67 Portuguese Communist Party
(PCP)The Portuguese Communist Party (PCP) has evolved from its early anarcho-syndicalist roots at its formation in 1921. This evolution included the undisciplined years of the 1920s, during which bolshevization began and continued into the 1930s, then through the years of clandestine existence during the Estado Novo, the Stalinization of the 1940s, the "anarcho-liberal shift" of the 1950s, the emergence of Maoist and Trotskyist splinter groups of the 1960s, to legalization after the Revolution of 25 April 1974 as the strongest and oldest political party in Portugal. Documents from the Russian archives have shown that the PCP's history is not a purely "domestic" one. While the PCP was born on its own without Soviet assistance, once it joined the Communist International (CI), it lost a significant amount of autonomy as CI officials increasingly meddled in PCP internal politics by dictating policy, manipulating leadership elections, and often financing party activities.Early Portuguese communism was a mix of communist ideological strands accustomed to a spirited internal debate, a lively external debate with its rivals, and a loose organizational structure. The PCP, during its early years, was weak in grassroots membership and was basically a party of "notables." It was predominantly a male organization, with minuscule female participation. It was also primarily an urban party concentrated in Lisbon. The PCP membership declined from 3,000 in 1923 to only 40 in 1928.In 1929, the party was reorganized so that it could survive clandestinely. As its activity progressed in the 1930s, a long period of instability dominated its leadership organs as a result of repression, imprisonments, and disorganization. The CI continued to intervene in party affairs through the 1930s, until the PCP was expelled from the CI in 1938-39, apparently because of its conduct during police arrests.The years of 1939-41 were difficult ones for the party, not only because of increased domestic repression but also because of internal party splits provoked by the Nazi-Soviet pact and other foreign actions. From 1940 to 1941, two Communist parties struggled to attract the support of the CI and accused each other of "revisionism." The CI was disbanded in 1943, and the PCP was not accepted back into the international communist family until its recognition by the Cominform in 1947.The reorganization of 1940-41 finally put the PCP under the firm control of orthodox communists who viewed socialism from a Soviet perspective. Although Soviet support was denied the newly reorganized party at first, the new leaders continued its Stalinization. The enforcement of "democratic centralism" and insistence upon the "dictatorship of the proletariat" became entrenched. The 1940s brought increased growth, as the party reached its membership apex of the clandestine era with 1,200 members in 1943, approximately 4,800 in 1946, and 7,000 in 1947.The party fell on hard times in the 1950s. It developed a bad case of paranoia, which led to a witch hunt for infiltrators, informers, and spies in all ranks of the party. The lower membership figures who followed the united antifascist period were reduced further through expulsions of the "traitors." By 1951, the party had been reduced to only 1,000 members. It became a closed, sectarian, suspicious, and paranoiac organization, with diminished strength in almost every region, except in the Alentejo, where the party, through propaganda and ideology more than organizational strength, was able to mobilize strikes of landless peasants in the early 1950s.On 3 January 1960, Álvaro Cunhal and nine other political prisoners made a spectacular escape from the Peniche prison and fled the country. Soon after this escape, Cunhal was elected secretary-general and, with other top leaders, directed the PCP from exile. Trotskyite and Maoist fractions emerged within the party in the 1960s, strengthened by the ideological developments in the international communist movement, such as in China and Cuba. The PCP would not tolerate dissent or leftism and began purging the extreme left fractions.The PCP intensified its control of the labor movement after the more liberal syndical election regulations under Prime Minister Mar- cello Caetano allowed communists to run for leadership positions in the corporative unions. By 1973, there was general unrest in the labor movement due to deteriorating economic conditions brought on by the colonial wars, as well as by world economic pressures including the Arab oil boycott.After the Revolution of 25 April 1974, the PCP enjoyed a unique position: it was the only party to have survived the Estado Novo. It emerged from clandestinity as the best organized political party in Portugal with a leadership hardened by years in jail. Since then, despite the party's stubborn orthodoxy, it has consistently played an important role as a moderating force. As even the Socialist Party (PS) was swept up by the neoliberal tidal wave, albeit a more compassionate variant, increasingly