41 Poniatoff, Alexander Mathew
[br]b. 25 March 1892 Kazan District, Russiad. 24 October 1980[br]Russian (naturalized American in 1932) electrical engineer responsible for the development of the professional tape recorder and the first commercially-successful video tape recorder (VTR).[br]Poniatoff was educated at the University of Kazan, the Imperial College in Moscow, and the Technische Hochschule in Karlsruhe, gaining degrees in mechanical and electrical engineering. He was in Germany when the First World War broke out, but he managed to escape back to Russia, where he served as an Air Force pilot with the Imperial Russian Navy. During the Russian Revolution he was a pilot with the White Russian Forces, and escaped into China in 1920; there he found work as an assistant engineer in the Shanghai Power Company. In 1927 he immigrated to the USA, becoming a US citizen in 1932. He obtained a post in the research and development department of the General Electric Company in Schenectady, New York, and later at Dalmo Victor, San Carlos, California. During the Second World War he was involved in the development of airborne radar for the US Navy.In 1944, taking his initials to form the title, Poniatoff founded the AMPEX Corporation to manufacture components for the airborne radar developed at General Electric, but in 1946 he turned to the production of audio tape recorders developed from the German wartime Telefunken Magnetophon machine (the first tape recorder in the truest sense). In this he was supported by the entertainer Bing Crosby, who needed high-quality replay facilities for broadcasting purposes, and in 1947 he was able to offer a professional-quality product and the business prospered.With the rapid post-war boom in television broadcasting in the USA, a need soon arose for a video recorder to provide "time-shifting" of live TV programmes between the different US time zones. Many companies therefore endeavoured to produce a video tape recorder (VTR) using the same single-track, fixed-head, longitudinal-scan system used for audio, but the very much higher bandwidth required involved an unacceptably high tape-speed. AMPEX attempted to solve the problem by using twelve parallel tracks and a machine was demonstrated in 1952, but it proved unsatisfactory.The development team, which included Charles Ginsburg and Ray Dolby, then devised a four-head transverse-scan system in which a quadruplex head rotating at 14,400 rpm was made to scan across the width of a 2 in. (5 cm) tape with a tape-to-head speed of the order of 160 ft/sec (about 110 mph; 49 m/sec or 176 km/h) but with a longitudinal tape speed of only 15 in./sec (0.38 m/sec). In this way, acceptable picture quality was obtained with an acceptable tape consumption. Following a public demonstration on 14 April 1956, commercial produc-tion of studio-quality machines began to revolutionize the production and distribution of TV programmes, and the perfecting of time-base correctors which could stabilize the signal timing to a few nanoseconds made colour VTRs a practical proposition. However, AMPEX did not rest on its laurels and in the face of emerging competition from helical scan machines, where the tracks are laid diagonally on the tape, the company was able to demonstrate its own helical machine in 1957. Another development was the Videofile system, in which 250,000 pages of facsimile could be recorded on a single tape, offering a new means of archiving information. 42 Ravenscroft, George
[br]b. 1632 Alconbury, Huntingdonshire, Englandd. 7 June 1683 Barnet, Hertfordshire, England[br]English inventor of lead-crystal glass.[br]George's father James was a successful lawyer and merchant, engaging in overseas trade.A devout but necessarily circumspect Catholic, James sent his sons to the English College at Douai, now in northern France. Leaving there in 1651, George began to learn his father's business and spent some fifteen years in Venice. He took an increasingly important part in it, doubtless dealing in Venice's leading products of lace and glass. By 1666 he was back in England and, perhaps because the supply of Venetian glass was beginning to decline, he started to manufacture glass himself. In 1673 he set up a glassworks in the Savoy in London and succeeded so well that in the following year he petitioned the King for the grant of a patent to make glassware. This was granted on 16 May 1674, stimulating the Glass Sellers' Company to enter into an agreement with Ravenscroft to buy the glassware he produced. Later in 1674 the company allowed Ravenscroft to establish a second glasshouse at Henley-onThames. At first his ware was beset with "crizzling", i.e. numerous fine surface cracks. The Glass Sellers probably urged Ravenscroft to cure this defect, and this he achieved in 1675 by replacing crushed flint with increasing amounts of lead oxide, rising finally to a content of 30 per cent. He thereby obtained a relatively soft, heavy glass with high refractive index and dispersive power. This made it amenable to deep cutting, to produce the brilliant prismatic effects of cut glass. At about the same time, the Duke of Buckingham, a considerable promoter of the glass industry, agreed that Ravenscroft should manage his works at Vauxhall for the making of plate glass for mirrors. Ravenscroft terminated his agreement with the Glass Sellers in 1678, the date of the last evidence of his activities as a maker of crystal glass, and the patent expired in 1681. 43 Roebuck, John
SUBJECT AREA: Chemical technology[br]b. 1718 Sheffield, Englandd. 17 July 1794[br]English chemist and manufacturer, inventor of the lead-chamber process for sulphuric acid.[br]The son of a prosperous Sheffield manufacturer, Roebuck forsook the family business to pursue studies in medicine at Edinburgh University. There he met Dr Joseph Black (1727–99), celebrated Professor of Chemistry, who aroused in Roebuck a lasting interest in chemistry. Roebuck continued his studies at Leyden, where he took his medical degree in 1742. He set up in practice in Birmingham, but in his spare time he continued chemical experiments that might help local industries.Among his early achievements was his new method of refining gold and silver. Success led to the setting up of a large laboratory and a reputation as a chemical consultant. It was at this time that Roebuck devised an improved way of making sulphuric acid. This vital substance was then made by burning sulphur and nitre (potassium nitrate) over water in a glass globe. The scale of the process was limited by the fragility of the glass. Roebuck substituted "lead chambers", or vessels consisting of sheets of lead, a metal both cheap and resistant to acids, set in wooden frames. After the first plant was set up in 1746, productivity rose and the price of sulphuric acid fell sharply. Success encouraged Roebuck to establish a second, larger plant at Prestonpans, near Edinburgh. He preferred to rely on secrecy rather than patents to preserve his monopoly, but a departing employee took the secret with him and the process spread rapidly in England and on the European continent. It remained the standard process until it was superseded by the contact process towards the end of the nineteenth century. Roebuck next turned his attention to ironmaking and finally selected a site on the Carron river, near Falkirk in Scotland, where the raw materials and water power and transport lay close at hand. The Carron ironworks began producing iron in 1760 and became one of the great names in the history of ironmaking. Roebuck was an early proponent of the smelting of iron with coke, pioneered by Abraham Darby at Coalbrookdale. To supply the stronger blast required, Roebuck consulted John Smeaton, who c. 1760 installed the first blowing cylinders of any size.All had so far gone well for Roebuck, but he now leased coal-mines and salt-works from the Duke of Hamilton's lands at Borrowstonness in Linlithgow. The coal workings were plagued with flooding which the existing Newcomen engines were unable to overcome. Through his friendship with Joseph Black, patron of James Watt, Roebuck persuaded Watt to join him to apply his improved steam-engine to the flooded mine. He took over Black's loan to Watt of £1,200, helped him to obtain the first steam-engine patent of 1769 and took a two-thirds interest in the project. However, the new engine was not yet equal to the task and the debts mounted. To satisfy his creditors, Roebuck had to dispose of his capital in his various ventures. One creditor was Matthew Boulton, who accepted Roebuck's two-thirds share in Watt's steam-engine, rather than claim payment from his depleted estate, thus initiating a famous partnership. 44 Smalley, John
SUBJECT AREA: Textiles[br]b. c. 1729 Englandd. 28 January 1782 Holywell, Wales.[br]English helped Arkwright to build and finance the waterframe.[br]John Smalley of Preston was the second son of John, a chapman of Blackburn. He was a distant relative of Richard Arkwright through marrying, in 1751, Elizabeth Baxter, whose mother Ellen was the widow of Arkwright's uncle, Richard. In the Preston Guild Rolls of 1762 he was described as a grocer and painter, and he was also Landlord of the Bull Inn. The following year he became a bailiff of Preston and in 1765 he became a Corporation steward. On 14 May 1768 Arkwright, Smalley and David Thornley became partners in a cotton-spinning venture in Nottingham. They agreed to apply for a patent for Arkwright's invention of spinning by rollers, and Smalley signed as a witness. It is said that Smalley provided much of the capital for this new venture as he sold his business at Preston for about £1,600, but this was soon found to be insufficient and the partnership had to be enlarged to include Samuel Need and Jedediah Strutt.Smalley may have helped to establish the spinning mill at Nottingham, but by 28 February 1771 he was back in Preston, for on that day he was chosen a "Councilman in the room of Mr. Thomas Jackson deceased" (Fitton 1989:38). He attended meetings for over a year, but either in 1772 or the following year he sold the Bull Inn, and certainly by August 1774 the Smalleys were living in Cromford, where he became Manager of the mill. He soon found himself at logger-heads with Arkwright; however, Strutt was able to smooth the dispute over for a while. Things came to a head in January 1777 when Arkwright was determined to get rid of Smalley, and the three remaining partners agreed to buy out Smalley's share for the sum of £10,751.Although he had agreed not to set up any textile machinery, Smalley moved to Holywell in North Wales, where in the spring of 1777 he built a cotton-spinning mill in the Greenfield valley. He prospered there and his son was later to build two more mills in the same valley. Smalley used to go to Wrexham to sell his yarn, and there met John Peers, a leather merchant, who was able to provide a better quality leather for covering the drawing rollers which came to be used in Lancashire. SUBJECT AREA: Civil engineering, Mechanical, pneumatic and hydraulic engineering, Steam and internal combustion engines[br]b. 8 June 1724 Austhorpe, near Leeds, Yorkshire, Englandd. 