Создана Всемирным банком в декабре 1975 г., с тем чтобы компенсировать нарушения в работе существующей системы путем предоставления средств под решение небольших задач. (Под нарушениями существующей системы финансирования проектов на подготовительной стадии понимаются нехватка средств на многоступенчатое финансирование, на финансирование дополнительной подготовительной работы, необходимость которого объясняется тем, что Всемирный банк не в состоянии полностью контролировать подготовительную стадию, а также иные причины нехватки средств для осуществления данной стадии проекта.)