the PCP has played a crucial role in ensuring that interests and perspectives of the traditional Left are aired.One of the most consistent planks of the PCP electoral platform has been opposition to every stage of European integration. The party has regularly resisted Portuguese membership in the European Economic Community (EEC) and, following membership beginning in 1986, the party has regularly resisted further integration through the European Union (EU). A major argument has been that EU membership would not resolve Portugal's chronic economic problems but would only increase its dependence on the world. Ever since, the PCP has argued that its opposition to membership was correct and that further involvement with the EU would only result in further economic dependence and a consequent loss of Portuguese national sovereignty. Further, the party maintained that as Portugal's ties with the EU increased, the vulnerable agrarian sector in Portugal would risk further losses.Changes in PCP leadership may or may not alter the party's electoral position and role in the political system. As younger generations forget the uniqueness of the party's resistance to the Estado Novo, public images of PCP leadership will change. As the image of Álvaro Cunhal and other historical communist leaders slowly recedes, and the stature of Carlos Carvalhas (general secretary since 1992) and other moderate leaders is enhanced, the party's survival and legitimacy have strengthened. (and Enclave of Cabinda)From 1575 to 1975, Angola was a colony of Portugal. Located in west-central Africa, this colony has been one of the largest, most strategically located, and richest in mineral and agricultural resources in the continent. At first, Portugal's colonial impact was largely coastal, but after 1700 it became more active in the interior. By international treaties signed between 1885 and 1906, Angola's frontiers with what are now Zaire and Zambia were established. The colony's area was 1,246,700 square kilometers (481,000 square miles), Portugal's largest colonial territory after the independence of Brazil. In Portugal's third empire, Angola was the colony with the greatest potential.The Atlantic slave trade had a massive impact on the history, society, economy, and demography of Angola. For centuries, Angola's population played a subordinate role in the economy of Portugal's Brazil-centered empire. Angola's population losses to the slave trade were among the highest in Africa, and its economy became, to a large extent, hostage to the Brazilian plantation-based economic system. Even after Brazil's independence in 1822, Brazilian economic interests and capitalists were influential in Angola; it was only after Brazil banned the slave trade in 1850 that the heavy slave traffic to former Portuguese America began to wind down. Although slavery in Angola was abolished, in theory, in the 1870s, it continued in various forms, and it was not until the early 1960s that its offspring, forced labor, was finally ended.Portugal's economic exploitation of Angola went through different stages. During the era of the Atlantic slave trade (ca. 1575-1850), when many of Angola's slaves were shipped to Brazil, Angola's economy was subordinated to Brazil's and to Portugal's. Ambitious Lisbon-inspired projects followed when Portugal attempted to replace the illegal slave trade, long the principal income source for the government of Angola, with legitimate trade, mining, and agriculture. The main exports were dyes, copper, rubber, coffee, cotton, and sisal. In the 1940s and 1950s, petroleum emerged as an export with real potential. Due to the demand of the World War II belligerents for Angola's raw materials, the economy experienced an impetus, and soon other articles such as diamonds, iron ore, and manganese found new customers. Angola's economy, on an unprecedented scale, showed significant development, which was encouraged by Lisbon. Portugal's colonization schemes, sending white settlers to farm in Angola, began in earnest after 1945, although such plans had been nearly a century in the making. Angola's white population grew from about 40,000 in 1940 to nearly 330,000 settlers in 1974, when the military coup occurred in Portugal.In the early months of 1961, a war of African insurgency broke out in northern Angola. Portugal dispatched armed forces to suppress resistance, and the African insurgents were confined to areas on the borders of northern and eastern Angola at least until the 1966-67 period. The 13-year colonial war had a telling impact on both Angola and Portugal. When the Armed Forces Movement overthrew the Estado Novo on 25 April 1974, the war in Angola had reached a stalemate and the major African nationalist parties (MPLA, FNLA, and UNITA) had made only modest inroads in the northern fringes and in central and eastern Angola, while there was no armed activity in the main cities and towns.After a truce was called between Portugal and the three African parties, negotiations began to organize the decolonizat ion process. Despite difficult maneuvering among the parties, Portugal, the MPLA, FNLA, and UNITA signed the Alvor Agreement of January 1975, whereby Portugal would oversee a transition government, create an all-Angola army, and supervise national elections to be held in November 1975. With the outbreak of a bloody civil war among the three African parties and their armies, the Alvor Agreement could not be put into effect. Fighting raged between March and November 1975. Unable to prevent the civil war or to insist that free elections be held, Portugal's officials and armed forces withdrew on 11 November 1975. Rather than handing over power to one party, they transmitted sovereignty to the people of Angola. Angola's civil war continued into the 21st century. -
