21 World War II
(1939-1945)In the European phase of the war, neutral Portugal contributed more to the Allied victory than historians have acknowledged. Portugal experienced severe pressures to compromise her neutrality from both the Axis and Allied powers and, on several occasions, there were efforts to force Portugal to enter the war as a belligerent. Several factors lent Portugal importance as a neutral. This was especially the case during the period from the fall of France in June 1940 to the Allied invasion and reconquest of France from June to August 1944.In four respects, Portugal became briefly a modest strategic asset for the Allies and a war materiel supplier for both sides: the country's location in the southwesternmost corner of the largely German-occupied European continent; being a transport and communication terminus, observation post for spies, and crossroads between Europe, the Atlantic, the Americas, and Africa; Portugal's strategically located Atlantic islands, the Azores, Madeira, and Cape Verde archipelagos; and having important mines of wolfram or tungsten ore, crucial for the war industry for hardening steel. To maintain strict neutrality, the Estado Novo regime dominated by Antônio de Oliveira Salazar performed a delicate balancing act. Lisbon attempted to please and cater to the interests of both sets of belligerents, but only to the extent that the concessions granted would not threaten Portugal's security or its status as a neutral. On at least two occasions, Portugal's neutrality status was threatened. First, Germany briefly considered invading Portugal and Spain during 1940-41. A second occasion came in 1943 and 1944 as Great Britain, backed by the United States, pressured Portugal to grant war-related concessions that threatened Portugal's status of strict neutrality and would possibly bring Portugal into the war on the Allied side. Nazi Germany's plan ("Operation Felix") to invade the Iberian Peninsula from late 1940 into 1941 was never executed, but the Allies occupied and used several air and naval bases in Portugal's Azores Islands. The second major crisis for Portugal's neutrality came with increasing Allied pressures for concessions from the summer of 1943 to the summer of 1944. Led by Britain, Portugal's oldest ally, Portugal was pressured to grant access to air and naval bases in the Azores Islands. Such bases were necessary to assist the Allies in winning the Battle of the Atlantic, the naval war in which German U-boats continued to destroy Allied shipping. In October 1943, following tedious negotiations, British forces began to operate such bases and, in November 1944, American forces were allowed to enter the islands. Germany protested and made threats, but there was no German attack.Tensions rose again in the spring of 1944, when the Allies demanded that Lisbon cease exporting wolfram to Germany. Salazar grew agitated, considered resigning, and argued that Portugal had made a solemn promise to Germany that wolfram exports would be continued and that Portugal could not break its pledge. The Portuguese ambassador in London concluded that the shipping of wolfram to Germany was "the price of neutrality." Fearing that a still-dangerous Germany could still attack Portugal, Salazar ordered the banning of the mining, sale, and exports of wolfram not only to Germany but to the Allies as of 6 June 1944.Portugal did not enter the war as a belligerent, and its forces did not engage in combat, but some Portuguese experienced directly or indirectly the impact of fighting. Off Portugal or near her Atlantic islands, Portuguese naval personnel or commercial fishermen rescued at sea hundreds of victims of U-boat sinkings of Allied shipping in the Atlantic. German U-boats sank four or five Portuguese merchant vessels as well and, in 1944, a U-boat stopped, boarded, searched, and forced the evacuation of a Portuguese ocean liner, the Serpa Pinto, in mid-Atlantic. Filled with refugees, the liner was not sunk but several passengers lost their lives and the U-boat kidnapped two of the ship's passengers, Portuguese Americans of military age, and interned them in a prison camp. As for involvement in a theater of war, hundreds of inhabitants were killed and wounded in remote East Timor, a Portuguese colony near Indonesia, which was invaded, annexed, and ruled by Japanese forces between February 1942 and August 1945. In other incidents, scores of Allied military planes, out of fuel or damaged in air combat, crashed or were forced to land in neutral Portugal. Air personnel who did not survive such crashes were buried in Portuguese cemeteries or in the English Cemetery, Lisbon.Portugal's peripheral involvement in largely nonbelligerent aspects of the war accelerated social, economic, and political change in Portugal's urban society. It strengthened political opposition to the dictatorship among intellectual and working classes, and it obliged the regime to bolster political repression. The general economic and financial status of Portugal, too, underwent improvements since creditor Britain, in order to purchase wolfram, foods, and other materials needed during the war, became indebted to Portugal. When Britain repaid