61 Armstrong, Sir William George, Baron Armstrong of Cragside
[br]b. 26 November 1810 Shieldfield, Newcastle upon Tyne, Englandd. 27 December 1900 Cragside, Northumbria, England[br]English inventor, engineer and entrepreneur in hydraulic engineering, shipbuilding and the production of artillery.[br]The only son of a corn merchant, Alderman William Armstrong, he was educated at private schools in Newcastle and at Bishop Auckland Grammar School. He then became an articled clerk in the office of Armorer Donkin, a solicitor and a friend of his father. During a fishing trip he saw a water-wheel driven by an open stream to work a marble-cutting machine. He felt that its efficiency would be improved by introducing the water to the wheel in a pipe. He developed an interest in hydraulics and in electricity, and became a popular lecturer on these subjects. From 1838 he became friendly with Henry Watson of the High Bridge Works, Newcastle, and for six years he visited the Works almost daily, studying turret clocks, telescopes, papermaking machinery, surveying instruments and other equipment being produced. There he had built his first hydraulic machine, which generated 5 hp when run off the Newcastle town water-mains. He then designed and made a working model of a hydraulic crane, but it created little interest. In 1845, after he had served this rather unconventional apprenticeship at High Bridge Works, he was appointed Secretary of the newly formed Whittle Dene Water Company. The same year he proposed to the town council of Newcastle the conversion of one of the quayside cranes to his hydraulic operation which, if successful, should also be applied to a further four cranes. This was done by the Newcastle Cranage Company at High Bridge Works. In 1847 he gave up law and formed W.G.Armstrong \& Co. to manufacture hydraulic machinery in a works at Elswick. Orders for cranes, hoists, dock gates and bridges were obtained from mines; docks and railways.Early in the Crimean War, the War Office asked him to design and make submarine mines to blow up ships that were sunk by the Russians to block the entrance to Sevastopol harbour. The mines were never used, but this set him thinking about military affairs and brought him many useful contacts at the War Office. Learning that two eighteen-pounder British guns had silenced a whole Russian battery but were too heavy to move over rough ground, he carried out a thorough investigation and proposed light field guns with rifled barrels to fire elongated lead projectiles rather than cast-iron balls. He delivered his first gun in 1855; it was built of a steel core and wound-iron wire jacket. The barrel was multi-grooved and the gun weighed a quarter of a ton and could fire a 3 lb (1.4 kg) projectile. This was considered too light and was sent back to the factory to be rebored to take a 5 lb (2.3 kg) shot. The gun was a complete success and Armstrong was then asked to design and produce an equally successful eighteen-pounder. In 1859 he was appointed Engineer of Rifled Ordnance and was knighted. However, there was considerable opposition from the notably conservative officers of the Army who resented the intrusion of this civilian engineer in their affairs. In 1862, contracts with the Elswick Ordnance Company were terminated, and the Government rejected breech-loading and went back to muzzle-loading. Armstrong resigned and concentrated on foreign sales, which were successful worldwide. The search for a suitable proving ground for a 12-ton gun led to an interest in shipbuilding at Elswick from 1868. This necessitated the replacement of an earlier stone bridge with the hydraulically operated Tyne Swing Bridge, which weighed some 1450 tons and allowed a clear passage for shipping. Hydraulic equipment on warships became more complex and increasing quantities of it were made at the Elswick works, which also flourished with the reintroduction of the breech-loader in 1878. In 1884 an open-hearth acid steelworks was added to the Elswick facilities. In 1897 the firm merged with Sir Joseph Whitworth \& Co. to become Sir W.G.Armstrong Whitworth \& Co. After Armstrong's death a further merger with Vickers Ltd formed Vickers Armstrong Ltd.In 1879 Armstrong took a great interest in Joseph Swan's invention of the incandescent electric light-bulb. He was one of those who formed the Swan Electric Light Company, opening a factory at South Benwell to make the bulbs. At Cragside, his mansion at Roth bury, he installed a water turbine and generator, making it one of the first houses in England to be lit by electricity.Armstrong was a noted philanthropist, building houses for his workforce, and endowing schools, hospitals and parks. His last act of charity was to purchase Bamburgh Castle, Northumbria, in 1894, intending to turn it into a hospital or a convalescent home, but he did not live long enough to complete the work.[br]Principal Honours and DistinctionsKnighted 1859. 62 Saulnier, Raymond
