68 Bacon, Francis Thomas
SUBJECT AREA: Aerospace[br]b. 21 December 1904 Billericay, Englandd. 24 May 1992 Little Shelford, Cambridge, England[br]English mechanical engineer, a pioneer in the modern phase of fuel-cell development.[br]After receiving his education at Eton and Trinity College, Cambridge, Bacon served with C.A. Parsons at Newcastle upon Tyne from 1925 to 1940. From 1946 to 1956 he carried out research on Hydrox fuel cells at Cambridge University and was a consultant on fuel-cell design to a number of organizations throughout the rest of his life.Sir William Grove was the first to observe that when oxygen and hydrogen were supplied to platinum electrodes immersed in sulphuric acid a current was produced in an external circuit, but he did not envisage this as a practical source of electrical energy. In the 1930s Bacon started work to develop a hydrogen-oxygen fuel cell that operated at moderate temperatures and pressures using an alkaline electrolyte. In 1940 he was appointed to a post at King's College, London, and there, with the support of the Admiralty, he started full-time experimental work on fuel cells. His brief was to produce a power source for the propulsion of submarines. The following year he was posted as a temporary experimental officer to the Anti-Submarine Experimental Establishment at Fairlie, Ayrshire, and he remained there until the end of the Second World War.In 1946 he joined the Department of Chemical Engineering at Cambridge, receiving a small amount of money from the Electrical Research Association. Backing came six years later from the National Research and Development Corporation (NRDC), the development of the fuel cell being transferred to Marshalls of Cambridge, where Bacon was appointed Consultant.By 1959, after almost twenty years of individual effort, he was able to demonstrate a 6 kW (8 hp) power unit capable of driving a small truck. Bacon appreciated that when substantial power was required over long periods the hydrogen-oxygen fuel cell associated with high-pressure gas storage would be more compact than conventional secondary batteries.The development of the fuel-cell system pioneered by Bacon was stimulated by a particular need for a compact, lightweight source of power in the United States space programme. Electro-chemical generators using hydrogen-oxygen cells were chosen to provide the main supplies on the Apollo spacecraft for landing on the surface of the moon in 1969. An added advantage of the cells was that they simultaneously provided water. NRDC was largely responsible for the forma-tion of Energy Conversion Ltd, a company that was set up to exploit Bacon's patents and to manufacture fuel cells, and which was supported by British Ropes Ltd, British Petroleum and Guest, Keen \& Nettlefold Ltd at Basingstoke. Bacon was their full-time consultant. In 1971 Energy Conversion's operation was moved to the UK Atomic Energy Research Establishment at Harwell, as Fuel Cells Ltd. Bacon remained with them until he retired in 1973.[br]Principal Honours and DistinctionsOBE 1967. FRS 1972. Royal Society S.G. Brown Medal 1965. 69 Behr, Fritz Bernhard
[br]b. 9 October 1842 Berlin, Germanyd. 25 February 1927[br]German (naturalized British in 1876) engineer, promoter of the Lartigue monorail system.[br]Behr trained as an engineer in Britain and had several railway engineering appointments before becoming associated with C.F.M.-T. Lartigue in promoting the Lartigue monorail system in the British Isles. In Lartigue's system, a single rail was supported on trestles; vehicles ran on the rail, their bodies suspended pannier-fashion, stabilized by horizontal rollers running against light guide rails fixed to the sides of the trestles. Behr became Managing Director of the Listowel \& Ballybunion Railway Company, which in 1888 opened its Lartigue system line between those two places in the south-west of Ireland. Three locomotives designed by J.T.A. Mallet were built for the line by Hunslet Engine Company, each with two horizontal boilers, one either side of the track. Coaches and wagons likewise were in two parts. Technically the railway was successful, but lack of traffic caused the company to go bankrupt in 1897: the railway continued to operate until 1924.Meanwhile Behr had been thinking in terms far more ambitious than a country branch line. Railway speeds of 150mph (240km/h) or more then lay far in the future: engineers were uncertain whether normal railway vehicles would even be stable at such speeds. Behr was convinced that a high-speed electric vehicle on a substantial Lartigue monorail track would be stable. In 1897 he demonstrated such a vehicle on a 3mile (4.8km) test track at the Brussels International Exhibition. By keeping