74 Brown, Andrew
SUBJECT AREA: Ports and shipping[br]b. October 1825 Glasgow, Scotlandd. 6 May 1907 Renfrew, Scotland[br]Scottish engineer and specialist shipbuilder, dredge-plant authority and supplier.[br]Brown commenced his apprenticeship on the River Clyde in the late 1830s, working for some of the most famous marine engineering companies and ultimately with the Caledonian Railway Company. In 1850 he joined the shipyard of A. \& J.Inglis Ltd of Partick as Engineering Manager; during his ten years there he pioneered the fitting of link-motion valve gear to marine engines. Other interesting engines were built, all ahead of their time, including a three-cylinder direct-acting steam engine. His real life's work commenced in 1860 when he entered into partnership with the Renfrew shipbuilder William Simons. Within one year he had designed the fast Clyde steamer Rothesay Castle, a ship less than 200 ft (61 m) long, yet which steamed at c.20 knots and subsequently became a notable American Civil War blockade runner. At this time the company also built the world's first sailing ship with wire-rope rigging. Within a few years of joining the shipyard on the Cart (a tributary of the Clyde), he had designed the first self-propelled hopper barges built in the United Kingdom. He then went on to design, patent and supervise the building of hopper dredges, bucket ladder dredges and sand dredges, which by the end of the century had capacity of 10,000 tons per hour. In 1895 they built an enclosed hopper-type ship which was the prototype of all subsequent sewage-dumping vessels. Typical of his inventions was the double-ended screw-elevating deck ferry, a ship of particular value in areas where there is high tidal range. Examples of this design are still to be found in many seaports of the world. Brown ultimately became Chairman of Simons shipyard, and in his later years took an active part in civic affairs, serving for fifteen years as Provost of Renfrew. His influence in establishing Renfrew as one of the world's centres of excellence in dredge design and building was considerable, and he was instrumental in bringing several hundred ship contracts of a specialist nature to the River Clyde.[br]Principal Honours and DistinctionsVice-President, Institution of Engineers and Shipbuilders in Scotland.BibliographyA Century of Shipbuilding 1810 to 1910, Renfrew: Wm Simons.Further ReadingF.M.Walker, 1984, Song of the Clyde. 75 Johnson, Clarence Leonard (Kelly)
SUBJECT AREA: Aerospace[br]b. 27 February 1910 Michigan, USAd. 21 December 1990 Burbank County, California, USA[br]American aircraft designer responsible for many outstanding Lockheed aircraft over a period of almost forty-eight years.[br]The large and successful Lockheed Aircraft Corporation grew out of a small company founded by Allan and Malcolm Loughhead (pronounced "Lockheed") in 1913. The company employed many notable designers such as Jack Northrop, Jerry Vultee and Lloyd Stearman, but the most productive was "Kelly" Johnson. After studying aeronautical engineering at the University of Michigan, Johnson joined Lockheed in 1933 and gained experience in all the branches of the design department. By 1938 he had been appointed Chief Research Engineer and became involved with the design of the P-38 Lightning twin-boom fighter and the Constellation airliner. In 1943 he set up a super-secret research and development organization called Advanced Development Projects, but this soon became known as the "Skunk Works": the name came from a very mysterious factory which made potions from skunks in the popular comic strip Li'lAbner. The first aircraft designed and built by Johnson's small hand-picked team was the XP-80 Shooting Star prototype jet fighter, which was produced in just 143 days: it became the United States' first production jet fighter. At this stage the Skunk Works produced a prototype, then the main Lockheed factories took over the production run. The F-104 Starfighter and the C-130 Hercules transport were produced in this way and became widely used in many countries. In 1954 work began on the U-2 reconnaissance aircraft which was so secret that production was carried out within the Skunk Works. This made the headlines in 1960 when one was shot down over Russia. Probably the most outstanding of Johnson's designs was the SR-71 Blackbird of 1964, a reconnaissance aircraft capable of flying at Mach 3 (three times the speed of sound). Johnson was not only a great designer, he was also an outstanding manager, and his methods—including his "14 Rules"—have been widely followed. He retired from the Lockheed board in 1980, having been involved in the design of some forty aircraft.[br]Principal Honours and DistinctionsNational Medal of Freedom (the highest United States award for a civilian) 1964.Further ReadingObituary, 1991, Aerospace (Royal Aeronautical Society) (March).B.R.Rich, 1989, "The Skunk Works" management style: it's no secret', Aerospace (Royal Aeronautical Society) (March) (Rich was Johnson's successor).Details of Lockheed aircraft can be found in several publications, e.g.: R.J.Francillon, 1982, Lockheed Aircraft since 1913, London.JDSBiographical history of technology > Johnson, Clarence Leonard (Kelly)

76 Wolseley, Frederick York
[br]b. 1837 Co. Dublin, Irelandd. 1899 England[br]Irish inventor who developed the first practical sheep shears and was also involved in the development of the car which bore his name.[br]The credit for the first design of sheep shears lies with James Higham, who patented the idea in 1868. However, its practical and commercial success lay in the work of a number of people, to each of whom Frederick Wolseley provides the connecting link. One of three brothers, he emigrated to Australia in 1854 and worked in New South Wales for five years. In 1867 he produced a working model of mechanical sheep shears, but it took a further five years before he actually produced a machine, whilst working as Manager of a sheep station in Victoria. In the intervening period it is possible that he visited America and Britain. On returning to Australia in 1872 he and Robert Savage produced another working model in a workshop in Melbourne. Four years later, by which time Wolseley had acquired the "Euroka" sheep station at Walgett, they tested the model and in 1877 acquired joint patent rights. The machine was not successful, and in 1884 another joint patent, this time with Robert Pickup, was taken out on a cog-gear universal joint. Development was to take several more years, during which a highly skilled blacksmith by the name of George Gray joined the team. It is likely that he was the first person to remove a fleece from a sheep mechanically. Finally, the last to be involved in the development of the shears was another Englishman, John Howard, who emigrated to Australia in 1883 with the intention of developing a shearing machine based on his knowledge of existing horse clippers. Wolseley purchased Howard's patent rights and gave him a job. The first public demonstration of the shears was held at the wool stores of Goldsborough \& Co. of Melbourne. Although the hand shearers were faster, when the three sheep that had been clipped by them were re-shorn using the mechanical machine, a further 2 lb (900 g) of wool was removed.Wolseley placed the first manufacturing order with A.P.Parks, who employed a young Englishman by the name of Herbert Austin. A number of improvements to the design were suggested by Austin, who acquired patents and assigned them to Wolseley in 1895 in return for shares in the company. Austin returned to England to run the Wolseley factory in Birmingham. He also built there the first car to carry the Wolseley name, and subsequently opened a car factory carrying his own name.Wolseley resigned as Managing Director of the company in 1894 and died five years later.[br]Further ReadingF.Wheelhouse, 1966, Digging Stock to Rotary Hoe: Men and Machines in Rural Australia (provides a detailed account of Wolseley's developments).APBiographical history of technology > Wolseley, Frederick York

78 time span of discretion
HRthe time between starting and completing the longest task within a job, used as a measure of the level of a job within an organization. The time span of discretion was originated by Elliot Jaques as part of the Glacier studies. He saw two components to any job: prescribed and discretionary. The time span of the discretionary component refers to the longest span of time that employees spend working on a task on their own initiative, and often unsupervised. This reflects the amount of responsibility an individual has, and Jaques found that the time span of discretion rises steadily with the position of an employee in the company hierarchy. An hourly worker may have a one-hour time span of discretion, a middle manager may have one year, and a chief executive of a large company may have 20 years. -