28 October 1792 Austhorpe, near Leeds, Yorkshire, England[br]English mechanical and civil engineer.[br]As a boy, Smeaton showed mechanical ability, making for himself a number of tools and models. This practical skill was backed by a sound education, probably at Leeds Grammar School. At the age of 16 he entered his father's office; he seemed set to follow his father's profession in the law. In 1742 he went to London to continue his legal studies, but he preferred instead, with his father's reluctant permission, to set up as a scientific instrument maker and dealer and opened a shop of his own in 1748. About this time he began attending meetings of the Royal Society and presented several papers on instruments and mechanical subjects, being elected a Fellow in 1753. His interests were turning towards engineering but were informed by scientific principles grounded in careful and accurate observation.In 1755 the second Eddystone lighthouse, on a reef some 14 miles (23 km) off the English coast at Plymouth, was destroyed by fire. The President of the Royal Society was consulted as to a suitable engineer to undertake the task of constructing a new one, and he unhesitatingly suggested Smeaton. Work began in 1756 and was completed in three years to produce the first great wave-swept stone lighthouse. It was constructed of Portland stone blocks, shaped and pegged both together and to the base rock, and bonded by hydraulic cement, scientifically developed by Smeaton. It withstood the storms of the English Channel for over a century, but by 1876 erosion of the rock had weakened the structure and a replacement had to be built. The upper portion of Smeaton's lighthouse was re-erected on a suitable base on Plymouth Hoe, leaving the original base portion on the reef as a memorial to the engineer.The Eddystone lighthouse made Smeaton's reputation and from then on he was constantly in demand as a consultant in all kinds of engineering projects. He carried out a number himself, notably the 38 mile (61 km) long Forth and Clyde canal with thirty-nine locks, begun in 1768 but for financial reasons not completed until 1790. In 1774 he took charge of the Ramsgate Harbour works.On the mechanical side, Smeaton undertook a systematic study of water-and windmills, to determine the design and construction to achieve the greatest power output. This work issued forth as the paper "An experimental enquiry concerning the natural powers of water and wind to turn mills" and exerted a considerable influence on mill design during the early part of the Industrial Revolution. Between 1753 and 1790 Smeaton constructed no fewer than forty-four mills.Meanwhile, in 1756 he had returned to Austhorpe, which continued to be his home base for the rest of his life. In 1767, as a result of the disappointing performance of an engine he had been involved with at New River Head, Islington, London, Smeaton began his important study of the steam-engine. Smeaton was the first to apply scientific principles to the steam-engine and achieved the most notable improvements in its efficiency since its invention by Newcomen, until its radical overhaul by James Watt. To compare the performance of engines quantitatively, he introduced the concept of "duty", i.e. the weight of water that could be raised 1 ft (30 cm) while burning one bushel (84 lb or 38 kg) of coal. The first engine to embody his improvements was erected at Long Benton colliery in Northumberland in 1772, with a duty of 9.45 million pounds, compared to the best figure obtained previously of 7.44 million pounds. 46 Stanier, Sir William Arthur
[br]b. 27 May 1876 Swindon, Englandd. 27 September 1965 London, England[br]English Chief Mechanical Engineer of the London Midland \& Scottish Railway, the locomotive stock of which he modernized most effectively.[br]Stanier's career started when he was Office Boy at the Great Western Railway's Swindon works. He was taken on as a pupil in 1892 and steady promotion elevated him to Works Manager in 1920, under Chief Mechanical Engineer George Churchward. In 1923 he became Principal Assistant to Churchward's successor, C.B.Collett. In 1932, at the age of 56 and after some forty years' service with the Great Western Railway (GWR), W.A.Stanier was appointed Chief Mechanical Engineer of the London Midland \& Scottish Railway (LMS). This, the largest British railway, had been formed by the amalgamation in 1923 of several long-established railways, including the London \& North Western and the Midland, that had strong and disparate traditions in locomotive design. A coherent and comprehensive policy had still to emerge; Stanier did, however, inherit a policy of reducing the number of types of locomotives, in the interest of economy, by the withdrawal and replacement of small classes, which had originated with constituent companies.Initially as replacements, Stanier brought in to the LMS a series of highly successful standard locomotives; this practice may be considered a development of that of G.J.Churchward on the GWR. Notably, these new locomotives included: the class 5, mixed-traffic 4–6–0; the 8F heavy-freight 2–8–0; and the "Duchess" 4–6–2 for express passenger trains. Stanier also built, in 1935, a steam-turbine-driven 4–6–2, which became the only steam-turbine locomotive in Britain to have an extended career in regular service, although the economies it provided were insufficient for more of the type to be built. From 1932–3 onwards, and initially as part of a programme to economize on shunting costs by producing a single-manned locomotive, the LMS started to develop diesel shunting locomotives. Stanier delegated much of the responsibility for these to C.E.Fairburn. From 1939 diesel-electric shunting locomotives were being built in quantity for the LMS: this was the first instance of adoption of diesel power on a large scale by a British main-line railway. In a remarkably short time, Stanier transformed LMS locomotive stock, formerly the most backward of the principal British railways, to the point at which it was second to none. He was seconded to the Government as Scientific Advisor to the Ministry of Production in 1942, and retired two years later.[br]Principal Honours and DistinctionsKnighted 1943. FRS 1944. 47 Strutt, Jedediah
SUBJECT AREA: Textiles[br]b. 26 July 1726 South Normanton, near Alfreton, Derbyshire, Englandd. 7 May 1797 Derby, England[br]English inventor of a machine for making ribbed knitting.[br]Jedediah Strutt was the second of three sons of William, a small farmer and maltster at South Normanton, near Alfreton, Derbyshire, where the only industry was a little framework knitting. At the age of 14 Jedediah was apprenticed to Ralph Massey, a wheelwright near Derby, and lodged with the Woollats, whose daughter Elizabeth he later married in 1755. He moved to Leicester and in 1754 started farming at Blackwell, where an uncle had died and left him the stock on his farm. It was here that he made his knitting invention.William Lee's knitting machine remained in virtually the same form as he left it until the middle of the eighteenth century. The knitting industry moved away from London into the Midlands and in 1730 a Nottingham workman, using Indian spun yarn, produced the first pair of cotton hose ever made by mechanical means. This industry developed quickly and by 1750 was providing employment for 1,200 frameworkers using both wool and cotton in the Nottingham and Derby areas. It was against this background that Jedediah Strutt obtained patents for his Derby rib machine in 1758 and 1759.The machine was a highly ingenious mechanism, which when placed in front of an ordinary stocking frame enabled the fashionable ribbed stockings to be made by machine instead of by hand. To develop this invention, he formed a partnership first with his brother-in-law, William Woollat, and two leading Derby hosiers, John Bloodworth and Thomas Stamford. This partnership was dissolved in 1762 and another was formed with Woollat and the Nottingham hosier Samuel Need. Strutt's invention was followed by a succession of innovations which enabled framework knitters to produce almost every kind of mesh on their machines. In 1764 the stocking frame was adapted to the making of eyelet holes, and this later lead to the production of lace. In 1767 velvet was made on these frames, and two years later brocade. In this way Strutt's original invention opened up a new era for knitting. Although all these later improvements were not his, he was able to make a fortune from his invention. In 1762 he was made a freeman of Nottingham, but by then he was living in Derby. His business at Derby was concerned mainly with silk hose and he had a silk mill there.It was partly his need for cotton yarn and partly his wealth which led him into partnership with Richard Arkwright, John Smalley and David Thornley to exploit Arkwright's patent for spinning cotton by rollers. Together with Samuel Need, they financed the Arkwright partnership in 1770 to develop the horse-powered mill in Nottingham and then the water-powered mill at Cromford. Strutt gave advice to Arkwright about improving the machinery and helped to hold the partnership together when Arkwright fell out with his first partners. Strutt was also involved, in London, where he had a house, with the parliamentary proceedings over the passing of the Calico Act in 1774, which opened up the trade in British-manufactured all-cotton cloth.In 1776 Strutt financed the construction of his own mill at Helper, about seven miles (11 km) further down the Derwent valley below Cromford. This was followed by another at Milford, a little lower on the river. Strutt was also a partner with Arkwright and others in the mill at Birkacre, near Chorley in Lancashire. The Strutt mills were developed into large complexes for cotton spinning and many experiments were later carried out in them, both in textile machinery and in fireproof construction for the mills themselves. They were also important training schools for engineers.Elizabeth Strutt died in 1774 and Jedediah never married again. The family seem to have lived frugally in spite of their wealth, probably influenced by their Nonconformist background. He had built a house near the mills at Milford, but it was in his Derby house that Jedediah died in 1797. By the time of his death, his son William had long been involved with the business and became a more important cotton spinner than Jedediah.