the weight of the motors low, he was able to place the seats above rail level. Although the generating station provided by the Exhibition authorities never operated at full power, speeds over 75mph (120 km/h) were achieved.Behr then promoted the Manchester-Liverpool Express Railway, on which monorail trains of this type running at speeds up to 110mph (177km/h) were to link the two cities in twenty minutes. Despite strong opposition from established railway companies, an Act of Parliament authorizing it was made in 1901. The Act also contained provision for the Board of Trade to require experiments to prove the system's safety. In practice this meant that seven miles of line, and a complete generating station to enable trains to travel at full speed, must be built before it was known whether the Board would give its approval for the railway or not. Such a condition was too severe for the scheme to attract investors and it remained stillborn.[br]Further ReadingH.Fayle, 1946, The Narrow Gauge Railways of Ireland, Greenlake Publications, Part 2, ch. 2 (describes the Listowel \& Ballybunion Railway and Behr's work there).D.G.Tucker, 1984, "F.B.Behr's development of the Lartigue monorail", Transactions ofthe Newcomen Society 55 (covers mainly the high speed lines).See also: Brennan, LouisPJGR -

SUBJECT AREA: Civil engineering[br]b. 11 July 1826 Melksham, Wiltshire, Englandd. 4 December 1864 Ackworth, Yorkshire, England[br]English engineer and inventor who developed a steam-powered system of mole land drainage, and a two-engined system of land cultivation, founding the Steam Plough Works in Leeds.[br]The son of a Quaker merchant, John Fowler entered the business of a county corn merchant on leaving school, but he found this dull and left as soon as he came of age, joining the Middlesbrough company of Gilkes, Wilson \& Hopkins, railway locomotive manufacturers. In 1849, at the age of 23, Fowler visited Ireland and was so distressed by the state of Irish agriculture that he determined to develop a system to deal with the drainage of land. He designed an implement which he patented in 1850 after a period of experimentation. It was able to lay wooden pipes to a depth of two feet, and was awarded the Silver Medal at the 1850 Royal Agriculture Show. By 1854, using a steam engine made by Clayton \& Shuttleworth, he had applied steam power to his invention and gained another award that year at the Royal Show. The following year he turned his attention to steam ploughing. He first developed a single-engined system that used a double windlass with which to haul a plough backwards and forwards across fields. In 1856 he patented his balance plough, and the following year he read a paper to the Institution of Mechanical Engineers at their Birmingham premises, describing the system. In 1858 he won the Royal Agricultural Society award with a plough built for him by Ransomes. Fowler founded the Steam Plough Works in Leeds and in 1862 production began in partnership with William Watson Hewitson. Within two years they were producing the first of a series of engines which were to make the name Fowler known worldwide. John Fowler saw little of his success because he died in 1864 at his Yorkshire home as a result of tetanus contracted after a riding accident.[br]Further ReadingM.Lane, 1980, The Story of the Steam Plough Works, Northgate Publishing (provides biographical details of John Fowler, but is mostly concerned with the company that he founded).AP -

— designed or protected so that the desired effect, where a risk is involved, cannot occur without an intentional operation,
— made so as to withstand foreseeable strain; particular attention must be paid to emergency stop devices liable to be subjected to considerable strain.1.2.2.
- четко видны, хорошо различимы и, где это необходимо, иметь соответствующее обозначение;
- расположены так, чтобы ими можно было пользоваться без возникновения сомнений и потерь времени на выяснение их назначения;
- сконструированы так, чтобы перемещение органа управления согласовывалось с их воздействием;
- расположены вне опасных зон; исключение, где это необходимо, делается для определенных средств управления, таких, как средство экстренной остановки, пульт управления роботом;
- расположены так, чтобы их использование не вызывало дополнительных рисков;
- сконструированы или защищены так, чтобы в случаях, где возможно возникновение рисков, они не могли бы возникнуть без выполнения намеренных действий;
Where a control is designed and constructed to perform several different actions, namely where there is no one-to-one correspondence (e.g. keyboards, etc.), the action to be performed must be clearly displayed and subject to confirmation where necessary.