71 Spínola, Antônio de
(1910-1996)Senior army general, hero of Portugal's wars of African insurgency, and first president of the provisional government after the Revolution of 25 April 1974. A career army officer who became involved in politics after a long career of war service and administration overseas, Spinola had a role in the 1974 coup and revolution that was somewhat analogous to that of General Gomes da Costa in the 1926 coup.Spinola served in important posts as a volunteer in Portugal's intervention in the Spanish Civil War (1936-39), a military observer on the Russian front with the Third Reich's armed forces in World War II, and a top officer in the Guarda Nacional Republicana (GNR). His chief significance in contemporary affairs, however, came following his military assignments and tours of duty in Portugal's colonial wars in Africa after 1961.Spinola fought first in Angola and later in Guinea- Bissau, where, during 1968-73, he was both commanding general of Portugal's forces and high commissioner (administrator of the territory). His Guinean service tour was significant for at least two reasons: Spinola's dynamic influence upon a circle of younger career officers on his staff in Guinea, men who later joined together in the Armed Forces Movement (MFA), and Spinola's experience of failure in winning the Guinea war militarily or finding a political means for compromise or negotiation with the Party for the Independence of Guinea and Cape Verde (PAIGC), the African insurgent movement that had fought a war with Portugal since 1963, largely in the forested tropical interior of the territory. Spinola became discouraged after failure to win permission to negotiate secretly for a political solution to the war with the PAIGC and was reprimanded by Prime Minister Marcello Caetano.After his return—not in triumph—from Guinea in 1973, Spinola was appointed chief of staff of the armed forces, but he resigned in a dispute with the government. With the assistance of younger officers who also had African experience of costly but seemingly endless war, Spinola wrote a book, Portugal and the Future, which was published in February 1974, despite official censorship and red tape. Next to the Bible and editions of Luís de Camoes's The Lusi- ads, Spinola's controversial book was briefly the best-selling work in Portugal's modern age. While not intimately involved with the budding conspiracy among career army majors, captains, and others, Spinola was prepared to head such a movement, and the planners depended on his famous name and position as senior army officer with the right credentials to win over both military and civil opinion when and where it counted.When the Revolution of 25 April 1974 succeeded, Spinola was named head of the Junta of National Salvation and eventually provisional president of Portugal. Among the military revolutionaries, though, there was wide disagreement about the precise goals of the revolution and how to achieve them. Spinola's path-breaking book had subtly proposed three new goals: the democratization of authoritarian Portugal, a political solution to the African colonial wars, and liberalization of the economic system. The MFA immediately proclaimed, not coincidentally, the same goals, but without specifying the means to attain them.The officers who ran the newly emerging system fell out with Spinola over many issues, but especially over how to decolonize Portugal's besieged empire. Spinola proposed a gradualist policy that featured a free referendum by all colonial voters to decide between a loose federation with Portugal or complete independence. MFA leaders wanted more or less immediate decolonization, a transfer of power to leading African movements, and a pullout of Portugal's nearly 200,000 troops in three colonies. After a series of crises and arguments, Spinola resigned as president in September 1974. He conspired for a conservative coup to oust the leftists in power, but the effort failed in March 1975, and Spinola was forced to flee to Spain and then to Brazil. Some years later, he returned to Portugal, lived in quiet retirement, and could be seen enjoying horseback riding. In the early 1980s, he was promoted to the rank of marshal, in retirement. -
72 Bell, Henry
