81 Rosa, Humberto Delgado
(1960-)Biologist, environmental activist, and public servant. Born in Lisbon in 1960, a grandson of the exiled General Humberto Delgado, Rosa received a biology degree from the Faculty of Sciences, University of Lisbon in 1983 and a Ph.D. in evolutionary biology from the same institution in 1995. He served as a faculty member in the animal biology department of his alma mater, as well as a researcher. He also served as advisor on the environment to several prime ministers beginning in 1995. In February 2005, Rosa was elected to the Assembly of the Republic as a member of the Socialist Party, and he was named Secretary of State for the Environment the same year.In his term as one of his country's principal civil servants and academic authorities concerned with ecology and the environment, Rosa has confronted important issues and problems in his area of expertise including recycling, incineration, climate change questions, and air quality. He is an important advocate and leader in renewable energy activities, and has supported greater emphasis on wind energy in Portugal. An active public speaker, Rosa has been a prolific researcher and author of works on biodiversity, bioethics, biotechnology, and the environment. He edited a book on bioethics for the natural sciences in 2004, in addition to publishing scores of articles in periodicals and chapters in books on these topics. He has also been a leader in various organizations concerned with the ecology and biology in the European Union as well as in Portugal. -
82 Santana Lopes, Pedro Miguel de
(1956-)Portuguese lawyer and politician, and prime minister (2004-05). Born in Lisbon in 1956, Santana Lopes took a law degree from the University of Lisbon and was a Student Union leader. In 1976, he joined the Social Democratic Party (PSD) and became a legal advisor to Prime Minister Francisco Sá Carneiro. Santana Lopes has always considered himself a follower of the late Sá Carneiro. In 1986, he became assistant state secretary to Prime Minister Aníbal Cavaco Silva, and the following year was elected to the European Parliament, in which he served for two years. In 1991, Cavaco Silva named him secretary of state for culture. He served in various other posts, including mayor of Lisbon, and he founded a weekly newspaper, Semanário.In 1998, Santana Lopes withdrew from politics after being negatively depicted in a private television station comic sketch. Instead, he continued in politics and rose to the vice-presidency of the PSD. José Manuel Durão Barroso resigned in July 2004 to become president of the European Commission, and Santana Lopes became PSD leader. Since his party was the major partner in the governing coalition at this time and Barroso had resigned his post, Santana Lopes succeeded him.Santana Lopes' brief premiership was fraught with difficulties. The national economy was in a crisis, and there were frequent cabinet shuffles, factionalism among PSD leaders, and questions being raised about the competence of Santana Lopes to govern effectively. President Jorge Sampaio called a parliamentary election for February 2005, following the resignation of the minister of sport from the cabinet and that minister's attacks on the prime minister's conduct. The Socialist Party (PS) under José Sócrates won the election, and Santana Lopes left office to resume his post as mayor of Lisbon. 83 Pratt, Francis Ashbury
[br]b. 15 February 1827 Woodstock, Vermont, USAd. 10 February 1902 Hartford, Connecticut, USA[br]American mechanical engineer and machine-tool manufacturer.[br]Francis A.Pratt served an apprenticeship as a machinist with Warren Aldrich, and on completing it in 1848 he entered the Gloucester Machine Works as a journeyman machinist. From 1852 to 1854 he worked at the Colt Armory in Hartford, Connecticut, where he met his future partner, Amos Whitney. He then became Superintendent of the Phoenix Iron Works, also at Hartford and run by George S.Lincoln \& Company. While there he designed the well-known "Lincoln" miller, which was first produced in 1855. This was a development of the milling machine built by Robbins \& Lawrence and designed by F.W. Howe, and incorporated a screw drive for the table instead of the rack and pinion used in the earlier machine.Whitney also moved to the Phoenix Iron Works, and in 1860 the two men started in a small way doing machine work on their own account. In 1862 they took a third partner, Monroe Stannard, and enlarged their workshop. The business continued to expand, but Pratt and Whitney remained at the Phoenix Iron Works until 1864 and in the following year they built their first new factory. The Pratt \& Whitney Company was incorporated in 1869 with a capital of $350,000, F.A.Pratt being elected President. The firm specialized in making machine tools and tools particularly for the armament industry. In the 1870s Pratt made no less than ten trips to Europe gaining orders for equipping armouries in many different countries. Pratt \& Whitney was one of the leading firms developing the system of interchangeable manufacture which led to the need to establish national standards of measurement. The Rogers-Bond Comparator, developed with the backing of Pratt \& Whitney, played an important part in the establishment of these standards, which formed the basis of the gauges of many various types made by the firm. Pratt remained President of the company until 1898, after which he served as their Consulting Engineer for a short time before retiring from professional life. He was granted a number of patents relating to machine tools. He was a founder member of the American Society of Mechanical Engineers in 1880 and was elected a vice-president in 1881. [br]b. 26 November 1810 Shieldfield, Newcastle upon Tyne, Englandd. 27 December 1900 Cragside, Northumbria, England[br]English inventor, engineer and entrepreneur in hydraulic engineering, shipbuilding and the production of artillery.