    George Stephenson was the son of the fireman of the pumping engine at Wylam colliery, and horses drew wagons of coal along the wooden rails of the Wylam wagonway past the house in which he was born and spent his earliest childhood. While still a child he worked as a cowherd, but soon moved to working at coal pits. At 17 years of age he showed sufficient mechanical talent to be placed in charge of a new pumping engine, and had already achieved a job more responsible than that of his father. Despite his position he was still illiterate, although he subsequently learned to read and write. He was largely self-educated.
    In 1801 he was appointed Brakesman of the winding engine at Black Callerton pit, with responsibility for lowering the miners safely to their work. Then, about two years later, he became Brakesman of a new winding engine erected by Robert Hawthorn at Willington Quay on the Tyne. Returning collier brigs discharged ballast into wagons and the engine drew the wagons up an inclined plane to the top of "Ballast Hill" for their contents to be tipped; this was one of the earliest applications of steam power to transport, other than experimentally.
    In 1804 Stephenson moved to West Moor pit, Killingworth, again as Brakesman. In 1811 he demonstrated his mechanical skill by successfully modifying a new and unsatisfactory atmospheric engine, a task that had defeated the efforts of others, to enable it to pump a drowned pit clear of water. The following year he was appointed Enginewright at Killingworth, in charge of the machinery in all the collieries of the "Grand Allies", the prominent coal-owning families of Wortley, Liddell and Bowes, with authorization also to work for others. He built many stationary engines and he closely examined locomotives of John Blenkinsop's type on the Kenton \& Coxlodge wagonway, as well as those of William Hedley at Wylam.
    It was in 1813 that Sir Thomas Liddell requested George Stephenson to build a steam locomotive for the Killingworth wagonway: Blucher made its first trial run on 25 July 1814 and was based on Blenkinsop's locomotives, although it lacked their rack-and-pinion drive. George Stephenson is credited with building the first locomotive both to run on edge rails and be driven by adhesion, an arrangement that has been the conventional one ever since. Yet Blucher was far from perfect and over the next few years, while other engineers ignored the steam locomotive, Stephenson built a succession of them, each an improvement on the last.
    During this period many lives were lost in coalmines from explosions of gas ignited by miners' lamps. By observation and experiment (sometimes at great personal risk) Stephenson invented a satisfactory safety lamp, working independently of the noted scientist Sir Humphry Davy who also invented such a lamp around the same time.
    In 1817 George Stephenson designed his first locomotive for an outside customer, the Kilmarnock \& Troon Railway, and in 1819 he laid out the Hetton Colliery Railway in County Durham, for which his brother Robert was Resident Engineer. This was the first railway to be worked entirely without animal traction: it used inclined planes with stationary engines, self-acting inclined planes powered by gravity, and locomotives.
    On 19 April 1821 Stephenson was introduced to Edward Pease, one of the main promoters of the Stockton \& Darlington Railway (S \& DR), which by coincidence received its Act of Parliament the same day. George Stephenson carried out a further survey, to improve the proposed line, and in this he was assisted by his 18-year-old son, Robert Stephenson, whom he had ensured received the theoretical education which he himself lacked. It is doubtful whether either could have succeeded without the other; together they were to make the steam railway practicable.
    At George Stephenson's instance, much of the S \& DR was laid with wrought-iron rails recently developed by John Birkinshaw at Bedlington Ironworks, Morpeth. These were longer than cast-iron rails and were not brittle: they made a track well suited for locomotives. In June 1823 George and Robert Stephenson, with other partners, founded a firm in Newcastle upon Tyne to build locomotives and rolling stock and to do general engineering work: after its Managing Partner, the firm was called Robert Stephenson \& Co.
    In 1824 the promoters of the Liverpool \& Manchester Railway (L \& MR) invited George Stephenson to resurvey their proposed line in order to reduce opposition to it. William James, a wealthy land agent who had become a visionary protagonist of a national railway network and had seen Stephenson's locomotives at Killingworth, had promoted the L \& MR with some merchants of Liverpool and had carried out the first survey; however, he overreached himself in business and, shortly after the invitation to Stephenson, became bankrupt. In his own survey, however, George Stephenson lacked the assistance of his son Robert, who had left for South America, and he delegated much of the detailed work to incompetent assistants. During a devastating Parliamentary examination in the spring of 1825, much of his survey was shown to be seriously inaccurate and the L \& MR's application for an Act of Parliament was refused. The railway's promoters discharged Stephenson and had their line surveyed yet again, by C.B. Vignoles.
    The Stockton \& Darlington Railway was, however, triumphantly opened in the presence of vast crowds in September 1825, with Stephenson himself driving the locomotive Locomotion, which had been built at Robert Stephenson \& Co.'s Newcastle works. Once the railway was at work, horse-drawn and gravity-powered traffic shared the line with locomotives: in 1828 Stephenson invented the horse dandy, a wagon at the back of a train in which a horse could travel over the gravity-operated stretches, instead of trotting behind.
    Meanwhile, in May 1826, the Liverpool \& Manchester Railway had successfully obtained its Act of Parliament. Stephenson was appointed Engineer in June, and since he and Vignoles proved incompatible the latter left early in 1827. The railway was built by Stephenson and his staff, using direct labour. A considerable controversy arose c. 1828 over the motive power to be used: the traffic anticipated was too great for horses, but the performance of the reciprocal system of cable haulage developed by Benjamin Thompson appeared in many respects superior to that of contemporary locomotives. The company instituted a prize competition for a better locomotive and the Rainhill Trials were held in October 1829.
    Robert Stephenson had been working on improved locomotive designs since his return from America in 1827, but it was the L \& MR's Treasurer, Henry Booth, who suggested the multi-tubular boiler to George Stephenson. This was incorporated into a locomotive built by Robert Stephenson for the trials: Rocket was entered by the three men in partnership. The other principal entrants were Novelty, entered by John Braithwaite and John Ericsson, and Sans Pareil, entered by Timothy Hackworth, but only Rocket, driven by George Stephenson, met all the organizers' demands; indeed, it far surpassed them and demonstrated the practicability of the long-distance steam railway. With the opening of the Liverpool \& Manchester Railway in 1830, the age of railways began.
    Stephenson was active in many aspects. He advised on the construction of the Belgian State Railway, of which the Brussels-Malines section, opened in 1835, was the first all-steam railway on the European continent. In England, proposals to link the L \& MR with the Midlands had culminated in an Act of Parliament for the Grand Junction Railway in 1833: this was to run from Warrington, which was already linked to the L \& MR, to Birmingham. George Stephenson had been in charge of the surveys, and for the railway's construction he and J.U. Rastrick were initially Principal Engineers, with Stephenson's former pupil Joseph Locke under them; by 1835 both Stephenson and Rastrick had withdrawn and Locke was Engineer-in-Chief. Stephenson remained much in demand elsewhere: he was particularly associated with the construction of the North Midland Railway (Derby to Leeds) and related lines. He was active in many other places and carried out, for instance, preliminary surveys for the Chester \& Holyhead and Newcastle \& Berwick Railways, which were important links in the lines of communication between London and, respectively, Dublin and Edinburgh.
    He eventually retired to Tapton House, Chesterfield, overlooking the North Midland. A man who was self-made (with great success) against colossal odds, he was ever reluctant, regrettably, to give others their due credit, although in retirement, immensely wealthy and full of honour, he was still able to mingle with people of all ranks.

