103 Social Democratic Party / Partido Social Democrático
(PSD)One of the two major political parties in democratic Portugal. It was established originally as the Popular Democratic Party / Partido Popular Democrático (PPD) in May 1974, following the Revolution of 25 April 1974 that overthrew the Estado Novo. The PPD had its roots in the "liberal wing" of the União Nacional, the single, legal party or movement allowed under the Estado Novo during the last phase of that regime, under Prime Minister Marcello Caetano. A number of future PPD leaders, such as Francisco Sá Carneiro and Francisco Balsemão, hoped to reform the Estado Novo from within, but soon became discouraged. After the 1974 Revolution, the PPD participated in two general elections (April 1975 and April 1976), which were crucial for the establishment and consolidation of democracy, and the party won sufficient votes to become the second largest political party after the Socialist Party (PS) in the number of seats held in the legislature, the Assembly of the Republic. The PPD voting results in those two elections were 26.4 percent and 24.4 percent, respectively.After the 1976 elections, the party changed its name from Partido Popular Democrático to Partido Social Democrático (PSD). As political opinion swung from the left to the center and center-right, and with the leadership of Francisco Sá Carneiro, the PSD gained greater popularity and strength, and from 1979 on, the party played an important role in government. After Sá Carneiro died in the air crash of December 1980, he was replaced as party chief and then prime minister by Francisco Balsemão, and then by Aníbal Cavaco Silva. As successors, these two leaders guided the PSD to a number of electoral victories, especially beginning in 1985. After 1987, the PSD held a majority of seats in parliament, a situation that lasted until 1995, when the Socialist Party (PS) won the election.The PSD's principal political program has featured the de-Marxi-fication of the 1976 Constitution and the economic system, a free-market economy with privatization of many state enterprises, and close ties with the European Economic Community (EEC) and subsequently the European Union (EU). After the PSD lost several general elections in 1995 and 1999, and following the withdrawal from office of former prime minister Cavaco Silva, a leadership succession crisis occurred in the party. The party leadership shifted from Marcelo Rebelo de Sousa to Manuel Durão Barroso, and, in 2004, Pedro Santana Lopes.During 2000 and 2001, as Portugal's economic situation worsened, the PS's popularity waned. In the December 2001 municipal elections, the PSD decisively defeated the PS and, as a result, Prime Minister António Guterres resigned. Parliamentary elections in March 2002 resulted in a Social Democratic victory, although its margin of victory over the PS was small (40 percent to 38 percent). Upon becoming premier in the spring of 2002, then, PSD leader Durão Barroso, in order to hold a slim majority of seats in the Assembly of the Republic, was obliged to govern in a coalition with the Popular Party (PP), formerly known as the Christian Democratic Party (CDS). Although the PSD had ousted the PS from office, the party confronted formidable economic and social problems. When Durão Barroso resigned to become president of the EU Commission, Pedro Santana Lopes became the PSD's leader, as prime minister in July 2004. Under Santana Lopes's leadership, the PSD lost the parliamentary elections of 2005 to the PS. Since then, the PSD has sought to regain its dominant position with the Portuguese electorate. •• Слово алюминий англичане и американцы и пишут и произносят по-разному (англичане aluminium с ударением на третьем слоге, американцы aluminum с ударением на втором).
•• Есть и некоторые другие различия в произношении, но большее внимание все-таки стоит уделить различиям в лексике.
•• Среди них есть, если можно так выразиться, различия антонимического характера (одно и то же слово означает у англичан и американцев противоположные вещи, и, наоборот, противоположные по смыслу слова – одно и то же). Такие случаи редки, порой забавны и всегда требуют переводческой бдительности. Несколько примеров.
•• Начнем с «общеизвестного». В США public school – государственная школа, «школа для всех». В Англии – закрытая частная школа, «школа для немногих».
•• В английской парламентской практике to table a proposal – то же, что submit т.е. предложить, поставить на обсуждение. В Америке – отложить, не обсуждать, «положить в долгий ящик». Чтобы не возникало путаницы, в ООН это словосочетание предпочитают не употреблять.
