Глагол to own обозначает собственность как возможность контролировать, распоряжаться чем-то. Отсюда, например, употребление этого слова в идущей в США дискуссии о частичной приватизации пенсионной системы (у нас это уже сделали без всякой дискуссии). •• Большие трудности вызывает словосочетание country ownership, широко употребляемое в международных организациях, например, в таком контексте: efforts to encourage country ownership of programs and projects. •• Здесь, как и во многих других случаях употребления этого слова, наиболее подходящий вариант перевода – ответственность:

•• Сам же термин появился лет пять-семь назад в связи с деятельностью ПРООН. Речь идет о том, что страны, в которых осуществляются программы или проекты ООН, не должны выступать лишь в роли получателя помощи, а должны иметь реальную возможность влиять на ход работы. Кроме вариантов ответственность стран/ национальная ответственность, переводчиками ООН предлагались также заинтересованное/деятельное участие стран, искренняя заинтересованность стран, причастность и т. д.
•• Примеры употребления этого слова наводят на мысль о том, что мода на него связана с некоторой лакуной в английском языке: отсутствием дифференциации в слове independence – это и независимость (прежде всего политическая), и самостоятельность. Такая недифференцированность заставляет пишущих искать другие слова. Во многих случаях контекстуальные варианты со словами самостоятельно, самостоятельность могут подойти в переводе. Пример из статьи в Los Angeles Times:
•• Once established, the assembly would assign a commission to prepare Iraq’s new constitution. With nationwide town hall meetings providing a forum for grass-roots participation in debating and modifying the constitution, the process would enable the Iraqi people to have ownership of the outcome.

Portugal's political party system began only in the 19th century, and the first published, distinct political party program appeared about 1843. Under the constitutional monarchy (1834-1910), a number of political groupings or factions took the name of a political figure or soldier or, more commonly until the second half of the century, the name of the particular constitution they supported. For example, some were called "Septembrists," after the group that supported the 1836 (September) Revolution and the 1822 Constitution. Others described themselves as "Chartists" after King Pedro IV's 1826 Charter ( Carta). From the Regeneration to the fall of the monarchy in 1910, the leading political parties were the Regenerators and the Progressists (or Historicals). During the first parliamentary republic (1910-26), the leading political parties were the Portuguese Republican Party or "The Democrats," the Evolutionists, the Unionists, various monarchist factions, the Liberals, and the Nationalists. Small leftist parties were also established or reestablished after the collapse of President Sidónio Pais's New Republic (1917-18), the Socialist Party (PS) and the Portuguese Communist Party (PCP).Under the Estado Novo dictatorship (1926-74), all political parties and civic associations (such as the Masons) were banned in 1935, and the only legitimate political movement allowed was the regime's creature, the União Nacional (1930-74). Various oppositionist parties and factions began to participate in the rigged elections of the Estado Novo, beginning with the municipal elections of 1942 and continuing with general elections for president of the republic or the National Assembly (legislature) in 1945, 1949, 1951, 1958, 1961, 1969, 1972, etc. Among these parties were elements of the Communist Party, remnants of the old Portuguese Republican Party elite and of the old Socialist Party (originally founded in 1875), various workers' groups, and special electoral committees allowed by the regime to campaign during brief preelectoral exercises.The Revolution of 25 April 1974 swept away the regime's institutions and ushered in a flood of new political groups. During 1974 and 1975, about 60 new political parties and factions sprung up, but the PCP remained the senior, experienced political party. During the period of fallout and adjustment to the new pluralist, multiparty system of democracy (1974-85), four main political parties became the principal ones and garnered the largest percentage of votes in the many general and municipal elections held between the first free election of 25 April 1975, and the general election of 1985. These parties were the PCP, the PS, the Social Democrat Party (PSD), and the Social Democratic Center Party (CDS) or "Christian Democrats." Until 1985-87, the socialists were ahead in votes, but the social democrats were victorious, with clear majorities in 1987 and 1991. In the general elections of 1995 and 1999, the PS returned to power in the legislature, and in the presidential elections of 1996 and 2001, the victor was the socialist leader Jorge Sampaio. Right-wing nationalist politician, leader of the sovereignist Mouvement pour la France (Movement for France) party. An aristocrat from the Vendée department of western France, de Villiers was for six years (1987-1993) a député (member of parliament) for Valéry Giscard d'Estaing's centre-right UDF party. He was briefly Secretary of State for communication under Jacques Chirac. Since 1997, he has sat as an independent ("non-inscrit") member of parliament for Vendée. De Villiers benefits from very strong popular support in his fief of Vendée, and is regularly returned with huge majorities - which is quite surprising for a politician of the far right. However it is as leader of the MPF and as for his action as a local politician that he has really made his mark.It was in the 1977 that he first created the "Cinéscénie" son et lumière historical reenactment spectacle at le Puy du Fou, a castle in Vendée; since then, he has transformed the site into one of the biggest tourist attractions in France, with the addition of a permanent historical theme park. In 1988 he was elected leader of the Vendée county council (Président du conséil général), a position that he has held ever since.Thanks to his aristocratic catholic family background, and his personal charisma, de Villiers has managed to achieve a status as the acceptable face of right-wing nationalism, quite different from that of the other right-wing leaders in France, such as Jean Marie Le Pen of the National Front. In spite of a number of brushes with the law following various pronouncements on Islam and immigration, de Villiers remains popular. His strident participation in the debate over the European Constitution was certainly a factor that contributed to French voters' rejection of the project in the 2005 referendum. However, when competing on a national stage, de Villiers' real position as a marginal figure in French politics is more apparent. 54 Armed forces
