политТактика умышленного затягивания хода сессии, к которой прибегают законодатели, особенно в Сенате [ Senate, U.S.], чтобы оттянуть принятие неугодного им решения или вообще не допустить его. Наиболее распространенным методом является продолжительное выступление не по существу дела. В 50-60-е гг. активно использовалась южными демократами [ Southern Democrats], стремившимися воспрепятствовать принятию законов о гражданских правах. В 1975 Сенат изменил свое правило XXII [Rule XXII] 1917: сенаторы получили право двумя третями голосов прекратить дебаты. Одна из самых нашумевших обструкций за историю палаты - выступления в 1977 сенаторов-демократов от штатов Огайо и Южная Дакота против снятия контроля за ценами на природный газ, продолжавшиеся несколько дней и ночей. В Палате представителей [ House of Representatives] такая тактика практически невозможна из-за существующих процедурных ограничений. -
