he became Managing Director of Austro-Daimler.In 1921 he designed his first small car, which, appearing under the name of Sasch, won its class in the 1922 Targa Florio, a gruelling road-race in Italy. In 1923 Porsche left Austro-Daimler and joined the Daimler Company in Untertürk-heim, near Stuttgart, Germany. In 1929 he joined the firm of Steyr in Austria as a director and chief engineer, and in 1930 he set up his own independent design office in Stuttgart. In 1932 he visited Russia, and in the same year completed the design calculations for the Auto-Union racing car.In 1934, with his son Ferry (b. 1909), he prepared a plan for the construction of the German "people's car", a project initiated by Adolf Hitler and his Nazi regime; in June of that year he signed a contract for the design work on the Volkswagen. Racing cars of his design were also successful in 1934: the rear-engined Auto-Union won the German Grand Prix, and another Au to-Union car took the Flying Kilometre speed record at 327 km/h (203.2 mph). In 1935 Daimler-Benz started preproduction on the Volkswagen. The first trials of the cars took place in the autumn of 1936, and the following year thirty experimental cars were built by Daimler-Benz. In that year, Porsche visited the United States, where he met Henry Ford; in October an Auto-Union took the Flying Five Kilometre record at 404.3 km/h (251.2 mph). On 26 May 1938, the foundation stone of the Volkswagen factory was laid in Wolfsburg, near Braunschweig, Germany.In October 1945 Ferdinand Porsche was arrested by a unit of the United States Army and taken to Hessen; the French army removed him to Baden-Baden, then to Paris and later to Dijon. During this time he was consulted by Renault engineers regarding the design of their 4CV and designed a diesel-engined tractor. He was finally released on 5 August 1947. The resource budget contains a separate control total for “near cash” expenditure, that is expenditure such as pay and current grants which impacts directly on the measure of the golden rule.This paper provides background information on the framework for the planning and control of public expenditure in the UK which has been operated since the 1998 Comprehensive Spending Review (CSR). It sets out the different classifications of spending for budgeting purposes and why these distinctions have been adopted. It discusses how the public expenditure framework is designed to ensure both sound public finances and an outcome-focused approach to public expenditure.The UK's public spending framework is based on several key principles:"consistency with a long-term, prudent and transparent regime for managing the public finances as a whole;" "the judgement of success by policy outcomes rather than resource inputs;" "strong incentives for departments and their partners in service delivery to plan over several years and plan together where appropriate so as to deliver better public services with greater cost effectiveness; and"the proper costing and management of capital assets to provide the right incentives for public investment.The Government sets policy to meet two firm fiscal rules:"the Golden Rule states that over the economic cycle, the Government will borrow only to invest and not to fund current spending; and"the Sustainable Investment Rule states that net public debt as a proportion of GDP will be held over the economic cycle at a stable and prudent level. Other things being equal, net debt will be maintained below 40 per cent of GDP over the economic cycle.Achievement of the fiscal rules is assessed by reference to the national accounts, which are produced by the Office for National Statistics, acting as an independent agency. The Government sets its spending envelope to comply with these fiscal rules.Departmental Expenditure Limits ( DEL) and Annually Managed Expenditure (AME)"Departmental Expenditure Limit ( DEL) spending, which is planned and controlled on a three year basis in Spending Reviews; and"Annually Managed Expenditure ( AME), which is expenditure which cannot reasonably be subject to firm, multi-year limits in the same way as DEL. To ensure consistency with the Government's fiscal rules departments are set separate resource (current) and capital budgets. The resource budget contains a separate control total for “near cash” expenditure, that is expenditure such as pay and current grants which impacts directly on the measure of the golden rule.To encourage departments to plan over the medium term departments may carry forward unspent DEL provision from one year into the next and, subject to the normal tests for tautness and realism of plans, may be drawn down in future years. This end-year flexibility also removes any incentive for departments to use up their provision as the year end approaches with less regard to value for money. For the full benefits of this flexibility and of three year plans to feed through into improved public service delivery, end-year flexibility and three year budgets should be cascaded from departments to executive agencies and other budget holders.Three year budgets and end-year flexibility give those managing public services the stability to plan their operations on a sensible time scale. Further, the system means that departments cannot seek to bid up funds each year (before 1997, three year plans were set and reviewed in annual Public Expenditure Surveys). So the credibility of medium-term plans has been enhanced at both central and departmental level.Departments have certainty over the budgetary allocation over the medium term and these multi-year DEL plans are strictly enforced. Departments are expected to prioritise competing pressures and fund these within their overall annual limits, as set in Spending Reviews. So the DEL system provides a strong incentive to control costs and maximise value for money.There is a small centrally held DEL Reserve. Support from the Reserve is available only for genuinely unforeseeable contingencies which departments cannot be expected to manage within their DEL.AME typically consists of programmes which are large, volatile and demand-led, and which therefore cannot reasonably be subject to firm multi-year limits. The biggest single element is social security spending. Other items include tax credits, Local Authority Self Financed Expenditure, Scottish Executive spending financed by non-domestic rates, and spending financed from the proceeds of the National Lottery.AME is reviewed twice a year as part of the Budget and Pre-Budget Report process reflecting the close integration of the tax and benefit system, which was enhanced by the introduction of tax credits.AME is not subject to the same three year expenditure limits as DEL, but is still part of the overall envelope for public expenditure. Affordability is taken into account when policy decisions affecting AME are made.