Controls must be so arranged that their layout, travel and resistance to operation are compatible with the action to be performed, taking account of ergonomic principles.
Constraints due to the necessary or foreseeable use of personal protection equipment (such as footwear, gloves, etc.) must be taken into account.
Machinery must be fitted with indicators (dials, signals, etc.) as required for safe operation. The operator must be able to read them from the control position.
From the main control position the operator must be able to ensure that there are no exposed persons in the danger zones.
If this is impossible, the control system must be designed and constructed so that an acoustic and/ or visual warning signal is given whenever the machinery is about to start.
The exposed person must have the time and the means to take rapid action to prevent the machinery starting up.

операция

75 Sprague, Frank Julian
[br]b. 25 July 1857 Milford, Connecticut, USAd. 25 October 1934 New York, USA[br]American electrical engineer and inventor, a leading innovator in electric propulsion systems for urban transport.[br]Graduating from the United States Naval Academy, Annapolis, in 1878, Sprague served at sea and with various shore establishments. In 1883 he resigned from the Navy and obtained employment with the Edison Company; but being convinced that the use of electricity for motive power was as important as that for illumination, in 1884 he founded the Sprague Electric Railway and Motor Company. Sprague began to develop reliable and efficient motors in large sizes, marketing 15 hp (11 kW) examples by 1885. He devised the method of collecting current by using a wooden, spring-loaded rod to press a roller against the underside of an overhead wire. The installation by Sprague in 1888 of a street tramway on a large scale in Richmond, Virginia, was to become the prototype of the universally adopted trolley system with overhead conductor and the beginning of commercial electric traction. Following the success of the Richmond tramway the company equipped sixty-seven other railways before its merger with Edison General Electric in 1890. The Sprague traction motor supported on the axle of electric streetcars and flexibly mounted to the bogie set a pattern that was widely adopted for many years.Encouraged by successful experiments with multiple-sheave electric elevators, the Sprague Elevator Company was formed and installed the first set of high-speed passenger cars in 1893–4. These effectively displaced hydraulic elevators in larger buildings. From experience with control systems for these, he developed his system of multiple-unit control for electric trains, which other engineers had considered impracticable. In Sprague's system, a master controller situated in the driver's cab operated electrically at a distance the contactors and reversers which controlled the motors distributed down the train. After years of experiment, Sprague's multiple-unit control was put into use for the first time in 1898 by the Chicago South Side Elevated Railway: within fifteen years multiple-unit operation was used worldwide.[br]Principal Honours and DistinctionsPresident, American Institute of Electrical Engineers 1892–3. 77 Pounder, Cuthbert Coulson
[br]b. 10 May 1891 Hartlepool, Englandd. 18 December 1982 Belfast (?), Northern Ireland[br]English marine engineer and exponent of the slow-speed diesel engine.[br]Pounder served an apprenticeship with Richardsons Westgarth, marine engineers in north east England. Shortly after, he moved to Harland \& Wolff of Belfast and there fulfilled his life's work. He rose to the rank of Director but is remembered for his outstanding leadership in producing the most advanced steam and diesel machinery installations of their time. Harland \& Wolff were the main licensees for the Burmeister \& Wain marine diesel system, and the Copenhagen company made most of the decisions on design; however, Pounder often found himself in the hot seat and once had the responsibility of concurring with the shipyard's decision to build three Atlantic liners with the largest diesel engines in the world, well beyond the accepted safe levels of extrapolation. With this, Belfast secured worldwide recognition as builders of diesel-driven liners. During the German occupation of Denmark (1940–5), the engineering department at Belfast worked on its own and through systematic research and experimentation built up a database of information that was invaluable in the postwar years.Pounder was instrumental in the development of airless injection diesel fuel pumps. He was a stalwart supporter of all research and development, and while at Belfast was involved in the building of twelve hundred power units. While in his twenties, Pounder began a literary career which continued for sixty years. The bulk of his books and papers were on engineering and arguably the best known is his work on marine diesel engines, which ran to many editions. He was Chairman of Pametrada, the marine engineering research council of Great Britain, and later of the machinery committee of the British Ship Research Association. He regarded good relations within the industry as a matter of paramount importance.[br]Principal Honours and DistinctionsPresident, Institute of Marine Engineers; Denny Gold Medal 1839, 1959. A switchboard as defined in the National Electrical Code is a large single panel, frame, or assembly of panels on which are mounted, on the face or back or both switches, overcurrent and other protective devices, buses, and, usually, instruments.