Although armed force has been a major factor in the development of the Portuguese nation-state, a standing army did not exist until after the War of Restoration (1641-48). During the 18th century, Portugal's small army was drawn into many European wars. In 1811, a combined Anglo-Portuguese army drove the French army of Napoleon out of the country. After Germany declared war on Portugal in March 1916, two Portuguese divisions were conscripted and sent to France, where they sustained heavy casualties at the Battle of Lys in April 1918. As Portugal and Spain were neutral in World War II, the Portuguese Army cooperated with the Spanish army to defend Iberian neutrality. In 1949, Portugal became a founding member of the North Atlantic Treaty Organization (NATO). When the nationalist quest for independence began in Portugal's colonies in Africa ( Angola, Mozambique, and Guinea- Bissau) in the 1960s, the military effort (1961-74) to suppress the nationalists resulted in an expansion of the Portuguese armed forces to about 250,000.Since the Revolution of 25 April 1974, the number of personnel on active duty in the army, navy, and air force has been greatly reduced (43,200 in 2007) and given a more direct role in NATO. New NATO commitments led to the organization of the Brigada Mista Independente (Independent Composite Brigade), later converted into the Brigada Aero-Transportada. (Air-Transported Brigade) to be used in the defense of Europe's southern flank. The Portuguese air force and navy are responsible for the defense of the Azores-Madeira-Portugal strategic triangle.Chronic military intervention in Portuguese political life began in the 19th century. These interventions usually began with revolts of the military ( pronunciamentos) in order to get rid of what were considered by the armed forces corrupt or incompetent civilian governments. The army overthrew the monarchy on the 5 October 1910 and established Portugal's First Republic. It overthrew the First Republic on 28 May 1926 and established a military dictatorship. The army returned to the barracks during the Estado Novo of Antônio de Oliveira Salazar. The armed forces once again returned to politics when the Armed Forces Movement (MFA) overthrew the Estado Novo on 25 April 1974. After the Revolution of 25 April 1974, the armed forces again played a major role in Portuguese politics through the Council of the Revolution, which was composed of the president of the Republic, Chiefs of the general staff, three service chiefs, and 14 MFA officers. The Council of the Revolution advised the president on the selection of the prime minister and could veto legislation.The subordination of the Portuguese armed forces to civilian authority began in 1982, when revisions to the Constitution abolished the Council of the Revolution and redefined the mission of the armed forces to that of safeguarding and defending the national territory. By the early 1990s, the political influence of Portugal armed force had waned and civilian control was reinforced with the National Defense Laws of 1991, which made the chief of the general staff of the armed forces directly responsible to the minister of defense, not the president of the republic, as had been the case previously. As the end of the Cold War had eliminated the threat of a Soviet invasion of western Europe, Portuguese armed forces continues to be scaled back and reorganized. Currently, the focus is on modernization to achieve high operational efficiency in certain areas such as air defense, naval patrols, and rapid-response capability in case of terrorist attack. Compulsory military service was ended in 2004. The Portuguese armed forces have been employed as United Nations peacekeepers in East Timor, Bosnia, Kosovo, Afghanistan, Iraq, and Lebanon. -
55 Corporativism
Corporativism or corporatism, a social and economic doctrine or ideology, has been influential on several occasions in the 20th century. Based on Catholic social doctrines, corporativism began to enjoy a certain vogue among conservative parties in the First Republic. The Estado Novo adopted the doctrine as one of its main ideologies and strategies after 1930, although it took decades for the corporative system to be instituted in any comprehensive way. Antônio de Oliveira Salazar and his ruling group advocated the corporative system in the 1933 Constitution and the National LaborStatute of September 1933, but it was not until after a 1956 law that the system was put into operation.The Estado Novo's intention was to have greater control over the economy than the weak First Republic had managed by means of eliminating social conflict as well as the inevitable struggle between labor and management. New state doctrine declared that the regime under a corporative system would be "neither bourgeois nor proletarian." The idea was that corporativism in Portugal would be largely self-regulating and would promote social peace and prosperity. In fact, the corporative system became simply another part of the large state bureaucracy in the 1950s, l960s, and 1970s. Under this system, management was organized in guilds ( grêmios) and labor in official unions ( sindicatos). The state also organized special employer-employee institutes for rural workers ( Casas do Povo or "Houses of the People") and for fishermen ( Casas dos Pescadores or "Houses of Fishermen").An elaborate bureaucratic structure administered this cumbersome system. A Chamber of Corporations, representing all professions and occupations, was the upper chamber of the national legislature in Lisbon. One major aim or strategy of the system was to prevent labor strikes or lockouts, but after 1942's widespread strikes and later labor unrest it was clear that opposition labor groups, some organized by the Portuguese Communist Party (PCP), had engineered their own labor union system parallel to the corporative system. After the Revolution of 25 April 1974, the first provisional government abolished the Estado Novo's corporative system. -

