Не знаю, можно ли говорить о новом его значении или речь идет о метафорическом словоупотреблении, связанном с его известными значениями (тяга, сила сцепления, притягательная сила), но во всех нижеследующих примерах (из нескольких номеров Washington Post) двуязычные словари (я смотрел Новый БАРС и ABBYY Lingvo) не очень помогут переводчику:
•• 1. With his plan to lower the cost of health care for most Americans, “Gephardt has hit on a real Achilles’ heel, and he will get traction on it if he becomes the nominee,” said Rep. Ray LaHood. (R-Ill.) 2. One of the biggest temptations for lawmakers will be to lend the money rather than spend it outright. This approach has particular traction in the Senate, where a number of Republicans are endorsing it. 3. The message from Annan’s demoralized staff to the Bush administration was summed up by a senior U.N. official speaking to the Financial Times: “We wish you well, we hope you succeed, but we want to maintain our own integrity in case you don’t.” In other words, abandon ship. Not surprisingly, the resolution did not gain traction in this atmosphere. 4. “ People like Mikulski in Maryland,” said Matthew Crenson, a political science professor at Johns Hopkins University. “It’s illustrative of how difficult it is for Republicans to gain traction in this state that they had to cast about for a candidate for so long.”
•• В принципе в переводе всех этих примеров подойдет слово поддержка (или сторонники). Это удачный контекстуальный перевод, но он, конечно, не описывает значения. Для его описания больше подойдут слова шансы на успех, перспективы, привлекательность.
•• Пример того, как вошедшее в моду слово приобретает эластичность, по сути не меняя своего значения, а просто за счет расширения метафоры, т.е. ее распространения на новые сферы:
•• The euro’s rise to a record high this week, driven by a skidding dollar, comes at a sensitive time for a European economic recovery that finally seems to be gaining a bit of traction. (International Herald Tribune)
•• Для переводчика это может создавать проблемы – ведь, например, в данном случае метафора «трения», «сцепления» в русском языке не работает. Видимо, надо менять метафору. Может быть, так: <...> экономичеcкая активность в Европе начинает, как кажется, потихоньку набирать обороты.
•• Следующий довольно трудный для перевода пример:
•• The minority in this country which is opposed to the U.N. is far more intense than the majority that seems to favor the U.N., so that the minority view has far more traction. (Atlantic)
•• Здесь – изрядно смазанная, но все-таки метафора, и ее придется заменить на другую (Я.И. Рецкер называл такой прием «адекватной заменой»). Думаю, можно попробовать, например, резонанс:

•• В переводе – еще одно контекстуальное соответствие:
•• Возможно, амбициозный план администрации по реформированию Ближнего Востока начинает работать/давать плоды, хотя большинство государств региона сохраняют глубоко подозрительное отношение к президенту США и его наступательной стратегии.
•• Здесь, конечно, интересны также слова proactive и agenda. Оба включены в «Мой несистематический словарь», и добавить здесь можно лишь то, что в русское словоупотребление понемногу входит слово проактивный, но мне оно не очень нравится по уже отмеченной причине – в слове активный (в отличие от английского active) это значение и так есть.
•• (В скобках замечу, что у слова traction есть специализированное медицинское значение – вытяжение. Англо-французский словарь дает to be in traction – être en extension. По-русски – лежать на вытяжке.)
•• Помимо to gain traction нередко встречается to gain purchase:
•• We are fast approaching the fifty year anniversary of Harry S. Truman’s inaugural presidential address in which the idea of ‘underdeveloped areas’ first gained purchase in the universe of public discourse. - <...> инаугурационная речь президента Трумэна, в которой впервые прозвучали слова, впоследствии получившие широкое распространение в политической речи, - « слаборазвитые районы».
•• Then the format shrank even more as cassette tapes gained purchase over eight-tracks, finally eclipsing them in the era just prior to compact discs.
•• В данном случае подойдет антонимический перевод:
•• <...> этот формат начал уступать позиции кассетам. To gain purchase over - возможно и вытеснить.
•• Интересно все-таки, что при наличии, казалось бы, полностью синонимичных to gain ground и to gain momentum языку понадобилось и to gain traction. Как и всякая языковая мода, это не всем нравится. Один канадский профессор охарактеризовал как some of the worst examples of writing and thinking I have seen in my entire career следующую фразу: It took the first album about half a year to gain traction among the American youth. Что тут возразить? Нравится слово traction или нет – дело вкуса. Как сказала одна моя коллега в ООН, traction is not a word I would use. Но оно есть, и по «закону языковой моды» чем чаще оно употребляется, тем эластичнее становится его значение. Можно, пожалуй, студентам давать как упражнение на лексическую изобретательность в переводе.

•• Напоследок: это слово, пожалуй, неплохо подойдет при переводе известного процесс пошел – the process has gained/is gaining traction.