[br]The only son of a corn merchant, Alderman William Armstrong, he was educated at private schools in Newcastle and at Bishop Auckland Grammar School. He then became an articled clerk in the office of Armorer Donkin, a solicitor and a friend of his father. During a fishing trip he saw a water-wheel driven by an open stream to work a marble-cutting machine. He felt that its efficiency would be improved by introducing the water to the wheel in a pipe. He developed an interest in hydraulics and in electricity, and became a popular lecturer on these subjects. From 1838 he became friendly with Henry Watson of the High Bridge Works, Newcastle, and for six years he visited the Works almost daily, studying turret clocks, telescopes, papermaking machinery, surveying instruments and other equipment being produced. There he had built his first hydraulic machine, which generated 5 hp when run off the Newcastle town water-mains. He then designed and made a working model of a hydraulic crane, but it created little interest. In 1845, after he had served this rather unconventional apprenticeship at High Bridge Works, he was appointed Secretary of the newly formed Whittle Dene Water Company. The same year he proposed to the town council of Newcastle the conversion of one of the quayside cranes to his hydraulic operation which, if successful, should also be applied to a further four cranes. This was done by the Newcastle Cranage Company at High Bridge Works. In 1847 he gave up law and formed W.G.Armstrong \& Co. to manufacture hydraulic machinery in a works at Elswick. Orders for cranes, hoists, dock gates and bridges were obtained from mines; docks and railways.Early in the Crimean War, the War Office asked him to design and make submarine mines to blow up ships that were sunk by the Russians to block the entrance to Sevastopol harbour. The mines were never used, but this set him thinking about military affairs and brought him many useful contacts at the War Office. Learning that two eighteen-pounder British guns had silenced a whole Russian battery but were too heavy to move over rough ground, he carried out a thorough investigation and proposed light field guns with rifled barrels to fire elongated lead projectiles rather than cast-iron balls. He delivered his first gun in 1855; it was built of a steel core and wound-iron wire jacket. The barrel was multi-grooved and the gun weighed a quarter of a ton and could fire a 3 lb (1.4 kg) projectile. This was considered too light and was sent back to the factory to be rebored to take a 5 lb (2.3 kg) shot. The gun was a complete success and Armstrong was then asked to design and produce an equally successful eighteen-pounder. In 1859 he was appointed Engineer of Rifled Ordnance and was knighted. However, there was considerable opposition from the notably conservative officers of the Army who resented the intrusion of this civilian engineer in their affairs. In 1862, contracts with the Elswick Ordnance Company were terminated, and the Government rejected breech-loading and went back to muzzle-loading. Armstrong resigned and concentrated on foreign sales, which were successful worldwide.The search for a suitable proving ground for a 12-ton gun led to an interest in shipbuilding at Elswick from 1868. This necessitated the replacement of an earlier stone bridge with the hydraulically operated Tyne Swing Bridge, which weighed some 1450 tons and allowed a clear passage for shipping. Hydraulic equipment on warships became more complex and increasing quantities of it were made at the Elswick works, which also flourished with the reintroduction of the breech-loader in 1878. In 1884 an open-hearth acid steelworks was added to the Elswick facilities. In 1897 the firm merged with Sir Joseph Whitworth \& Co. to become Sir W.G.Armstrong Whitworth \& Co. After Armstrong's death a further merger with Vickers Ltd formed Vickers Armstrong Ltd.In 1879 Armstrong took a great interest in Joseph Swan's invention of the incandescent electric light-bulb. He was one of those who formed the Swan Electric Light Company, opening a factory at South Benwell to make the bulbs. At Cragside, his mansion at Roth bury, he installed a water turbine and generator, making it one of the first houses in England to be lit by electricity.Armstrong was a noted philanthropist, building houses for his workforce, and endowing schools, hospitals and parks. His last act of charity was to purchase Bamburgh Castle, Northumbria, in 1894, intending to turn it into a hospital or a convalescent home, but he did not live long enough to complete the work.[br]Principal Honours and DistinctionsKnighted 1859. 85 Ransome, Robert
SUBJECT AREA: Agricultural and food technology[br]b. 1753 Wells, Norfolk, Englandd. 1830 England[br]English inventor of a self-sharpening ploughshare and all-metal ploughs with interchangeable pans.[br]The son of a Quaker schoolmaster, Ransome served his apprenticeship with a Norfolk iron manufacturer and then went into business on his own in the same town, setting up one of the first brass and iron foundries in East Anglia. At an early stage of his career he was selling into Norfolk and Suffolk, well beyond the boundaries to be expected from a local craftsman. He achieved this through the use of forty-seven agents acting on his behalf. In 1789, with one employee and £200 capital, he transferred to Ipswich, where the company was to remain and where there was easier access to both raw materials and his markets. It was there that he discovered that cooling one part of a metal share during its casting could result in a self-sharpening share, and he patented the process in 1785.Ransome won a number of awards at the early Bath and West shows, a fact which demonstrates the extent of his markets. In 1808 he patented an all-metal plough made up of interchangeable parts, and the following year was making complete ploughs for sale. With interchangeable parts he was able to make composite ploughs suitable for a wide variety of conditions and therefore with potential markets all over the country.In 1815 he was joined by his son James, and at about the same time by William Cubitt. With the expertise of the latter the firm moved into bridge building and millwrighting, and was therefore able to withstand the agricultural depression which began to affect other manufacturers from about 1815. In 1818, under Cubitt's direction, Ransome built the gas-supply system for the town of Ipswich. In 1830 his grandson James Ransome joined the firm, and it was under his influence that the agricultural side was developed.