this debt after the war, Portugal was able to restore and expand its merchant fleet. Unlike most of Europe, ravaged by the worst war in human history, Portugal did not suffer heavy losses of human life, infrastructure, and property. Unlike even her neighbor Spain, badly shaken by its terrible Civil War (1936-39), Portugal's immediate postwar condition was more favorable, especially in urban areas, although deep-seated poverty remained.Portugal experienced other effects, especially during 1939-42, as there was an influx of about a million war refugees, an infestation of foreign spies and other secret agents from 60 secret intelligence services, and the residence of scores of international journalists who came to report the war from Lisbon. There was also the growth of war-related mining (especially wolfram and tin). Portugal's media eagerly reported the war and, by and large, despite government censorship, the Portuguese print media favored the Allied cause. Portugal's standard of living underwent some improvement, although price increases were unpopular. The silent invasion of several thousand foreign spies, in addition to the hiring of many Portuguese as informants and spies, had fascinating outcomes. "Spyland" Portugal, especially when Portugal was a key point for communicating with occupied Europe (1940-44), witnessed some unusual events, and spying for foreigners at least briefly became a national industry. Until mid-1944, when Allied forces invaded France, Portugal was the only secure entry point from across the Atlantic to Europe or to the British Isles, as well as the escape hatch for refugees, spies, defectors, and others fleeing occupied Europe or Vichy-controlled Morocco, Tunisia, and Algeria. Through Portugal by car, ship, train, or scheduled civil airliner one could travel to and from Spain or to Britain, or one could leave through Portugal, the westernmost continental country of Europe, to seek refuge across the Atlantic in the Americas. The wartime Portuguese scene was a colorful melange of illegal activities, including espionage, the black market, war propaganda, gambling, speculation, currency counterfeiting, diamond and wolfram smuggling, prostitution, and the drug and arms trade, and they were conducted by an unusual cast of characters. These included refugees, some of whom were spies, smugglers, diplomats, and business people, many from foreign countries seeking things they could find only in Portugal: information, affordable food, shelter, and security. German agents who contacted Allied sailors in the port of Lisbon sought to corrupt and neutralize these men and, if possible, recruit them as spies, and British intelligence countered this effort. Britain's MI-6 established a new kind of "safe house" to protect such Allied crews from German espionage and venereal disease infection, an approved and controlled house of prostitution in Lisbon's bairro alto district.Foreign observers and writers were impressed with the exotic, spy-ridden scene in Lisbon, as well as in Estoril on the Sun Coast (Costa do Sol), west of Lisbon harbor. What they observed appeared in noted autobiographical works and novels, some written during and some after the war. Among notable writers and journalists who visited or resided in wartime Portugal were Hungarian writer and former communist Arthur Koestler, on the run from the Nazi's Gestapo; American radio broadcaster-journalist Eric Sevareid; novelist and Hollywood script-writer Frederick Prokosch; American diplomat George Kennan; Rumanian cultural attache and later scholar of mythology Mircea Eliade; and British naval intelligence officer and novelist-to-be Ian Fleming. Other notable visiting British intelligence officers included novelist Graham Greene; secret Soviet agent in MI-6 and future defector to the Soviet Union Harold "Kim" Philby; and writer Malcolm Muggeridge. French letters were represented by French writer and airman, Antoine Saint-Exupery and French playwright, Jean Giroudoux. Finally, Aquilino Ribeiro, one of Portugal's premier contemporary novelists, wrote about wartime Portugal, including one sensational novel, Volframio, which portrayed the profound impact of the exploitation of the mineral wolfram on Portugal's poor, still backward society. In Estoril, Portugal, the idea for the world's most celebrated fictitious spy, James Bond, was probably first conceived by Ian Fleming. Fleming visited Portugal several times after 1939 on Naval Intelligence missions, and later he dreamed up the James Bond character and stories. Background for the early novels in the James Bond series was based in part on people and places Fleming observed in Portugal. A key location in Fleming's first James Bond novel, Casino Royale (1953) is the gambling Casino of Estoril. In addition, one aspect of the main plot, the notion that a spy could invent "secret" intelligence for personal profit, was observed as well by the British novelist and former MI-6 officer, while engaged in operations in wartime Portugal. Greene later used this information in his 1958 spy novel, Our Man in Havana, as he observed enemy agents who fabricated "secrets" for money. Thus, Portugal's World War II experiences introduced the country and her people to a host of new peoples, ideas, products, and influences that altered attitudes and quickened the pace of change in this quiet, largely tradition-bound, isolated country. The 1943-45 connections established during the Allied use of air and naval bases in Portugal's Azores Islands were a prelude to Portugal's postwar membership in the North Atlantic Treaty Organization (NATO). -

