GUARDIA CIVIL The Guardia Civil, commonly referred to as la Benemérita, is the oldest of Spain's various police forces. A paramilitary force like the French Gendarmerie, it was set up in 1844 to combat banditry in rural areas, but was also used as an instrument of repression in the cities. Under Franco it was resented by many as an oppressive, reactionary force, and was especially hated in the Basque Country. With the return of democracy, Franco's despised Policía Armada were reformed as the Policía Nacional, and the present-day role of the Guardia Civil was redefined. They are mainly stationed in rural areas, and their duties include policing highways and frontiers and taking part in anti-terrorist operations. Their traditional tunics and capes have been replaced by a green uniform, and the famous black patent-leather three-cornered hats are now reserved for ceremonial occasions.guardia urbana — city police, town police

Also: ДЛЯ ПРОФОРМЫ [adv or subj-compl with быть (subj: human, abstr, or concr)]⇒ in order to create the impression that all is as it should be:- pro forma.♦ Секретарь тут лишь для проформы, его можно в расчёт не принимать (Зиновьев 1). "Secretary's only there for the sake of appearances; you can ignore him" (1a).♦ Во всю дорогу был он [Селифан] молчалив, только похлестывал кнутом и не обращал никакой поучительной речи к лошадям, хотя чубарому коню, конечно, хотелось бы выслушать что-нибудь наставительное, ибо в это время вожжи всегда как-то лениво держались в руках словоохотного возницы и кнут только для формы гулял поверх спин (Гоголь 3). During the whole trip he [Selifan] was silent, merely flicking his whip from time to time, without addressing any diatribes to the horses, although the dappled horse, of course, would have liked to hear something instructive, for during those speeches the reins always slackened somehow in the hands of the garrulous driver and the whip strayed only pro forma over their backs (3c).Большой русско-английский фразеологический словарь > для формы
