Глаголы to appeal и to apply употребляются в официальной речи в отличие от to turn to, to go to, to see, имеющих более общий, нейтральный характер. Глагол to apply связан с небольшой группой сочетающихся с ним имен существительных, таких, как to apply for work (for information, for permission, for help, for a job) и предполагает обращение к вышестоящему должностному лицу, либо в инстанцию, которая может удовлетворить просьбу.