SUBJECT AREA: Ports and shipping[br]b. 18 March 1848 Bristol, Rhode Island, USAd. 2 June 1938 Bristol, Rhode Island, USA[br]American naval architect and designer of six successful America's Cup defenders.[br]Herreshoff, or, as he was known, Captain Nat, was seventh in a family of nine, four of whom became blind in childhood. Association with such problems may have sharpened his appreciation of shape and form; indeed, he made a lengthy European small-boat trip with a blind brother. While working on yacht designs, he used three-dimensional models in conjunction with the sheer draught on the drawing-board. With many of the family being boatbuilders, he started designing at the age of 16 and then decided to make this his career. As naval architecture was not then a graduating subject, he studied mechanical engineering at Massachusetts Institute of Technology. While still studying, c.1867, he broke new ground by preparing direct reading time handicapping tables for yachts up to 110 ft (33.5 m) long. After working with the Corliss Company, he set up the Herreshoff Manufacturing Company, in partnership with J.B.Herreshoff, as shipbuilders and engineers. Over the years their output included steam machinery, fishing vessels, pleasure craft and racing yachts. They built the first torpedo boat for the US Navy and another for the Royal Navy, the only such acquisition in the late nineteenth century. Herreshoff designed six of the world's greatest yachts, of the America's Cup, between 1890 and 1920. His accomplishments included new types of lightweight wood fasteners, new systems of framing, hollow spars and better methods of cutting sails. He continued to work full-time until 1935 and his work was internationally acclaimed. He maintained cordial relations with his British rivals Fife, Nicholson and G.L. Watson, and enjoyed friendship with his compatriot Edward Burgess. Few will ever match Herreshoff as an all-round engineer and designer.[br]Principal Honours and DistinctionsHerreshoff was one of the very few, other than heads of state, to become an Honorary Member of the New York Yacht Club.Further ReadingL.F.Herreshoff, 1953, Capt. 31 Hulls, Jonathan
SUBJECT AREA: Ports and shipping[br]b. 1699 Campden, Gloucestershire, Englandd. after 1754[br]English inventor (supposed) of the steamboat.[br]Hulls was the first in Britain to attempt to employ steam in propelling a vessel in water. His experiment was made on the River Avon at Evesham in 1737, the main idea being to install a Newcomen engine, the only type then known, on a boat in front of the vessel it was intended to propel, and connected to it with a tow-rope. Six paddles in the stern of the tow boat were fastened to a cross axis connected by ropes to another shaft, which was turned by the engine. Hulls undoubtedly showed how to convert the rectilinear motion of a piston into rotary motion, which is an essential principle in steam locomotion, on land or water. He is described as "the inventor of the Steamboat" on a portrait that once hung at the Institution of Marine Engineers, and his patent for the steamboat is dated 21 December 1736. He published his Description and Draught of a New-Invented Machine ("for carrying vessels or ships out or into any harbour, port or river against wind and tide, or in a calm: for which His Majesty has granted Letters Patent for the sole benefit of the author for the space of 14 years", 1737); this rare book was reprinted in 1855. According to De Morgan, Hull's work probably gave the idea to Symington, as Symington's did to Fulton. Erasmus Darwin had him in mind when he wrote "drag the slow barge". In 1754 Hulls published The Art of Measuring Made Easy by the Help of a New Sliding Scale, which he patented in 1753 together with a machine for weighing gold coins. He also wrote Maltmakers' Instructor.[br]Further ReadingS.Smiles, Boulton and Watt, pp. 72–4. De Morgan, Budget of Paradoxes.IMcN -

SUBJECT AREA: Steam and internal combustion engines[br]b. 1829 Englandd. 2 October 1900 New York (?), USA[br]English inventor of the Allen valve used on his pioneering high-speed engines.