    John George Bodmer (as he was known in England) showed signs of great inventive ability even as a child. Soon after completing his apprenticeship to a local millwright, he set up his own work-shop at Zussnacht. One of his first inventions, in 1805, was a shell which exploded on impact. Soon after this he went into partnership with Baron d'Eichthal to establish a cotton mill at St Blaise in the Black Forest. Bodmer designed the water-wheels and all the machinery. A few years later they established a factory for firearms and Bodmer designed special machine tools and developed a system of interchangeable manufacture comparable with American developments at that time. More inventions followed, including a detachable bayonet for breech-loading rifles and a rifled, breech-loading cannon for 12 lb (5.4 kg) shells.
    Bodmer was appointed by the Grand Duke of Baden to the posts of Director General of the Government Iron Works and Inspector of Artillery. He left St Blaise in 1816 and entered completely into the service of the Grand Duke, but before taking up his duties he visited Britain for the first time and made an intensive five-month tour of textile mills, iron works, workshops and similar establishments.
    In 1821 he returned to Switzerland and was engaged in setting up cotton mills and other engineering works. In 1824 he went back to England, where he obtained a patent for his improvements in cotton machinery and set up a mill near Bolton incorporating his ideas. His health failing, he was obliged to return to Switzerland in 1828, but he was soon busy with engineering works there and in France. In 1833 he went to England again, first to Bolton and four years later to Manchester in partnership with H.H.Birley. In the next ten years he patented many more inventions in the fields of textile machinery, steam engines and machine tools. These included a balanced steam engine, a mechanical stoker, steam engine valve gear, gear-cutting machines and a circular planer or vertical lathe, anticipating machines of this type later developed in America by E.P. Bullard. The metric system was used in his workshops and in gearing calculations he introduced the concept of diametral pitch, which then became known as "Manchester Pitch". The balanced engine was built in stationary form and in two locomotives, but although their running was remarkably smooth the additional complication prevented their wider use.
    After the death of H.H.Birley in 1846, Bodmer removed to London until 1848, when he went to Austria. About 1860 he returned to his native town of Zurich. He remained actively engaged in all kinds of inventions up to the end of his life. He obtained fourteen British patents, each of which describes many inventions; two of these patents were extended beyond the normal duration of fourteen years. Two others were obtained on his behalf, one by his brother James in 1813 for his cannon and one relating to railways by Charles Fox in 1847. Many of his inventions had little direct influence but anticipated much later developments. His ideas were sound and some of his engines and machine tools were in use for over sixty years. He was elected a Member of the Institution of Civil Engineers in 1835.

    Peter Ewart, the youngest of six sons, was born at Traquair manse, where his father was a clergyman in the Church of Scotland. He was educated at the Free School, Dumfries, and in 1782 spent a year at Edinburgh University. He followed this with an apprenticeship under John Rennie at Musselburgh before moving south in 1785 to help Rennie erect the Albion corn mill in London. This brought him into contact with Boulton \& Watt, and in 1788 he went to Birmingham to erect a waterwheel and other machinery in the Soho Manufactory. In 1789 he was sent to Manchester to install a steam engine for Peter Drinkwater and thus his long connection with the city began. In 1790 Ewart took up residence in Manchester as Boulton \& Watt's representative. Amongst other engines, he installed one for Samuel Oldknow at Stockport. In 1792 he became a partner with Oldknow in his cotton-spinning business, but because of financial difficulties he moved back to Birmingham in 1795 to help erect the machines in the new Soho Foundry. He was soon back in Manchester in partnership with Samuel Greg at Quarry Bank Mill, Styal, where he was responsible for developing the water power, installing a steam engine, and being concerned with the spinning machinery and, later, gas lighting at Greg's other mills.
    In 1798, Ewart devised an automatic expansion-gear for steam engines, but steam pressures at the time were too low for such a device to be effective. His grasp of the theory of steam power is shown by his paper to the Manchester Literary and Philosophical Society in 1808, On the Measure of Moving Force. In 1813 he patented a power loom to be worked by the pressure of steam or compressed air. In 1824 Charles Babbage consulted him about automatic looms. His interest in textiles continued until at least 1833, when he obtained a patent for a self-acting spinning mule, which was, however, outclassed by the more successful one invented by Richard Roberts. Ewart gave much help and advice to others. The development of the machine tools at Boulton \& Watt's Soho Foundry has been mentioned already. He also helped James Watt with his machine for copying sculptures. While he continued to run his own textile mill, Ewart was also in partnership with Charles Macintosh, the pioneer of rubber-coated cloth. He was involved with William Fairbairn concerning steam engines for the boats that Fairbairn was building in Manchester, and it was through Ewart that Eaton Hodgkinson was introduced to Fairbairn and so made the tests and calculations for the tubes for the Britannia Railway Bridge across the Menai Straits. Ewart was involved with the launching of the Liverpool \& Manchester Railway as he was a director of the Manchester Chamber of Commerce at the time.
    In 1835 he uprooted himself from Manchester and became the first Chief Engineer for the Royal Navy, assuming responsibility for the steamboats, which by 1837 numbered 227 in service. He set up repair facilities and planned workshops for overhauling engines at Woolwich Dockyard, the first establishment of its type. It was here that he was killed in an accident when a chain broke while he was supervising the lifting of a large boiler. Engineering was Ewart's life, and it is possible to give only a brief account of his varied interests and connections here.

    Seguin trained under Joseph Montgolfier, one of the inventors of the hot-air balloon, and became a pioneer of suspension bridges. In 1825 he was involved in an attempt to introduce steam navigation to the River Rhône using a tug fitted with a winding drum to wind itself upstream along a cable attached to a point on the bank, with a separate boat to transfer the cable from point to point. The attempt proved unsuccessful and was short-lived, but in 1825 Seguin had decided also to seek a government concession for a railway from Saint-Etienne to Lyons as a feeder of traffic to the river. He inspected the Stockton \& Darlington Railway and met George Stephenson; the concession was granted in 1826 to Seguin Frères \& Ed. Biot and two steam locomotives were built to their order by Robert Stephenson \& Co. The locomotives were shipped to France in the spring of 1828 for evaluation prior to construction of others there; each had two vertical cylinders, one each side between front and rear wheels, and a boiler with a single large-diameter furnace tube, with a watertube grate. Meanwhile, in 1827 Seguin, who was still attempting to produce a steamboat powerful enough to navigate the fast-flowing Rhône, had conceived the idea of increasing the heating surface of a boiler by causing the hot gases from combustion to pass through a series of tubes immersed in the water. He was soon considering application of this type of boiler to a locomotive. He applied for a patent for a multi-tubular boiler on 12 December 1827 and carried out numerous experiments with various means of producing a forced draught to overcome the perceived obstruction caused by the small tubes. By May 1829 the steam-navigation venture had collapsed, but Seguin had a locomotive under construction in the workshops of the Lyons-Sain t- Etienne Railway: he retained the cylinder layout of its Stephenson locomotives, but incorporated a boiler of his own design. The fire was beneath the barrel, surrounded by a water-jacket: a single large flue ran towards the front of the boiler, whence hot gases returned via many small tubes through the boiler barrel to a chimney above the firedoor. Draught was provided by axle-driven fans on the tender.
    Seguin was not aware of the contemporary construction of Rocket, with a multi-tubular boiler, by Robert Stephenson; Rocket had its first trial run on 5 September 1829, but the precise date on which Seguin's locomotive first ran appears to be unknown, although by 20 October many experiments had been carried out upon it. Seguin's concept of a multi-tubular locomotive boiler therefore considerably antedated that of Henry Booth, and his first locomotive was completed about the same date as Rocket. It was from Rocket's boiler, however, rather than from that of Seguin's locomotive, that the conventional locomotive boiler was descended.