•• Глагол to enjoin в США употребляется в основном в судебной практике и означает запретить, воспрепятствовать. Есть и другое значение, почти противоположное – приказать, распорядиться. У англичан слово enjoin употребляется только в этом последнем значении.
•• Американский политик, выставивший свою кандидатуру на выборах, runs. Вообще большая часть терминологии здесь «беговая» – presidential race, runoff (второй тур выборов). Пример из американского журнала Time: White has rebounded and is now believed to be running neck and neck with his rival. Британский или ирландский политик – stands. Пример из Financial Times: Yesterday John Hume, the Northern Irish nationalist leader, decided after weeks of prevarication not to stand.
•• В некоторых случаях различие не столь «антонимично», но весьма существенно. Привожу список наиболее характерных и часто встречающихся слов такого рода в алфавитном порядке (первым идет американское слово) – разумеется, некоторые слова в этом списке широко известны, но не включить их нельзя.
•• administration брит. government. В США слово government (см. статью government, governance) относят ко всем ветвям власти, к государству вообще, в Великобритании, как у нас, к правительству в смысле кабинета министров;
•• apartment брит. flat. В США слово flat тоже встречается, но обычно употребляется в отношении плохих, дешевых квартир;
•• bill брит. note (в значении банкнота);
•• check брит. bill. Имеется в виду чек, который приносит клиенту официант в ресторане;
•• closet брит. cupboard. В США встроенный шкаф называется built-in closet, а walk-in closet – это кладовка, темная комната для одежды. Правда, слово closet, употребляемое как прилагательное в значении тайный, скрывающий свое истинное лицо, распространено и в США, и в Англии (closet liberal, closet homosexual);
•• drunk driving (встречается также drinking and driving) брит. drink driving. Совершенно непонятно, почему в двух «братских странах» существует это небольшое, но существенное различие в обозначении этого «кое-где у них порой» встречающегося явления. Не берусь судить, кто прав, тем более что я не автомобилист (кстати, по обе стороны океана автомобилист чаще всего – motorist). Англичане говорят также drink drivers: Government advertisements are aimed at putting off drink drivers (Skynews). – Государство проводит в СМИ кампанию с целью убедить водителей не садиться за руль в нетрезвом состоянии. В США имеется The National Commission Against Drunk Driving, а само это явление обозначается часто сокращениями DUI (Driving under the influence) или DWI (Driving while intoxicated): DWI is a serious offense in New Jersey. Сокращение может употребляться как существительное: Being arrested for a DUI can be an unnerving experience (сайт www.bktlaw.com). – Арест за управление автомобилем в нетрезвом состоянии/состоянии опьянения может превратиться для вас в большую нервотрепку. (Кстати, юристы отмечают, что drunk driving, DUI и DWI не являются строгими юридическими терминами. Точнее – impaired driving, т.е. управление автомобилем при содержании алкоголя в крови (blood alcohol concentration – BAC) от 0,08 процента.) В соответствующей русской терминологии тоже часто используются сокращения: управление т/с (транспортным средством) в НС (нетрезвом состоянии);
•• garbage брит. rubbish;
•• garbage can брит. dustbin. Соответственно, американский garbage man – это английский dustman. Кстати, у англичан есть выражение dustbin of history (свалка истории), что «по-американски» звучит иначе – ash heap of history;
•• gas, gasoline брит. petrol. Во избежание путаницы американцы называют газ natural gas;
•• in брит. of. Переводчику на английский язык надо иметь в виду, что у американцев и англичан сохраняются «принципиальные разногласия» по поводу некоторых предлогов. Наверное, самое заметное из них: американцы говорят participants in a conference, англичане – participants of a conference;
•• installment plan брит. hire purchase (покупка в кредит);
•• license plate брит. number plate. По-русски номерной знак или просто номер (на автомобиле);

•• nervy – в американском словоупотреблении имеет значение наглый (someone who has a lot of nerve). Англичанин скорее всего скажет impudent;
•• orchestra seats (в театре) брит. stalls;
•• pants брит. trousers. У англичан pants – трусы (амер. underpants или shorts);