[br]Allen was taken to the United States from England when he was 12 years old. He became an engineer on the Curlew, a freight boat running between New York and Providence. A defect which caused the engine to race in rough weather led Allen to invent a new valve gear, but he found it could not be fitted to the Corliss engine. In 1856 he patented an improved form of valve and operating gear to reduce back-pressure in the cylinder, which was in fact the reverse of what happened in his later engines. In 1860 he repaired the engines of a New York felt-hat manufacturer, Henry Burr, and that winter he was introduced to Charles Porter. Porter realized the potential of Allen's valves for his idea of a high-speed engine, and the Porter-Allen engine became the pioneer of high-speed designs.Porter persuaded Allen to patent his new valves and two patents were obtained in 1862. These valves could be driven positively and yet the travel of the inlet could be varied to give the maximum expansion at different cut-offs. Also, the valves allowed an exceptionally good flow of steam. While Porter went to England and tried to interest manufacturers there, Allen remained in America and continued work on the engine. Within a few years he invented an inclined watertube boiler, but he seemed incapable of furthering his inventions once they had been placed on the market. Although he mortgaged his own house in order to help finance the factory for building the steam engine, in the early 1870s he left Porter and built a workshop of his own at Mott Haven. There he invented important systems for riveting by pneumatic machines through both percussion and pressure which led into the production of air compressors and riveting machines.[br]Further ReadingObituaries appeared in engineering journals at the time of his death.Dictionary of American Biography, 1928, Vol. I, New York: C.Scribner's Sons. SUBJECT AREA: Aerospace[br]b. 21 May 1878 Hammondsport, New York, USAd. 23 July 1930 Buffalo, New York, USA[br]American designer of aeroplanes, especially seaplanes.[br]Curtiss started his career in the bicycle business, then became a designer of motor-cycle engines, and in 1904 he designed and built an airship engine. The success of his engine led to him joining the Aerial Experimental Association (AEA), founded by the inventor Alexander Graham Bell. Working with the AEA, Curtiss built several engines and designed a biplane, June Bug, in which he won a prize for the first recorded flight of over 1 km (1,100yd) in the USA. In 1909 Curtiss joined forces with Augustus M.Herring, who had earlier flown Octave Chanute's gliders, to form the Herring-Curtiss Company. Their Gold Bug was a success and led to the Golden Flyer, in which Glenn Curtiss won the Gordon Bennett Cup at Rheims in France with a speed of 75.7 km/h (47 mph). At this time the Wright brothers accused Curtiss and the new Curtiss Aeroplane Company of infringing their patent rights, and a bitter lawsuit ensued. The acrimony subsided during the First World War and in 1929 the two companies merged to form the Curtiss-Wright Corporation.Curtiss had started experimenting with water-based aircraft in 1908, but it was not until 1911 that he managed to produce a successful float-plane. He then co-operated with the US Navy in developing catapults to launch aircraft from ships at sea. During the First World War, Curtiss produced the JN-4 Jenny trainer, which became probably his best-known design. This sturdy bi-plane continued in service long after the war and was extensively used by "barnstorming" pilots at air shows and for early mail flights. In 1919 a Navy-Curtiss NC-4 flying boat achieved the first flight across the Atlantic, having made the crossing in stages, refuelling en route. Curtiss himself, however, had little interest in aviation in his later years and turned his attention to real-estate development in Florida.[br]Principal Honours and DistinctionsRobert J.Collier Trophy 1911, 1912. 37 Morse, Samuel Finley Breeze
SUBJECT AREA: Telecommunications[br]b. 27 April 1791 Charlestown, Massachusetts, USAd. 2 April 1872 New York City, New York, USA[br]American portrait painter and inventor, b est known for his invention of the telegraph and so-called Morse code.[br]Following early education at Phillips Academy, Andover, at the age of 14 years Morse went to Yale College, where he developed interests in painting and electricity. Upon graduating in 1810 he became a clerk to a Washington publisher and a pupil of Washington Allston, a well-known American painter. The following year he travelled to Europe and entered the London studio of another American artist, Benjamin West, successfully exhibiting at the Royal Academy as well as winning a prize and medal for his sculpture. Returning to Boston and finding little success as a "historical-style" painter, he built up a thriving portrait business, moving in 1818 to Charleston, South Carolina, where three years later he established the (now defunct) South Carolina Academy of Fine Arts. In 1825 he was back in New York, but following the death of his wife and both of his parents that year, he embarked on an extended tour of European art galleries. In 1832, on the boat back to America, he met Charles T.Jackson, who told him of the discovery of the electromagnet and fired his interest in telegraphy to the extent that Morse immediately began to make suggestions for electrical communications and, apparently, devised a form of printing telegraph. Although he returned to his painting and in 1835 was appointed the first Professor of the Literature of Art and Design at the University of New York City, he began to spend more and more time experimenting in telegraphy. In 1836 he invented a relay as a means of extending the cable distance over which telegraph signals could be sent. At this time he became acquainted with Alfred Vail, and the following year, when the US