    Newcomen was probably born at a house on the quay at Dartmouth, Devon, England, the son of Elias Newcomen and Sarah Trenhale. Nothing is known of his education, and there is only dubious evidence of his apprenticeship to an ironmonger in Exeter. He returned to Dartmouth and established himself there as an "ironmonger". The term "ironmonger" at that time meant more than a dealer in ironmongery: a skilled craftsman working in iron, nearer to today's "blacksmith". In this venture he had a partner, John Calley or Caley, who was a plumber and glazier. Besides running his business in Dartmouth, it is evident that Newcomen spent a good deal of time travelling round the mines of Devon and Cornwall in search of business.
    Eighteenth-century writers and others found it impossible to believe that a provincial ironmonger could have invented the steam-engine, the concept of which had occupied the best scientific brains in Europe, and postulated a connection between Newcomen and Savery or Papin, but scholars in recent years have failed to find any evidence of this. Certainly Savery was in Dartmouth at the same time as Newcomen but there is nothing to indicate that they met, although it is possible. The most recent biographer of Thomas Newcomen is of the opinion that he was aware of Savery and his work, that the two men had met by 1705 and that, although Newcomen could have taken out his own patent, he could not have operated his own engines without infringing Savery's patent. In the event, they came to an agreement by which Newcomen was enabled to sell his engines under Savery's patent.
    The first recorded Newcomen engine is dated 1712, although this may have been preceded by a good number of test engines built at Dartmouth, possibly following a number of models. Over one hundred engines were built to Newcomen's design during his lifetime, with the first engine being installed at the Griff Colliery near Dudley Castle in Staffordshire.
    On the death of Thomas Savery, on 15 May 1715, a new company, the Proprietors of the Engine Patent, was formed to carry on the business. The Company was represented by Edward Elliot, "who attended the Sword Blade Coffee House in Birchin Lane, London, between 3 and 5 o'clock to receive enquiries and to act as a contact for the committee". Newcomen was, of course, a member of the Proprietors.
    A staunch Baptist, Newcomen married Hannah Waymouth, who bore him two sons and a daughter. He died, it is said of a fever, in London on 5 August 1729 and was buried at Bunhill Fields.

    — machines specially designed and constructed for military or police purposes,

    — lifts which permanently serve specific levels of buildings and constructions, having a car moving between guides which are rigid and inclined at an angle of more than 15 degrees to the horizontal and designed for the transport of:
    (i) persons;
    (ii) persons and goods;
    (iii) goods alone if the car is accessible, that is to say, a person may enter it without difficulty, and fitted with controls situated inside the car or within reach of a person inside,

    4. Where, for machinery or safety components, the risks referred to in this Directive are wholly or partly covered by specific Community Directives, this Directive shall not apply, or shall cease to apply, in the case of such machinery or safety components and of such risks on the implementation of these specific Directives.

    5. Where, for machinery, the risks are mainly of electrical origin, such machinery shall be covered exclusively by Directive 73/23/EEC (2).

    Article 2
    1. Member States shall take all appropriate measures to ensure that machinery or safety components covered by this Directive may be placed on the market and put into service only if they do not endanger the health or safety of persons and, where appropriate, domestic animals or property, when properly installed and maintained and used for their intended purpose.

    2. This Directive shall not affect Member States’ entitlement to lay down, in due observance of the Treaty, such requirements as they may deem necessary to ensure that persons and in particular workers are protected when using the machinery or safety components in question, provided that this does not mean that the machinery or safety components are modified in a way not specified in the Directive.

Настоящая Директива не ограничивает права Государств - членов устанавливать при должном соблюдении Договора такие требования, которые они посчитают необходимыми для обеспечения защиты людей, особенно работников, при использовании машинного оборудования или компонентов безопасности, при условии, что модификация такого машинного оборудования и компонентов безопасности была произведена в соответствии с положениями настоящей Директивы.

    3. At trade fairs, exhibitions, demonstrations, etc., Member States shall not prevent the showing of machinery or safety components which do not conform to the provisions of this Directive, provided that a visible sign clearly indicates that such machinery or safety components do not conform and that they are not for sale until they have been brought into conformity by the manufacturer or his authorised representative established in the Community. During demonstrations, adequate safety measures shall be taken to ensure the protection of persons.

    3. На торговых ярмарках, выставках, демонстрациях и т.п. Государства - члены не должны препятствовать демонстрации машинного оборудования или компонентов безопасности, которые не соответствуют положениям настоящей Директивы, при условии, что видимый знак четко указывает, что такое машинное оборудование или компоненты безопасности не соответствуют данной Директиве, и что они не предназначаются для продажи до тех пор, пока изготовитель или его уполномоченный представитель в Сообществе не приведет их в полное соответствие с Директивой. Во время демонстраций должны приниматься адекватные меры для обеспечения безопасности граждан.

    Article 3
    Machinery and safety components covered by this Directive shall satisfy the essential health and safety requirements set out in Annex I.

    Машинное оборудование, а также компоненты безопасности, относящиеся к области действия настоящей Директивы, должны полностью удовлетворять основным требованиям по обеспечению здоровья и безопасности, изложенным в Приложении 1.

    Article 4
    1. Member States shall not prohibit, restrict or impede the placing on the market and putting into service in their territory of machinery and safety components which comply with this Directive.

    1. Государства - члены не должны запрещать, ограничивать или препятствовать поставке на рынок машинного оборудования, а также компонентов безопасности, которые соответствуют
    требованиям настоящей Директивы.

    2. Member States shall not prohibit, restrict or impede the placing on the market of machinery where the manufacturer or his authorised representative established in the Community declares in accordance with point B of Annex II that it is intended to be incorporated into machinery or assembled with other machinery to constitute machinery covered by this Directive, except where it can function independently.

    ‘Interchangeable equipment’, as referred to in the third indent of Article 1(2)(a), must in all cases bear the CE marking and be accompanied by the EC declaration of conformity referred to in Annex II, point A.

    3. Member States may not prohibit, restrict or impede the placing on the market of safety components as defined in Article 1(2) where they are accompanied by an EC declaration of conformity by the manufacturer or his authorised representative established in the Community as referred to in Annex II, point C.

Государства - члены не имеют права запрещать, ограничивать или препятствовать распространению на рынке компонентов безопасности, определенных Статьей 1 (2), если эти компоненты сопровождаются декларацией соответствия ЕС, заявленной изготовителем или его уполномоченным представителем в Сообществе, как определено в Приложении II, пункте С.

    Article 5
    1. Member States shall regard the following as conforming to all the provisions of this Directive, including the procedures for checking the conformity provided for in Chapter II:
    — machinery bearing the CE marking and accompanied by the EC declaration of conformity referred to in Annex II, point A,
    — safety components accompanied by the EC declaration of conformity referred to in Annex II, point C.

    1. Государства - члены должны считать нижеследующее соответствующим всем положениям настоящей Директивы, включая процедуры проверки соответствия, предусмотренной в Главе II:
    - машинное оборудование, имеющее маркировку "СЕ" и сопровождаемое декларацией соответствия ЕС, как указано в Приложении II, пункте A;
    - компоненты безопасности, сопровождаемые декларацией соответствия ЕС, как указано в Приложении II, пункте C.