Switchboards are generally accessible from the rear as well as from the front and are not intended to be installed in cabinets.
The types of switchboards, classified by basic features of construction, are as follows:
1. Live-front vertical panels
2. Dead-front boards
3. Safety enclosed boards( metal-clad)
[American electricians’ handbook]
The switchboard plays an essential role in the availability of electric power, while meeting the needs of personal and property safety.
Its definition, design and installation are based on precise rules; there is no place for improvisation.
The IEC 61439 standard aims to better define " low-voltage switchgear and controlgear assemblies", ensuring that the specified performances are reached.
It specifies in particular:
> the responsibilities of each player, distinguishing those of the original equipment manufacturer - the organization that performed the original design and associated verification of an assembly in accordance with the standard, and of the assembly manufacturer - the organization taking responsibility for the finished assembly;
> the design and verification rules, constituting a benchmark for product certification.
All the component parts of the electrical switchboard are concerned by the IEC 61439 standard.
Equipment produced in accordance with the requirements of this switchboard standard ensures the safety and reliability of the installation.
A switchboard must comply with the requirements of standard IEC 61439-1 and 2 to guarantee the safety and reliability of the installation.
Managers of installations, fully aware of the professional and legal liabilities weighing on their company and on themselves, demand a high level of safety for the electrical installation.
What is more, the serious economic consequences of prolonged halts in production mean that the electrical switchboard must provide excellent continuity of service, whatever the operating conditions.
[Schneider Electric]
> распределение ответственности между изготовителем НКУ - организацией, разработавшей конструкцию НКУ и проверившей его на соответствие требованиям стандарта, и сборщиком – организацией, выполнившей сборку НКУ;
[Перевод Интент]LV switchgear assemblies are undoubtedly the components of the electric installation more subject to the direct intervention of personnel (operations, maintenance, etc.) and for this reason users demand from them higher and higher safety requirements.
The compliance of an assembly with the state of the art and therefore, presumptively, with the relevant technical Standard, cannot be based only on the fact that the components which constitute it comply with the state of the art and therefore, at least presumptively, with the relevant technical standards.
In other words, the whole assembly must be designed, built and tested in compliance with the state of the art.
Since the assemblies under consideration are low voltage equipment, their rated voltage shall not exceed 1000 Va.c. or 1500 Vd.c. As regards currents, neither upper nor lower limits are provided in the application field of this Standard.
The Standard IEC 60439-1 states the construction, safety and maintenance requirements for low voltage switchgear and controlgear assemblies, without dealing with the functional aspects which remain a competence of the designer of the plant for which the assembly is intended.