[br]Bibliography1758. SUBJECT AREA: Weapons and armour[br]b. 1728 Clifton, Cumberland, Englandd. 14 July 1808 Bradley, Staffordshire, England[br]English ironmaster, inventor of a cannon-boring machine.[br]Wilkinson's father Isaac was a farmer turned ironmaster. Soon after 1750, the family acquired Bersham furnace, near Wrexham. This was later in the hands of John and his brother William. By 1763, John had risen to take sole charge of Broseley furnace near Coalbrookdale, Shropshire, and in 1770 he set up a third furnace at Bradley, Staffordshire. By this time he had become one of the country's leading ironmasters, known for the wide range of ware made of cast iron, doubtless the reason for his nickname "Ironmad Wilkinson". He made a cast-iron boat which, to the surprise of many, floated. For his own eventual use, he also made a cast-iron coffin, but did not make sufficient allowance for increasing girth with age! Wilkinson's most notable invention was his cannon-boring machine, patented in 1774. The gun barrel was held rigidly while the cutter head moved forward on a rod inside a hollow boring bar. The machine was easily adapted to bore the cylinders for Boulton \& Watt's steam engines and he became a regular supplier, as only he could bore them with the required accuracy. On the other hand, their second engine was supplied to Wilkinson to power a blowing engine to provide air blast for his Broseley furnace: this was the first use of a Boulton \& Watt engine for a purpose other than pumping. By 1780 he had three further steam engines at work. Wilkinson installed the first Boulton \& Watt engine in France at the Paris waterworks, for which he supplied the iron pipes. Another patent was obtained in 1794 for the invention of the cupola or furnace for melting metal for small castings, although it is now thought that the real inventor was his brother William. John the younger was educated at Lichfield school and then worked as a carpenter at Thickbroom till 1730. In 1732 he was in Birmingham, engaged by a man named Heely, a gunbarrel forger, who became bankrupt in 1734. Wyatt had invented a machine for making files and sought the help of Lewis Paul to manufacture this commercially.The surviving papers of Paul and Wyatt in Birmingham are mostly undated and show a variety of machines with which they were involved. There was a machine for "making lead hard" which had rollers, and "a Gymcrak of some consequence" probably refers to a machine for boring barrels or the file-making machine. Wyatt is said to have been one of the unsuccessful competitors for the erection of London Bridge in 1736. He invented and perfected the compound-lever weighing machine. He had more success with this: after 1744, machines for weighing up to five tons were set up at Birmingham, Chester, Gloucester, Hereford, Lichfield and Liverpool. Road construction, bridge building, hydrostatics, canals, water-powered engines and many other schemes received his attention and it is said that he was employed for a time after 1744 by Matthew Boulton.It is certain that in April 1735 Paul and Wyatt were working on their spinning machine and Wyatt was making a model of it in London in 1736, giving up his work in Birmingham. The first patent, in 1738, was taken out in the name of Lewis Paul. It is impossible to know which of these two invented what. This first patent covers a wide variety of descriptions of the vital roller drafting to draw out the fibres, and it is unknown which system was actually used. Paul's carding patent of 1748 and his second spinning patent of 1758 show that he moved away from the system and principles upon which Arkwright built his success. Wyatt and Paul's spinning machines were sufficiently promising for a mill to be set up in 1741 at the Upper Priory, Birmingham, that was powered by two asses. Wyatt was the person responsible for constructing the machinery. Edward Cave established another at Northampton powered by water while later Daniel Bourn built yet another at Leominster. Many others were interested too. The Birmingham mill did not work for long and seems to have been given up in 1743. Wyatt was imprisoned for debt in The Fleet in 1742, and when released in 1743 he tried for a time to run the Birmingham mill and possibly the Northampton one. The one at Leominster burned down in 1754, while the Northampton mill was advertised for sale in 1756. This last mill may have been used again in conjunction with the 1758 patent. (1415-1975)Portugal was the first Western European state to establish an early modern overseas empire beyond the Mediterranean and perhaps the last colonial power to decolonize. A vast subject of complexity that is full of myth as well as debatable theories, the history of the Portuguese overseas empire involves the story of more than one empire, the question of imperial motives, the nature of Portuguese rule, and the results and consequences of empire, including the impact on subject peoples as well as on the mother country and its society, Here, only the briefest account of a few such issues can be attempted.There were various empires or phases of empire after the capture of the Moroccan city of Ceuta in 1415. There were at least three Portuguese empires in history: the First empire (1415-1580), the Second empire (1580-1640 and 1640-1822), and the Third empire (1822-1975).With regard to the second empire, the so-called Phillipine period (1580-1640), when Portugal's empire was under Spanish domination, could almost be counted as a separate era. During that period, Portugal lost important parts of its Asian holdings to England and also sections of its colonies of Brazil, Angola, and West Africa to Holland's conquests. These various empires could be characterized by the geography of where Lisbon invested its greatest efforts and resources to develop territories and ward off enemies.The first empire (1415-1580) had two phases. First came the African coastal phase (1415-97), when the Portuguese sought a foothold in various Moroccan cities but then explored the African coast from Morocco to past the Cape of Good Hope in South Africa. While colonization and sugar farming were pursued in the Atlantic islands, as well as in the islands in the Gulf of Guinea like São Tomé and Príncipe, for the most part the Portuguese strategy was to avoid commitments to defending or peopling lands on the African continent. Rather, Lisbon sought a seaborne trade empire, in which the Portuguese could profit from exploiting trade and resources (such as gold) along the coasts and continue exploring southward to seek a sea route to Portuguese India. The second phase of the first empire (1498-1580) began with the discovery of the sea route to Asia, thanks to Vasco da Gama's first voyage in 1497-99, and the capture of strong points, ports, and trading posts in order to enforce a trade monopoly between Asia and Europe. This Asian phase produced the greatest revenues of empire Portugal had garnered, yet ended when Spain conquered Portugal and commanded her empire as of 1580.Portugal's second overseas empire began with Spanish domination and ran to 1822, when Brazil won her independence from Portugal. This phase was characterized largely by Brazilian dominance of imperial commitment, wealth in minerals and other raw materials from Brazil, and the loss of a significant portion of her African and Asian coastal empire to Holland and Great Britain. While Portugal lost its foothold in West Africa at Mina to the Dutch, dominion in Angola was consolidated. The most vital part of the imperial economy was a triangular trade: slaves from West Africa and from the coasts of Congo and Angola were shipped to plantations in Brazil; raw materials (sugar, tobacco, gold, diamonds, dyes) were sent to Lisbon; Lisbon shipped Brazil colonists and hardware. Part of Portugal's War of Restoration against Spain (1640-68) and its reclaiming of Brazil and Angola from Dutch intrusions was financed by the New Christians (Jews converted to Christianity after the 1496 Manueline order of expulsion of Jews) who lived in Portugal, Holland and other low countries, France, and Brazil. If the first empire was mainly an African coastal and Asian empire, the second empire was primarily a Brazilian empire.Portugal's third overseas empire began upon the traumatic independence of Brazil, the keystone of the Lusitanian enterprise, in 1822. The loss of Brazil greatly weakened Portugal both as a European power and as an imperial state, for the scattered remainder of largely coastal, poor, and uncolonized territories that stretched from the bulge of West Africa to East Timor in the East Indies and Macau in south China were more of a financial liability than an asset. Only two small territories balanced their budgets occasionally or made profits: the cocoa islands of São Tomé and Príncipe in the Gulf of Guinea and tiny Macau, which lost much of its advantage as an entrepot between the West and the East when the British annexed neighboring Hong Kong in 1842. The others were largely burdens on the treasury. The African colonies were strapped by a chronic economic problem: at a time when the slave trade and then slavery were being abolished under pressures from Britain and other Western powers, the economies of Guinea- Bissau, São Tomé/Príncipe, Angola, and Mozambique were totally dependent on revenues from the slave trade and slavery. During the course of the 19th century, Lisbon began a program to reform colonial administration in a newly rejuvenated African empire, where most of the imperial efforts were expended, by means of replacing the slave trade and slavery, with legitimate economic activities.Portugal participated in its own early version of the "Scramble" for Africa's interior during 1850-69, but discovered that the costs of imperial expansion were too high to allow effective occupation of the hinterlands. After 1875, Portugal participated in the international "Scramble for Africa" and consolidated its holdings in west and southern Africa, despite the failure of the contra-costa (to the opposite coast) plan, which sought to link up the interiors of Angola and Mozambique with a corridor in central Africa. Portugal's expansion into what is now Malawi, Zambia, and Zimbabwe (eastern section) in 1885-90 was thwarted by its oldest ally, Britain, under pressure from interest groups in South Africa, Scotland, and England. All things considered, Portugal's colonizing resources and energies were overwhelmed