SUBJECT AREA: Ports and shipping[br]b. 1767 Torphichen Mill, near Linlithgow, Scotlandd. 1830 Helensburgh, Scotland[br]Scottish projector of the first steamboat service in Europe.[br]The son of Patrick Bell, a millwright, Henry had two sisters and an elder brother and was educated at the village school. When he was 9 years old Henry was sent to lodge in Falkirk with an uncle and aunt of his mother's so that he could attend the school there. At the age of 12 he left school and agreed to become a mason with a relative. In 1783, after only three years, he was bound apprentice to his Uncle Henry, a millwright at Jay Mill. He stayed there for a further three years and then, in 1786, joined the firm of Shaw \& Hart, shipbuilders of Borrowstoneness. These were to be the builders of William Symington's hull for the Charlotte Dundas. He also spent twelve months with Mr James Inglis, an engineer of Bellshill, Lanarkshire, and then went to London to gain experience, working for the famous John Rennie for some eighteen months. By 1790 he was back in Glasgow, and a year later he took a partner, James Paterson, into his new business of builder and contractor, based in the Trongate. He later referred to himself as "architect", and his partnership with Paterson lasted seven years. He is said to have invented a discharging machine for calico printing, as well as a steam dredger for clearing the River Clyde.The Baths Hotel was opened in Helensburgh in 1808, with the hotel-keeper, who was also the first provost of the town, being none other than Henry Bell. It has been suggested that Bell was also the builder of the hotel and this seems very likely. Bell installed a steam engine for pumping sea water out of the Clyde and into the baths, and at first ran a coach service to bring customers from Glasgow three days a week. The driver was his brother Tom. The coach was replaced by the Comet steamboat in 1812.While Henry was busy with his provost's duties and making arrangements for the building of his steamboat, his wife Margaret, née Young, whom he married in March 1794, occupied herself with the management of the Baths Hotel. Bell did not himself manufacture, but supervised the work of experts: John and Charles Wood of Port Glasgow, builders of the 43ft 6 in. (13.25 m)-long hull of the Comet; David Napier of Howard Street Foundry for the boiler and other castings; and John Robertson of Dempster Street, who had previously supplied a small engine for pumping water to the baths at the hotel in Helensburgh, for the 3 hp engine. The first trials of the finished ship were held on 24 July 1812, when she was launched from Wood's yard. A regular service was advertised in the Glasgow Chronicle on 5 August and was the first in Europe, preceded only by that of Robert Fulton in the USA. The Comet continued to run until 1820, when it was wrecked.Bell received little reward for his promotion of steam navigation, merely small pensions from the Clyde trustees and others. [br]b. 18 July 1635 Freshwater, Isle of Wight, Englandd. 3 March 1703 London, England[br]English physicist, astronomer and mechanician.[br]Son of Revd John Hooke, minister of the parish, he was a sickly child who was subject to headaches which prevented protracted study. He devoted his time while alone to making mechanical models including a wooden clock. On the death of his father in October 1648 he was left £100 and went to London, where he became a pupil of Sir Peter Lely and then went to Westminster School under Dr Busby. There he learned the classical languages, some Hebrew and oriental languages while mastering six books of Euclid in one week. In 1653 he entered Christ Church College, Oxford, where he graduated MA in 1663, after studying chemistry and astronomy. In 1662 he was appointed Curator of Experiments to the Royal Society and was elected a Fellow in 1663. In 1665 his appointment was made permanent and he was given apartments in Gresham College, where he lived until his death in 1703. He was an indefatigable experimenter, perhaps best known for the invention of the universal joint named after him. The properties of the atmosphere greatly engaged him and he devised many forms of the barometer. He was the first to apply the spiral spring to the regulation of the balance wheel of the watch in an attempt to measure longitude at sea, but he did not publish his results until after Huygens's reinvention of the device in 1675. Several of his "new watches" were made by Thomas Tompion, one of which was presented to King Charles II. He is said to have invented, among other devices, thirty different ways of flying, the first practical system of telegraphy, an odometer, a hearing aid, an arithmetical machine and a marine barometer. Hooke was a small man, somewhat deformed, with long, lank hair, who went about stooped and moved very quickly. He was of a melancholy and mistrustful disposition, ill-tempered and sharp-tongued. He slept little, often working all night and taking a nap during the day. John Aubrey, his near-contemporary, wrote of Hooke, "He is certainly the greatest Mechanick this day in the World." He is said to have been the first to establish the true principle of the arch. His eyesight failed and he was blind for the last year of his life. He is best known for his Micrographia, or some Physiological Descriptions of Minute Bodies, first published in 1665. After the Great Fire of London, he exhibited a model for the rebuilding of the City. This was not accepted, but it did result in Hooke's appointment as one of two City Surveyors. This proved a lucrative post and through it Hooke amassed a fortune of some thousands of pounds, which was found intact after his death some thirty years later. It had never been opened in the interim period. [br]b. 1749 New York, New York, USAd. 6 March 1838 Hoboken, New Jersey, USA[br]American pioneer of steamboats and railways.