    При отсутствии гармонизированных стандартов Государства - члены должны предпринимать любые меры, которые они сочтут необходимыми, для привлечения внимания заинтересованных сторон к существующим национальным техническим стандартам и спецификациям, которые считаются важными или относятся к выполнению основных требований по обеспечению здоровья и безопасности в соответствии с Приложением 1.

    2. Where a national standard transposing a harmonised standard, the reference for which has been published in the Official Journal of the European Communities, covers one or more of the essential safety requirements, machinery or safety components constructed in accordance with this standard shall be presumed to comply with the relevant essential requirements.
    Member States shall publish the references of national standards transposing harmonised standards.

    3. Member States shall ensure that appropriate measures are taken to enable the social partners to have an influence at national level on the process of preparing and monitoring the harmonised standards.

    Article 6
    1. Where a Member State or the Commission considers that the harmonised standards referred to in Article 5(2) do not entirely satisfy the essential requirements referred to in Article 3, the Commission or the Member State concerned shall bring the matter before the committee set up under Directive 83/189/EEC, giving the reasons therefor. The committee shall deliver an opinion without delay.
    Upon receipt of the committee’s opinion, the Commission shall inform the Member States whether or not it is necessary to withdraw those standards from the published information referred to in Article 5(2).

В случае, если Государство - член или Комиссия считают, что гармонизированные стандарты, рассмотренные в Статье 5 (2), не полностью соответствуют основным требованиям, определенным в Статье 3, Комиссия или заинтересованное Государство - член должны поставить этот вопрос на рассмотрение комитета, созданного в соответствии с Директивой 83/189/ЕЭС, обосновав причины такого обращения. Комитет должен безотлагательно вынести решение.
    После получения такого решения комитета Комиссия должна информировать Государства – члены, необходимо или нет отозвать эти стандарты из опубликованной информации, определенной в Статье 5 (2).

    2. A standing committee shall be set up, consisting of representatives appointed by the Member States and chaired by a representative of the Commission.

    The standing committee shall draw up its own rules of procedure.

    Any matter relating to the implementation and practical application of this Directive may be brought before the standing committee, in accordance with the following procedure:

    The representative of the Commission shall submit to the committee a draft of the measures to be taken. The committee shall deliver its opinion on the draft, within a time limit which the chairman may lay down according to the urgency of the matter, if necessary by taking a vote.

    The opinion shall be recorded in the minutes; in addition, each Member State shall have the right to ask to have its position recorded in the minutes.
    The Commission shall take the utmost account of the opinion delivered by the committee.
    It shall inform the committee of the manner in which its opinion has been taken into account.

    2. Должен быть создан постоянно действующий комитет, состоящий из представителей, назначенных Государствами – членами, и возглавляемый представителем Комиссии.

    Постоянно действующий комитет будет сам устанавливать порядок действий и процедуры.

    Любой вопрос, относящийся к выполнению и практическому применению настоящей Директивы, может быть поставлен на рассмотрение постоянно действующего комитета, в соответствии со следующими правилами:

    Представитель Комиссии должен представить комитету проект предполагаемых к принятию мер. Комитет должен выразить свое мнение по проекту за время, установленное председателем в соответствии со срочностью вопроса, при необходимости определяемого путем голосования.

    Это мнение должно быть зафиксировано в протоколе; кроме того, каждое Государство - член имеет право потребовать отразить свою позицию в протоколе. Комиссия должна максимально учитывать мнение, вынесенное комитетом.
    Она должна проинформировать комитет, каким образом было учтено его мнение.

    Article 7
    1. Where a Member State ascertains that:
    — machinery bearing the CE marking, or
    — safety components accompanied by the EC declaration of conformity, used in accordance with their intended purpose are liable to endanger the safety of persons, and, where appropriate, domestic animals or property, it shall take all appropriate measures to withdraw such machinery or safety components from the market, to prohibit the placing on the market, putting into service or use thereof, or to restrict free movement thereof.

    Member States shall immediately inform the Commission of any such measure, indicating the reason for its decision and, in particular, whether non-conformity is due to:
    (a) failure to satisfy the essential requirements referred to in Article 3;
    (b) incorrect application of the standards referred to in Article 5(2);
    (c) shortcomings in the standards themselves referred to in Article 5(2).

    1. Если Государство - член устанавливает, что:
    - машинное оборудование, имеющее маркировку "СЕ", либо
    - компоненты безопасности, сопровождаемые декларацией соответствия ЕС, используемые в соответствии с их назначением, могут нести угрозу безопасности людям, и, если это имеет место, домашним животным или собственности, оно должно принять все необходимые меры для изъятия такого машинного оборудования, либо компонентов безопасности с рынка, запретить их поставку на рынок, ввод в эксплуатацию или использование, либо ограничить их свободное обращение.

    Государства - члены должны немедленно информировать Комиссию о любых подобных мерах, указать причины такого решения и, в особенности, информировать о том, явилось ли это несоответствие результатом:
    a) неспособности удовлетворить основным требованиям, определенным в Статье 3;
    b) неправильного применения стандартов, определенных в Статье 5 (п.2);
    c) недостатков самих стандартов, определенных в Статье 5 (п. 2).

    2. The Commission shall enter into consultation with the parties concerned without delay. Where the Commission considers, after this consultation, that the measure is justified, it shall immediately so inform the Member State which took the initiative and the other Member States. Where the Commission considers, after this consultation, that the action is unjustified, it shall immediately so inform the Member State which took the initiative and the manufacturer or his authorised representative established within the Community.

    Where the decision referred to in paragraph 1 is based on a shortcoming in the standards, and where the Member State at the origin of the decision maintains its position, the Commission shall immediately inform the committee in order to initiate the procedures referred to in Article 6(1).

В случае, если после проведения такой консультации, Комиссия полагает, что такая мера обоснована, она должна немедленно информировать об этом Государство - член, которое выдвинуло эту инициативу, а также остальные Государства - члены. Если Комиссия после проведения такой консультации полагает, что действия не были обоснованными, она немедленно извещает об этом Государство - член, проявившее инициативу, и изготовителя, либо его уполномоченного представителя в Сообществе.

    Если решение, указанное в параграфе 1, основано на недостатках в стандартах, и если Государство - член на основании такого решения сохраняет свои позиции, то Комиссия должна немедленно информировать комитет для того, чтобы начать процедуры, описанные в Статье 6 (п. 1).

    3. Where:
    — machinery which does not comply bears the CE marking,
    — a safety component which does not comply is accompanied by an EC declaration of conformity,
    the competent Member State shall take appropriate action against whom so ever has affixed the marking or drawn up the declaration and shall so inform the Commission and other Member States.

    - машинное оборудование, не соответствующие требованиям, имеют маркировку "СЕ",
    - компоненты безопасности, не соответствующие требованиям, имеют декларацию соответствия ЕС,
    компетентное Государство - член должно начать соответствующие действия против любого, кто поставил маркировку, или составил декларацию, и должно проинформировать об этом Комиссию и другие Государства - члены.

    4. The Commission shall ensure that Member States are kept informed of the progress and outcome of this procedure.

    CHAPTER II
    CONFORMITY ASSESSMENT PROCEDURES
    Article 8

    1. The manufacturer or his authorised representative established in the Community must, in order to certify that machinery and safety components are in conformity with this Directive, draw up for all machinery or safety components manufactured an EC declaration of conformity based on the model given in Annex II, point A or C as appropriate.

    In addition, for machinery alone, the manufacturer or his authorised representatives established in the Community must affix to the machine the CE marking.