by the African empire it possessed after the frontier-marking treaties of 1891-1906. Lisbon could barely administer the massive area of five African colonies, whose total area comprised about 8 percent of the area of the colossal continent. The African territories alone were many times the size of tiny Portugal and, as of 1914, Portugal was the third colonial power in terms of size of area possessed in the world.The politics of Portugal's empire were deceptive. Lisbon remained obsessed with the fear that rival colonial powers, especially Germany and Britain, would undermine and then dismantle her African empire. This fear endured well into World War II. In developing and keeping her potentially rich African territories (especially mineral-rich Angola and strategically located Mozambique), however, the race against time was with herself and her subject peoples. Two major problems, both chronic, prevented Portugal from effective colonization (i.e., settling) and development of her African empire: the economic weakness and underdevelopment of the mother country and the fact that the bulk of Portuguese emigration after 1822 went to Brazil, Venezuela, the United States, and France, not to the colonies. These factors made it difficult to consolidate imperial control until it was too late; that is, until local African nationalist movements had organized and taken the field in insurgency wars that began in three of the colonies during the years 1961-64.Portugal's belated effort to revitalize control and to develop, in the truest sense of the word, Angola and Mozambique after 1961 had to be set against contemporary events in Europe, Africa, and Asia. While Portugal held on to a backward empire, other European countries like Britain, France, and Belgium were rapidly decolonizing their empires. Portugal's failure or unwillingness to divert the large streams of emigrants to her empire after 1850 remained a constant factor in this question. Prophetic were the words of the 19th-century economist Joaquim Oliveira Martins, who wrote in 1880 that Brazil was a better colony for Portugal than Africa and that the best colony of all would have been Portugal itself. As of the day of the Revolution of 25 April 1974, which sparked the final process of decolonization of the remainder of Portugal's third overseas empire, the results of the colonization program could be seen to be modest compared to the numbers of Portuguese emigrants outside the empire. Moreover, within a year, of some 600,000 Portuguese residing permanently in Angola and Mozambique, all but a few thousand had fled to South Africa or returned to Portugal.In 1974 and 1975, most of the Portuguese empire was decolonized or, in the case of East Timor, invaded and annexed by a foreign power before it could consolidate its independence. Only historic Macau, scheduled for transfer to the People's Republic of China in 1999, remained nominally under Portuguese control as a kind of footnote to imperial history. If Portugal now lacked a conventional overseas empire and was occupied with the challenges of integration in the European Union (EU), Lisbon retained another sort of informal dependency that was a new kind of empire: the empire of her scattered overseas Portuguese communities from North America to South America. It sets out the different classifications of spending for budgeting purposes and why these distinctions have been adopted. It discusses how the public expenditure framework is designed to ensure both sound public finances and an outcome-focused approach to public expenditure.The UK's public spending framework is based on several key principles:"consistency with a long-term, prudent and transparent regime for managing the public finances as a whole;" "the judgement of success by policy outcomes rather than resource inputs;" "strong incentives for departments and their partners in service delivery to plan over several years and plan together where appropriate so as to deliver better public services with greater cost effectiveness; and"the proper costing and management of capital assets to provide the right incentives for public investment.The Government sets policy to meet two firm fiscal rules:"the Golden Rule states that over the economic cycle, the Government will borrow only to invest and not to fund current spending; and"the Sustainable Investment Rule states that net public debt as a proportion of GDP will be held over the economic cycle at a stable and prudent level. Other things being equal, net debt will be maintained below 40 per cent of GDP over the economic cycle.Achievement of the fiscal rules is assessed by reference to the national accounts, which are produced by the Office for National Statistics, acting as an independent agency. The Government sets its spending envelope to comply with these fiscal rules.Departmental Expenditure Limits ( DEL) and Annually Managed Expenditure (AME)"Departmental Expenditure Limit ( DEL) spending, which is planned and controlled on a three year basis in Spending Reviews; and"Annually Managed Expenditure ( AME), which is expenditure which cannot reasonably be subject to firm, multi-year limits in the same way as DEL. AME includes social security benefits, local authority self-financed expenditure, debt interest, and payments to EU institutions.More information about DEL and AME is set out below.In Spending Reviews, firm DEL plans are set for departments for three years. To ensure consistency with the Government's fiscal rules departments are set separate resource (current) and capital budgets. The resource budget contains a separate control total for “near cash” expenditure, that is expenditure such as pay and current grants which impacts directly on the measure of the golden rule.To encourage departments to plan over the medium term departments may carry forward unspent DEL provision from one year into the next and, subject to the normal tests for tautness and realism of plans, may be drawn down in future years. This end-year flexibility also removes any incentive for departments to use up their provision as the year end approaches with less regard to value for money. For the full benefits of this flexibility and of three year plans to feed through into improved public service delivery, end-year flexibility and three year budgets should be cascaded from departments to executive agencies and other budget holders.Three year budgets and end-year flexibility give those managing public services the stability to plan their operations on a sensible time scale. Further, the system means that departments cannot seek to bid up funds each year (before 1997, three year plans were set and reviewed in annual Public Expenditure Surveys). So the credibility of medium-term plans has been enhanced at both central and departmental level.Departments have certainty over the budgetary allocation over the medium term and these multi-year DEL plans are strictly enforced. Departments are expected to prioritise competing pressures and fund these within their overall annual limits, as set in Spending Reviews. So the DEL system provides a strong incentive to control costs and maximise value for money.There is a small centrally held DEL Reserve. Support from the Reserve is available only for genuinely unforeseeable contingencies which departments cannot be expected to manage within their DEL.AME typically consists of programmes which are large, volatile and demand-led, and which therefore cannot reasonably be subject to firm multi-year limits. The biggest single element is social security spending. Other items include tax credits, Local Authority Self Financed Expenditure, Scottish Executive spending financed by non-domestic rates, and spending financed from the proceeds of the National Lottery.AME is reviewed twice a year as part of the Budget and Pre-Budget Report process reflecting the close integration of the tax and benefit system, which was enhanced by the introduction of tax credits.AME is not subject to the same three year expenditure limits as DEL, but is still part of the overall envelope for public expenditure. Affordability is taken into account when policy decisions affecting AME are made. The Government has committed itself not to take policy measures which are likely to have the effect of increasing social security or other elements of AME without taking steps to ensure that the effects of those decisions can be accommodated prudently within the Government's fiscal rules.Given an overall envelope for public spending, forecasts of AME affect the level of resources available for DEL spending. Cautious estimates and the AME margin are built in to these AME forecasts and reduce the risk of overspending on AME.Together, DEL plus AME sum to Total Managed Expenditure (TME). TME is a measure drawn from national accounts. It represents the current and capital spending of the public sector. The public sector is made up of central government, local government and public corporations.Resource and Capital Budgets are set in terms of accruals information. So for example the Resource Budget includes a charge for depreciation, a measure of the consumption or wearing out of capital assets."Non cash charges in budgets do not impact directly on the fiscal framework. That may be because the national accounts use a different way of measuring the same thing, for example in the case of the depreciation of departmental assets. Or it may be that the national accounts measure something different: for example, resource budgets include a cost of capital charge reflecting the opportunity cost of holding capital; the national accounts include debt interest."Within the Resource Budget DEL, departments have separate controls on:"Near cash spending, the sub set of Resource Budgets which impacts directly on the Golden Rule; and"The amount of their Resource Budget DEL that departments may spend on running themselves (e.g. paying most civil servants’ salaries) is limited by Administration Budgets, which are set in Spending Reviews. Administration Budgets are used to ensure that as much money as practicable is available for front line services and programmes. At trade fairs, exhibitions, demonstrations, etc., Member States shall not prevent the showing of machinery or safety components which do not conform to the provisions of this Directive, provided that a visible sign clearly indicates that such machinery or safety components do not conform and that they are not for sale until they have been brought into conformity by the manufacturer or his authorised representative established in the Community. During demonstrations, adequate safety measures shall be taken to ensure the protection of persons.