He was really talking about political economy, at the time a slightly different beast. But whatever one’s view of economics (I failed the only exam I ever took in the subject, so may be considered biased), lexicographically speaking it has been a fruitful term.These opaque musings were prompted by what journalists have started to call Enronomics, in reference to the accounting practices of the failed US corporation Enron and their implications for the Bush administration. It’s not as popular yet as Enrongate for the same imbroglio, but shows slight signs of fashionableness, having appeared in several US newspapers recently, and having even made it across the Atlantic to a British Sunday newspaper within hours. However, its chances of taking a permanent place in the language seem vanishingly small.Before we tar journalists too heavily with the brush of knee-jerk word invention for the sake of novelty, in fairness it has to be said that people have been borrowing that ending for at least 150 years. Agronomics, for example, was coined in the 1860s as a term for what is now often called agronomy, and ergonomics was invented about 1950.The Greek original of economics splits nicely in two to make -nomics, since its source was oikos, house, plus nemein, to manage (so economics literally means “household management”, which really brings it back to earth, or at least to home and hearth).But its move into the overtly political arena really dates from late 1969, when Nixonomics was invented as an umbrella term for the economic policies of President Richard Milhous Nixon. But the word which settled its popularity—Reaganomics—arrived in the early eighties; it was followed in the early nineties by Clintonomics. In the eighties, Britain briefly had Thatchernomics, though it was never very popular; New Zealand’s former Minister of Finance, Roger Douglas, provoked Rogernomics (a rare case of a politician’s first name rather than family name being borrowed). Other British politicians have had it applied to them in a half-hearted and short-lived way (Majornomics, Haguenomics) and Americans may remember Dolenomics from 1996.These examples settled the ending firmly into the grab-bags of topical writers. A sign of its acceptance is that it now pops up from time to time attached to words other than politicians’ names. Back in 1996, a report by Kleinwort Benson described the policies of Malaysia as Noddynomics, which greatly displeased that country’s government. Burgernomics has been applied to the global economic policies and impact of certain fast-food firms. Cybernomics has been used for the economic implications of the digital economy. And so on.So we ought not to be surprised that Enronomics has popped up, though it is unusual in being attached to the name of a corporation. -

SUBJECT AREA: Mechanical, pneumatic and hydraulic engineering[br]b. 31 July 1852 Aarau, Switzerlandd. 2 May 1943 Grange-over-Sands, Lancashire, England[br]Swiss (naturalized British 1881) mechanical engineer, inventor and pioneer of the precision chain industry.[br]Hans Renold was educated at the cantonal school of his native town and at the Polytechnic in Zurich. He worked in two or three small workshops during the polytechnic vacations and served an apprenticeship of eighteen months in an engineering works at Neuchâtel, Switzerland. After a short period of military service he found employment as a draughtsman in an engineering firm at Saint-Denis, near Paris, from 1871 to 1873. In 1873 Renold moved first to London and then to Manchester as a draughtsman and inspector with a firm of machinery exporters. From 1877 to 1879 he was a partner in his own firm of machine exporters. In 1879 he purchased a small firm in Salford making chain for the textile industry. At about this time J.K.Starley introduced the "safety" bicycle, which, however, lacked a satisfactory drive chain. Renold met this need with the invention of the bush roller chain, which he patented in 1880. The new chain formed the basis of the precision chain industry: the business expanded and new premises were acquired in Brook Street, Manchester, in 1881. In the same year Renold became a naturalized British subject.Continued expansion of the business necessitated the opening of a new factory in Brook Street in 1889. The factory was extended in 1895, but by 1906 more accommodation was needed and a site of 11 ½ acres was acquired in the Manchester suburb of Burnage: the move to the new building was finally completed in 1914. Over the years, further developments in the techniques of chain manufacture were made, including the invention in 1895 of the inverted tooth or silent chain. Renold made his first visit to America in 1891 to study machine-tool developments and designed for his own works special machine tools, including centreless grinding machines for dealing with wire rods up to 10 ft (3 m) in length.The business was established as a private limited company in 1903 and merged with the Coventry Chain Company Ltd in 1930. Good industrial relations were always of concern to Renold and he established a 48-hour week as early as 1896, in which year a works canteen was opened. Joint consultation with shop stewards date2 from 1917. Соединительная часть труб, резервуаров, валов. Фланец представляет собой плоское кольцо (или диск), выполненное обычно за одно целое с деталью. По диаметру фланцы имеют равномерно расположенные отверстия для болтов или шпилек. Фланцы бывают литыми (заодно с деталью); приварными (изготовленными отдельно и приваренными к детали); с шейкой – короткой резьбовой ступицей, навинчиваемой на деталь (главным образом при соединении труб); опорные, служащие для закрепления узла на раме, опоре или фундаменте.

(от нем. Flansch) — обычно плоское кольцо или диск с равномерно расположенными отверстиями для болтов и шпилек, служащие для прочного и герметичного соединения труб и трубопроводной арматуры, присоединения их к машинам, аппаратам и ёмкостям, для соединения валов и других вращающихся деталей (фланцевое соединение). Фланцы используют попарно (комплектом).
Фланцы различаются по размерам (бывают плоские и воротниковые фланцы), способу крепления и форме уплотнительной поверхности. Фланцы могут быть элементами трубы, фитинга, вала, корпусной детали и других. Фланцы в виде отдельных деталей чаще всего приваривают или привинчивают к концам соединяемых деталей. Форма уплотнительной поверхности фланец в трубопроводах зависит от давления среды, профиля и материала прокладки. Гладкие уплотнительные поверхности с прокладками из картона, резины и паронита применяются при давлениях до 4 Мн/м2(40 бар), поверхности с выступом на одном фланце и впадиной на другом с асбо-металлическими и паронитовыми прокладками – при давлениях до 20 Мн/м2(бар), Фланец с конической уплотнительной поверхностью – при давлениях выше 6,4 Мн/м2 (64 бар).