    1. Для подтверждения того, что машинное оборудование, а также компоненты безопасности соответствуют положениям настоящей Директивы, изготовитель или его уполномоченный представитель в Сообществе должен составить декларацию ЕС о соответствии на произведенное машинное оборудование и компоненты безопасности по образцу, приведенному в Приложении II, соответственно пунктам A или C.

    Корме того, на машинное оборудование изготовитель или его уполномоченный представитель в Сообществе должен нанести маркировку "СЕ" в соответствии со Статьей 10.

    2. Before placing on the market, the manufacturer, or his authorised representative established in the Community, shall:
    (a) if the machinery is not referred to in Annex IV, draw up the file provided for in Annex V;
    (b) if the machinery is referred to in Annex IV and its manufacturer does not comply, or only partly complies, with the standards referred to in Article 5(2) or if there are no such standards, submit an example of the machinery for the EC type-examination referred to in Annex VI;
    (c) if the machinery is referred to in Annex IV and is manufactured in accordance with the standards referred to in Article 5(2):
    — either draw up the file referred to in Annex VI and forward it to a notified body, which will acknowledge receipt of the file as soon as possible and keep it,
    — submit the file referred to in Annex VI to the notified body, which will simply verify that the standards referred to in Article 5(2) have been correctly applied and will draw up a certificate of adequacy for the file,
    — or submit the example of the machinery for the EC type-examination referred to in Annex VI.

    2. Перед поставкой на рынок изготовитель или его уполномоченный представитель в Сообществе должен:
    (a) в случае, если машинное оборудование не указано в Приложении IV, составить документацию, предусмотренную Приложением V;
    (b) если машинное оборудование указано в Приложении IV, и их изготовитель не выполняет, либо выполняет лишь частично требования стандартов, упомянутых в Статье 5 (2), либо, если таких стандартов не существует, то представить образец машинного оборудования для его испытания ЕС, определенного в Приложении VI;
    (c) если машинное оборудование указано в Приложении IV и изготовлено в соответствии со стандартами, определенными в Статье 5 (п. 2):
    - либо составить документацию, указанную в Приложении VI, и передать ее нотифицированному органу, который подтверждает получение документации в возможно короткие сроки, а также сохраняет ее;
    - представить документацию, указанную в Приложении VI, нотифицированному органу, который просто проверит, что стандарты, упомянутые в Статье 5 (2), были применены правильно и составит сертификат соответствия по этой документации;
    - либо представить образец машинного оборудования для испытания ЕС типового образца, определенного в Приложении VI.

    3. Where the first indent of paragraph 2(c) of this Article applies, the provisions of the first sentence of paragraphs 5 and 7 of Annex VI shall also apply.

    Where the second indent of paragraph 2(c) of this Article applies, the provisions of paragraphs 5, 6 and 7 of Annex VI shall also apply.

    4. Where paragraph 2(a) and the first and second indents of paragraph 2(c) apply, the EC declaration of conformity shall solely state conformity with the essential requirements of the Directive.

    Where paragraph 2(b) and the third indent of paragraph 2(c) apply, the EC declaration of conformity shall state conformity with the example that underwent EC type-examination.

    4. В тех случаях, когда применяется параграф 2 (а) и первый и второй абзацы параграфа 2 (c), декларация ЕС о соответствии должна удостоверить соответствие основным требованиям настоящей Директивы.

    5. Safety components shall be subject to the certification procedures applicable to machinery pursuant to paragraphs 2, 3 and 4. Furthermore, during EC type-examination, the notified body shall verify the suitability of the safety component for fulfilling the safety functions declared by the manufacturer.

    5.Компоненты безопасности должны подвергаться процедурам сертификации, применимым к машинному оборудованию в соответствии с параграфами 2, 3, 4.     6. (a) Where the machinery is subject to other Directives concerning other aspects and which also provide for the affixing of the CE marking, the latter shall indicate that the machinery is also presumed to conform to the provisions of those other Directives.
    (b) However, where one or more of those Directives allow the manufacturer, during a transitional period, to choose which arrangements to apply, the CE marking shall indicate conformity only to the Directives applied by the manufacturer. In this case, particulars of the Directives applied, as published in the Official Journal of the European Communities, must be given in the documents, notices or instructions required by the directives and accompanying such machinery.

    6. (a) В тех случаях, когда машинное оборудование подпадает под действие Директив по другим аспектам, которые также предусматривают нанесение маркировки "СЕ", последняя указывает, что такое машинное оборудование соответствуют положениям этих прочих директив.

    7. Where neither the manufacturer nor his authorised representative established in the Community fulfils the obligations of paragraphs 1 to 6, these obligations shall fall to any person placing the machinery or safety component on the market in the Community. The same obligations shall apply to any person assembling machinery or parts thereof or safety components of various origins or constructing machinery or safety components for his own use.

    7. Если ни изготовитель, ни его уполномоченный представитель в Сообществе не выполнят своих обязательств по предыдущим параграфам, то эти обязательства должны быть выполнены любыми лицами, поставляющими машинное оборудование или компоненты безопасности на рынок Сообщества. Такие же обязательства возлагаются на любые лица, осуществляющие сборку машинного оборудования, либо его частей или компонентов безопасности различного происхождения, либо создающие машинное оборудование или компоненты безопасности для собственного пользования.

    8. The obligations referred to in paragraph 7 shall not apply to persons who assemble with a machine or tractor interchangeable equipment as provided for in Article 1, provided that the parts are compatible and each of the constituent parts of the assembled machine bears the CE marking and is accompanied by the EC declaration of conformity.

    Article 9
    1. Member States shall notify the Commission and the other Member States of the approved bodies which they have appointed to carry out the procedures referred to in Article 8 together with the specific tasks which these bodies have been appointed to carry out and the identification numbers assigned to them beforehand by the Commission.
    The Commission shall publish in the Official Journal of the European Communities a list of the notified bodies and their identification numbers and the tasks for which they have been notified. The Commission shall ensure that this list is kept up to date.

Государства - члены должны уведомить Комиссию и другие Государства - члены об утвержденных органах, которые назначаются для выполнения процедур, описанных в Статье 8, также как и для различных особых задач, которые этим органам предназначено выполнять, и об идентификационных номерах, предварительно присвоенных им Комиссией.

    2. Member States shall apply the criteria laid down in Annex VII in assessing the bodies to be indicated in such notification. Bodies meeting the assessment criteria laid down in the relevant harmonised standards shall be presumed to fulfil those criteria.

    3. A Member State which has approved a body must withdraw its notification if it finds that the body no longer meets the criteria referred to in Annex VII. It shall immediately inform the Commission and the other Member States accordingly.

    CHAPTER III
    CE MARKING
    Article 10
    1. The CE conformity marking shall consist of the initials ‘CE’. The form of the marking to be used is shown in Annex III.

    1. Маркировка "СЕ" состоит из заглавных букв "СЕ". Форма маркировки, которая будет использоваться, указана в Приложении III.

    2. The CE marking shall be affixed to machinery distinctly and visibly in accordance with point 1.7.3 of Annex I.

    2. Маркировка "СЕ" должна наноситься на машинное оборудование четко, на видном месте в соответствии с пунктом 1.7.3. Приложения I.

    3. The affixing of markings on the machinery which are likely to deceive third parties as to the meaning and form of the CE marking shall be prohibited. Any other marking may be affixed to the machinery provided that the visibility and legibility of the CE marking is not thereby reduced.