Member States shall not prohibit, restrict or impede the placing on the market of machinery where the manufacturer or his authorised representative established in the Community declares in accordance with point B of Annex II that it is intended to be incorporated into machinery or assembled with other machinery to constitute machinery covered by this Directive, except where it can function independently.
‘Interchangeable equipment’, as referred to in the third indent of Article 1(2)(a), must in all cases bear the CE marking and be accompanied by the EC declaration of conformity referred to in Annex II, point A.2. Article 5
1. Member States shall regard the following as conforming to all the provisions of this Directive, including the procedures for checking the conformity provided for in Chapter II:
— machinery bearing the CE marking and accompanied by the EC declaration of conformity referred to in Annex II, point A,
— safety components accompanied by the EC declaration of conformity referred to in Annex II, point C.Статья 5

Where a national standard transposing a harmonised standard, the reference for which has been published in the Official Journal of the European Communities, covers one or more of the essential safety requirements, machinery or safety components constructed in accordance with this standard shall be presumed to comply with the relevant essential requirements.
Member States shall publish the references of national standards transposing harmonised standards.2. Member States shall ensure that appropriate measures are taken to enable the social partners to have an influence at national level on the process of preparing and monitoring the harmonised standards.

Article 6
1. Where a Member State or the Commission considers that the harmonised standards referred to in Article 5(2) do not entirely satisfy the essential requirements referred to in Article 3, the Commission or the Member State concerned shall bring the matter before the committee set up under Directive 83/189/EEC, giving the reasons therefor. The committee shall deliver an opinion without delay.
Upon receipt of the committee’s opinion, the Commission shall inform the Member States whether or not it is necessary to withdraw those standards from the published information referred to in Article 5(2).Статья 6