SUBJECT AREA: Aerospace[br]b. late eighteenth century Franced. mid-twentieth century[br]French designer of aircraft, associated with Louis Blériot and later the Morane- Saulnier company.[br]When Louis Blériot made his historic flight across the English Channel in 1909, the credit for the success of the flight naturally went to the pilot. Few people thought about the designer of the successful aeroplane, and those who did assumed it was Blériot himself. Blériot did design several of the aeroplanes bearing his name, but the cross- Channel No. XI was mainly designed by his friend Raymond Saulnier, a fact not; broadcast at the time.In 1911 the Morane-Saulnier company was founded in Paris by Léon (1885–1918) and Robert (1886–1968) Morane and Raymond Saulnier, who became Chief Designer. Flying a Morane-Saulnier, Roland Garros made a recordbreaking flight to a height of 5,611 m (18,405 ft) in 1912, and the following year he made the first non-stop flight across the Mediterranean. Morane-Saulnier built a series of "parasol" monoplanes which were very widely used during the early years of the First World War. With the wing placed above the fuselage, the pilot had an excellent downward view for observation purposes, but the propeller ruled out a forward-firing machine gun. During 1913–4, Raymond Saulnier was working on an idea for a synchronized machine gun to fire between the blades of the propeller. He could not overcome certain technical problems, so he devised a simple alternative: metal deflector plates were fitted to the propeller, so if a bullet hit the blade it did no harm. Roland Garros, flying a Type L Parasol, tested the device in action during April 1915 and was immediately successful. This opened the era of the true fighter aircraft. Unfortunately, Garros was shot down and the Germans discovered his secret weapon: they improved on the idea with a fully synchronized machine gun fitted to the Fokker E 1 monoplane. The Morane-Saulnier company continued in business until 1963, when it was taken over by the Potez Group.[br]Further ReadingJane's Fighting Aircraft of World War I, 1990, London: Jane's (reprint) (provides plans and details of 1914–18 Morane-Saulnier aeroplanes).JDS -
63 Westinghouse, George
[br]b. 6 October 1846 Central Bridge, New York, USAd. 12 March 1914 New York, New York, USA[br]American inventor and entrepreneur, pioneer of air brakes for railways and alternating-current distribution of electricity.[br]George Westinghouse's father was an ingenious manufacturer of agricultural implements; the son, after a spell in the Union Army during the Civil War, and subsequently in the Navy as an engineer, went to work for his father. He invented a rotary steam engine, which proved impracticable; a rerailing device for railway rolling stock in 1865; and a cast-steel frog for railway points, with longer life than the cast-iron frogs then used, in 1868–9. During the same period Westinghouse, like many other inventors, was considering how best to meet the evident need for a continuous brake for trains, i.e. one by which the driver could apply the brakes on all vehicles in a train simultaneously instead of relying on brakesmen on individual vehicles. By chance he encountered a magazine article about the construction of the Mont Cenis Tunnel, with a description of the pneumatic tools invented for it, and from this it occurred to him that compressed air might be used to operate the brakes along a train. The first prototype was ready in 1869 and the Westinghouse Air Brake Company was set up to manufacture it. However, despite impressive demonstration of the brake's powers when it saved the test train from otherwise certain collision with a horse-drawn dray on a level crossing, railways were at first slow to adopt it. Then in 1872 Westinghouse added to it the triple valve, which enabled the train pipe to charge reservoirs beneath each vehicle, from which the compressed air would apply the brakes when pressure in the train pipe was reduced. This meant that the brake was now automatic: if a train became divided, the brakes on both parts would be applied. From then on, more and more American railways adopted the Westinghouse brake and the Railroad Safety Appliance Act of 1893 made air brakes compulsory in the