government published the requirements for a national telegraph service, they set out to produce a workable system, with finance provided by Vail's father (who, usefully, owned an ironworks). A patent was filed on 6 October 1837 and a successful demonstration using the so-called Morse code was given on 6 January 1838; the work was, in fact, almost certainly largely that of Vail. As a result of the demonstration a Bill was put forward to Congress for $30,000 for an experimental line between Washington and Baltimore. This was eventually passed and the line was completed, and on 24 May 1844 the first message, "What hath God wrought", was sent between the two cities. In the meantime Morse also worked on the insulation of submarine cables by means of pitch tar and indiarubber. With success achieved, Morse offered his invention to the Government for $100,000, but this was declined, so the invention remained in private hands. To exploit it, Morse founded the Magnetic Telephone Company in 1845, amalgamating the following year with the telegraph company of a Henry O'Reilly to form Western Union. Having failed to obtain patents in Europe, he now found himself in litigation with others in the USA, but eventually, in 1854, the US Supreme Court decided in his favour and he soon became very wealthy. In 1857 a proposal was made for a telegraph service across the whole of the USA; this was completed in just over four months in 1861. Four years later work began on a link to Europe via Canada, Alaska, the Aleutian Islands and Russia, but it was abandoned with the completion of the transatlantic cable, a venture in which he also had some involvement. Showered with honours, Morse became a generous philanthropist in his later years. By 1883 the company he had created was worth $80 million and had a virtual monopoly in the USA.[br]Principal Honours and DistinctionsLLD, Yale 1846. Fellow of the Academy of Arts and Sciences 1849. 38 Roebling, John Augustus
SUBJECT AREA: Civil engineering[br]b. 12 July 1806 Muhlhausen, Prussiad. 22 July 1869 Brooklyn, New York, USA[br]German/American bridge engineer and builder.[br]The son of Polycarp Roebling, a tobacconist, he studied mathematics at Dr Unger's Pedagogium in Erfurt and went on to the Royal Polytechnic Institute in Berlin, from which he graduated in 1826 with honours in civil engineering. He spent the next three years working for the Prussian government on the construction of roads and bridges. With his brother and a group of friends, he emigrated to the United States, sailing from Bremen on 23 May 1831 and docking in Philadelphia eleven weeks later. They bought 7,000 acres (2,800 hectares) in Butler County, western Pennsylvania, and established a village, at first called Germania but later known as Saxonburg. Roebling gave up trying to establish himself as a farmer and found work for the state of Pennsylvania as Assistant Engineer on the Beaver River canal and others, then surveying a railroad route across the Allegheny Mountains. During his canal work, he noted the failings of the hemp ropes that were in use at that time, and recalled having read of wire ropes in a German journal; he built a rope-walk at his Saxonburg farm, bought a supply of iron wire and trained local labour in the method of wire twisting. At this time, many canals crossed rivers by means of aqueducts. In 1844, the Pennsylvania Canal aqueduct across the Allegheny River was due to be renewed, having become unsafe. Roebling made proposals which were accepted by the canal company: seven wooden spans of 162 ft (49 m) each were supported on either side by a 7 in. (18 cm) diameter cable, Roebling himself having to devise all the machinery required for the erection. He subsequently built four more suspension aqueducts, one of which was converted to a toll bridge and was still in use a century later. In 1849 he moved to Trenton, New Jersey, where he set up a new wire rope plant. In 1851 he started the construction (completed in 1855) of an 821 ft (250 m) long suspension railroad bridge across the Niagara River, 245 ft (75 m) above the rapids; each cable consisted of 3,640 wrought iron wires. A lower deck carried road traffic. He also constructed a bridge across the Ohio River between Cincinnati and Covington, a task which was much protracted due to the Civil War; this bridge was finally completed in 1866.Roebling's crowning achievement was to have been the design and construction of the bridge over the Hudson River between Brooklyn and Staten Island, New York, but he did not live to see its completion. It had a span of 1,595 ft (486 m), designed to bear a load of 18,700 tons (19,000 tonnes) with a headroom of 135 ft (41 m). The work of building had barely started when, at the Brooklyn wharf, a boat crushed Roebling's foot against the timbering and he died of tetanus three weeks later. His son, Washington Augustus Roebling, then took charge of this great work.[br]Further ReadingD.B.Steinman and S.R.Watson, 1941, Bridges and their Builders, New York: Dover Books.D.McCullough, 1982, The Great Bridge: The Epic Story of the Building of the Brooklyn Bridge, New York: Simon \& Schuster.IMcNBiographical history of technology > Roebling, John Augustus