A standing committee shall be set up, consisting of representatives appointed by the Member States and chaired by a representative of the Commission.
The standing committee shall draw up its own rules of procedure.
Any matter relating to the implementation and practical application of this Directive may be brought before the standing committee, in accordance with the following procedure:
The representative of the Commission shall submit to the committee a draft of the measures to be taken. The committee shall deliver its opinion on the draft, within a time limit which the chairman may lay down according to the urgency of the matter, if necessary by taking a vote.
The opinion shall be recorded in the minutes; in addition, each Member State shall have the right to ask to have its position recorded in the minutes.
The Commission shall take the utmost account of the opinion delivered by the committee.
It shall inform the committee of the manner in which its opinion has been taken into account.2. Должен быть создан постоянно действующий комитет, состоящий из представителей, назначенных Государствами – членами, и возглавляемый представителем Комиссии.
Постоянно действующий комитет будет сам устанавливать порядок действий и процедуры.
Любой вопрос, относящийся к выполнению и практическому применению настоящей Директивы, может быть поставлен на рассмотрение постоянно действующего комитета, в соответствии со следующими правилами:
Представитель Комиссии должен представить комитету проект предполагаемых к принятию мер. Комитет должен выразить свое мнение по проекту за время, установленное председателем в соответствии со срочностью вопроса, при необходимости определяемого путем голосования.