USA. Air brakes were also adopted in most other parts of the world, although only a minority of British railway companies took them up, the remainder, with insular reluctance, preferring the less effective vacuum brake. From 1880 Westinghouse was purchasing patents relating to means of interlocking railway signals and points; he combined them with his own inventions to produce a complete signalling system. The first really practical power signalling scheme, installed in the USA by Westinghouse in 1884, was operated pneumatically, but the development of railway signalling required an awareness of the powers of electricity, and it was probably this that first led Westinghouse to become interested in electrical processes and inventions. The Westinghouse Electric Company was formed in 1886: it pioneered the use of electricity distribution systems using high-voltage single-phase alternating current, which it developed from European practice. Initially this was violently opposed by established operators of direct-current distribution systems, but eventually the use of alternating current became widespread.[br]Principal Honours and DistinctionsLégion d'honneur. 66 Focke, E.H.Heinrich
SUBJECT AREA: Aerospace[br]b. October 1890 Bremen, Germanyd. February 1979 Bremen, Germany[br]German aircraft designer who was responsible for the first practical helicopter, in 1936.[br]Between 1911 and 1914 Heinrich Focke and Georg Wulf built a monoplane and some years later, in 1924, they founded the Focke-Wulf company. They designed and built a variety of civil and military aircraft including the F 19Ente, a tail-first design of 1927. This canard layout was thought to be safer than conventional designs but, unfortunately, it crashed, killing Wulf. Around 1930 Focke became interested in rotary-wing aircraft, and in 1931 he set up a company with Gerd Achgelis to conduct research in this field. The Focke-Wulf company took out a licence to build Cierva autogiros. Focke designed an improved autogiro, the Fw 186, which flew in 1938; it was entered for a military competition, but it was beaten by a fixed-wing aircraft, the Fieseler Storch. In May 1935 Focke resigned from Focke-Wulf to concentrate on helicopter development with the Focke-Achgelis company. His first design was the Fa 61 helicopter, which utilized the fuselage and engine of a conventional aeroplane but instead of wings had two out-riggers, each carrying a rotor. The engine drove these rotors in opposite directions to counteract the adverse torque effect (with a single rotor the fuselage tends to rotate in the opposite direction to the rotor). Following its first flight on 26 June 1936, the Fa 61 went on to break several world records. However, it attracted more public attention when it was flown inside the huge Deutschlandhalle in Berlin by the famous female test pilot Hanna Reitsch in February 1938. Focke continued to develop his helicopter projects for the Focke-Achgelis company and produced the Fa 223 Drache in 1940. This used twin contra-rotating rotors, like the Fa 61, but could carry six people. Its production was hampered by allied bombing of the factory. During the Second World War Focke- Achgelis also produced a rotor kite which could be towed behind a U-boat to provide a flying "crow's nest", as well as designs for an advanced convertiplane (part aeroplane, part helicopter). After the war, Focke worked in France, the Netherlands and Brazil, then in 1954 he became Professor of Aeroplane and Helicopter Design at the University of Stuttgart.[br]Principal Honours and DistinctionsWissenschaftliche, Gesellschaft für Luftfahrt Lilienthal Medal, Prandtl-Ring.Bibliography1965, "German thinking on rotary-wing development", Journal of the Royal Aeronautical Society, (May).Further ReadingW.Gunston and J.Batchelor, 1977, Helicopters 1900–1960, London.J.R.Smith, 1973, Focke-Wulf: An Aircraft Album, London (primarily a picture book). 67 Haber, Fritz
