In the same year he used some of his private income to buy a part-share in the "tax farm", a private company which leased from the Government the right to collect certain indirect taxes.In 1772 Lavoisier began his researches into the related phenomena of combustion, respiration and the calcination or oxidation of metals. This culminated in the early 1780s in the overthrow of the prevailing theory, based on an imponderable combustion principle called "phlogiston", and the substitution of the modern explanation of these processes. At the same time, understanding of the nature of acids, bases and salts was placed on a sounder footing. More important, Lavoisier defined a chemical element in its modern sense and showed how it should be applied by drawing up the first modern list of the chemical elements. With the revolution in chemistry initiated by Lavoisier, chemists could begin to understand correctly the fundamental processes of their science. This understanding was the foundationo of the astonishing advance in scientific and industrial chemistry that has taken place since then. As an academician, Lavoisier was paid by the Government to carry out investigations into a wide variety of practical questions with a chemical bias, such as the manufacture of starch and the distillation of phosphorus. In 1775 Louis XVI ordered the setting up of the Gunpowder Commission to improve the supply and quality of gunpowder, deficiencies in which had hampered France's war efforts. Lavoisier was a member of the Commission and, as usual, took the leading part, drawing up its report and supervising its implementation. As a result, the industry became profitable, output increased so that France could even export powder, and the range of the powder increased by two-thirds. This was a material factor in France's war effort in the Revolution and the Napoleonic wars.As if his chemical researches and official duties were not enough, Lavoisier began to apply his scientific principles to agriculture when he purchased an estate at Frechines, near Blois. After ten years' work on his experimental farm there, Lavoisier was able to describe his results in the memoir "Results of some agricultural experiments and reflections on their relation to political economy" (Paris, 1788), which holds historic importance in agriculture and economics. In spite of his services to the nation and to humanity, his association with the tax farm was to have tragic consequences: during the reign of terror in 1794 the Revolutionaries consigned to the guillotine all the tax farmers, including Lavoisier.[br]Bibliography1862–93, Oeuvres de Lavoisier, Vols I–IV, ed. (1956-)Portuguese lawyer and politician, and prime minister (2004-05). Born in Lisbon in 1956, Santana Lopes took a law degree from the University of Lisbon and was a Student Union leader. In 1976, he joined the Social Democratic Party (PSD) and became a legal advisor to Prime Minister Francisco Sá Carneiro. Santana Lopes has always considered himself a follower of the late Sá Carneiro. In 1986, he became assistant state secretary to Prime Minister Aníbal Cavaco Silva, and the following year was elected to the European Parliament, in which he served for two years. In 1991, Cavaco Silva named him secretary of state for culture. He served in various other posts, including mayor of Lisbon, and he founded a weekly newspaper, Semanário.In 1998, Santana Lopes withdrew from politics after being negatively depicted in a private television station comic sketch. Instead, he continued in politics and rose to the vice-presidency of the PSD. José Manuel Durão Barroso resigned in July 2004 to become president of the European Commission, and Santana Lopes became PSD leader. Since his party was the major partner in the governing coalition at this time and Barroso had resigned his post, Santana Lopes succeeded him.Santana Lopes' brief premiership was fraught with difficulties. The national economy was in a crisis, and there were frequent cabinet shuffles, factionalism among PSD leaders, and questions being raised about the competence of Santana Lopes to govern effectively. President Jorge Sampaio called a parliamentary election for February 2005, following the resignation of the minister of sport from the cabinet and that minister's attacks on the prime minister's conduct. The Socialist Party (PS) under José Sócrates won the election, and Santana Lopes left office to resume his post as mayor of Lisbon. SUBJECT AREA: Mechanical, pneumatic and hydraulic engineering[br]b. 2 January 1843 Balgonie, Fife, Scotlandd. 12 October 1913 Norwich, Norfolk, England[br]Scottish engineer and educator.[br]James Stuart established the teaching of engineering as a university discipline at Cambridge. He was born at Balgonie in Fife, where his father managed a linen mill. He attended the University of St Andrews and then studied mathematics at Cambridge University. In 1867 he took up a post as Assistant Tutor at Trinity College, Cambridge, where his skills as a teacher were quickly recognized. The University was at that time adapting itself to the new systems of instruction recommended by the Royal Commission on university reform in the 1850s, and Stuart took an active part in the organization of a new structure of inter-collegiate lecture courses. He made an even more significant contribution to the establishment of extramural courses from which the Cambridge University extension lecture programme developed. This began in 1867, when Stuart took adult classes in Manchester and Crewe. The latter, in particular, brought him into close contact with those involved in practical mechanics and stimulated his interest in the applied sciences. In 1875 he was elected to the newly created Chair of Mechanism and Engineering in Cambridge, and he set out energetically to recruit students and to build up a flourishing unit with its own workshop and foundry, training a new generation of engineers in the applied sciences.In November 1884 Stuart was elected to Parliament and embarked on an active but somewhat undistinguished career in politics as a radical Liberal, becoming amongst other things a keen supporter of the women's suffrage movement. This did not endear him to his academic colleagues, and the Engineering School suffered from neglect by Stuart until he resigned the Chair in 1890. By the time he left, however, the University was ready to recognize Engineering as a Tripos subject and to accept properly equipped teaching laboratories, so that his successor J.A. Ewing was able to benefit from Stuart's pioneering work. Stuart continued his political activities and was appointed a Privy Councillor in 1909.