1. Where a Member State ascertains that:
— machinery bearing the CE marking, or
— safety components accompanied by the EC declaration of conformity, used in accordance with their intended purpose are liable to endanger the safety of persons, and, where appropriate, domestic animals or property, it shall take all appropriate measures to withdraw such machinery or safety components from the market, to prohibit the placing on the market, putting into service or use thereof, or to restrict free movement thereof.
Member States shall immediately inform the Commission of any such measure, indicating the reason for its decision and, in particular, whether non-conformity is due to:
(a) failure to satisfy the essential requirements referred to in Article 3;
(b) incorrect application of the standards referred to in Article 5(2);
(c) shortcomings in the standards themselves referred to in Article 5(2).Статья 7
1. Если Государство - член устанавливает, что:
- машинное оборудование, имеющее маркировку "СЕ", либо
- компоненты безопасности, сопровождаемые декларацией соответствия ЕС, используемые в соответствии с их назначением, могут нести угрозу безопасности людям, и, если это имеет место, домашним животным или собственности, оно должно принять все необходимые меры для изъятия такого машинного оборудования, либо компонентов безопасности с рынка, запретить их поставку на рынок, ввод в эксплуатацию или использование, либо ограничить их свободное обращение.
Государства - члены должны немедленно информировать Комиссию о любых подобных мерах, указать причины такого решения и, в особенности, информировать о том, явилось ли это несоответствие результатом:
a) неспособности удовлетворить основным требованиям, определенным в Статье 3;
b) неправильного применения стандартов, определенных в Статье 5 (п.2);
c) недостатков самих стандартов, определенных в Статье 5 (п. 2).2. The Commission shall enter into consultation with the parties concerned without delay. Where the Commission considers, after this consultation, that the measure is justified, it shall immediately so inform the Member State which took the initiative and the other Member States. Where the Commission considers, after this consultation, that the action is unjustified, it shall immediately so inform the Member State which took the initiative and the manufacturer or his authorised representative established within the Community.
Where the decision referred to in paragraph 1 is based on a shortcoming in the standards, and where the Member State at the origin of the decision maintains its position, the Commission shall immediately inform the committee in order to initiate the procedures referred to in Article 6(1).2. — machinery which does not comply bears the CE marking,
— a safety component which does not comply is accompanied by an EC declaration of conformity,
the competent Member State shall take appropriate action against whom so ever has affixed the marking or drawn up the declaration and shall so inform the Commission and other Member States.3. Если:

- компоненты безопасности, не соответствующие требованиям, имеют декларацию соответствия ЕС,

The Commission shall ensure that Member States are kept informed of the progress and outcome of this procedure.

CHAPTER II
CONFORMITY ASSESSMENT PROCEDURES
Article 8
1. The manufacturer or his authorised representative established in the Community must, in order to certify that machinery and safety components are in conformity with this Directive, draw up for all machinery or safety components manufactured an EC declaration of conformity based on the model given in Annex II, point A or C as appropriate.
In addition, for machinery alone, the manufacturer or his authorised representatives established in the Community must affix to the machine the CE marking.Глава II

Для подтверждения того, что машинное оборудование, а также компоненты безопасности соответствуют положениям настоящей Директивы, изготовитель или его уполномоченный представитель в Сообществе должен составить декларацию ЕС о соответствии на произведенное машинное оборудование и компоненты безопасности по образцу, приведенному в Приложении II, соответственно пунктам A или C.
Корме того, на машинное оборудование изготовитель или его уполномоченный представитель в Сообществе должен нанести маркировку "СЕ" в соответствии со Статьей 10.2. Before placing on the market, the manufacturer, or his authorised representative established in the Community, shall:
(a) if the machinery is not referred to in Annex IV, draw up the file provided for in Annex V;
(b) if the machinery is referred to in Annex IV and its manufacturer does not comply, or only partly complies, with the standards referred to in Article 5(2) or if there are no such standards, submit an example of the machinery for the EC type-examination referred to in Annex VI;
(c) if the machinery is referred to in Annex IV and is manufactured in accordance with the standards referred to in Article 5(2):
— either draw up the file referred to in Annex VI and forward it to a notified body, which will acknowledge receipt of the file as soon as possible and keep it,
— submit the file referred to in Annex VI to the notified body, which will simply verify that the standards referred to in Article 5(2) have been correctly applied and will draw up a certificate of adequacy for the file,
— or submit the example of the machinery for the EC type-examination referred to in Annex VI.2. Перед поставкой на рынок изготовитель или его уполномоченный представитель в Сообществе должен:
(a) в случае, если машинное оборудование не указано в Приложении IV, составить документацию, предусмотренную Приложением V;
(b) если машинное оборудование указано в Приложении IV, и их изготовитель не выполняет, либо выполняет лишь частично требования стандартов, упомянутых в Статье 5 (2), либо, если таких стандартов не существует, то представить образец машинного оборудования для его испытания ЕС, определенного в Приложении VI;
(c) если машинное оборудование указано в Приложении IV и изготовлено в соответствии со стандартами, определенными в Статье 5 (п. 2):
- либо составить документацию, указанную в Приложении VI, и передать ее нотифицированному органу, который подтверждает получение документации в возможно короткие сроки, а также сохраняет ее;
- представить документацию, указанную в Приложении VI, нотифицированному органу, который просто проверит, что стандарты, упомянутые в Статье 5 (2), были применены правильно и составит сертификат соответствия по этой документации;
- либо представить образец машинного оборудования для испытания ЕС типового образца, определенного в Приложении VI.3. Where the first indent of paragraph 2(c) of this Article applies, the provisions of the first sentence of paragraphs 5 and 7 of Annex VI shall also apply.
Where the second indent of paragraph 2(c) of this Article applies, the provisions of paragraphs 5, 6 and 7 of Annex VI shall also apply.3. Where paragraph 2(a) and the first and second indents of paragraph 2(c) apply, the EC declaration of conformity shall solely state conformity with the essential requirements of the Directive.
Where paragraph 2(b) and the third indent of paragraph 2(c) apply, the EC declaration of conformity shall state conformity with the example that underwent EC type-examination.4. Safety components shall be subject to the certification procedures applicable to machinery pursuant to paragraphs 2, 3 and 4. Furthermore, during EC type-examination, the notified body shall verify the suitability of the safety component for fulfilling the safety functions declared by the manufacturer.

6. (a) Where the machinery is subject to other Directives concerning other aspects and which also provide for the affixing of the CE marking, the latter shall indicate that the machinery is also presumed to conform to the provisions of those other Directives.
(b) However, where one or more of those Directives allow the manufacturer, during a transitional period, to choose which arrangements to apply, the CE marking shall indicate conformity only to the Directives applied by the manufacturer. In this case, particulars of the Directives applied, as published in the Official Journal of the European Communities, must be given in the documents, notices or instructions required by the directives and accompanying such machinery.6. Where neither the manufacturer nor his authorised representative established in the Community fulfils the obligations of paragraphs 1 to 6, these obligations shall fall to any person placing the machinery or safety component on the market in the Community. The same obligations shall apply to any person assembling machinery or parts thereof or safety components of various origins or constructing machinery or safety components for his own use.
7. Если ни изготовитель, ни его уполномоченный представитель в Сообществе не выполнят своих обязательств по предыдущим параграфам, то эти обязательства должны быть выполнены любыми лицами, поставляющими машинное оборудование или компоненты безопасности на рынок Сообщества. Такие же обязательства возлагаются на любые лица, осуществляющие сборку машинного оборудования, либо его частей или компонентов безопасности различного происхождения, либо создающие машинное оборудование или компоненты безопасности для собственного пользования.
8. The obligations referred to in paragraph 7 shall not apply to persons who assemble with a machine or tractor interchangeable equipment as provided for in Article 1, provided that the parts are compatible and each of the constituent parts of the assembled machine bears the CE marking and is accompanied by the EC declaration of conformity.

Article 9
1. Member States shall notify the Commission and the other Member States of the approved bodies which they have appointed to carry out the procedures referred to in Article 8 together with the specific tasks which these bodies have been appointed to carry out and the identification numbers assigned to them beforehand by the Commission.
The Commission shall publish in the Official Journal of the European Communities a list of the notified bodies and their identification numbers and the tasks for which they have been notified. The Commission shall ensure that this list is kept up to date.Статья 9

2. Member States shall apply the criteria laid down in Annex VII in assessing the bodies to be indicated in such notification. Bodies meeting the assessment criteria laid down in the relevant harmonised standards shall be presumed to fulfil those criteria.

3. A Member State which has approved a body must withdraw its notification if it finds that the body no longer meets the criteria referred to in Annex VII. It shall immediately inform the Commission and the other Member States accordingly.

CHAPTER III
CE MARKING
Article 10
1. The CE conformity marking shall consist of the initials ‘CE’. The form of the marking to be used is shown in Annex III.ГЛАВА III

1. Маркировка "СЕ" состоит из заглавных букв "СЕ". Форма маркировки, которая будет использоваться, указана в Приложении III.2. The CE marking shall be affixed to machinery distinctly and visibly in accordance with point 1.7.3 of Annex I.
2. Маркировка "СЕ" должна наноситься на машинное оборудование четко, на видном месте в соответствии с пунктом 1.7.3. Приложения I.
3. The affixing of markings on the machinery which are likely to deceive third parties as to the meaning and form of the CE marking shall be prohibited. Any other marking may be affixed to the machinery provided that the visibility and legibility of the CE marking is not thereby reduced.

4. Without prejudice to Article 7:
(a) where a Member State establishes that the CE marking has been affixed unduly, the manufacturer or his authorised representative established within the Community shall be obliged to make the product conform as regards the provisions concerning the CE marking and to end the infringement under the conditions imposed by the Member State;
(b) where non-conformity continues, the Member State must take all appropriate measures to restrict or prohibit the placing on the market of the product in question or to ensure that it is withdrawn from the market in accordance with the procedure laid down in Article 7.4. FINAL PROVISIONS
Article 11
Any decision taken pursuant to this Directive which restricts the placing on the market and putting into service of machinery or a safety component shall state the exact grounds on which it is based. Such a decision shall be notified as soon as possible to the party concerned, who shall at the same time be informed of the legal remedies available to him under the laws in force in the Member State concerned and of the time limits to which such remedies are subject.ГЛАВА IV

The Commission will take the necessary steps to have information on all the relevant decisions relating to the management of this Directive made available.Статья 12

1. Member States shall communicate to the Commission the texts of the provisions of national law which they adopt in the field governed by this Directive.
2. The Commission shall, before 1 January 1994, examine the progress made in the standardisation work relating to this Directive and propose any appropriate measures.Статья 13