[br]Stevens, a wealthy landowner with an estate at Hoboken on the Hudson River, had his attention drawn to the steamboat of John Fitch in 1786, and thenceforth devoted much of his time and fortune to developing steamboats and mechanical transport. He also had political influence and it was at his instance that Congress in 1790 passed an Act establishing the first patent laws in the USA. The following year Stevens was one of the first recipients of a US patent. This referred to multi-tubular boilers, of both watertube and firetube types, and antedated by many years the work of both Henry Booth and Marc Seguin on the latter.A steamboat built in 1798 by John Stevens, Nicholas J.Roosevelt and Stevens's brother-in-law, Robert R.Livingston, in association was unsuccessful, nor was Stevens satisfied with a boat built in 1802 in which a simple rotary steam-en-gine was mounted on the same shaft as a screw propeller. However, although others had experimented earlier with screw propellers, when John Stevens had the Little Juliana built in 1804 he produced the first practical screw steamboat. Steam at 50 psi (3.5 kg/cm2) pressure was supplied by a watertube boiler to a single-cylinder engine which drove two contra-rotating shafts, upon each of which was mounted a screw propeller. This little boat, less than 25 ft (7.6 m) long, was taken backwards and forwards across the Hudson River by two of Stevens's sons, one of whom, R.L. Stevens, was to help his father with many subsequent experiments. The boat, however, was ahead of its time, and steamships were to be driven by paddle wheels until the late 1830s.In 1807 John Stevens declined an invitation to join with Robert Fulton and Robert R.Living-ston in their development work, which culminated in successful operation of the PS Clermont that summer; in 1808, however, he launched his own paddle steamer, the Phoenix. But Fulton and Livingston had obtained an effective monopoly of steamer operation on the Hudson and, unable to reach agreement with them, Stevens sent Phoenix to Philadelphia to operate on the Delaware River. The intervening voyage over 150 miles (240 km) of open sea made Phoenix the first ocean-going steamer.From about 1810 John Stevens turned his attention to the possibilities of railways. He was at first considered a visionary, but in 1815, at his instance, the New Jersey Assembly created a company to build a railway between the Delaware and Raritan Rivers. It was the first railway charter granted in the USA, although the line it authorized remained unbuilt. To demonstrate the feasibility of the steam locomotive, Stevens built an experimental locomotive in 1825, at the age of 76. SUBJECT AREA: Ports and shipping[br]b. 1764 Leadhills, Lanarkshire, Scotlandd. 22 March 1831 Wapping, London, England[br]Scottish pioneer of steam navigation.[br]Symington was the son of the Superintendent of the Mines Company in Lanarkshire, and attended the local school. When he was 22 years old he was sent by Gilbert Meason, Manager of the Wanlockhead mines, to Edinburgh University. In 1779 he was working on the assembly of a Watt engine as an apprentice to his brother, George, and in 1786 he started experiments to modify a Watt engine in order to avoid infringing the separate condenser patent. He sought a patent for his alternative, which was paid for by Meason. He constructed a model steam road carriage which was completed in 1786; it was shown in Edinburgh by Meason, attracting interest but inadequate financial support. It had a horizontal cylinder and was non-condensing. No full-sized engine was ever built but the model secured the interest of Patrick Miller, an Edinburgh banker, who ordered an engine from Symington to drive an experimental boat, 25 ft (7.6 m) long with a dual hull, which performed satisfactorily on Dalswinton Loch in 1788. In the following year Miller ordered a larger engine for a bigger boat which was tried on the Forth \& Clyde Canal in December 1789, the component parts having been made by the Carron Company. The engine worked perfectly but had the effect of breaking the paddle wheels. These were repaired and further trials were successful but Miller lost interest and his experiments lapsed. Symington devoted himself thereafter to building stationary engines. He built other engines for mine pumping at Sanquhar and Leadhills