4 Freitas do Amaral, Diogo
(1941-)Legal scholar and teacher, jurist, civil servant, and politician. Born in Povoa de Varzim, Freitas do Amaral's father became a member of parliament in the Estado Novo's National Assembly. A superb student, the young Freitas do Amaral studied law at the Law Faculty, University of Lisbon, and became the top law student and protégé of Professor Marcello Caetano, who in 1968 was selected to replace an ailing Antônio de Oliveira Salazar as prime minister. Freitas do Amaral received his doctorate in law in the late 1960s and remained close to his former law professor, who was now prime minister. In his scholarship on the history of Portuguese law, as well as in his political and social ideology as a conservative, Freitas do Amaral in many respects remained a student, protégé, and follower of Caetano through the period of Caetano's premiership (1968-74) and into the era of the Revolution of 25 April 1974. More than 20 years later, Freitas do Amaral published his memoirs, which focused on the 1968-74 political era, O Antigo Regime E A Revolução. Memórias Políticas ( 1941-75). This personal portrait of Caetano's tribulations as a sometimes reluctant, well-prepared but probably inappropriately selected national leader remains an invaluable primary source for historical reconstruction.During the early months after the Revolution of 25 April 1974, Freitas do Amaral entered politics and became a founder of the right-wing Christian Democratic Party (CDS). He served as the party's leader to 1985 and again from 1988 to 1991, and was a member of parliament, the Assembly of the Republic, from 1975 to 1983 and from 1992 to 1993. When the Democratic Alliance, of which the CDS was a part, won elections in 1979-80, Freitas do Amaral served as deputy prime minister and minister of defense and, when Francisco de Sá Carneiro died in a mysterious air crash, Freitas do Amaral briefly served as interim prime minister. He was a candidate for the presidency in the 1986 presidential election, although he lost to Mário Soares. In 1995, he served as President of the United Nations General Assembly. As a European federalist who disagreed with the CDS Euroskeptic line followed by Paulo Portas, Freitas do Amaral broke with his party and resigned from it. Although he was usually regarded as a right-winger, Freitas do Amaral backed the Social Democratic Party in the 2002 Assembly of the Republic elections. Disillusioned with the government's policies and critical of its endorsement of the U.S. invasion of Iraq in March 2003, Freitas do Amaral shifted his support to the Socialist Party in the 2005 election. The new prime minister José Sôcrates named Freitas do Amaral minister of foreign affairs in the XVII Constitutional Government, but the senior jurist and politician resigned after a year in office, for health reasons.After many years as a law professor at the New University of Lisbon, in 2007, Freitas do Amaral delivered a final public lecture and retired from academia. (1734-1816)Daughter of King José I (r. 175077), she married her uncle Pedro III, her father's brother. Upon becoming queen in 1777, with the death of her father, Maria I dismissed the Marquis of Pombal, the king's prime minister. Known in Portuguese history by the nickname of "The Pious," Maria was extremely religious and, during her brief reign, attempted to reverse the dictator Pombal's statist, anticlerical policies, but to little avail. Her life and reign were transformed by family tragedies and by personal reactions to the news of the cataclysmic events in France. Maria's mental weakness was exacerbated progressively by the death of her consort Pedro (1786) and her eldest son João (1788) and gravely affected by news of the French Revolution and its excesses (1789-92). In 1792, she went insane and ceased to reign; her son João took her place and, in 1799, became prince regent. When, in 1807, the royal family fled with a British fleet to Brazil as France occupied Portugal, mad Maria, restrained, it was said, in an iron cage, was taken along. In 1816, while the royal court remained in Brazil, she died in Rio de Janeiro.See also João VI, king -
18 Cort, Henry
SUBJECT AREA: Metallurgy[br]b. 1740 Lancaster, Englandd. 1800 Hampstead, near London, England[br]English ironmaster, inventor of the puddling process and grooved rollers for forming iron into bars.[br]His father was a mason and brickmaker but, anxious to improve himself, Cort set up in London in 1765 as a navy agent, said to have been a profitable business. He recognized that, at that time, the conversion of pig iron to malleable or wrought iron, which was needed in increasing quantities as developments in industry and mechanical engineering gathered pace, presented a bottleneck in the ironmaking process. The finery hearth was still in use, slow and inefficient and requiring the scarce charcoal as fuel. To tackle this problem, Cort gave up his business and acquired a furnace and slitting mill at Fontley, near Fareham in Hampshire. In 1784 he patented his puddling process, by which molten pig iron on the bed of a reverberatory furnace was stirred with an iron bar and, by the action of the flame and the oxygen in the air, the carbon in the pig iron was oxidized, leaving nearly pure iron, which could be forged to remove slag. In this type of furnace, the fuel and the molten iron were separated, so that the cheaper coal could be used as fuel. It was the stirring action with the iron bar that gave the name "puddling" to the process. Others had realized the problem and reached a similar solution, notably the brothers Thomas and George Cranage, but only Cort succeeded in developing a commercially viable process. The laborious hammering of the ball of iron thus produced was much reduced by an invention of the previous year, 1783. This too was patented. The iron was passed between grooved rollers to form it into bars. Cort entered into an agreement with Samuel Jellico to set up an ironworks at Gosport to exploit his inventions. Samuel's father Adam, Deputy Paymaster of the Navy, advanced capital for this venture, Cort having expended much of his own resources in the experimental work that preceded his inventions. However, it transpired that Jellico senior had, unknown to Cort, used public money to advance the capital; the Admiralty acted to recover the money and Cort lost heavily, including the benefits from his patents. Rival ironmasters were quick to pillage the patents. In 1790, and again the following year, Cort offered unsuccessfully to work for the military. Finally, in 1794, at the instigation of the Prime Minister, William Pitt the Younger, Cort was paid a pension of £200 per year in recognition of the value of his improvements in the technology of ironmaking, although this was reduced by deductions to £160. After his death, the pension to his widow was halved, while some of his children received a pittance. In his early 20s his father sent him to London to organize the petition for a licence for the Orchard Street theatre, which was granted in 1768. He then organized a series of post-chaises to transport ac-tors between this and another theatre in Bristol in which his father also had an interest. By 1782 he had ready a plan for a countrywide service of mail coaches to replace the existing arrangements of conveying the mail by post-boys and -girls mounted on horseback who were by law compelled to carry the mail "at a Rate of Six Miles in the Hour at least" on penalty of one month's hard labour if found loitering. Lord Camden, Member of Parliament for Bath, put Palmer's plan before Prime Minister Pitt, who approved of it. An experimental run was tried on 2 August 1782, a coach leaving Bristol at 4 pm and arriving in London at 8 am the next morning, to return the following night from London at 8 pm and reaching Bristol at 10 am. In March 1785 the Norwich Mail Coach was started and during that year services were started to Portsmouth, Dover, Exeter, Leeds, Manchester, Liverpool, Birmingham, Shrewsbury, Chester, Holyhead, Worcester, South Wales and Milford Haven. A feature of importance was that each mail coach was accompanied by an armed guard. In August 1786 Palmer was appointed Surveyor and Comptroller-General of the Post Office at a salary of £1,500 per annum and a bonus depending on all revenue over £300,000 each year. The popularity of the new service is shown by the feet that by 1813 his 2 1/2 per cent bonus came to £50,000. Due to the intrigues of his deputy, he was removed from office, but he was given a pension of £3,000 a year.