SUBJECT AREA: Chemical technology[br]b. 9 December 1868 Breslau, Germany (now Wroclaw, Poland)d. 29 January 1934 Basel, Switzerland[br]German chemist, inventor of the process for the synthesis of ammonia.[br]Haber's father was a manufacturer of dyestuffs, so he studied organic chemistry at Berlin and Heidelberg universities to equip him to enter his father's firm. But his interest turned to physical chemistry and remained there throughout his life. He became Assistant at the Technische Hochschule in Karlsruhe in 1894; his first work there was on pyrolysis and electrochemistry, and he published his Grundrisse der technischen Electrochemie in 1898. Haber became famous for thorough and illuminating theoretical studies in areas of growing practical importance. He rose through the academic ranks and was appointed a full professor in 1906. In 1912 he was also appointed Director of the Institute of Physical Chemistry and Electrochemistry at Dahlem, outside Berlin.Early in the twentieth century Haber invented a process for the synthesis of ammonia. The English chemist and physicist Sir William Crookes (1832–1919) had warned of the danger of mass hunger because the deposits of Chilean nitrate were becoming exhausted and nitrogenous fertilizers would not suffice for the world's growing population. A solution lay in the use of the nitrogen in the air, and the efforts of chemists centred on ways of converting it to usable nitrate. Haber was aware of contemporary work on the fixation of nitrogen by the cyanamide and arc processes, but in 1904 he turned to the study of ammonia formation from its elements, nitrogen and hydrogen. During 1907–9 Haber found that the yield of ammonia reached an industrially viable level if the reaction took place under a pressure of 150–200 atmospheres and a temperature of 600°C (1,112° F) in the presence of a suitable catalyst—first osmium, later uranium. He devised an apparatus in which a mixture of the gases was pumped through a converter, in which the ammonia formed was withdrawn while the unchanged gases were recirculated. By 1913, Haber's collaborator, Carl Bosch had succeeded in raising this laboratory process to the industrial scale. It was the first successful high-pressure industrial chemical process, and solved the nitrogen problem. The outbreak of the First World War directed the work of the institute in Dahlem to military purposes, and Haber was placed in charge of chemical warfare. In this capacity, he developed poisonous gases as well as the means of defence against them, such as gas masks. The synthetic-ammonia process was diverted to produce nitric acid for explosives. The great benefits and achievement of the Haber-Bosch process were recognized by the award in 1919 of the Nobel Prize in Chemistry, but on account of Haber's association with chemical warfare, British, French and American scientists denounced the award; this only added to the sense of bitterness he already felt at his country's defeat in the war. He concentrated on the theoretical studies for which he was renowned, in particular on pyrolysis and autoxidation, and both the Karlsruhe and the Dahlem laboratories became international centres for discussion and research in physical chemistry. With the Nazi takeover in 1933, Haber found that, as a Jew, he was relegated to second-class status. He did not see why he should appoint staff on account of their grandmothers instead of their ability, so he resigned his posts and went into exile. For some months he accepted hospitality in Cambridge, but he was on his way to a new post in what is now Israel when he died suddenly in Basel, Switzerland.[br]Bibliography1898, Grundrisse der technischen Electrochemie.1927, Aus Leben und Beruf.Further ReadingJ.E.Coates, 1939, "The Haber Memorial Lecture", Journal of the Chemical Society: 1,642–72.M.Goran, 1967, The Story of Fritz Haber, Norman, OK: University of Oklahoma Press (includes a complete list of Haber's works).LRD -

70 Fairbairn, Sir Peter
SUBJECT AREA: Textiles[br]b. September 1799 Kelso, Roxburghshire, Scotlandd. 4 January 1861 Leeds, Yorkshire, England[br]British inventor of the revolving tube between drafting rollers to give false twist.[br]Born of Scottish parents, Fairbairn was apprenticed at the age of 14 to John Casson, a mill-wright and engineer at the Percy Main Colliery, Newcastle upon Tyne, and remained there until 1821 when he went to work for his brother William in Manchester. After going to various other places, including Messrs Rennie in London and on the European continent, he eventually moved in 1829 to Leeds where Marshall helped him set up the Wellington Foundry and so laid the foundations for the colossal establishment which was to employ over one thousand workers. To begin with he devoted his attention to improving wool-weaving machinery, substituting iron for wood in the construction of the textile machines. He also worked on machinery for flax, incorporating many of Philippe de Girard's ideas. He assisted Henry Houldsworth in the application of the differential to roving frames, and it was to these machines that he added his own inventions. The longer fibres of wool and flax need to have some form of support and control between the rollers when they are being drawn out, and inserting a little twist