before going further afield. In all, he built over thirty engines, about half of them being rotary. In 1800–1 he designed the engine for a boat for Lord Dundas, the Charlotte Dundas; this was apparently the first boat of that name and sailed on both the Forth and Clyde rivers. A second Charlotte Dundas with a horizontal cylinder was to follow and first sailed in January 1803 for the Forth \& Clyde Canal Company. The speed of the boat was only 2 mph (3 km/h) and much was made by its detractors of the damage said to be caused to the canal banks by its wash. Lord Dundas declined to authorize payment of outstanding accounts; Symington received little reward for his efforts. There were among the Romans two kinds of dice, tesserae and tali, Cic. Sen. 16, 58. The tesserae had six sides, which were marked with I. II. III. IV. V. VI.; the tali were rounded on two sides, and marked only on the other four. Upon one side there was one point, unio, an ace, like the ace on cards, called canis; on the opp. side, six points called senio, six, sice; on the two other sides, three and four points, ternio and quaternio. In playing, four tali were used, but only three tesserae. They were put into a box made in the form of a tower, with a strait neck, and wider below than above, called fritillus, turris, turricula, etc. This box was shaken, and the dice were thrown upon the gaming-board. The highest or most fortunate throw, called Venus, jactus Venereus or basilicus, was, of the tesserae, three sixes, and of the tali when they all came out with different numbers. The worst or lowest throw, called jactus pessimus or damnosus, canis or canicula, was, of the tesserae, three aces, and of the tali when they were all the same. The other throws were valued acc. to the numbers. When one of the tali fell upon the end (in caput) it was said rectus cadere, or assistere, Cic. Fin. 3, 16, 54, and the throw was repeated. While throwing the dice, it was customary for a person to express his wishes, to repeat the name of his mistress, and the like. Games of chance were prohibited by the Lex Titia et Publicia et Cornelia (cf. Hor. C. 3, 24, 58), except in the month of December, during the Saturnalia, Mart. 4, 14, 7; 5, 85; 14, 1; Suet. [br]b. 5 August 1893 Windsor, Berkshire, Englandd. 12 March 1966 Richmond, Surrey, England[br]English military aircraft designer.[br]He was the eldest of twelve children and his father was a journeyman carpenter, in whose footsteps Camm followed as an apprentice woodworker. He developed an early interest in aircraft, becoming a keen model maker in his early teens and taking a major role in founding a local society to this end, and in 1912 he designed and built a glider able to carry people. During the First World War he worked as a draughtsman for the aircraft firm Martinsyde, but became increasingly involved in design matters as the war progressed. In 1923 Camm was recruited by Sopwith to join his Hawker Engineering Company as Senior Draughtsman, but within two years had risen to be Chief Designer. His first important contribution was to develop a method of producing metal aircraft, using welded steel tubes, and in 1926 he designed his first significant aircraft, the Hawker Horsley torpedo-bomber, which briefly held the world long-distance record before it was snatched by Charles Lindbergh in his epic New York-Paris flight in 1927. His Hawker Hart light bomber followed in 1928, after which came his Hawker Fury fighter.By the mid-1930s Camm's reputation as a designer was such that he was able to wield significant influence on the Air Ministry when Royal Air Force (RAF) aircraft specifications were being drawn up. His outstanding contribution came, however, with the unveiling of his Hawker Hurricane in 1935. This single-seater fighter was to prove one of the backbones of the RAF during 1939–45, but during the war he also designed two other excellent fighters: the Tempest and the Typhoon. After the Second World War Camm turned to jet aircraft, producing in 1951 the Hawker Hunter fighter/ground-attack aircraft, which saw lengthy service in the RAF and many other air forces. His most revolutionary contribution was the design of the Harrier jump-jet, beginning with the P.1127 prototype in 1961, followed by the Kestrel three years later. These were private ventures, but eventually the Government saw the enormous merit in the vertical take-off and landing concept, and the Harrier came to fruition in 1967. Sadly Camm, who was on the Board of Sopwith Hawker Siddeley Group, died before the aircraft came into service. SUBJECT AREA: Agricultural and food technology[br]b. 9 March 1762 Farnham, Surrey, Englandd. 17 June 1835 Guildford, Surrey, England[br]English political writer and activist; writer on rural affairs, with a particular concern for the conditions of the agricultural worker; a keen experimental farmer who claimed responsibility for the import of Indian maize to Britain.