SUBJECT AREA: Metallurgy[br]b. 17 March 1889 Warsaw, Indiana, USAd. 20 October 1957 Tarrytown, New York, USA[br]American physical metallurgist who elucidated the mechanism of the age-hardening of alloys.[br]Merica graduated from the University of Wisconsin in 1908. Before proceeding to the University of Berlin, he spent some time teaching in Wisconsin and in China. He obtained his doctorate in Berlin in 1914, and in that year he joined the US National Bureau of Standards (NBS) in Washington. During his five years there, he investigated the causes of the phenomenon of age-hardening of the important new alloy of aluminium, Duralumin.This phenomenon had been discovered not long before by Dr Alfred Wilm, a German research metallurgist. During the early years of the twentieth century, Wilm had been seeking a suitable light alloy for making cartridge cases for the Prussian government. In the autumn of 1909 he heated and quenched an aluminium alloy containing 3.5 per cent copper and 0.5 per cent magnesium and found its properties unremarkable. He happened to test it again some days later and was impressed to find its hardness and strength were much improved: Wilm had accidentally discovered age-hardening. He patented the alloy, but he made his rights over to Durener Metallwerke, who marketed it as Duralumin. This light and strong alloy was taken up by aircraft makers during the First World War, first for Zeppelins and then for other aircraft.Although age-hardened alloys found important uses, the explanation of the phenomenon eluded metallurgists until in 1919 Merica and his colleagues at the NBS gave the first rational explanation of age-hardening in light alloys. When these alloys were heated to temperatures near their melting points, the alloying constituents were taken into solution by the matrix. Quenching retained the alloying metals in supersaturated solid solution. At room temperature very small crystals of various intermetallic compounds were precipitated and, by inserting themselves in the aluminium lattice, had the effect of increasing the hardness and strength of the alloy. Merica's theory stimulated an intensive study of hardening and the mechanism that brought it about, with important consequences for the development of new alloys with special properties.In 1919 Merica joined the International Nickel Company as Director of Research, a post he held for thirty years and followed by a three-year period as President. SUBJECT AREA: Metallurgy[br]b. 24 August 1875 Berlin, Germanyd. 17 March 1934 Kingston Hill, Surrey, England[br]German metallurgist, first Superintendent of the Department of Metallurgy and Metallurgical Chemistry at the National Physical Laboratory, Teddington, Middlesex.[br]His family emigrated to Australia when he was 5 years old. He was educated at Wesley College, Melbourne, and attended Queen's College, University of Melbourne, graduating in physics and engineering in 1897. As an 1851 Exhibitioner he then spent three years at St John's College, Cambridge, under Sir Alfred Ewing, where he studied the microstructure of deformed metal crystals and abandoned his original intention of becoming a civil engineer. Rosenhain was the first to observe the slip-bands in metal crystals, and in the Bakerian Lecture delivered jointly by Ewing and Rosenhain to the Royal Society in 1899 it was shown that metals deformed plastically by a mechanism involving shear slip along individual crystal planes. From this conception modern ideas on the plasticity and recrystallization of metals rapidly developed. On leaving Cambridge, Rosenhain joined the Birmingham firm of Chance Brothers, where he worked for six years on optical glass and lighthouse-lens systems. A book, Glass Manufacture, written in 1908, derives from this period, during which he continued his metallurgical researches in the evenings in his home laboratory and published several papers on his work.In 1906 Rosenhain was appointed Head of the Metallurgical Department of the National Physical Laboratory (NPL), and in 1908 he became the first Superintendent of the new Department of Metallurgy and Metallurgical Chemistry. Many of the techniques he introduced at Teddington were described in his Introduction to Physical Metallurgy, published in 1914. At the outbreak of the First World War, Rosenhain was asked to undertake work in his department on the manufacture of optical glass. This soon made it possible to manufacture optical glass of high quality on an industrial scale in Britain. Much valuable work on refractory materials stemmed from this venture. Rosenhain's early years at the NPL were, however, inseparably linked with his work on light alloys, which between 1912 and the end of the war involved virtually all of the metallurgical staff of the laboratory. The most important end product was the well-known "Y" Alloy (4% copper, 2% nickel and 1.5% magnesium) extensively used for the pistons and cylinder heads of aircraft engines. It was the prototype of the RR series of alloys jointly developed by Rolls Royce and High Duty Alloys. An improved zinc-based die-casting alloy devised by Rosenhain was also used during the war on a large scale for the production of shell fuses.After the First World War, much attention was devoted to beryllium, which because of its strength, lightness, and stiffness would, it was hoped, become the airframe material of the future. It remained, however, too brittle for practical use. Other investigations dealt with impurities in copper, gases in aluminium alloys, dental alloys, and the constitution of alloys.
