Historically, banking in Portugal was in the hands of eight very large family-owned private banks (Banco Totta e Açores, Banco Nacional Ultramarino, Banco Pinto e Sotto Mayor, Banco Espirito Santo, Banco Português do Atlantico, Banco Borges e Irmão, Banco Fonsecas e Burnay, and Banco Intercontinental Português), all regulated by the state-owned Banco de Portugal. After the Revolution of 25 April 1974, private banks and private insurance companies were nationalized; that is, taken over by the state. Nationalization created structural problems for banks because they were required to extend credit at negative real interest rates to finance the budget deficits of nonprofitable public enterprises. They were also plagued by undercapitalization, overstaffing, and excessive branching.The banking sector began to change during the 1980s, when, as a condition for joining the European Economic Community (EEC), it was liberalized and internationalized. In 1984, a law was passed that allowed private banks and insurance companies to be organized. In the 1980s, six foreign banks (Manufacturers Hanover Trust, Chase Manhattan, Barclays, Banque Nationale de Paris, Citicorp, and Gé-nérale de Banque of Belgium) and four majority Portuguese banks (Banco de Comércio e Indústria, Banco Internacional de Crédito, Banco Português de Investimento, and Banco Comercial Português) began operating. In the 1990s, the banks nationalized after the Revolution of 25 April were reprivatized (beginning with Banco Totta e Açores followed by Banco Português do Atlantico) by selling shares in them to the public. This has allowed some of the dispossessed families, such as the Espirito Santos, to attempt to regain control of their banks by becoming majority shareholders in them. Despite the privatizations of the 1990s, the Portuguese state maintains tight control over banking through the Banco de Portugal. The state continues to be a majority shareholder in the Caixa Geral de Depósitos, Portugal's largest savings bank, the Banco Nacional Ultramarino, Banco de Fomento e Exterior, and the Banco Borges e Irmão. -

[br]b. 1 April 1764 Alfreton, Englandd. 22 May 1805 London, England[br]English ironmaster and engineer of canals and tramroads, protagonist of angled plate rails in place of edge rails.[br]Outram's father was one of the principal promoters of the Cromford Canal, Derbyshire, and Benjamin Outram became Assistant to the canal's Engineer, William Jessop. In 1789 Outram was appointed Superintendent in charge of construction, and his responsibilities included the 2,978 yd (2,723 m) Butterley Tunnel; while the tunnel was being driven, coal and iron ore were encountered. Outram and a partner purchased the Butterley Hall estate above the tunnel and formed Outram \& Co. to exploit the coal and iron: a wide length of the tunnel beneath the company's furnace was linked to the surface by shafts to become in effect an underground wharf. Jessop soon joined the company, which grew and prospered to eventually become the long-lived Butterley Company.As a canal engineer, Outram's subsequent projects included the Derby, Huddersfield Narrow and Peak Forest Canals. On the Derby Canal he built a small iron aqueduct, which though designed later than the Longdon Aqueduct of Thomas Telford was opened earlier, in 1796, to become the first iron aqueduct.It is as a tramroad engineer that Outram is best known. In 1793 he completed a mile-long (1.6 km) tramroad from Outram \& Co.'s limestone quarry at Crich to the Cromford Canal, for which he used plate rails of the type recently developed by John Curr. He was, however, able to use a wider gauge—3 ft 6 in. (1.07 m) between the flanges—and larger wagons than Curr had been able to use underground in mines. It appears to have been Outram's idea to mount the rails on stone blocks, rather than wooden sleepers.Outram then engineered tramroads to extend the lines of the Derby and Peak Forest Canals. He encouraged construction of such tramroads in many parts of Britain, often as feeders of traffic to canals. He acted as Engineer, and his company often provided the rails and sometimes undertook the entire construction of a line. Foreseeing that lines would be linked together, he recommended a gauge of 4 ft 2 in. (1.27 m) between the flanges as standard, and for twenty years or so Outram's plateways, with horses or gravity as motive power, became the usual form of construction for new railways. SUBJECT AREA: Architecture and building[br]b. early first century BCd. c. 25 BC[br]Roman writer on architecture and engineering subjects.[br]Nothing is known of Vitruvius apart from what can be gleaned from his only known work, the treatise De architectura. He seems to have been employed in some capacity by Julius Caesar and continued to serve under his heir, Octavianus, later Emperor Augustus, to whom he dedicated his book. It was written towards the end of his life, after Octavianus became undisputed ruler of the Empire by his victory at Actium in 31 BC, and was based partly on his own experience and partly on earlier, Hellenistic, writers.The De architectura is divided into ten books. The first seven books expound the general principles of architecture and the planning, design and construction of various types of building, public and domestic, including a consideration of techniques and materials. Book 7 deals with interior decoration, including stucco work and painting, while Book 8 treats water supply, from the location of sources to the transport of water by aqueducts, tunnels and pipes. Book 9, after a long and somewhat confused account of the astronomical theories of the day, describes various forms of clock and sundial. Finally, Book 10 deals with mechanical devices for handling building materials and raising and pumping water, for which Vitruvius draws on the earlier Greek authors Ctesibius and Hero.Although this may seem a motley assembly of subjects, to the Roman architect and builder it was a logical compendium of the subjects he was expected to know about. At the time, Vitruvius' rigid rules for the design of buildings such as temples seem to have had little influence, but his accounts of more practical matters of building materials and techniques were widely used. His illustrations to the original work were lost in antiquity, for no later manuscript includes them. Through the Middle Ages, manuscript copies were made in monastic scriptoria, although the architectural style in vogue had little relevance to those in Vitruvius: these came into their own with the Italian Renaissance. Alberti, writing the first great Renaissance treatise on architecture from 1452 to 1467, drew heavily on De architectura; those who sought to revive the styles of antiquity were bound to regard the only surviving text on the subject as authoritative. The appearance of the first printed edition in 1486 only served to extend its influence.During the sixteenth and seventeenth centuries, Vitruvius was used as a handbook for constructing machines and instruments.