[br]The son of a smallholder farmer and self-taught surveyor, William Cobbett was brought up to farm work from an early age. In 1783 he took employment as an attorney's clerk in London, but not finding this to his liking he travelled to Chatham with the intention of joining the Navy. A mistake in "taking the King's shilling" found him in an infantry regiment. After a year's training he was sent out to Nova Scotia and quickly gained the rank of sergeant major. On leaving the Army he brought corruption charges against three officers in his regiment, but did not press with the prosecution. England was not to his taste, and he returned to North America with his wife.In America Cobbett taught English to the growing French community displaced by the French Revolution. He found American criticism of Britain ill-balanced and in 1796 began to publish a daily newspaper under the title Porcupine's Gazetteer, in which he wrote editorials in defence of Britain. His writings won him little support from the Americans. However, on returning to London in 1800 he was offered, but turned down, the management of a Government newspaper. Instead he began to produce a daily paper called the Porcupine, which was superseded in 1802 by Cobbett's Political Register, this publication continued on a weekly basis until after his death. In 1803 he also began the Parliamentary Debates, which later merged into Hansard, the official report of parliamentary proceedings.In 1805 Cobbett took a house and 300-acre (120-hectare) farm in Hampshire, from which he continued to write, but at the same time followed the pursuits he most enjoyed. In 1809 his criticism of the punishment given to mutineers in the militia at Ely resulted in his own imprisonment. On his release in 1812 he decided that the only way to remain an independent publisher was to move back to the USA. He bought a farm at Hampstead, Long Island, New York, and published A Year's Residence in America, which contains, amongst other things, an interesting account of a farmer's year.Returning to Britain in the easier political climate of the 1820s, Cobbett bought a small seed farm in Kensington, then outside London. From there he made a number of journeys around the country, publishing accounts of them in his famous Rural Rides. His experiments and advice on the sowing and cultivation of crops, particularly turnips and swedes, and on forestry, were an important mechanism for the spread of ideas within the UK. He also claimed that he was the first to introduce the acacia and Indian maize to Britain. Much of his writing expresses a concern for the rural poor and he was firmly convinced that only parliamentary reform would achieve the changes needed. His political work and writing led to his election as Member of Parlaiment for Oldham in the 1835 election, which followed the Reform Act of 1832. However, by this time his energy was failing rapidly and he died peacefully at Normandy Farm, near Guildford, at the age of 73.[br]BibliographyCobbett's Observations on Priestley's Emigration, published in 1794, was the first of his pro-British tracts written in America. On the basis of his stay in that country he wrote A Year's Residence in America. His books on agricultural practice included Woodlands (1825) and Treatise on Cobbett's Corn (1828). SUBJECT AREA: Canals[br]b. 18 March 1728 Chester County, Pennsylvania, USAd. 30 April 1778 Winchester, Virginia, USA[br]American manufacturer.[br]Thomas Gilpin belonged to a wealthy Quaker family descended from Joseph Gilpin, who had emigrated from England in 1696. He received little formal education and was mainly self-educated in mathematics, surveying and science, in which subjects he was particularly interested. With estates in Delaware and Maryland, he was involved in farming and manufacturing. He moved to Philadelphia in 1769, which further extended his activities. With his fortune he was able to indulge his interest in science, and he was one of the original members of the American Philosophical Society in 1769. He wrote papers on the wheat fly, the seventeen-year locust and the migration of herrings. It was through this Society that he became friendly with Benjamin Franklin, to whom he wrote on 10 October 1769 setting out his proposals for and advocacy of a canal linking the Elk River on Chesapeake Bay with the Delaware River and Bay, thereby cutting off a long haul of several hundred miles for vessels around Cape Charles with a dangerous passage unto the Atlantic Ocean. Gilpin also invented a hydraulic pump that delighted Franklin very much. Gilpin had visited England in 1768 during the formation of his ideas for the Chesapeake \& Delaware Canal, and probably visited the Bridgewater Canal while there. Despite his pressing advocacy the canal had to wait until after his death, but later his son Joshua, a director from 1803 to 1824, saw the canal through many difficulties although he had resigned before the official opening in 1829. At the outbreak of the American War of Independence, in 1777, Gilpin, together with other Quakers, was arrested in Philadelphia owing to suspicions of his loyalty on the grounds that as a Quaker he refused to sign the Oath of Allegiance.