helps. However, if the roving is too tightly twisted before passing through the first pair of rollers, it cannot be drawn out, while if there is insufficient twist, the fibres do not receive enough support in the drafting zone. One solution is to twist the fibres together while they are actually in the drafting zone between the rollers. In 1834, Fairbairn patented an arrangement consisting of a revolving tube placed between the drawing rollers. The tube inserted a "middle" or "false" twist in the material. As stated in the specification, it was "a well-known contrivance… for twisting and untwisting any roving passing through it". It had been used earlier in 1822 by J. Goulding of the USA and a similar idea had been developed by C.Danforth in America and patented in Britain in 1825 by J.C. Dyer. Fairbairn's machine, however, was said to make a very superior article. He was also involved with waste-silk spinning and rope-yarn machinery.Fairbairn later began constructing machine tools, and at the beginning of the Crimean War was asked by the Government to make special tools for the manufacture of armaments. He supplied some of these, such as cannon rifling machines, to the arsenals at Woolwich and Enfield. He then made a considerable number of tools for the manufacture of the Armstrong gun. He was involved in the life of his adopted city and was elected to Leeds town council in 1832 for ten years. He was elected an alderman in 1854 and was Mayor of Leeds from 1857 to 1859, when he was knighted by Queen Victoria at the opening of the new town hall. He was twice married, first to Margaret Kennedy and then to Rachel Anne Brindling.[br]Principal Honours and DistinctionsKnighted 1858.Bibliography1834, British patent no. 6,741 (revolving tube between drafting rollers to give false twist).Further ReadingDictionary of National Biography.Obituary, 1861, Engineer 11.W.English, 1969, The Textile Industry, London (provides a brief account of Fairbairn's revolving tube).C.Singer (ed.), 1958, A History of Technology, Vols IV and V, Oxford: Clarendon Press (provides details of Fairbairn's silk-dressing machine and a picture of a large planing machine built by him).RLH -
71 Harwood, John
SUBJECT AREA: Horology[br]b. 1893 Bolton, Englandd. 9 August 1964[br]English watchmaker, inventor and producer of the first commercial self-winding wrist watch.[br]John Harwood served an apprenticeship as a watch repairer in Bolton, and after service in the First World War he obtained a post with a firm of jewellers in Douglas, Isle of Man. He became interested in the self-winding wrist watch, not because of the convenience of not having to wind it, but because of its potential to keep the mainspring fully wound and to exclude dust and moisture from the watch movement. His experience at the bench had taught him that these were the most common factors to affect adversely the reliability of watches. Completely unaware of previous work in this area, in 1922 he started experimenting and two years later he had produced a serviceable model for which he was granted a patent in 1924. The watch operated on the pedometer principle, the mainspring being wound by a pivoted weight that oscillated in the watch case as a result of the motion of the arm. The hands of his watch were set by rotating the bezel surrounding the dial, dispensing with the usual winding/hand-setting stem which allowed dust and moisture to enter the watch case. He took the watch to Switzerland, but he was unable to persuade the watchmaking firms to produce it until he had secured independent finance to cover the cost of tooling. The Harwood Self-Winding Watch Company Ltd was set up in 1928 to market the watches, but although several thousand were produced the company became a victim of the slump and closed down in 1932. The first practical self-winding watch also operated on the pedometer principle and is attributed to Abraham-Louis Perrellet (1770). The method was refined by Breguet in France and by Recordon, who patented the device in England, but it proved troublesome and went out of fashion. There was a brief revival of interest in self-winding watches towards the end of the nineteenth century, but they never achieved great popularity until after the Second World War, when they used either self-winding mechanisms similar to that devised by Harwood or weights which rotated in the case.[br]Principal Honours and DistinctionsBritish Horological Institute Gold Medal 1957.Bibliography1 September 1924, Swiss patent no. 106,582.Further ReadingA.Chapuis and E.Jaquet, 1956, The History of the Self-Winding Watch, London (provides general information)."How the automatic wrist watch was invented", 1957, Horological Journal 99:612–61 (for specific information).DV -