    3. Нанесение маркировок на машинное оборудование таким образом, что это может ввести в заблуждение относительно значения и формы маркировки "СЕ", запрещено. Любые другие маркировки могут быть нанесены на машинное оборудование таким образом, чтобы не мешать видимости и различимости маркировки "СЕ".

    4. Without prejudice to Article 7:
    (a) where a Member State establishes that the CE marking has been affixed unduly, the manufacturer or his authorised representative established within the Community shall be obliged to make the product conform as regards the provisions concerning the CE marking and to end the infringement under the conditions imposed by the Member State;

    (b) where non-conformity continues, the Member State must take all appropriate measures to restrict or prohibit the placing on the market of the product in question or to ensure that it is withdrawn from the market in accordance with the procedure laid down in Article 7.

    4. Без ограничения применения Статьи 7:
    (a) если Государство - член устанавливает, что маркировка "СЕ" была нанесена неправильно, изготовитель или его уполномоченный представитель в Сообществе будет обязан привести продукцию в соответствии с положениями, касающимися маркировки "СЕ" и положить конец нарушениям на условиях, установленных Государством - членом;

    (b) если такое несоответствие будет продолжаться, то Государство - член должно принять все соответствующие меры для ограничения или запрещения поставки на рынок такой продукции, либо обеспечить изъятие ее с рынка в соответствии с процедурами, изложенными в Статье 7.

    CHAPTER IV
    FINAL PROVISIONS
    Article 11

    Any decision taken pursuant to this Directive which restricts the placing on the market and putting into service of machinery or a safety component shall state the exact grounds on which it is based. Such a decision shall be notified as soon as possible to the party concerned, who shall at the same time be informed of the legal remedies available to him under the laws in force in the Member State concerned and of the time limits to which such remedies are subject.

    Любое решение, принятое в исполнение настоящей Директивы, ограничивающее поставку на рынок и ввод в эксплуатацию машинного оборудования или компонентов безопасности, должно указывать точные причины, на которых оно основано. Такое решение должно быть по возможности быстро доведено до сведения заинтересованных сторон, их также следует проинформировать о законных мерах, которые могут быть предприняты по действующему законодательству в соответствующем Государстве - члене и о сроках, в которые данные меры применяются.

    Article 12
    The Commission will take the necessary steps to have information on all the relevant decisions relating to the management of this Directive made available.

    Article 13
    1. Member States shall communicate to the Commission the texts of the provisions of national law which they adopt in the field governed by this Directive.

    2. The Commission shall, before 1 January 1994, examine the progress made in the standardisation work relating to this Directive and propose any appropriate measures.

    1. Государства - члены должны передать Комиссии тексты положений национальных законодательных актов, принимаемых в сфере, определяемой настоящей Директивой.

    English locomotive builder who built the first locomotives for the narrow-gauge Festiniog Railway.

    England trained with John Penn \& Sons, marine engine and boilermakers, and set up his own business at Hatcham Iron Works, South London, in about 1840. This was initially a general engineering business and made traversing screw jacks, which England had patented, but by 1850 it was building locomotives. One of these, Little England, a 2–2– 2T light locomotive owing much to the ideas of W.Bridges Adams, was exhibited at the Great Exhibition of 1851, and England then prospered, supplying many railways at home and abroad with small locomotives. In 1863 he built two exceptionally small 0–4–0 tank locomotives for the Festiniog Railway, which enabled the latter's Manager and Engineer C.E. Spooner to introduce steam traction on this line with its gauge of just under 2 ft (60 cm). England's works had a reputation for good workmanship, suggesting he inspired loyalty among his employees, yet he also displayed increasingly tyrannical behaviour towards them: the culmination was a disastrous strike in 1865 that resulted in the loss of a substantial order from the South Eastern Railway. From 1866 George England became associated with development of locomotives to the patent of Robert Fairlie, but in 1869 he retired due to ill health and leased his works to a partnership of his son (also called George England), Robert Fairlie and J.S.Fraser under the title of the Fairlie Engine \& Steam Carriage Company. However, George England junior died within a few months, locomotive production ceased in 1870 and the works was sold off two years later.

    Swedish inventor and industrialist, particularly noted for his work on mines and explosives.

    The son of a barber-surgeon who deserted his family to serve in the Swedish army, Nobel showed little interest in academic pursuits as a child and was sent to sea at the age of 16, but jumped ship in Egypt and was eventually employed as an architect by the pasha. Returning to Sweden, he won a scholarship to the Stockholm School of Architecture, where he studied from 1821 to 1825 and was awarded a number of prizes. His interest then leaned towards mechanical matters and he transferred to the Stockholm School of Engineering. Designs for linen-finishing machines won him a prize there, and he also patented a means of transforming rotary into reciprocating movement. He then entered the real-estate business and was successful until a fire in 1833 destroyed his house and everything he owned. By this time he had married and had two sons, with a third, Alfred (of Nobel Prize fame; see Alfred Nobel), on the way. Moving to more modest quarters on the outskirts of Stockholm, Immanuel resumed his inventions, concentrating largely on India rubber, which he applied to surgical instruments and military equipment, including a rubber knapsack.
    It was talk of plans to construct a canal at Suez that first excited his interest in explosives. He saw them as a means of making mining more efficient and began to experiment in his backyard. However, this made him unpopular with his neighbours, and the city authorities ordered him to cease his investigations. By this time he was deeply in debt and in 1837 moved to Finland, leaving his family in Stockholm. He hoped to interest the Russians in land and sea mines and, after some four years, succeeded in obtaining financial backing from the Ministry of War, enabling him to set up a foundry and arms factory in St Petersburg and to bring his family over. By 1850 he was clear of debt in Sweden and had begun to acquire a high reputation as an inventor and industrialist. His invention of the horned contact mine was to be the basic pattern of the sea mine for almost the next 100 years, but he also created and manufactured a central-heating system based on hot-water pipes. His three sons, Ludwig, Robert and Alfred, had now joined him in his business, but even so the outbreak of war with Britain and France in the Crimea placed severe pressures on him. The Russians looked to him to convert their navy from sail to steam, even though he had no experience in naval propulsion, but the aftermath of the Crimean War brought financial ruin once more to Immanuel. Amongst the reforms brought in by Tsar Alexander II was a reliance on imports to equip the armed forces, so all domestic arms contracts were abruptly cancelled, including those being undertaken by Nobel. Unable to raise money from the banks, Immanuel was forced to declare himself bankrupt and leave Russia for his native Sweden. Nobel then reverted to his study of explosives, particularly of how to adapt the then highly unstable nitroglycerine, which had first been developed by Ascanio Sobrero in 1847, for blasting and mining. Nobel believed that this could be done by mixing it with gunpowder, but could not establish the right proportions. His son Alfred pursued the matter semi-independently and eventually evolved the principle of the primary charge (and through it created the blasting cap), having taken out a patent for a nitroglycerine product in his own name; the eventual result of this was called dynamite. Father and son eventually fell out over Alfred's independent line, but worse was to follow. In September 1864 Immanuel's youngest son, Oscar, then studying chemistry at Uppsala University, was killed in an explosion in Alfred's laboratory: Immanuel suffered a stroke, but this only temporarily incapacitated him, and he continued to put forward new ideas. These included making timber a more flexible material through gluing crossed veneers under pressure and bending waste timber under steam, a concept which eventually came to fruition in the form of plywood.
    In 1868 Immanuel and Alfred were jointly awarded the prestigious Letterstedt Prize for their work on explosives, but Alfred never for-gave his father for retaining the medal without offering it to him.

    English locomotive engineer who pioneered compound locomotives in Britain and the use of steel for boilers.