79 Poniatoff, Alexander Mathew
[br]b. 25 March 1892 Kazan District, Russiad. 24 October 1980[br]Russian (naturalized American in 1932) electrical engineer responsible for the development of the professional tape recorder and the first commercially-successful video tape recorder (VTR).[br]Poniatoff was educated at the University of Kazan, the Imperial College in Moscow, and the Technische Hochschule in Karlsruhe, gaining degrees in mechanical and electrical engineering. He was in Germany when the First World War broke out, but he managed to escape back to Russia, where he served as an Air Force pilot with the Imperial Russian Navy. During the Russian Revolution he was a pilot with the White Russian Forces, and escaped into China in 1920; there he found work as an assistant engineer in the Shanghai Power Company. In 1927 he immigrated to the USA, becoming a US citizen in 1932. He obtained a post in the research and development department of the General Electric Company in Schenectady, New York, and later at Dalmo Victor, San Carlos, California. During the Second World War he was involved in the development of airborne radar for the US Navy.In 1944, taking his initials to form the title, Poniatoff founded the AMPEX Corporation to manufacture components for the airborne radar developed at General Electric, but in 1946 he turned to the production of audio tape recorders developed from the German wartime Telefunken Magnetophon machine (the first tape recorder in the truest sense). In this he was supported by the entertainer Bing Crosby, who needed high-quality replay facilities for broadcasting purposes, and in 1947 he was able to offer a professional-quality product and the business prospered.With the rapid post-war boom in television broadcasting in the USA, a need soon arose for a video recorder to provide "time-shifting" of live TV programmes between the different US time zones. Many companies therefore endeavoured to produce a video tape recorder (VTR) using the same single-track, fixed-head, longitudinal-scan system used for audio, but the very much higher bandwidth required involved an unacceptably high tape-speed. AMPEX attempted to solve the problem by using twelve parallel tracks and a machine was demonstrated in 1952, but it proved unsatisfactory.The development team, which included Charles Ginsburg and Ray Dolby, then devised a four-head transverse-scan system in which a quadruplex head rotating at 14,400 rpm was made to scan across the width of a 2 in. (5 cm) tape with a tape-to-head speed of the order of 160 ft/sec (about 110 mph; 49 m/sec or 176 km/h) but with a longitudinal tape speed of only 15 in./sec (0.38 m/sec). In this way, acceptable picture quality was obtained with an acceptable tape consumption. Following a public demonstration on 14 April 1956, commercial produc-tion of studio-quality machines began to revolutionize the production and distribution of TV programmes, and the perfecting of time-base correctors which could stabilize the signal timing to a few nanoseconds made colour VTRs a practical proposition. However, AMPEX did not rest on its laurels and in the face of emerging competition from helical scan machines, where the tracks are laid diagonally on the tape, the company was able to demonstrate its own helical machine in 1957. Another development was the Videofile system, in which 250,000 pages of facsimile could be recorded on a single tape, offering a new means of archiving information. By 1986, quadruplex VTRs were obsolete, but Poniatoff's role in making television recording possible deserves a place in history.Poniatoff was President of AMPEX Corporation until 1955 and then became Chairman of the Board, a position he held until 1970.[br]Further ReadingA.Abrahamson, 1953, "A short history of television recording", Part I, JSMPTE 64:73; 1973, Part II, Journal of the Society of Motion Picture and Television Engineers, 82:188 (provides a fuller background).Audio Biographies, 1961, ed. 80 Thomson, Elihu
SUBJECT AREA: Electricity[br]b. 29 March 1853 Manchester, Englandd. 13 March 1937 Swampscott, Massachusetts, USA[br]English (naturalized) American electrical engineer and inventor.[br]Thomson accompanied his parents to Philadelphia in 1858; he received his education at the Central High School there, and afterwards remained as a teacher of chemistry. At this time he constructed several dynamos after studying their design, and was invited by the Franklin Institute to give lectures on the subject. After observing an arc-lighting system operating commercially in Paris in 1878, he collaborated with Edwin J. Houston, a senior colleague at the Central High School, in working out the details of such a system. An automatic regulating device was designed which, by altering the position of the brushes on the dynamo commutator, maintained a constant current irrespective of the number of lamps in use. To overcome the problem of commutation at the high voltages necessary to operate up to forty arc lamps in a series circuit, Thomson contrived a centrifugal blower which suppressed sparking. The resulting system was efficient and reliable with low operating costs. Thomson's invention of the motor meter in 1882 was the first of many such instruments for the measurement of electrical energy. In 1886 he invented electric resistance welding using low-voltage alternating current derived from a transformer of his own design. Thomson's work is recorded in his technical papers and in the 700plus patents granted for his inventions.The American Electric Company, founded to exploit the Thomson patents, later became the Thomson-Houston Company, which was destined to be a leader in the electrical manufacturing industry. They entered the field of electric power in 1887, supplying railway equipment and becoming a major innovator of electric railways. Thomson-Houston and Edison General Electric were consolidated to form General Electric in 1892. Thomson remained associated with this company throughout his career.[br]Principal Honours and DistinctionsChevalier and Officier de la Légion d'honneur 1889.