73 Crompton, Rookes Evelyn Bell
[br]b. 31 May 1845 near Thirsk, Yorkshire, Englandd. 15 February 1940 Azerley Chase, Ripon, Yorkshire, England[br]English electrical and transport engineer.[br]Crompton was the youngest son of a widely travelled diplomat who had retired to the country and become a Whig MP after the Reform Act of 1832. During the Crimean War Crompton's father was in Gibraltar as a commander in the militia. Young Crompton enrolled as a cadet and sailed to Sebastopol, visiting an older brother, and, although only 11 years old, he qualified for the Crimean Medal. Returning to England, he was sent to Harrow, where he showed an aptitude for engineering. In the holidays he made a steam road engine on his father's estate. On leaving school he was commissioned into the Rifle Brigade and spent four years in India, where he worked on a system of steam road haulage to replace bullock trains. Leaving the Army in 1875, Crompton bought a share in an agricultural and general engineering business in Chelmsford, intending to develop his interests in transport. He became involved in the newly developing technology of electric arc lighting and began importing electric lighting equipment made by Gramme in Paris. Crompton soon decided that he could manufacture better equipment himself, and the Chemlsford business was transformed into Crompton \& Co., electrical engineers. After lighting a number of markets and railway stations, Crompton won contracts for lighting the new Law Courts in London, in 1882, and the Ring Theatre in Vienna in 1883. Crompton's interests then broadened to include domestic electrical appliances, especially heating and cooking apparatus, which provided a daytime load when lighting was not required. In 1899 he went to South Africa with the Electrical Engineers Volunteer Corps, providing telegraphs and searchlights in the Boer War. He was appointed Engineer to the new Road Board in 1910, and during the First World War worked for the Government on engineering problems associated with munitions and tanks. He believed strongly in the value of engineering standards, and in 1906 became the first Secretary of the International Electrotechnical Commission.[br]Bibliography1928, Reminiscences.Further ReadingB.Bowers, 1969, R.E.B.Crompton. 75 Economy
Portugal's economy, under the influence of the European Economic Community (EEC), and later with the assistance of the European Union (EU), grew rapidly in 1985-86; through 1992, the average annual growth was 4-5 percent. While such growth rates did not last into the late 1990s, portions of Portugal's society achieved unprecedented prosperity, although poverty remained entrenched. It is important, however, to place this current growth, which includes some not altogether desirable developments, in historical perspective. On at least three occasions in this century, Portugal's economy has experienced severe dislocation and instability: during the turbulent First Republic (1911-25); during the Estado Novo, when the world Depression came into play (1930-39); and during the aftermath of the Revolution of 25 April, 1974. At other periods, and even during the Estado Novo, there were eras of relatively steady growth and development, despite the fact that Portugal's weak economy lagged behind industrialized Western Europe's economies, perhaps more than Prime Minister Antônio de Oliveira Salazar wished to admit to the public or to foreigners. For a number of reasons, Portugal's backward economy underwent considerable growth and development following the beginning of the colonial wars in Africa in early 1961. Recent research findings suggest that, contrary to the "stagnation thesis" that states that the Estado Novo economy during the last 14 years of its existence experienced little or no growth, there were important changes, policy shifts, structural evolution, and impressive growth rates. In fact, the average annual gross domestic product (GDP) growth rate (1961-74) was about 7 percent. The war in Africa was one significant factor in the post-1961 economic changes. The new costs of finance and spending on the military and police actions in the African and Asian empires in 1961 and thereafter forced changes in economic policy.Starting in 1963-64, the relatively closed economy was opened up to foreign investment, and Lisbon began to use deficit financing and more borrowing at home and abroad. Increased foreign investment, residence, and technical and military assistance also had