    Webb was a pupil at Crewe Works, London \& North Western Railway (LNWR), under F. Trevithick (son of Richard Trevithick), and was subsequently placed in charge of the works under Trevithick's successor, J.Ramsbottom. After a brief spell away from the LNWR, Webb returned in 1871 and was made Chief Mechanical Engineer, a post he held until his retirement in 1904.
    Webb's initial designs included the highly successful "Precedent" or "Jumbo" class 2– 4–0, from which the example Hardwicke (now preserved by the National Railway Museum, York) achieved an average speed of 67.2 mph (108.1 km/h) between Crewe and Carlisle in 1895. His 0–6–0 "coal engines" were straightforward and cheap and were built in large numbers. In 1879 Webb, having noted the introduction of compound locomotives in France by J.T.A. Mallet, rebuilt an existing 2–2–2 locomotive as a two-cylinder compound. Then in 1882, seeking fuel economy and the suppression of coupling rods, he produced a compound locomotive to his own design, the 2–2, 2–0 Experiment, in which two outside high-pressure cylinders drove the rear driving-wheels, and a single inside large-diameter low-pressure cylinder drove the front driving-wheels. This was followed by a large number of compound locomotives: three successive classes of 2–2, 2–0s; some 2–2, 2–2s; some 4–4–0s; and some 0–8–0s for goods traffic. Although these were capable of good performance, their overall value was controversial: Webb, who was notoriously autocratic, may never have been fully informed of their defects, and after his retirement most were quickly scrapped. Webb made many other innovations during his career, one of the most important being the construction of boilers from steel rather than wrought iron.

    Joseph Samuda studied as a engineer under his elder brother Jacob and formed a partnership with him in 1832 as builders of marine steam engines. In 1838, with Samuel Clegg, they took out a patent for an atmospheric railway system. In this system a cast-iron tube, with a continuous sealed slot along the top, was laid between the rails; trains were attached to a piston within the tube by an arm, the slot being opened and resealed before and behind it. The tube ahead of the piston was exhausted by a stationary steam engine and the train propelled by atmospheric pressure. The system appeared to offer clean, fast travel and was taken up by noted contemporary railway engineers such as I.K. Brunel and C.B. Vignoles, but it eventually proved a failure as no satisfactory means of sealing the slot could at that time be found. It did, however, lead to experiments in the 1860s with underground, pneumatic-tube railways, in which the vehicle would be its own piston, and Samuda Bros, supplied cast-iron tubes for such a line. Meanwhile, Samuda Bros, had commenced building iron steamships in 1843, and although Jacob Samuda lost his life in 1844 as the result of an accident aboard one of the earliest built, the firm survived to become noted London builders of steamships of many types over the ensuing four decades. Joseph Samuda became a founder member of the Institution of Naval Architects in 1860, and was MP for Tavistock from 1865 to 1868 and for Tower Hamlets from 1868 to 1880.

    Smith was the only son of Charles Smith, Postmaster at Hythe, and his wife Sarah (née Pettit). After education at a private school in Ashford, Kent, he took to farming, first on Romney Marsh, then at Hendon, Middlesex. As a boy, he showed much skill in the construction of model boats, especially in devising their means of propulsion. He maintained this interest into adult life and in 1835 he made a model propelled by a screw driven by a spring. This worked so well that he became convinced that the screw propeller offered a better method of propulsion than the paddle wheels that were then in general use. This notion so fired his enthusiasm that he virtually gave up farming to devote himself to perfecting his invention. The following year he produced a better model, which he successfully demonstrated to friends on his farm at Hendon and afterwards to the public at the Adelaide Gallery in London. On 31 May 1836 Smith was granted a patent for the propulsion of vessels by means of a screw.
    The idea of screw propulsion was not new, however, for it had been mooted as early as the seventeenth century and since then several proposals had been advanced, but without successful practical application. Indeed, simultaneously but quite independently of Smith, the Swedish engineer John Ericsson had invented the ship's propeller and obtained a patent on 13 July 1836, just weeks after Smith. But Smith was completely unaware of this and pursued his own device in the belief that he was the sole inventor.
    With some financial and technical backing, Smith was able to construct a 10 ton boat driven by a screw and powered by a steam engine of about 6 hp (4.5 kW). After showing it off to the public, Smith tried it out at sea, from Ramsgate round to Dover and Hythe, returning in stormy weather. The screw performed well in both calm and rough water. The engineering world seemed opposed to the new method of propulsion, but the Admiralty gave cautious encouragement in 1839 by ordering that the 237 ton Archimedes be equipped with a screw. It showed itself superior to the Vulcan, one of the fastest paddle-driven ships in the Navy. The ship was put through its paces in several ports, including Bristol, where Isambard Kingdom Brunel was constructing his Great Britain, the first large iron ocean-going vessel. Brunel was so impressed that he adapted his ship for screw propulsion.
    Meanwhile, in spite of favourable reports, the Admiralty were dragging their feet and ordered further trials, fitting Smith's four-bladed propeller to the Rattler, then under construction and completed in 1844. The trials were a complete success and propelled their lordships of the Admiralty to a decision to equip twenty ships with screw propulsion, under Smith's supervision.
    At last the superiority of screw propulsion was generally accepted and virtually universally adopted. Yet Smith gained little financial reward for his invention and in 1850 he retired to Guernsey to resume his farming life. In 1860 financial pressures compelled him to accept the position of Curator of Patent Models at the Patent Museum in South Kensington, London, a post he held until his death. Belated recognition by the Government, then headed by Lord Palmerston, came in 1855 with the grant of an annual pension of £200. Two years later Smith received unofficial recognition when he was presented with a national testimonial, consisting of a service of plate and nearly £3,000 in cash subscribed largely by the shipbuilding and engineering community. Finally, in 1871 Smith was honoured with a knighthood.