São Bento Palace in Estrela district of Lisbon in an earlier life was a convent (constructed 1598-1615). After 1834, Portugal's national legislature or Cortes was transferred to the old convent, which thereafter was adapted and renovated. In common usage, "São Bento" refers to the seat of national government, much the way "Whitehall" in London describes the location of the British government. In Portugal, however, São Bento houses not one but two branches of the national government: both the legislative branch and part of the executive. Since the foundation of the First Republic, then, São Bento has been the home of the legislature and of the residence and office of the prime minister (or president of the Council of Ministers).By the first decade of the 20th century, the legislative hall or chamber of São Bento was essentially the building of today. In a grand and imposing neoclassical style, the palace has housed all the legislative bodies whatever their names: in the constitutional monarchy, the House of Deputies and Peers; in the First Republic, the Senate and House of Deputies; in the Estado Novo dictatorship, the National Assembly and Corporate Chamber; in democratic (post-1974) Portugal, the Assembly of the Republic. While the building is largely pre-1910, the art and decorations are more recent. The halls, foyers, stairways, and chambers are decorated with murals, frescoes, and statuary, including the impressive oils of the 1920s in the murals by Columbano Bordalo Pinheiro, which depict the pageant of Portugal's main legislators since 1821. Other art dates to the 1930s under the Estado Novo. Tellingly, the delegates' hall outside the main legislative chamber is known as the hall of "Wasted Time."Behind the legislative halls, in another part of São Bento, is situated residence and offices of the prime minister, the official home of all heads of government beginning in the First Republic. SUBJECT AREA: Electronics and information technology[br]b. 26 December 1791 Walworth, Surrey, Englandd. 18 October 1871 London, England[br]English mathematician who invented the forerunner of the modern computer.[br]Charles Babbage was the son of a banker, Benjamin Babbage, and was a sickly child who had a rather haphazard education at private schools near Exeter and later at Enfield. Even as a child, he was inordinately fond of algebra, which he taught himself. He was conversant with several advanced mathematical texts, so by the time he entered Trinity College, Cambridge, in 1811, he was ahead of his tutors. In his third year he moved to Peterhouse, whence he graduated in 1814, taking his MA in 1817. He first contributed to the Philosophical Transactions of the Royal Society in 1815, and was elected a fellow of that body in 1816. He was one of the founders of the Astronomical Society in 1820 and served in high office in it.While he was still at Cambridge, in 1812, he had the first idea of calculating numerical tables by machinery. This was his first difference engine, which worked on the principle of repeatedly adding a common difference. He built a small model of an engine working on this principle between 1820 and 1822, and in July of the latter year he read an enthusiastically received note about it to the Astronomical Society. The following year he was awarded the Society's first gold medal. He submitted details of his invention to Sir Humphry Davy, President of the Royal Society; the Society reported favourably and the Government became interested, and following a meeting with the Chancellor of the Exchequer Babbage was awarded a grant of £1,500. Work proceeded and was carried on for four years under the direction of Joseph Clement.In 1827 Babbage went abroad for a year on medical advice. There he studied foreign workshops and factories, and in 1832 he published his observations in On the Economy of Machinery and Manufactures. While abroad, he received the news that he had been appointed Lucasian Professor of Mathematics at Cambridge University. He held the Chair until 1839, although he neither resided in College nor gave any lectures. For this he was paid between £80 and £90 a year! Differences arose between Babbage and Clement. Manufacture was moved from Clement's works in Lambeth, London, to new, fireproof buildings specially erected by the Government near Babbage's house in Dorset Square, London. Clement made a large claim for compensation and, when it was refused, withdrew his workers as well as all the special tools he had made up for the job. No work was possible for the next fifteen months, during which Babbage conceived the idea of his "analytical engine". He approached the Government with this, but it was not until eight years later, in 1842, that he received the reply that the expense was considered too great for further backing and that the Government was abandoning the project. This was in spite of the demonstration and perfectly satisfactory operation of a small section of the analytical engine at the International Exhibition of 1862. It is said that the demands made on manufacture in the production of his engines had an appreciable influence in improving the standard of machine tools, whilst similar benefits accrued from his development of a system of notation for the movements of machine elements.