effects on economic growth and development. Salazar's government moved toward greater trade and integration with various international bodies by signing agreements with the European Free Trade Association and several international finance groups. New multinational corporations began to operate in the country, along with foreign-based banks. Meanwhile, foreign tourism increased massively from the early 1960s on, and the tourism industry experienced unprecedented expansion. By 1973-74, Portugal received more than 8 million tourists annually for the first time.Under Prime Minister Marcello Caetano, other important economic changes occurred. High annual economic growth rates continued until the world energy crisis inflation and a recession hit Portugal in 1973. Caetano's system, through new development plans, modernized aspects of the agricultural, industrial, and service sectors and linked reform in education with plans for social change. It also introduced cadres of forward-looking technocrats at various levels. The general motto of Caetano's version of the Estado Novo was "Evolution with Continuity," but he was unable to solve the key problems, which were more political and social than economic. As the boom period went "bust" in 1973-74, and growth slowed greatly, it became clear that Caetano and his governing circle had no way out of the African wars and could find no easy compromise solution to the need to democratize Portugal's restive society. The economic background of the Revolution of 25 April 1974 was a severe energy shortage caused by the world energy crisis and Arab oil boycott, as well as high general inflation, increasing debts from the African wars, and a weakening currency. While the regime prescribed greater Portuguese investment in Africa, in fact Portuguese businesses were increasingly investing outside of the escudo area in Western Europe and the United States.During the two years of political and social turmoil following the Revolution of 25 April 1974, the economy weakened. Production, income, reserves, and annual growth fell drastically during 1974-76. Amidst labor-management conflict, there was a burst of strikes, and income and productivity plummeted. Ironically, one factor that cushioned the economic impact of the revolution was the significant gold reserve supply that the Estado Novo had accumulated, principally during Salazar's years. Another factor was emigration from Portugal and the former colonies in Africa, which to a degree reduced pressures for employment. The sudden infusion of more than 600,000 refugees from Africa did increase the unemployment rate, which in 1975 was 10-15 percent. But, by 1990, the unemployment rate was down to about 5-6 percent. After 1985, Portugal's economy experienced high growth rates again, which averaged 4-5 percent through 1992. Substantial economic assistance from the EEC and individual countries such as the United States, as well as the political stability and administrative continuity that derived from majority Social Democratic Party (PSD) governments starting in mid-1987, supported new growth and development in the EEC's second poorest country. With rapid infrastruc-tural change and some unregulated development, Portugal's leaders harbored a justifiable concern that a fragile environment and ecology were under new, unacceptable pressures. Among other improvements in the standard of living since 1974 was an increase in per capita income. By 1991, the average minimum monthly wage was about 40,000 escudos, and per capita income was about $5,000 per annum. By the end of the 20th century, despite continuing poverty at several levels in Portugal, Portugal's economy had made significant progress. In the space of 15 years, Portugal had halved the large gap in living standards between itself and the remainder of the EU. For example, when Portugal joined the EU in 1986, its GDP, in terms of purchasing power-parity, was only 53 percent of the EU average. By 2000, Portugal's GDP had reached 75 percent of the EU average, a considerable achievement. Whether Portugal could narrow this gap even further in a reasonable amount of time remained a sensitive question in Lisbon. Besides structural poverty and the fact that, in 2006, the EU largesse in structural funds (loans and grants) virtually ceased, a major challenge for Portugal's economy will be to reduce the size of the public sector (about 50 percent of GDP is in the central government) to increase productivity, attract outside investment, and diversify the economy. For Portugal's economic planners, the 21st century promises to be challenging. -