    Telford was the son of a shepherd, who died when the boy was in his first year. Brought up by his mother, Janet Jackson, he attended the parish school at Westerkirk. He was apprenticed to a stonemason in Lochmaben and to another in Langholm. In 1780 he walked from Eskdale to Edinburgh and in 1872 rode to London on a horse that he was to deliver there. He worked for Sir William Chambers as a mason on Somerset House, then on the Eskdale house of Sir James Johnstone. In 1783–4 he worked on the new Commissioner's House and other buildings at Portsmouth dockyard.
    In late 1786 Telford was appointed County Surveyor for Shropshire and moved to Shrewsbury Castle, with work initially on the new infirmary and County Gaol. He designed the church of St Mary Magdalene, Bridgnorth, and also the church at Madley. Telford built his first bridge in 1790–2 at Montford; between 1790 and 1796 he built forty-five road bridges in Shropshire, including Buildwas Bridge. In September 1793 he was appointed general agent, engineer and architect to the Ellesmere Canal, which was to connect the Mersey and Dee rivers with the Severn at Shrewsbury; William Jessop was Principal Engineer. This work included the Pont Cysyllte aqueduct, a 1,000 ft (305 m) long cast-iron trough 127 ft (39 m) above ground level, which entailed an on-site ironworks and took ten years to complete; the aqueduct is still in use today. In 1800 Telford put forward a plan for a new London Bridge with a single cast-iron arch with a span of 600 ft (183 m) but this was not built.
    In 1801 Telford was appointed engineer to the British Fisheries Society "to report on Highland Communications" in Scotland where, over the following eighteen years, 920 miles (1,480 km) of new roads were built, 280 miles (450 km) of the old military roads were realigned and rebuilt, over 1,000 bridges were constructed and much harbour work done, all under Telford's direction. A further 180 miles (290 km) of new roads were also constructed in the Lowlands of Scotland. From 1804 to 1822 he was also engaged on the construction of the Caledonian Canal: 119 miles (191 km) in all, 58 miles (93 km) being sea loch, 38 miles (61 km) being Lochs Lochy, Oich and Ness, 23 miles (37 km) having to be cut.
    In 1808 he was invited by King Gustav IV Adolf of Sweden to assist Count Baltzar von Platen in the survey and construction of a canal between the North Sea and the Baltic. Telford surveyed the 114 mile (183 km) route in six weeks; 53 miles (85 km) of new canal were to be cut. Soon after the plans for the canal were completed, the King of Sweden created him a Knight of the Order of Vasa, an honour that he would have liked to have declined. At one time some 60,000 soldiers and seamen were engaged on the work, Telford supplying supervisors, machinery—including an 8 hp steam dredger from the Donkin works and machinery for two small paddle boats—and ironwork for some of the locks. Under his direction an ironworks was set up at Motala, the foundation of an important Swedish industrial concern which is still flourishing today. The Gotha Canal was opened in September 1832.
    In 1811 Telford was asked to make recommendations for the improvement of the Shrewsbury to Holyhead section of the London-Holyhead road, and in 1815 he was asked to survey the whole route from London for a Parliamentary Committee. Construction of his new road took fifteen years, apart from the bridges at Conway and over the Menai Straits, both suspension bridges by Telford and opened in 1826. The Menai bridge had a span of 579 ft (176 m), the roadway being 153 ft (47 m) above the water level.
    In 1817 Telford was appointed Engineer to the Exchequer Loan Commission, a body set up to make capital loans for deserving projects in the hard times that followed after the peace of Waterloo. In 1820 he became the first President of the Engineers Institute, which gained its Royal Charter in 1828 to become the Institution of Civil Engineers. He was appointed Engineer to the St Katharine's Dock Company during its construction from 1825 to 1828, and was consulted on several early railway projects including the Liverpool and Manchester as well as a number of canal works in the Midlands including the new Harecastle tunnel, 3,000 ft (914 m) long.
    Telford led a largely itinerant life, living in hotels and lodgings, acquiring his own house for the first time in 1821, 24 Abingdon Street, Westminster, which was partly used as a school for young civil engineers. He died there in 1834, after suffering in his later years from the isolation of deafness. He was buried in Westminster Abbey.

    The third son of a merchant sea captain, he was at first educated in the village school. At the age of 17 he was working under a Mr Larmer, a civil engineer, constructing the Lancaster and Carlisle railway. He later moved to be a resident engineer on the Stockton \& Darlington Railway, and from 1849 was Engineer and Manager of the Edinburgh \& Northern Railway. In this last position he became aware of the great inconvenience caused to traffic by the broad estuaries of the Tay and the Forth on the eastern side of Scotland. The railway later became the Edinburgh, Perth \& Dundee, and was then absorbed into the North British in 1854 when Bouch produced his first plans for a bridge across the Tay at an estimated cost of £200,000. A bill was passed for the building of the bridge in 1870. Prior to this, Bouch had built many bridges up to the Redheugh Viaduct, at Newcastle upon Tyne, which had two spans of 240 ft (73 m) and two of 260 ft (79 m). He had also set up in business on his own. He is said to have designed nearly 300 miles (480 km) of railway in the north, as well as a "floating railway" of steam ferries to carry trains across the Forth and the Tay. The Tay bridge, however, was his favourite project; he had hawked it for some twenty years before getting the go-ahead, and the foundation stone of the bridge was laid on 22 July 1871. The total length of the bridge was nearly two miles (3.2 km), while the shore-to-shore distance over the river was just over one mile (1.6 km). It consisted of eighty-five spans, thirteen of which, i.e. "the high girders", were some 245 ft (75 m) long and 100 ft (30 m) above water level to allow for shipping access to Perth, and was a structure of lattice girders on brick and masonry piers topped with ironwork. The first crossing of the bridge was made on 26 September 1877, and the official opening was on 31 May 1878. On Sunday 28 December 1879, at about 7.20 pm, in a wind of probably 90 mph (145 km/h), the thirteen "high girders" were blown into the river below, drowning the seventy-five passengers and crew aboard the 5.20 train from Burntisland. A Court of Enquiry was held and revealed design faults in that the effect of wind pressure had not been adequately taken into account, faults in manufacture in the plugging of flaws in the castings, and inadequate inspection and maintenance; all of these faults were attributed to Bouch, who had been knighted for the building of the bridge. He died at his house in Moffat four months after the enquiry.

    From 1844 until 1962, the Clyde shipyard of William Denny and Brothers, Dumbarton, produced over 1,500 ships, trained innumerable students of all nationalities in shipbuilding and marine engineering, and for the seventy-plus years of their existence were accepted worldwide as the leaders in the application of science to ship design and construction. Until the closure of the yard members of the Denny family were among the partners and later directors of the firm: they included men as distinguished as Dr Peter Denny (1821(?)–95), Sir Archibald Denny (1860–1936) and Sir Maurice Denny (1886– 1955), the main collaborator in the design of the Denny-Brown ship stabilizer.
    One of the most influential of this shipbuilding family was William Denny, now referred to as William 3! His early education was at Dumbarton, then on Jersey and finally at the Royal High School, Edinburgh, before he commenced an apprenticeship at his father's shipyard. From the outset he not only showed great aptitude for learning and hard work but also displayed an ability to create good relationships with all he came into contact with. At the early age of 21 he was admitted a partner of the shipbuilding business of William Denny and Brothers, and some years later also of the associated engineering firm of Denny \& Co. His deep-felt interest in what is now known as industrial relations led him in 1871 to set up a piecework system of payment in the shipyard. In this he was helped by the Yard Manager, Richard Ramage, who later was to found the Leith shipyard, which produced the world's most elegant steam yachts. This research was published later as a pamphlet called The Worth of Wages, an unusual and forward-looking action for the 1860s, when Denny maintained that an absentee employer should earn as much contempt and disapproval as an absentee landlord! In 1880 he initiated an awards scheme for all company employees, with grants and awards for inventions and production improvements. William Denny was not slow to impose new methods and to research naval architecture, a special interest being progressive ship trials with a view to predicting effective horsepower. In time this led to his proposal to the partners to build a ship model testing tank beside the Dumbarton shipyard; this scheme was completed in 1883 and was to the third in the world (after the Admiralty tank at Torquay, managed by William Froude and the Royal Netherlands Navy facility at Amsterdam, under B.J. Tideman. In 1876 the Denny Shipyard started work with mild-quality shipbuilding steel on hulls for the Irrawaddy Flotilla Company, and in 1879 the world's first two ships of any size using this weight-saving material were produced: they were the Rotomahana for the Union Steamship Company of New Zealand and the Buenos Ayrean for the Allan Line of Glasgow. On the naval-architecture side he was involved in Denny's proposals for standard cross curves of stability for all ships, which had far-reaching effects and are now accepted worldwide. He served on the committee working on improvements to the Load Line regulations and many other similar public bodies. After a severe bout of typhoid and an almost unacceptable burden of work, he left the United Kingdom for South America in June 1886 to attend to business with La Platense Flotilla Company, an associate company of William Denny and Brothers. In March the following year, while in Buenos Aires, he died by his own hand, a death that caused great and genuine sadness in the West of Scotland and elsewhere.
