налог на реализованный прирост рыночной стоимости капитала
Налог на прирост рыночной стоимости капитала (Capital gains). В большинстве стран существуют подоходный налог, которым облагаются прибыли от коммерческой деятельности, и другой налог, которым облагают поступления от значительных продаж активов либо спекулянтами, для которых эти активы не являются обычным коммерческим имуществом (каковым является, к примеру, завод), либо частными лицами, не занимающимися торговлей специально (например, продажа акций инвестором). Этот второй налог и является налогом на реализованный прирост рыночной стоимости капитала.
Краткосрочным налогом на прирост рыночной стоимости называется налог, взимаемый иногда с продажи актива, находящегося в собственности продавца в течение ограниченного периода. Ставки этого налога выше ставок нормального налога на реализованный прирост рыночной стоимости капитала.
В Великобритании налог на реализованный прирост рыночной стоимости капитала взимается с чистого прироста (после вычета убытков), полученного каким-либо лицом в каком-либо налоговом году, с освобождением от его уплаты, если этот прирост не превышает определенной суммы (5800 ф. ст. в 1992-1993 гг.), такое освобождение от уплаты налога с апреля 1990 г. получает каждый из супругов в отдельности. Освобождаются от уплаты налога на прирост рыночной стоимости капитала также доходы, полученные от продажи частных автомашин, государственных ценных бумаг и сберегательных сертификатов, облигаций, опционов, основных жилых домов и произведений искусства, доходы от азартных игр, страхования жизни, контрактов о ренте с отсроченными платежами. Налог взимается по маржинальной для налогоплательщика ставке (marginal tax rate).
При калькуляции налогооблагаемого прироста либо законного убытка возможна налоговая скидка, в основе которой лежит Индекс розничных цен (Retail Price Index) за период с марта 1982 г. (или, если актив был приобретен позднее, с месяца его приобретения) до даты продажи.
